POL prices hike rolled back


ISLAMABAD – With the consensus of all parliamentary parties, Prime Minister Yousuf Raza Gilani Thursday announced to withdraw the recent hike in the prices of petroleum (POL) products.
“On the demand of the people and political leadership of the country, I announce to restore the POL prices as of December 31, 2010. The decision is taken with the consensus of all the parliamentary parties. It was impossible if there was no consensus,” the premier said while speaking during the National Assembly session.
The government had raised fuel prices by as much as 9 per cent on the eve of New Year. Days later, the second-largest ruling coalition – Muttahida Qaumi Movement – cited the price hike as a reason for joining the opposition. The defection deprived the ruling Pakistan PeopleÂ’s Party of a majority in the Parliament, plunging the country into political turmoil at a time of severe economic troubles and relentless militant attacks.
The rollback was also one of the PML-NÂ’s several demands presented to Prime Minister Gilani. PML-N chief Nawaz Sharif also wanted a 30 per cent cut in the government expenditure and the implementation of a series of court verdicts against the PPP members over corruption. In his speech, the prime minister said before announcing the withdrawal, he met with the parliamentary leaders of all the parties where Finance Minister Hafeez Shaikh and his team briefed them on the recent economic situation of the country.
“During the meeting, we reached a consensus that the recent hike in POL prices should be withdrawn and the new prices should be as of December 31,” the prime minister told the Lower House.
He informed the House that during the meeting, it was decided that a parliamentary committee comprising all the political partiesÂ’ members would be constituted that would not only devise a strategy to handle the influence of fluctuating prices of petroleum products in the international market but would also draw an economic road map for the country.
Later, leader of the opposition in the National Assembly Ch Nisar Ali Khan lauded the decision of the Prime Minister to withdraw the recent increase in the POL prices. “It was a demand of the people of Pakistan and today the Prime Minister has bowed in submission of people which is a good tradition”, Nisar said while adding that the act would give a message that the Parliament was serious in resolving the problems of the people. He said that another problem being faced by the people was the gas loadshedding and the government should also take steps in that direction.
Commenting on the murder of the Punjab Governor Salmaan Taseer, Nisar said it was a gory incident but some federal ministers were terming it a political killing even when the inquiry report was still pending.
He said that the ministers should avoid giving such statements when the society had already divided on this incident.
“If some body wants to get the slot of Governor Punjab then he should use any other pitch. Stop making statements like ‘Ranjit Singh’ or ‘Maula Jatt’. Providing security to Taseer was the responsibility of Islamabad police as he was in the Capital. Inquiry committees are working on it and let them complete their investigation, he said. If someone found involved, action would be taken against him”, Nisar said.
He told that Chief Minister Mian Shahbaz Sharif was willing to attend the funeral prayer of Taseer but Senior Minister Raja Riaz urged him not to come to avert any untoward situation, as number of PPP workers were in anger after such statements. Chief of Awami National Party Asfandyar Wali Khan thanked the Prime Minister and the parliamentary leaders of all the political parties for sitting with the PM on his advice to settle the issue of price hike in POL products.
“It is a bold step and also a proof that we can collectively solve the issues of people. Deputy Parliamentary Leader of MQM Haider Abbas Rizvi while congratulating the parliamentarians and people of Pakistan tanked the Prime Minister and termed it a bold step. It is difficult to undo his own decision but we are thankful to PM Gilani who reviewed his decision,” Rizvi added. He also urged the PM to review the prices of LNG and CNG too. Talking about the briefing of the Finance Minister to the parliamentary leaders Rizvi said that Finance Minister told them that the government had a plan to give subsidy of Rs30 billion to people on electricity but “till now it has given the subsidy of Rs156 billion.”
Maulana Ataur Rehman of JUI-F also welcomed the decision and congratulated the Parliament and people of Pakistan on the decision of Supreme Court of Pakistan ordering Ministry of Religious Affairs to pay back 700 riyals to each Haji. Talking about the murder of Punjab governor, he said his party had been requesting the govt not to touch the issue of amending blasphemy law but the govt and the governor did not pay heed to it and neglected their demand.
“The inquiry is still in way; however, if we take the statement of killer accurate the fault was of the governor,” he added.
He demanded of the govt to dissolve the committee formed to introduce amendments into the law and to withdraw the bill of Sherry Rehman. “If the government touches such sensitive laws then such incidents can again happen. The govt is responsible not the young generation. However JUI-F respects the law and the religious parties never take law into their hands,” Ataur Rehman said. Riaz Hussain Pirzada also congratulated the House and people for the withdrawal of hike in POL prices. Talking about the murder of Salmaan Taseer he said that it was not on the ground of religion. Such steps are taken after proper planning. There would be a network behind it, he added.
Meanwhile, the House also offered fateha for the departed soul of Governor Salmaan Taseer. Earlier, the parliamentary leaders of political parties met with Prime Minister Syed Yousuf Raza to discuss the hike in POL prices.
Finance Minister Abdul Hafiz Sheikh briefed the Parliamentary leaders on the economic situation of the country and recent hike of the POL products. The meeting decided to withdraw the increase in POL prices and to form a parliamentary committee to draw an economic road map for the country.

ISI chief wonÂ’t face US court


ISLAMABAD – Terming the issuance of summons to the ISI chief by a US court sensitive matter, Prime Minister Syed Yousuf Raza Gilani on Thursday said that the decision pertaining to it would be taken after mutual consultation.
Responding to remarks of Opposition Leader in the National Assembly, Ch Nisar Ali Khan, Premier Gilani said, “I will not give any statement on this issue today. It’s a sensitive matter. No one can send the ISI official to the US court if ISI itself is not willing to go.” The Government is as sensitive to the issue as the other political leadership of the country are, he added.
Talking about the law and order situation in Balochistan and the handling of Shah Zain Bugti by the security agencies, the Prime Minister said that the security agencies should not go beyond their limits and he assured the House that he would talk to Interior Minister Rehman Malik who would take the House into confidence on the issue. However, he added that the matter was a provincial subject.
The Prime Minister said the foreign elements were interfering in Balochistan and the Parliament would have to collectively draw a strategy to handle it. He also assured the House that the Government would take the House into confidence on the summons issued to ISI and Balochistan issues.
The Premier also responded to JUI chief Maulana Fazlur RehamÂ’s remarks, who earlier on the floor of the House alleged that the Government was working on USÂ’ dictations and opposed the military operation in the North Waziristan.
Syed Yousuf Raza Gilani brushed aside the allegations and said that the decision to launch operation would be taken after the consultations with the political leadership of the country. “The economy of any country is based on law and order. Our agenda is to improve economy and law and order. There is no international pressure on the Government. It’s our own problem,” Gilani said.
Talking about the operation in North Waziristan, he said that nobody could dictate the Government. People of Pakistan would decide that where and when the operation should be launched, he added.
Opposition Leader Nisar Ali Khan on the floor of the House said that the Foreign Ministry should strictly respond to the news item regarding summons issued to the ISI official. “We will not let any Pakistani institution to become a slave of any international institution. It’s a political decision of US court to pressurise Pakistan”, the Opposition Leader said. He added that the way security agencies arrested and handled Shah Zain Bugti was condemnable and they should work within their limits.
He also came hard on the Government on the presence of CIA chief in Pakistan. Nisar said that Pakistan was not a Banana Republic and no spy of any country was allowed to carry out activities in any other country. He asked the Government to tell the nation whether or not there was an agreement allowing the US to carry out such activities, adding that if there is such agreement then ISI should also be allowed to carry out operations in the US. He said that the US Government should itself oppose the decision of its court.
Earlier, JUI chief Maulana Fazlur Rehman flayed the Prime Minister on the removal of Azam Swati from the Cabinet and said that the Premier should first consult him before taking any step against Swati.
“Swati was not a member of PPP. If it is a constitutional right of the Prime Minister that he can remove somebody on the ground of poor discipline then it was also a part of discipline that he should have first consulted me. We can be friends of the Prime Minster but we cannot be the peasants of Premier Gilani,” Fazal said.
He added that when Muhammad Khan Junejo removed Yousuf Raza Gilani from his Cabinet, he on the very next day called Benazir Bhutto and joined PPP.
He said, “We had cautioned the Government that if it did not go for Islamic legislations, JUI-F would quit the Government but at that time the Government assured us that the agreement would be implemented but it did nothing in this regard. Swati’s removal became an cause for leaving the treasury benches,” the JUI-F chief revealed.
Elaborating the situation in Pakistan, he said that the US was pressurising Pakistan for launching operations in North Waziristan and IMF was also putting pressure to bring so-called economic reforms. He added that the Government was working on the US’ dictations while the Parliament was carrying out legislating under the international pressure. He also came hard on Iranian President Ahmadinejad and said that he was an “inspector” of the region as he called President Zardari to hand “his terrorists” over to him. He also warned the US that if it tried to attack North Waziristan it would have to face more bitter consequences than it faced in Afghanistan.
Talking about the military operation in Swat and Malakand Division, he said that the Army was still handling the affairs of these areas and the Government had failed to hand over administration of these areas back to the civil authorities, adding that the provincial Government could not even transfer a policeman.
“Obtaining the rights through gun is not right but what the people will do when the democratic institutions would not provide justice to them in accordance with Sharia. We are also criminal that we cannot give them justice in accordance with Islam. I am not a threat to democracy but you are a thereat to Islam,” he added.
Highlighting the achievements of Kashmir Committee of the National Assembly, he said that the Government had fully changed the Kashmir policy but it was the Kashmir Committee, which restored the old policy and it was the efforts of the Committee that after a long time the Foreign Minister could discuss Kashmir issue in United Nations.
“We were informed just a month before Obama’s visit to India and his announcement to support India for the permanent membership of UN Security Council. We immediately started meetings with diplomats to make them understood that India never respected the decisions of the Security Council and it could not become its permanent member. Finally, Obama had to announce that he wished India to become UNSC permanent member rather than announcing his support to India,” Maulana Fazlur Rehman told the House.

