Fresh flood alert for upper Sindh

ISLAMABAD (Agencies) – Due to high flow of water in Indus River, upper Sindh towns including ShahdadKot, Sajawal, Ratodero and Qabo Saeed Khan have been declared red zone.
Floods have turned their directions towards Keerthar Canal in Jacobabad after water was seen flowing backwards due to destruction of gates located at Karang Regulator near Shahdadkot, reported a private TV channel.
DCO Shahdadkot ordered evacuation of 150 villages including Qabo Saeed Khan on emergency basis after the district was alerted against potential flooding.
A massive flood is marching towards Larkana and Khairpur districts after a huge crack was developed in under-construction security bund, aimed at turning direction of River Indus away from population in both the districts. The residents of two villages near Jhirik, Rajoo Nizamani and Tando Hafiz Shah of katcha areas in Thatta district have been warned to evacuate towards safer places in view of the expected super flood to pass from here this week.
This warning was issued by DCO Manzoor Ali Shaikh while addressing an emergency news conference in his office on Tuesday. Chief Engineer Kotri Barrage Manzoor Shaikh and Army commander were also present.
The DCO said that the population of Rajoo Nizamani is about 10,000, while that of Tando Hafiz Shah is about 8,000. He said that both villages are located within the katcha area within the embankments of Indus River. He said he had already sent transport to these villages for evacuation.
He said that Rangers had been assigned to help evacuation of people in cooperation with local representatives. He said several people have shifted to their relatives, while others will be kept in relief camps.
Meanwhile, raging floods have developed a breach in a bank in katcha area near Ubauro, submerging eight villages and trapping 15,000 people.
This bank was established around over eight villages in katcha area. The 300-foot-wide breach in the bank occurred near village Gul Hassan Mazari, which submerged 40,000 acres of land including standing crops. So far 1,000 cattle heads have been swept away by floods in District Ghotki while the number of trapped people in floods was stated to be 20,000.

Peshawar on alert after fresh flood warning

PESHAWAR – The government on Tuesday issued fresh flood warnings, bracing the country for heavy monsoon downpours that could pile more misery onto 3.2 million people already affected by unprecedented rains.
Authorities in Khyber Pakhtunkhwa issued a warning to people living around Warsak Dam, one of the countryÂ’s most vital dams and lying outside the city of Peshawar.
Rising water levels at Warsak Dam, the countryÂ’s third biggest, prompted disaster officials to ask residents in Peshawar to leave their homes.
Intermittent heavy downpours in parts of Khyber Pakhtunkhwa on Tuesday multiplied the peopleÂ’s sufferings, while most of the flood-hit families of the province are yet to settle at relief camps for receiving aid.
The heavy downpour in various parts of the province and subsequent high flood in the Kurrum and Ghambila Rivers have multiplied the marooned peopleÂ’s sufferings especially of Bannu and Lakki Marwat areas. The Provincial Disaster Management Authority (PDMA) had earlier issued warnings about the water outflow from Warsak Dam on River Kabul. Within a short time of two hours, after rains in Peshawar and suburban areas, the level of water dam increased with outflow of 90,000 cusecs. With the outflow expected to increase further, the villages nearby the dam had been asked to leave the area. These villages included Pyari, Shaglai and Jognai villages.
Though the flood waters in Nowshera and Charsadda, the worst affected areas, started falling down and the relief camps started delivering edibles to the affectees, yet the fresh intermittent downpours have not only sprung alarm bells among the people but also halted relief activities in certain areas. The relief camps set up in Nowshera and Charsadda are facing disorder in terms of relief goods distribution. People have complained about disorder in receiving food items. There is also dearth of food items at the relief camps.
Administration of the relief camp set up at Polytechnic Institute Risalpur has been handed over to Mardan. Supply of edible items including flour, pulses, milk, tea, ghee and other essential things stored at the Town Hall-Mardan have been rushed to the calamity-stricken districts of Nowshera and Charsadda.
With the opening of the Peshawar-Islamabad Motorway for light vehicles, it is hoped that the supply of food items to the affectees would resume.
The situation in Malakand Division is, however, still critical where people are facing problems in getting access to the targeted areas. Link roads are still closed and the further rains particularly in Swat, Shangla, Malakand and other northern areas of the region have increased the problems. Electricity is yet to be restored to the region while in Upper Dir food shortage is getting worst.
Communication and transportation remained suspended on the 8th consecutive day on Tuesday. However, the foreigners including 264 Chinese stranded in Daiber, Pattan and Sput areas and 8 Japanese in Dasu have already been airlifted for safer places.
Among the southern parts of the province, situation in district Kohat and Karak is getting normal though both the areas sustained human losses. While people in Bannu, Lakki Marwat, Tank and Dera Ismail Khan are still facing rain and flood-related problems.
TuesdayÂ’s heavy downpour once again caused flood in rainy nullahs in the region. The Rerha Bridge on Meryan Road Bannu has been swept away by the flood.
The Rivers Ghambila and Kurrum are once again in high flood threatening the nearby population of Bannu and Lakki Marwat.
On the other hand, district Tank is facing the threat of heavy flood as the area received six-hour rain on Tuesday. The areas is cut off from Bannu, DI Khan and Wana.
Agencies add: “We issued a new flood warning to people living in the vicinity of Warsak Dam,” said Adnan Khan, spokesman for the local disaster management authority.
“If needed, forced evacuation will be started,” said Adnan.
“There is no threat to Warsak Dam. The water flow is gradually receding and the situation is being closely monitored,” the authority added.
Meteorological service forecast widespread rains in Sindh, Punjab in the centre, Azad Kashmir, Balochistan during the next three days.
Flash flooding was expected in parts of Khyber Pakhtunkhwa, Punjab and Balochistan, it warned, with heavy thunderstorms in Islamabad.

