Albanians from the Kosovska Mitrovica suburb of Brđani, escorted by a large contingent of EULEX and KPS officers, have resumed rebuilding work on their homes. Serb representatives from Brđani say they will hold a rally on Šumadija Square in northern Kosovska Mitrovica on Monday in protest at the difficult situation in the ethnically-mixed suburb, where Albanians have begun rebuilding their homes in breach of a reciprocal agreement on reconstruction work.

The municipality of Preševo in southern Serbia does not agree with the announced shutting down of TV Preševo. Municipal President Ragmi Mustafa said this will be pointed out at the next meeting of the Coordinating Body for Southern Serbia.
K. Albanians “pressuring EULEX”
Disputes between the west and Kosovo over the EU mission “indicate a growing security challenge” for both, Stratfor think-tank writes. The agency refers in its analysis to ethnic Albanian Self-Determination Movement and its leader Albin Kurti as “the leader of a Kosovo nationalist nongovernmental organization”, and quotes his statement that demonstrations against EULEX would continue.
Ethnic Albanians push for “region” in south
Ethnic Albanian councilors in Serbia’s south have launched an initiative to form Albanian regional institutions and a separate region of PreÅ¡evo Valley. A political declaration, adopted in an assembly of councilors of PreÅ¡evo, MedveÄ‘a and Bujanovac, reminds that this initiative comes “in the spirit of the political platform of January 2006″.
Albanians want “PreÅ¡evo Valley region”
An assembly of ethnic Albanian officials, made up of councilors from Preševo, Bujanovac and Medveđa, want the Preševo Valley to become its own region. The local assembly has adopted a political declaration in which it rejects all violence which could lead to destabilization in the Preševo Valley in southern Serbia.
Still no deal over electricity in Å trpce
Serbs from Å trpce have failed to reach an agreement with the Kosovo Electric Corporation (KEK) for restoring the electricity, cut off since June 30. Although everything was prepared for the 12,000 Serbs and about 3,500 Albanians in this Kosovo municipality to finally be reconnected, KEK demanded to get full control of the administrative building along with the keys of the substation that belongs to Serbian state power company EPS.
K. Albanians “seek help persuading Serbs”
“Kosovo institutions have asked for help from international factors in order to entice Kosovo Serbs to take part in local elections,” writes a PriÅ¡tina daily. Albanian language newspaper Koha Ditore explains that thus far, not a single “political subject” in five municipalities with majority Serb population has applied to take part in the ballot scheduled for November. These municipalities are “supposed to be formed in the fall”.
“Too early for Serbs to work in EULEX courts”
JM State Secretary Slobodan Homen says that there are no conditions for the entry of Serbs and other non-Albanians into the EULEX judiciary. “EULEX has not defined the territory under the jurisdiction of the Kosovska Mitrovica court or regulations for its work,†he explained in Kosovska Mitrovica yesterday.
K. Albanians to send “new arguments”
Representatives of the Kosovo Albanian government in PriÅ¡tina will on July 17 send additional arguments to the International Court of Justice, reports said. The move, according to Albanian language daily Koha Ditore, will seek to “defend the legitimacy of the independence declaration”.