Political manoeuvring heats up


ISLAMABAD – The political front remained extremely hot in the Federal Capital on Wednesday as the ruling PPP manoeuvred to get support of JUI-F, PML-Q and PML-Q (Likeminded), besides MQM, to save its government from a possible collapse.
The GovernmentÂ’s efforts to bring JUI-F back in coalition bore no fruit, as Maulana Fazlur Rahman remained stuck to his stance of staying out of the Government leaving the ruling camp in disarray.
Syed Khurshid Shah, the chief whip of the ruling Pakistan PeopleÂ’s Party along with PresidentÂ’s close aide Qayyum Soomro went to meet Fazl but talks remained inconclusive as the JUI-F did not change its stance. Khursheed invited Fazl for another meeting on December 18.
“We welcome political dialogues as it is part of the democratic system but we will not change our decision,” said JUI-F chief Maulana Fazlur Rahman while talking to media person after the meeting. He said that his party was sticking to its decision to part ways with Government and would not take it back.
Sneaking away from the question whether his party had given three-time divorce to the Government, he only shared smile with the media men and said that they had clearly conveyed their decision and it could not be changed.
To another question about dismissal of Azam Swati from his office on violation of discipline, he remarked that it was also violation of discipline when the leadership of coalition partner JUI-F was not taken into confidence about the decision of dismissal.
“We were not taken into confidence before the removal of our party minister,” he said adding that PM should have consulted the party’s leadership before taking the decision. He said Azam Swati had followed instructions given by the PM, saying he did not raise the issue before media but took it up with the Supreme Court.
Fazl said that all the political forces were united for the democratic process and his party would not welcome any unconstitutional move in the country.
Later talking to media, Minister for Labour and Manpower Syed Khurshid Shah said Swati was instructed by the Prime Minister to take up the issue inside the Cabinet but he violated the directives.
When asked about PPPÂ’s contacts with other political parties including PML-Q, he said that the dialogue process was part of democracy and it would continue.
He said that they held talks with Maulana to convince him to rejoin the coalition. He said that Maulana had accepted to attend the presidential dinner to be given by President Zardari at the Presidency in honour of the Chinese Prime Minister.
“I have also met with Leader of the Opposition in the National Assembly, Chaudhry Nisar Ali Khan and discussed the recent political situation,” he said, adding that he himself had met Chaudhry Shujaat Hussain thrice.
When asked about dismissal of the two ministers, he commented that the two ministers were sacked as the media wanted to the Government do so, saying the media should also praise the GovernmentÂ’s positive steps.
Later, JUI (F) MNA Laiq Mohammad Khan said that removal of Azam Swati from his office was due to the fact that he had taken a stance to expose corruption in Haj operations.
Addressing a press conference, he said that Azam Swati had brought into the notice of Prime Minister the irregularities in the Haj operations. Azam Swati informed the President and the PM about the corruption by writing letters but no action was taken on it, he said. He said that the Government was also annoyed as Azam Swati had pledged to provide evidence of corruption in the apex court, he added.
Meanwhile, Prime Minister Syed Yousuf Raza Gilani has invited Pakistan Muslim League (Likeminded) President Senator Saleem Saifullah Khan for meeting, ostensibly to further the agenda of reconciliatory policy of Pakistan PeopleÂ’s Party.
After getting a strong ‘no’ from Maulana Fazlur Rehman the need to look for new allies needed even more and the call was made in this backdrop, sources in the government informed The Nation.
The information was later confirmed by Saleem Saifullah Khan after the groupÂ’s informal meeting where he announced the formal meeting of the group in Lahore on Thursday to take a decision on the GovernmentÂ’s initiative to woo them into the ruling coalition.
Sources in Pakistan Muslim League (Likeminded) informed that Saleem Saifullah Khan appreciated the decision of the PM to show door to two federal ministers and assured him that his group would not become part of any move to destabilise the incumbent political dispensation.
The sources further informed that under new arrangements the Pakistan Muslim League (Quaid) and PML (Likeminded), the splinter group of the Q-League, could be taken on board in case JUI-F did not come back in the government.
Meanwhile talking to media Central Information Secretary PPP Fouzia Wahab said that they were making efforts to strengthen the democratic institutions and the country could not afford any disturbance at this critical juncture.
To a question she said that they were having good relations with PML-Q as they had supported them in getting Syed Yousuf Raza Gilani elected as unopposed Prime Minister.
She further said that countryÂ’s stability and future of democracy were interlinked and all the democracy loving elements in the Parliament should extend support to the incumbent political dispensation for the better future of democratic institutions in the country.
She once again reiterated her partyÂ’s stance to continue with its policy of reconciliation and taking all stakeholders on board while making policy decisions.
Meanwhile, the departure of JUI-F from the ruling coalition has pushed the PPP leadership to rope in the PML-Q by offering it six ministerial slots in the Federal Cabinet.
Well-placed sources privy to these developments told The Nation on Wednesday that PPP wheeler-dealers were actively busy in talks with the PML-Q leadership in order to finalise the deal. The sources, however, made it clear that the proposed deal would not have any adverse implication for the PPP-PML-N coalition in the Punjab province.
“The move is part of PPP’s national reconciliation policy to take all the major political players on board in order to steer the country out of the given situation,” the sources said, adding PPP-PML-Q might enter into a formal political alliance during the next general elections.
However, sources within the PML-Q were quite cautious about the PPPÂ’s offered deal, saying the move had to be seen into a broader context after Prime Minister GilaniÂ’s overture to the PML-Q Likeminded Group headed by Senator Salim Saifullah. They viewed the move with scepticism and said that it could be a PPPÂ’s ploy to woo one of the factions to its side by offering the PML-Q six ministerial slots in the Federal Cabinet.
The sources said that the PPPÂ’s offer could be used as a double-edged sword and one did not know which faction of the PML-Q to benefit at the end of the day.
Both the PML-Q factions, one headed by the Senator Ch Shujaat Hussain and other by Senator Salim Saifullah, held series of consultations within their respective parties to deliberate the pros and con of the PPPÂ’s offered deal.
Some sources were of the view that PPP could woo both the factions by offering them these ministerial slots as per their numerical strength in the Parliament.
Interestingly, the PML-N seems least threatened over these developments. “We are not worried over these developments as long as PPP remains committed to honour our principled position,” PML-N sources said. They were optimistic that PPP leadership would not create problem for the PML-N as main ruling coalition partner in Punjab.
Meanwhile, Fazl held separate meetings with former chief of Jamaat-e-Islami Qazi Hussain Ahmed and PML-Q President Chaudhry Shujaat Hussain. The interactions were made on the sidelines of ‘Tahafuz-e-Namoos-e-Risalat Conference.’
“We have closed our doors for the government,” Shujaat quoted Fazl as saying during a brief chat with media. The JUI-F chief and Qazi Hussain discussed the possibility of reactivating the Muttahida Majlis-e-Amal.
On the other hand, a private TV channel while quoting sources reported that Fazlur Rehman has set a two-day deadline for the government to review the decision of removing Azam Swati from the cabinet.
According to sources, the development is a result of flexibility shown by the JUI-FÂ’s chief, as he has asked the government to restore Swati to his lost and issue an apology.