Countrywide security alert sounded after Lahore blasts

Ashraf Javed & Rana Latif
LAHORE – Security was put on high alert throughout the country on Friday following triple suicide attacks at the shrine of Data Ali Hajveri (RA) triggering furious protests in Lahore and other cities, in which participants blamed the United States for the deadly blasts.
Deep grief and sadness blanketed entire Lahore in particular and the country in general following Thursday nightÂ’s suicide attacks in which death toll had risen to 46.
A joint team of investigators has begun probe into the gory incident as they have got some important clues.
Security sources disclosed that intelligence officials had picked up six key suspects during successful raids, carried out in various parts of the City shortly after the investigators had ascertained identification of one of the bombers, whose head had been recovered from the crime scene.
Sources close to the joint investigation team did not rule out the possibility of the involvement of foreign hand in the act of terrorism and said that it might be the outcome of ‘proxy war’ being fought in Afghanistan.
Several religious parties took out protest rallies and announced three days countrywide mourning to condemn the killings.
Sources in the Crimes Investigations Agency (CIA) police disclosed that they had captured four key suspects linked to Tehrik-e-Taliban Pakistan (TTP) during a joint raid along with the intelligence officials and recovered huge cache of sophisticated weapons including rocket-launchers, hand grenades and assault rifles.
The police also recovered maps of different important government installations from their possession, sources said, adding that the suspected terrorists wanted to target CIA headquarters simultaneously in different parts of the City. They have been shifted to an undisclosed location for further interrogation.
Devotees blamed the Punjab government for security failure and said that despite warnings the terrorists had managed to break through the security ring and reached their target successfully.
‘Only two policemen were on guard there when the blasts took place. There were no proper security measures. Therefore, the terrorists, disguised as devotees wearing typical clothes, managed to enter the shrine premises,’ an official of the shrine administration said, seeking anonymity.
The law enforcement agencies are on their toes across the Punjab to avoid any further untoward happening but no one knows if they would be able to foil any terror attempt in future.
However, heavy police deployment across the City was visible on Friday as the police also stepped up snap checking.
The scenes of carnage at one of countryÂ’s holiest shrines was caught on camera by closed-circuit televisions which recorded the bombers in the final moments before they blew themselves up.
According to police sources, one of the suicide bombers has been identified as Usman Tariq, son of Yasin, a resident of Hydiara located in the outskirts of Lahore. He was identified through CCTV footage.
Usman detonated the first explosive device in the basement of the shrine after being followed by Razakars (volunteers) at the security gate of the shrine.
The dramatic footage shows a security guard at the Sufi shrine in Lahore chasing after one of the bombers shortly before a huge blast which sent crowds of panicked worshippers fleeing in all directions.
A guard identified as Salim Raza, who was posted at an entry gate equipped with a scanner, detected a suspicious man clad in a green turban, white robes and a shawl and carrying a bag.
He ran after the bomber who seconds later detonated his explosives, engulfing the site in a huge cloud of white smoke and leaving the white marble floor splattered with blood, body parts and peopleÂ’s belongings.
Sources said that the police have also arrested UsmanÂ’s two brothers and shifted them to unknown location for interrogation. According to initial reports, Usman went missing from his residence some four days back and the victim family identified him after watching CCTV footage.
‘Those who wanted to destabilise nuclear-armed Pakistan can go to any extent. They are targeting everything: public places, mosques, non-Muslims, minorities and religious sects. We know they are being trained in Afghanistan and the mastermind plans attacks from outside Pakistan’, a top government official said, requesting his name not to be mentioned as he was not authorised to speak to media.