Ghalnai suicide bombings toll 51

MOHMAND AGENCY/PESHAWAR – As many as 51 persons were killed and 120 others including officials of the agency administration got injured as a result of twin suicide blasts in front of the office of Political Agent in Ghallani, headquarters of Mohmand Agency, on Monday.
Sources said that two suicide bombers came near the office of Political Agent Amjad Ali Khan on motorbikes. The first blew himself up inside the office, while the second one set off explosives when guards caught him in front of the office.
The blast badly damaged the agency administration compartments and its adjacent buildings.
It is stated that more that one hundred people including tribal elders and volunteers of peace committees were present on the occasion for holding talks with top officers of the Agency.
Soon after the blast heavy contingent of security forces and personnel of Khasadar Force rushed towards the site and cordoned off the area.
The injured were rushed towards Agency Headquarter Hospital and Lady Reading Hospital Peshawar.
The deceased included Pervez Khan Mohmand, Abdul Wahab, a journalist and uncle of President Mohmand Agency Press Club Habib-ur-Rahman, Malik Haji Kachkol, Haleem Shah, Siar Gul, Nader Khan Namos, Saleem Khan, Mujeeb Khan, Zia Wali Shah, Kabal Khan, Anwar Shah, a clerk, Mian Abdul Ghaffar, Mian Abdul Rashid, Political Muharrer Ghulam Syed Khasadar, Alam Zeb, Mian Sawab Gul, Zahid Khan, Khasadar, Shafiullah and Ismail Sagi.
The injured included journalist Mohib Ali, Sobedar Major Jan Mohammad, assistant Fazal Wahid, Habib Gul, Mohammad Amin, Noorullah, driver Yaseen, Abdul Akbar, Khan Naseeb, Abdul Ali and Ali Manshah.
Tehreek-e-Taliban Pakistan claimed the responsibility for the attack and termed it a reaction to the military operation in Teshil Safi area of Mohmand Agency.
Talking to journalists, Political Agent Amjad Ali Khan said that one of the suicide bombers blew himself up while another was caught by the security forces, who later detonated his explosive-laden jacket. He said that a meeting among the local administration, tribal elders and members of the peace committee was under way at the time of blast.
Meanwhile briefing the journalist at Lady Reading Hospital, Provincial Information Minister Mian Iftikhar Hussain condemned the suicide blasts and termed them inhuman acts of terrorism. He said that the Government was taking all possible measures to curb the menace of terrorism but peace in Pakistan was linked to peace in Afghanistan.
He said that Islamabad, Washington and Kabul would have to share intelligence information to take a result-oriented action against the terrorists. “Mistrust will certainly benefit the terrorists, thus, Pakistan, US and Afghanistan will have to share intelligence to wipe out the militants,” he added.
He predicted that prevailing militancy might continue for more than a decade if effective steps and timely actions were not taken against the terrorists. “We will have to show unity among our ranks,” he added.
About the operation against militants, he informed that the forces had conducted successful operation against terrorists in Mohmand Agency. He, however, said that the comprehensive result-oriented actions were a must to end the seeds of militancy sowed almost 30 years back.
“We believe that the mistrust among these three countries will benefit the terrorists. So, they must share intelligence information to wipe out militants”, he remarked. Dismantling terrorists network is the duty of the Government and the Government is doing its job efficiently, he added.
The militants are targeting mosques, schools, children, women and jirgas, which is against the Pakhtun traditions, saying at present the fight was between peace lovers and war lovers. “We will have to be with peace lovers to defeat the enemies of peace at all costs,” he concluded.
Agencies add: Suspected Taliban suicide bombers killed at least 40 people at the office compound of a top government official in northwest Pakistan on Monday, demonstrating the ability of militants to strike high-profile targets in defiance of army offensives.
“There were two bombers. They were on foot. The first blew himself up inside the office of one of my deputies while the second one set off explosives when guards caught him,” said Amjad Ali Khan, the top government official in Mohmand region, who appeared to be the target of the attack. They were dressed in paramilitary uniforms, he said.
PakistanÂ’s army has said several offensives it has launched since last year have weakened al Qaeda-linked Pakistani Taliban militants.
But they often melt away during assaults on their strongholds to set up operations elsewhere or wait patiently to return.
“Whenever you put pressure on them, they fight back and this phenomenon will not be over in days. They will strike whenever they will get a chance,” said Mehmood Shah, former chief of security in Pakistan’s tribal regions, home to some of the world’s most dangerous militant groups.
PakistanÂ’s Taliban militants have staged suicide bombings in a bid to destabilise the US-backed government, which faces an array of problems from a fragile economy to growing discontent over an energy crisis. Pakistan Taliban spokesman Omar Khalid said the group carried out the Mohmand attack, saying it was in response to what he said was the Pakistani governmentÂ’s recent decision to hand over Arab militants to the United States.
When the bombers struck, Khan was holding talks with tribesmen on the need to strengthen militias helping the government fight militancy, said Mohammad Ghaffar, one of his deputies.
“I entered the compound. I heard a blast. I fell down, got up and then another explosion happened,” said witness Ishtiaq Ahmed, from his hospital bed in the city of Peshawar.
“People were shouting and some paramilitary soldiers fired in the air. I saw charred bodies.”
Survivor Sakhi Jan, a 50-year-old member of the peace committee with injuries to his hand, said “double blasts rocked everything around”. “Tribesmen and elders had been sitting in small groups on the lawn outside the office of the political agent,” said Shuja Ahmed, another committee member. Fifty-one people were killed and 120 wounded, with 25 in a serious condition, said an official. One of the reasons the attacks were so deadly was because the bombers had filled their suicide jackets with bullets, said Amjad Ali Khan, the top political official in Mohmand. “These bullets killed everyone who was hit,” said Khan.
“The bombers were wearing tribal police uniform. One of them blew himself up at the main gate and the second in the office,” Ali said.
Local official Maqsood Amin told AFP that the building was badly damaged. “At least two rooms and a veranda were demolished,” he said. Doctor Jahangir Khan at the local hospital in Ghalalnai said 31 corpses had been brought in after the attacks and confirmed that 60 were wounded.
Mohmand official Shamsul Islam dismissed suggestions that security had been too lax to stop the suicide bombers, who travelled by motorbike.
“Routine security arrangements were in place. It is difficult to stop suicide bombers, they can go anywhere,” he told a private TV channel.
The purported chief of Tehreek-e-Taliban Pakistan (TTP) in Mohmand claimed responsibility for the attack. “Our two suicide bombers targeted people who were working against the Taliban,” Omar Khalid told AFP by telephone from an unknown location.
“Those who will work against us and make lashkars (tribal army) or peace committees will be targeted. “Our war is to enforce Sharia and anyone who hinders our way or sides with America will meet the same fate,” Khalid said.
It was the second suicide attack in five months targeting Mohmand tribal elders allied to the government. On July 9, a suicide car bomb attack killed 105 people in the town of Yakaghund, also in the region.
Around 4,000 people have been killed in suicide and bomb attacks across the country since government forces raided Lal Masjid in Islamabad in 2007. The attacks have been blamed on Taliban and Al-Qaeda-linked networks.
Aside from its struggle against home-grown militants, Pakistan faces US pressure to eliminate Afghan Taliban militants who cross its border to attack Western forces in Afghanistan.
Little government control over the ethnic Pashtun northwest tribal region make it an ideal spot for militant groups to form alliances, run training grounds and plot attacks.
Their calls for holy war can appeal to young men who have yet to see the state deliver schools and jobs.
The US Ambassador to Pakistan Cameron Munter said defeating militancy requires more than security crackdowns.
“It’s a question of civil institutions, a question of economic growth, a question of making all the elements of society stronger,” he told a group of journalists in Pakistan’s commercial capital Karachi, where officials say militants enjoy safe havens and benefit from funding networks. A suicide car bombing on November 11, claimed by the Pakistan Taliban, brought the fight to the doorstep of elite counter terrorism police in Karachi. The blast demolished the headquarters of an investigation department, where militants were interrogated. At least 18 people were killed.
The challenge in the northwest was highlighted by Munter’s predecessor Anne Patterson in a February 21, 2009 diplomatic cable released by WikiLeaks. She predicted it would take 10-15 years to defeat a “witches brew” of militants there.

Opp, allies up in arms as RGST tabled in NA


ISLAMABAD – After its failure in passing NRO, the PPP-led federal government, Friday, suffered another moral setback when its coalition partners in the National Assembly not only opposed the Reformed General Sales Tax (RGST) Bill, 2010, but also termed it a final nail in the coffin of Pak economy.
Whereas the opposition parties, PML-N and PML-Q, protested against the RGST during the Lower House proceedings, members of the MQM and ANP that are coalition parties in federal as well as provincial governments of Sindh and Khyber Pakhtunkhwa also chanted slogans against the imposition of any new tax.
Minister for Labour and Manpower Khurshid Shah, however, approached the ANP legislators presumably to convince them but all in vain.
They, including Bushra Rehman, remained firm to their stand. It was the second time when PPP seemed alone in the House and the Finance Minister Hafeez Shiekh had to lay the RGST bill 2010 and flood surcharges, in an environment charged with protest on the last day of the 26th session of the Lower House.
“The bill will reform the sales tax regime by introducing and implementing a broad-based tax on sale and purchase of goods in all areas of Pakistan and services in the Islamabad Capital Territory (ICT) on an integrated basis with taxes on sales and purchases of services, specified by the provinces so as to form a broad-based and integrated tax regime on consumption in Pakistan” Hafeez Shiekh said while introducing the RGST Bill 2010.
“We oppose the RGST. Actually, it is an indirect tax that will be imposed on the production of all things. If it gets through, it will be a final nail in the already sinking economy of the country,”, Dr Farooq Sattar the senior leader of MQM commented. It is VAT in the guise of RGST, Sattar added.
Prime Minister Yousuf Raza Gilani who was in the House at the time had to come forward to calm down the situation as he had been asking opposition and his coalition partners to sit down and let the finance minister introduce the bill and they could later oppose it at the concerned standing committee.
PM Gilani brushed aside the impression that the bill was being introduced without taking opposition and coalition parties on board and said that the House had been discussing it for the last six months.
“It is discussed in Cabinet which approved it while in the recent meeting of the Council of Common Interest, all the four chief ministers gave go-ahead to the federal government for imposing RGST”, he said. The Prime Minister said that the country needed Rs160 billion for reconstruction and rehabilitation process after natural disaster while after 7th NFC Award the resources were shifted to provinces, which had refused the federal government to contribute in the rehabilitation process.
“We, the federal government, accepted it. We will not go for any undemocratic move. The bill will be introduced according to the order of the day, however, it’s up to the House whether it accepts it or not”, the Prime Minister said.
Responding to the Leader of the Opposition Ch Nisar Ali Khan regarding the incident that took place with Law Minister at Constitution Avenue where allegedly some army officials aimed guns at the minister, Prime Minster said that he himself contacted Law Minister who expressed ignorance of any such incident occurred with him.
“When the Law Minister himself was not accepting it then what kind of report you are seeking. Why you want from us to condemn this institution,” Prime Minister said while addressing the Opposition Leader. Earlier, Ch Nisar Ali whereas not only demanded the report of the incident but also cautioned the Government that it would have to throw 145 members out of the House for the passage of the RGST bill. Later, Dr Farooq Sattar rejected the claim of Prime Minister and said that RGST and conditionality of IMF packages had never been discussed in the Cabinet. “I and Babar Ghori attended a number of Cabinet meetings and during these meetings, RGST and IMF package never came under discussion”, Sattar said. He said RGST would be implemented on every single commodity and would directly put a burden on the people. We are shedding crocodile tears…a tsunami of price-hike is in the offing,” he said. Farooq Sattar offered to generate Rs1,000 billion from the countryÂ’s economy and the budget. He demanded imposition of agriculture land tax besides reforms in FBR, PIA, Steel Mill, PEPCO, land and WAPDA to generate Rs160 billion.”