The funeral prayers of 30 of the dead were offered. The police handed over bodies to victim families after they identified their loved ones. Over a dozen bodies are still lying in the City mortuary, as which are beyond recognition.
The death toll reached 46 till Friday evening while the condition of a few other victims was also reported critical. Dozens of injured are under intensive care in several public hospitals of the City, hospital sources said.
When contacted, a top official in the Home Ministry, on the condition of anonymity disclosed that various banned religious outfits had joined TTP and Al-Qaeda network.
Sunni Ittehad Council, an alliance of religious parties, has announced countrywide strike on Saturday (today) to protest the deadly attacks.
Despite attacks, people in a great number visited the Data shrine and offered Fajr and Juma prayers.
Meanwhile, Punjab government announced that police have apprehended key members of a number of terrorist gangs involved in major incidents of terrorism in the province.
According to an official statement, it said those arrested also included the terrorists and their accomplices who were involved in attacks at worship places and Parade Lane Rawalpindi. A huge quantity of weapons weighing about 22 tons including sophisticated weapons and latest firearms as well as uniforms of different security agencies have also been recovered from the terrorists.
Widespread protests were staged on Friday throughout the country. The demonstrations and protests were staged not simply against the attack and killings of innocent people but the negligence of the government, security lapses, police apathy and soft corners given to the banned outfits who were continuing their activities unabated.
Dozens of protest demonstrations staged at various localities in Lahore showed extreme anger directed at the United States.
“America is killing Muslims in Afghanistan and in our tribal areas and militants are attacking Pakistan to express anger against the government for supporting America,” said protester Zahid Umar.
Pakistanis are suffering because of American policies and aggression in the region, said another protester. He and others said the attacks would end if the US would pull out of Afghanistan.
Lahorites pelted stones on police and civil administrationÂ’s vehicles. Major protest staged by Sunni Tehrik outside Data Darbar which was participated by hundreds of people. The participants exhibited arms and voiced spirited slogans against the attackers and America.
Protest demonstrations were also staged at Bund Road, Shahrah-e-Quaid-e-Azam and McLeod Road. After Juma prayers, protests were held outside dozens of mosques.
The police foiled an attempt by angry people to demonstrate outside Punjab Assembly, but they were forced to disperse at Regal Chowk.
Protests were also held in Karachi, Peshawar, Multan and other major cities.
Washington “is encouraging Indians and Jews to carry out attacks” in Pakistan, said a protester Arifa Moen in Multan.
Staff Reporter from Karachi adds: Following the suicide attacks at Data Darbar, intelligence and law enforcement agencies have beefed up the security at all worship places, Sufi shrines and mosques across Sindh.
Sources said that around 80 shrines of saints, including 36 in Karachi, are declared sensitive by the Sindh Auqaf Department across the province following the threat of terrorism.
The shrines of saints are being declared sensitive in Karachi include Haji Pir Ghaib Shah, Muhammad Shah Dola, Kutub Alam Shah, Syed Ali Sarmat, Sheikh Sultan Shah, Noor Ali Shah (Shaheed), Jumman Shah, Zinda Shah Madar, Sakhi Sultan, Bachal Shah Mastan Shah, Chuttan Shah, Bibi Miran Pir, Jamal Shah, Mehmood Shah Bukhari, Noori Shah Ghazi Achi Kabar, Syed Ali Miran Datar, Baba Chuttan Shah, Ahmed Shah Bukhari, Jalal Shah, Muhammad Shah Bukhari and Yousuf Shah Bukhari which are located in various parts of the City including Clifton, Kharadar, M A Jinnah Road, Light House, Garden, Teen Hattie, Korangi, Lyari, Lee Market, Azizabad, Beem Pura, Bumbai Bazaar, Chanesar Goth and others. A number of devotees throng there to pay homage to the saints especially on Thursdays and Sundays and also on the occasions of ‘Urs’ and ‘Nau-Chandi Jum-e-Raat’.
Sources in the Auqaf Department said that they had already been informed by the intelligence and law enforcement agencies about the security lapses at the shrines and asked them for foolproof security to avoid any untoward incident.
However, taking security measures, the Karachi police claimed to have beefed up the security not only at the shrines but also at the mosques and Imambargahs.