Looters of national wealth responsible for poverty: Shahbaz


LAHORE – Punjab Chief Minister Shahbaz Sharif on Tuesday said that those who looted the national wealth and then transferred the same to Swiss banks were responsible for abject poverty and unemployment in the country, factors which push many to commit suicide.
He came down hard on President Zardari who he said had embarked on a visit to Paris and London at a time when millions of people had become homeless and were struggling for life because of the worst-ever floods in the countryÂ’s history.
The chief minister was addressing a ceremony organised to mark the 133rd birth anniversary of Dr Mohammad Allama Iqbal under the joint auspices of the Nazria Pakistan Trust and Tehrik-i-Pakistan Workers Trust at Alhamra Art Centre.
AJK Prime Minister Sardar Attiq Ahmed Khan, Jamaat-i-IslamiÂ’s former amir Qazi Hussain Ahmed, former foreign minister Sartaj Aziz, CPNE President Khushnood Ali Khan, Professor Dr Perveen Shaukat Ali, Dr Rafiq Ahmed, Waleed Iqbal (the poet-philosopherÂ’s grandson) and Sahibzada Sultan Ahmed Ali were among the speakers.
NPT Chairman Majid Nizami and Col Jamshed Tareen were present, but they did not address, probably to allow more time to other speakers.
The hall was packed to capacity and the participants raised slogans during the speeches of some speakers, at times annoying them.
Mian Shahbaz SharifÂ’s speech was mainly a response to CPNE President Khushnood Ali KhanÂ’s address during which he had pointed out a case of suicide in the provincial metropolis because of non-availability of food, and skyrocketing sugar prices, holding the chief minister responsible for all problems of the people, as should be the case in an Islamic state.
The chief minister admitted that people were facing a number of problems, but at the same time made it clear that he was doing his best to mitigate their sufferings. He said no one should forget that corrupt practices by some people on the top had created a situation that the common man was not getting the kind of facilities he was entitled to.
Without naming former federal minister Habibullah Warraich, now under arrest, the chief minister said he had committed an irregularity of billions of rupees.
He recalled that he was mercilessly criticised by ‘musketeers’ whenever he tried to help out the flood victims, some of whom had been left with nowhere to go after the floods swept away whatever kind of houses they had.
He held the federal government responsible for the increase in the sugar prices, and said had the sweetener been imported in May, as advised by him through half a dozen letters to the prime minister, the price would not have gone beyond Rs 57 a kg.
He said he was the one who had opposed the governmentÂ’s plan to impose duty on the imported sugar, as such a step would have blighted the lives of common man. He said since he himself owned a sugar mill, aversion to import duty was against his personal business interest. However, he preferred to save the poor.
Corruption, the chief minister said, was responsible for most of the problems.
He said he was willing to reject power a thousand times, if the situation was to go on unchanged.
The chief minister recalled that he had restored the facility of free dialysis in government hospitals and set up a Rs 6 billion Punjab Education Endowment Fund to help the poor students continue their higher studies.
He said the enemies were trying to create confusion and chaos in the country, a conspiracy that could be frustrated through national unity.

No let-up in target killings


KARACHI – The blood bath continued in the provincial metropolis on Tuesday as more than 27 innocent people fell prey to the target killings in various parts of the city, surging the death toll to 68 during the last 72 hours.
According to details, at least 10 people were killed and more than a dozen got injured when some gunmen riding motorbikes stormed the Shershah Market (junk market) and sprayed bullets indiscriminately. They also kidnapped seven junk merchants.
Witnesses said that the attackers, wearing trousers and T-shirts and specific camouflage caps common in Lyari, entered the junk market, located in Pak Colony, from different entry points and resorted to indiscriminate fire with heavy arms. As a result ten persons were killed and wounded many others.
Later, the culprits managed to flee from the scene while heavy contingents of law enforces and ambulances of various welfare organisations rushed to the spot and shifted the victims to different hospitals of the city.
Dr. Qarrar Abbasi, Medico Legal Officer, Civil Hospital Karachi, when contacted confirmed the death of eight persons while eight critically injured had been admitted in the hospital. Dr. Saleem Siddique, Medico Legal Officer, Abbasi Shaheed Hospital Karachi, said that total four victims were brought to the hospital while two of them succumbed to injures during treatment.
Amir, an eyewitness of the scene, told TheNation that the culprit wearing a uniform dress and carrying Kalashnikovs, opened indiscriminate fire at people.
Following the incident, violence erupted and unknown armed men thrown three dead bodies near Sattar Mosque, Radio Pakistan, within the limits of Risala police station. Two more people were killed in the jurisdiction of Gulistan-e-Juhar police station where armed men on a motorbike reported indiscriminate fire at a tea stall and killed two persons identified as Abdul Khaliq and Jamal.
Similar incident took place in the limits of Shahrah-e-Noorjahan police station where some gunmen shot dead a pushcart owner. Tow more dead bodies were also found from the Pak Colony.
The incidents of target killings started in the Tuesday morning when two Baloch men were gunned down at Aurangzaib Market in Risala police station area.
The incident took place at an auto-shop where four armed bikers opened indiscriminate fire. As a result, Abid Baloch, son of Parial Baloch and his cousin Saleem Baloch, 31, son of Ahmed Baloch died on the spot.
The riots flare up the violence in the entire locality of South Zone and commercial and private activities were suspended while intermittent aerial fires made the situation volatile.
Similarly, another man was gunned down in Abbasi Cloth Market Ranchore Line within the Nabi Bux police station area.
According to details, the victim 35-year-old Nawaz Zikri Baloch, son of Ali Ahmed Zikri Baloch, was on his way on motorcycle, when some armed men intercepted and shot him dead.
In another incident of target killing, a bullet-riddled body was found from Haryana Colony, Orangi Town, in the limits of Mominabad Police Station.
The victim identified as Abdul Hameed Sarbazi, son of Shambay Baloch Sarbazi, Ward In-charge of PeopleÂ’s Amman Committee (PAC), was kidnapped on Monday night and the police later found his body on the wee hours of Tuesday from the bushes in the Haryana Colony.
Similarly, another bullet-riddled body of MQM-H activist was found from the limits of Landhi police station.
The victim, later identified as Ubaid Ullah, son of Aziz Ullah, resident of Landhi No 1 sector 37-D, was kidnapped on Monday evening while his body was found on Tuesday.
Meanwhile, two more victims of Shair Shah succumbed to injuries at Civil Hospital. In yet other incidents, Ali Khan, 30, was shot dead at Abul Hassan Ispahani Road in the jurisdiction of Sachal Police Station, while an unknown man was gunned down at Mosa Colony, in the jurisdiction of Gulbarge Police Station.

PM announces APC on floods


ISLAMABAD – The 24th session of the National Assembly requisitioned by PML-N to discuss the post-flood situation, Saturday, prorogued with 25 members of he Parliament attending the session at that time.
Most of the parliamentarians remained on their seats till the presence of Prime Minister Syed Yousuf Raza Gilani and the Opposition Leader Ch Nisar Ali Khan on the floor of the House. However, no sooner did both the leaders leave the House, than the parliamentarians started disappearing and at the time when the session was prorogued only seventeen members were present in the National Assembly and, of those present, too, most of the MPs were from the MQM.
Surprisingly, there were only five to nine members of the PML-N, the party, which had requisitioned the session. Concluding the session, Minister for Parliamentary Affairs, Dr Babar Awan admitted that Rs15 million were spent on the session, however, the MPs could not focus properly on the flood aftermath. He added that the suggestions of the members would be considered in the coming meeting of the CCI.
Earlier addressing the session Prime Minister Syed Yousuf Raza Gilani announced to summon All Parties Conference immediately to discuss the flood situation and the governmentÂ’s plan for relief, rehabilitation and reconstruction in the flood-affected areas with political consensus. The Prime Minister said the government had set priorities to ensure provision of maximum funds for rehabilitation and reconstruction process and under this strategy, the government expenditures would be reduced besides ensuring austerity and suspending development works to divert resources towards rehabilitation of the flood affectees. He said under the strategy all available resources would be utilised for the next three years for reconstruction and rehabilitation activities. He said the NDMA had also chalked out a long-term strategy for rescue, relief, rehabilitation and reconstruction work. PM Gilani said that the government had decided to extend relief process for the next eight months while early recovery process would be completed by December 30 this year.
Gilani informed NA that around Rs4 billion had been accumulated by September 3 in the Prime MinisterÂ’s National Relief Fund. He said the floods had claimed more than 1,600 lives. He further said that some 479 health centres were operational and providing relief to the survivors.
He said the World Bank and Asian Development Bank would complete damage assessment survey by the end of this month (September) while resource mobilisation programme would be launched by December 1, which would continue till completion of reconstruction and rehabilitation process. He said an international donors conference would also be held in Islamabad within next two months. The Prime Minister said that the meeting of the Council of Common Interests had been summoned tomorrow (Monday) in which a consensus rehabilitation and reconstruction policy would be finalised in consultation with the federating units. Giving details of donations received so far, he said 173 flights had so far landed with relief goods while donations from the international community were pouring in rapidly. He said the government had provided an emergency relief of over Rs1.2 billion so far while with the payment of Rs20,000 to each affected family as immediate relief, the relief would touch to Rs40 billion.
Responding some points raised by the Opposition Leader, Gilani said the government had summoned regular National Assembly session but it was postponed due to worsening flood situation in Sindh and Punjab.
Prime Minister said $1.03 billion donation had been received from various countries including Saudi Arabia, USA, UK, Germany, China, European Union and other countries. He said 20 per cent of the donation would be spent through government while 80 per cent would be spent through NGOs.
However, he said transparency would be ensured in expenditure of these funds. Leader of the Opposition Ch Nisar Ali Khan, however, said the opposition might have differences with the government on various issues but it would not support any force to destabilise the system. He said Opposition would stand by the government for protection of the Constitution and democracy in the country.
However, he said Opposition would not become part of the wrongdoings of the government and would never come to save it for its wrong doings.
Taking part in the debate, legislators criticised Sindh Government for breaking Tori Blockage causing flood in Balochistan and Sindh.
They demanded judicial inquiry into the incident. The MPs urged the federal government to write off the loans of the flood-affected people and provide free seeds and fertilizers to farmers. They also condemned the blast and firing incident on a religious rally in Quetta. The MPs who took part in the debate included Ghaus Bux Mahar, Khwaj Sheraz, Sh Waqqas Akram, Ijaz Jakhranni, Mir Hazar Khan Bijarani, Abdul Qadir Balouch, Salahuddin, Malik Ammad, Sherry Arshad, Saqlain Shah Bukhari, Hamayun Saifullah Khan and others.
APP adds – Members of the National Assembly Saturday demanded of the government to launch a judicial probe into the breach of Tori and other embankments causing huge devastation in the surrounding areas, and bring the culprits to justice.
On the second consecutive day, the House resumed discussion on the situation arising out of mass devastation to life and property caused by the recent floods in the country, initiated after the House unanimously adopted a motion.
Resuming discussion, Minister for Industries and Production Mir Hazaar Khan Bijarani said the flood changed the geography of the affected areas and suggested the formation of judicial commission to probe into breaching of Tori embankment that has ignited a blame game. He said the volume of disaster in floods was highest ever and proposed waiving off loans besides providing further loans and other facilities to the flood affected population.
He said the filling of breach in Tori Bund is essential to avoid further devastation and said linking of rail and road links is essential.
Abdul Qadir Baloch said the flood was not directed towards Balochistan and the province was intentionally put under water and judicial inquiry into breaches would be meaningless until the culprits were not brought to justice.
He said 10 gates of Sukkur Barrage were totally closed and not more than 900,000 cusecs can pass through the barrage and rest of the water was flowing from Guddu Barrage, seeking investigation into it. He said people of flood-affected Dera Allah Yar and Jacobabad were neither provided boats nor other relief items and suggested construction of floodgates on right and left banks to save barrages.
Justice Fakhr-un Nisa Khokhar said the ground situation was totally different from what had been portrayed and affected population had been living without assistance.
She criticised the rescue operation and said there should have been a control room and said the people were hesitant to move to flood camps due to insecurity of their belongings as well as life. Ayaz Ali Sherazi said people feel uncertain about the future of their properties while being in camps and are eyeing the government assistance. He also applauded the relief efforts of different political parties extending all possible assistance to the flood victims, nullifying the notions of dishonesty and corruption in distribution of relief items.
Minister for Sports Mir Aijaz Hussain Jakhrani said the Jacobabad faced worst disaster due to floods as the district has been disconnected from rest of the province and several villages have been washed away. He called for probe into the breach in Tori embankment and asked as to why the flood has hit Balochistan province, adding that floods have devastated the right bank totally.
He suggested waiving of agricultural loans and provision of seeds to farmers without any cost to make them stand on their feet, adding the government is alive to the situation and is sincere to relief and rehabilitation of the flood-hit population. Sher Muhammad Baloch criticised some news anchorpersons and political leaders, who, he said, were pursuing an agenda to malign the leadership of Pakistan Peoples Party and destabilise democratic system.
He said the country was faced with the devastation of floods but some political elements were politicising the situation for their political or personal gains.
Saqlain Bukhari said 700 acres of Layyah District had been destroyed due to floods causing loss of billions of rupees and applauded determination to revive their position. He said eight union councils of his constituency have faced inestimable loss of infrastructure and communication set up but concrete steps for reconstruction and rehabilitation of the area are awaited.
Gul Muhammad Jakhrani said the floods initiated from Tori Bund in his constituency had displaced 376,000 people destroyed 240 public buildings and damaged 60,324 homes. He said the Federal Flood Commission had revealed that 19,8000 people of Punjab were affected but within a couple of days the number was shown as above 80,000 that needs to be probed and sought representation from Sindh in the Commission. He said flood-hit people are not being allowed to settle in Karachi rather they are targeted, suggesting the House to set up an independent commission to probe the breach of embankments. Dr Abdul Qadir Khanzada said affected people seem to be dissatisfied from the governmentÂ’s efforts in first phase of rescue.
He said during the two-day discussion neither the Government nor the Opposition had suggested effective steps to expedite relief process, adding that helping flood victims by taking loans from international monetary organizations is contrary to national dignity. Khanzada told the House that he knew names of people involved in creating breaches in embankments and suggested a Judicial Commission to look into it.
Aftab Shaban Mirani said more than 300,000 acres of Shikarpur have been inundated by floods following breach in Tori embankment. He said 40,000 are being served meal twice a day, 35,000 people are being provided dry ration and lauded efforts of Pakistan Army and Navy for airlifting the stranded people and establishing camps for relief of affected population.