High alert declared in Hunza

HUNZA (Agencies) – High alert was declared in Hunza and the entrance into the vacated villages of the area was prohibited by the authorities on Sunday in view of imminent threat of flood there due to bursting of landslide-triggered lake.
The situation was all the more dangerous as the gap between the spillway and the water level in the lake had narrowed to six feet. The inflow at the lake was 2,600 cusecs and outflow was 200 cusecs as the lake have spread over 26-kilometre area, a private news channel reported.
The administration had set May 25 (Tuesday) as deadline for overflowing of water from the lake. According to the Deputy Commissioner of Hunza, entry into the 32 vacated villages in Hunza Nagar and Gilgit at night was already banned. Now it would be enforced at daytime as well, he added.
He further said: “We have warned the people and a clear-cut advisory has been issued to them. If someone goes to the areas, he would be himself responsible for the losses.”
Meanwhile, responding to an urgent request made by Pakistan Red Crescent Society (PRCS) and the National Disaster Management Authority (NDMA), the United Nations World Food Programme (WFP) has started transporting critical relief supplies for the affected people of Hunza.
A Press release issued in Islamabad on Sunday said that a convoy of 16 trucks loaded with some 12,500 blankets, 1,500 kerosene stoves, 5,000 plastic sheets, 2,500 hygiene kits, 2,500 kitchen sets, 2,570 jerry cans, 2,500 plastic buckets and 195 water coolers left from Aza Khel, Nowshera near Peshawar and was seen off by officials of PRCS, NDMA and WFP.
“We are closely monitoring the flooding situation in Hunza, and remain ready to immediately respond to requests for strengthening the national efforts to reduce the suffering of the affected people,” Belkacem Benzaza, WFP Head of Logistics in Pakistan said.
Twenty people were killed in the landslide and subsequent flooding of several villages upstream displaced about 6,000 people and left another 25,000 stranded, according to officials and locals residents.
Officials evacuated thousands of people this week amid fears the lake, formed after a landslide blocked the Hunza River on Jan 4, could burst and affect about 50,000 people downstream.
In addition to transporting relief goods, WFP is supporting NDMA and Gilgit-Baltistan Disaster Management Authority (GB-DMA) relief and recovery efforts on going in Hunza and has dispatched four generators for sustained power supply to the medical storage centres and other critical facilities in the affected area.