Mourners targeted in Lahore


LAHORE – At least 35 people were martyred and 254 others injured on Wednesday evening as two suicide bombers exploded themselves minutes after a cracker blast at a mourning procession held in connection with death anniversary of Hazrat Ali (AS) near Karbala Gamay Shah and Bhati Gate. Soon after the incident, Lashkar-e-Jhangvi Al-Almi claimed the responsibility of carrying out the blasts.
On the other hand, Muslim Sunni Ittehad, Jafferia Alliance and the business community have announced three-day mourning across the country to protest against the heinous act.
The bombers detonated their suicide vests at separate spots as the people had started returning after the main procession entered the premises of Karbala Gamay Shah. The string of blasts occurred in the span of 30 minutes immediately after Iftar. Two women and five children were also among the dead.
Karbala Gamay Shah Imambargah and Bhati Gate are located near Data Darbar, which was recently targeted by suicide attackers, leaving 45 dead and above 200 injured. The death toll could rise as some of the injured were reported to be in critical condition as the report is being filed.
Hundreds of people were busy in offering rituals when two suicide bombers managed to breach the security cordon. “The first attacker, said to be a 19-year-old, exploded his suicide vest in the courtyard of the site amid the procession while the second bomber blew himself up at the main entrance from the backside,” police and eyewitnesses said. Both the explosions were organised and coordinated, investigators added.
Earlier, the rescue teams, Bomb Disposal Squad (BDS) and law-enforcement agencies rushed to the spot and cordoned off the area. According to the BDS officials, suicide bombers caused the blasts and head of one of the bombers was also recovered from the site. They further said ball bearings were used in the suicide jackets.
Rescue 1122 spokesman Faheem Jehanzaib said around 85 injured were shifted to Mayo, 25 to Sir Ganga Ram, 29 to Services and four to the Jinnah hospitals where 18 of them succumbed to wounds while the condition of 35 people, including six policemen, was critical. The Edhi spokesman, however, said 25 people had been killed while more than 185 were severely injured.
DIG (Operations) Rao Sardar Ali Khan told reporters that the first blast took place at a picket when the cops intercepted the bomber for search but he exploded himself, leaving one official dead on the spot. He further said the second blast occurred at another police picket, established among the crowd near a passage. He also endorsed the reports that two blasts were caused by the suicide bombers while third one was a cracker blast, planned to create panic among the mourners.
An eyewitness Sher Ali said, “We were leaving for homes when a suicide bomber exploded his vest around 10 yards away from me.”
“We were trying to inquire about our loved ones after the cracker blast when the suicide blast at Bhati Gate took place from where many of the mourners were passing through,” he added.
Another witness Ali Abbas said the first one was a cracker blast, which created panic among the mourners while the second explosion occurred when they ran away towards Bhati Gate and converged the point. He said another blast was heard near the entrance point of Urdu Bazaar.
Murtaza Hasan, a mourner, said dozens of the mourners were injured in the stampede after the cracker blast. “The procession was about to enter Karbala Gamay Shah when we heard the cracker blast,” he said.
Taqi Shah, an injured eyewitness, said, “The sound of the blast at Bhati Gate was heartbreaking, which was followed by smoke, cries and blood,” he said.
Talking to this scribe informed sources disclosed that India’s Research and Analysis Wing (RAW) was directly involved in the incident. “Besides other neighbouring countries, RAW is involved while the involvement of Israel and could not be ruled out. Reports regarding extra ordinary terror activities in the country, especially in Lahore, had been submitted to the departments concerned,” they added.
They said the network was being operated from Afghanistan as all these agents were being pumped from the neighbouring state.
Similarly, Commissioner Lahore Khusro Pervez also hinted the possibility of the foreign handÂ’s involvement.
Meanwhile, Jafferia Alliance Chief Allama Abbas Kameeli appealed to the Shia and Sunni Muslims to remain peaceful, saying these elements were the enemy of the Muslims; therefore, the nation and the forces had to join their hands and adopt a common strategy against the common enemy. He, however, asked why the government was reluctant in initiating solid steps against the terrorists.
And as the infuriated protesters resorted to violence and attacked the policemen, they escaped from the scene. The angry mob burnt parts of Lower Mall Police Station, situated near the blasts site, besides three vehicles and one motorcycle parked inside the premises. The mob pelted stones at the cops as they ransacked the building and burnt documents and furniture.
At this, police used full force to control the situation, as they fired teargas shells and resorted to aerial firing. The police was reinforced fresh contingent reached the spot after the officials requested the headquarters for reinforcement. But the move resulted in further injuries.
The eyewitnesses said police failed to protect the innocent lives and were now trying to hide the failure by targeting the people. One of them, Haider Shah, asked if the police could not protect the lives of people then they had no right to enjoy such facilities.
The mourners in different majalis across the metropolis condemned the incident and chanted slogans against the police. Demonstrations were also held in different parts of the Walled City.
Meanwhile, Punjab Secretary Home Nadeem Hassan and Capital City Police Chief Mohammad Aslam Tareen called in the Rangers to maintain law and order. The Rangers personnel reached the spot and cordoned of the area. “A massive search operation has been launched in various areas of the City and some suspects have also been apprehended,” a Rangers official said.

Peshawar hostage drama ends after 10 hours


PESHAWAR – The hostage drama ended Saturday, as three to four terrorists surrendered while the two detained hostages were freed after operation.
Earlier, suspected militants overpowered their guards when they were being shifted from one building to another for interrogation purpose Saturday morning and took two of the guards as hostage.
However, they had to surrender to the security forces apparently after their attempt to escape was foiled. They are now security forcesÂ’ custody.
According to details, the militants, Saturday morning, snatched weapons from one of the guards escorting them and held them hostage at gunpoint in the cantonment area. In order to ensure safe release of the guards, an operation was conducted during which exchange of fire was also reported and after a successful operation the hostages were released, while the detained militants surrendered to the forces.
Talking to media persons, Chief of capital city police Liaqat Ali Khan said the terrorists present in a government building near the US Consulate in Cantt area have surrendered before the law-enforcement agencies.
The three detained terrorists were being shifted from one building to another, when the terrorists attacked the two escorting guards, overpowered them and held them hostage at gunpoint. The CCPO said one of the guards sustained minor wounds.
But no loss of life occurred during the operation. He said that the situation in Peshawar Cantt was under control.
The incident occurred in the area, where the US Consulate is also located. Liaqat Ali Khan said that apparently it was a failed attempt by the militants to escape from the custody, but security personnel had foiled it.
He avoided giving the details of the militants. However, he said that prompt action for recovery of the sentries was avoided as the building was located closed to residential area.
Almost 9-hour long hostage and siege led to closure of all roads towards cantonment area, and forces cordoned of f the area, while security forces rushed to the spot as the incident occurred at around 6 am and continued till 4.30pm.
Shakeel Ahmad Khalil adds: Following the operation against the terrorists, the security forces besieged the whole cantonment area and all the roads were blocked in the busiest area of the Provincial Capital.
The cantonment area again witnessed a disturbed morning when the news of the presence of terrorists and opening fire on security men was spread like wildfire in the wee hours Saturday. The roads leading to Peshawar Cantt were blocked from all sides due to the gun battle with the alleged militants and heavy contingent of police were deployed on these link roads.
In the first move, the main Khyber Road leading towards the University of Peshawar, passing through main troubled area, was blocked with police mobiles, parked in the middle of the road and the traffic was diverted to Warsak Road.
The other main roads leading towards the cantonment was the old Bara Road, which was blocked near Swato Pathak.
Security personnel deployed there told TheNation that “we have very strict orders in this regard and even pedestrians are also not allowed to use that road”. “We have even not allowed security officials who were going to the CMH.” he told. Near the Swato Patak, a small road leading towards main cantt bazaar was almost jam-packed by the traffic coming from both sides. Traveling from one place to another through public transport which also pass on the cantt area also faced hardships in travelling.
Peoples whose offices were inside the Cantt area like AG Office, Pakistan Telecommunication Authority Office, main branch of National Bank of Pakistan, Public Service Commissions Office, State Life Building and many more were seen running from one road to another to reach their offices but all such moves failed due to the strict security measures on the roads.
Many were seen engaged with the officials but all in vain. One of the police officer said, “All these measures had been taken for the safety of the people and to thwart any untoward incident.” The police officer appealed to the peoples to cooperate with them and stay away from the security checkpoints.

Peshawar suicide attack kills FC Commandant


PESHAWAR – Commandant Frontier Constabulary Sifwat Ghayur was killed along with his three guards when a suicide bomber attacked his vehicle at FC Chowk near Deans Trade Centre on Wednesday.
According to CCTV footage, police sources and eyewitnesses, the suicide bomber targeted the vehicle of Sifwat Ghayur at traffic signal in FC Chowk. At least 10 other persons were also injured in the attack. The intensity of the attack was so severe that it jolted the entire city. Three vehicles were badly damaged while the dead bodies of the killed persons were retrieved after extinguishing fire.
The rescue teams rushed towards the site soon after the blast and shifted the injured persons to Lady Reading Hospital. The injured persons were identified as Shakirullah, Muhammad Aslam, Raza Muhammad, Khan Muhammad, Khalid, Arif Gul, Abdul Rahman, Pervez Imtiaz and Aziz-ur-Rahman while the deceased were identified as Yasir Nadeem, Pervez Iqbal and Azhar Mahmood.
Police and other law enforcement agencies cordoned off the area and started investigations. The head of the suicide bomber was recovered from the site. According to bomb disposal squad, eight kilograms explosive material was used in the attack.
Meanwhile, Tehreek-e-Taliban Darra Adamkhel Chapter claimed the responsibility of the attack.
The Provincial Government announced one-day mourning over the death of Sifwat Gahyur.
Commandant FC Sifwat Ghayur was born in 1959 and was the son of Mohammad Qayyum. He was the grandson of Sardar Abdur Rab Nishtar, a prominent leader of the Pakistan Movement. He was brother-in-law of the Chief of Pakistan PeopleÂ’s Party (S) Aftab Ahmed Khan Sherpao and cousin of incumbent DIG Peshawar Liaqat Ali Khan.
Sifwat joined police department as ASP Peshawar in 1981and also remained on key posts in Intelligence Bureau and FIA. He also remained Commandant National Police Academy for three years.
Expressing concern over the tragic death of Sifwat, Senior Minister KP Bashir Ahmad Bilour strongly condemned the incident and said that he was a valiant officer who aggressively dealt militancy and anti-social elements.
KP Information Minister Mian Iftikhar Hussain said that they saluted Sifwat and his fellows who had been martyred in the suicide attack. He said that terrorists could not deter GovernmentÂ’s determination through such mean tactics and the war against them would be continued till logical end.
Agencies add: The suicide bomber struck his explosives-laden motorcycle with the vehicle of Commandant Sifwat Ghayur while he was coming out from FC headquarters in Cantonment area.
The officer was killed on the spot while there are reports that his four gunmen were also killed. The vehicle was completely destroyed in the attack.
The body of what appeared to be a teenage boy lay at the bombsite. His head and legs were severed, an AFP reporter said.
“We killed him, he was our target… all such officers who are active against us will suffer the same fate,” Azam Tariq, a spokesman for Tehreek-e-Taliban Pakistan, told AFP by telephone.
The precise nature of how the attack was carried out remained unclear.
“It seems the attacker was on foot. He was 13 to 14 years old and he blew himself up near Sifwat Ghayur’s car, but we are still investigating it further,” Shafqat Malik, bomb disposal chief in Peshawar, told AFP.
But one witness told a private television channel that he saw the explosion after a car approached the vehicle in which Ghayur had been present.
Two vehicles were seen engulfed in flames after the attack.
WednesdayÂ’s bombing comes with Pakistan struggling to provide relief to around 3.2 million people affected by the countryÂ’s worst floods in living memory in the northwest and central Punjab.
It was the first deadly suicide attack since July 26 when a bomber killed seven people as he targeted senior officials mourning the murdered son of KP Information Minister.

PA resolution evokes countrywide protests


LAHORE/KARACHI/QUETTA – Journalists staged protest demonstrations and observed Black Day across the country on Saturday to condemn the resolution passed by the Punjab Assembly against media.
Forceful rallies were taken out by journalists in almost all cities and towns including Lahore, Faisalabad, Multan, Rawalpindi, Islamabad, Karachi, Sukkur, Peshawar, Quetta, Sargodha, Jhelum, Taxila, Attock, Hafizabad, Gujranwala, Sheikhupura, Chiniot, Rehim Yar Khan, Bahawalpur, Bhakkar, Hyder-abad, Abbottabad, Nawabs-hah, Badin, Dera Ghazi Khan, Chaman, Nasirabad besides Muzaffarabad, Neelum Valley and Mirpur in Azad Kashmir.
A demonstration was held outside the National Press Club in Islamabad where the office-bearers of journalistsÂ’ bodies of the twin cities raised their voice against gaggling tactics. The participants chanted slogans against the Punjab government, demanding withdrawal of the resolution against media.
The call for protest and black day was given by Pakistan Federal Union of Journalists (PFUJ) which had taken exception to the said resolution and stated that it was a calculated move to divert attention from the real issues confronting the country.
In Lahore, a large number of media men gathered in front of Punjab Assembly to record their protest against the resolution. Leaders of political and religious parties and NGOs also joined the protest to express solidarity with the journalists.
Speakers on the occasion pledged to continue the protests till withdrawal of the said resolution, saying it was their duty to make the public aware of the facts.
Participants were carrying placards and banners inscribed with slogans against the Punjab government.
Speaking on the occasion, President Council of Newspaper Editors (CPNE) Khushnood Ali Khan said the CPNE was with the journalists and the Council has decided not to hold dialogue with Punjab government over the issue and their simple demand was to withdraw the resolution. He said that journalists should boycott the ceremonies and programmes held under the aegis of the Punjab government.
President of Punjab Assembly Press Gallery, Zaheer Shahzad said the resolution was like a drone attack on media men. Parliamentarians called names to the journalists and disgraced them but no action was taken against them so far, he said.
He said they would not join any committee formed by the Punjab government in this regard. He said the meeting would be held on Monday (tomorrow) to chalk out future strategy for the protest programme.
Secretary General of the Lahore Press Club Ziaullah Niazi said the resolution was condemnable and rulers had tried to scare the media men but they would not be cowed down.
He demanded of the government to take action against bogus degrees holders and recover the money from them, which they had drawn from the national exchequer.
Chairman APNEC Nasir Naqvi said the resolution had been passed only to hush up the issues like bogus degrees, price-hike and unemployment.
He said the Punjab government had issued no show-cause notice to the responsible persons so far.
Rai Husnain, President of PUJ, said it was duty of the media to inform the people about the critical facts of the society like bogus degrees of the Parliamentarians. Punjab government should take action against those who had been involved in bogus degrees rather than media.
Secretary General of PUJ Rana Azeem and President, Lahore Press Club Sarmad Bashir also spoke on the occasion.
Those who joined media men to express solidarity with journalists included Pakistan Tehreek-e-Insaf, Jamiat-i-Ulema-e-Islam, PML(Q) and other parties.
The media union leaders, blasted the movers of the resolution and said they did not want merit to prevail in the entire spectrum of the country.
The movers of the resolution also wants to subjugate the media so that the real voice of the people might remain gagged and privileged might continue to enjoy all sorts of facilities although illegally.
Meanwhile, the journalists chanted slogans against Punjab government and blocked the Mall Road for traffic.
The journalists community of Karachi took out a protest rally while observing Black Day against the resolution passed in the Punjab Assembly against the media.
Karachi Union of Journalists (KUJ) took out a rally from Press Club to Sindh Assembly building. The civil society and others also attended the rally.
The protesters were carrying placards inscribed with slogans against the resolution and Punjab government. They staged sit-in outside Assembly building.
When the rally reached the building, Sindh Information Minister Jameel Soomro, MQM leaders and MNA Haidar Abbas Rizvi and MPA Khawaja Izharul Hassan and others joined the rally showing solidarity with the journalists.
KUJ President Khursheed Abbasi, General Secretary Hassan Abbas, senior journalist Khursheed Tanveer, President of Karachi Press Club Imtiaz Ahmed Faran and others addressed the rally.
The speakers strongly denounced the resolution of Punjab Assembly and termed it an attempt against free and independent media. They alleged the Punjab govt had passed the said resolution to divert peopleÂ’s attention from big issues like bomb blasts at Data Darbar, violation of IRSA agreement, fake degrees issue and many other such issues.
They urged the Punjab Assembly to withdraw the resolution and also appealed other political parties including PPP to play their role in this regard.
Meanwhile, MQM leaders assured the journalists that they would table a resolution in Sindh Assembly to condemn the resolution.
Meanwhile, activists of Balochistan Union of Journalists (BUJ) staged a demonstration outside Press Club to protest against the passage of a resolution in Punjab Assembly against the media.
The protesters carrying placards inscribed with different demands chanted slogans against the Punjab government and demanded immediate withdrawal of the resolution.
Addressing on the occasion, BUJ President Abdul Khaliq Rind and others strongly condemned the move and said the resolution was an attempt to suppress the media.
They vowed not to be succumbed to any pressure, saying they would continue to inform the people about the realities.
