APC on burning Karachi on 26th


KARACHI – The Sindh government Thursday convened an ‘All Parties ConferenceÂ’ (APC) at the provincial level on January 26 at the Chief MinisterÂ’s House to ascertain and discuss the law and order situation in the province, with particular reference to volatile Karachi.
The decision was made at a meeting held between Sindh Chief Minister Syed Qaim Ali Shah, Federal Interior Minister Rehman Malik and provincial Home Minister Dr Zulfiqar Mirza at the CMÂ’s House.
Earlier, Mirza in a policy statement on the floor of Sindh Assembly in the morning categorically said that neither he as Sindh home minister nor Chief Minister Syed Qaim Ali Shah, the IGP and the CCPO Karachi were taken into confidence about the operation by Rangers in city, especially in Orangi Town.
Just a few hours the harsh statement, the meeting lauded and appreciated the role of police, Rangers and Interior Ministry with respect to the efforts being made by Mirza and the Sindh Police for crushing the criminal activities of anti-social elements. They expressed satisfaction over measures adopted and results achieved so far, the official statement issued from the CMÂ’s House said.
Shah and Mirza lauded the assistance being extended by the federal govt, particularly the efforts of Malik, for combating the challenge and maintaining the law and order in all parts of the Karachi.
The also decided to ensure close coordination and liaison among them and hold regular meetings after every fortnight.
In response to the anger expressed by the Sindh government, Malik clarified that all the federal agencies and Rangers would coordinate the Sindh govt and the Home Department.
The three leaders vowed to resolve all issues to maintain at every cost and said the action against the criminal elements would continue without any discrimination.
They also appreciated the guidance of President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani for resolving the political and law and order issues.During the Sindh Assembly session, Mirza came hard against the federal government over RangersÂ’ operation in Karachi without taking the provincial government into confidence, as he threatened to withdraw the powers granted to the Rangers.
He was replying to PML-FÂ’s Marvi Rashdi who on a point of order drew MirzaÂ’s attention towards his statement in which he had showed unawareness about the operation in Karachi. The opposition member also pointed out that people were being killed in targeted shootings in Karachi, but it was strange that the minister concerned had no knowledge about the operation.
Replying to the point of order, Mirza affirmed that he stood by every word he had uttered.
“I still stand on my words. I was not taken into confidence on operation being initiated in the city through Rangers. Even, the Sindh chief minister, IG Police and CCPO were also not taken on board. I don’t know who gave the orders to Rangers to initiate operation. May be the federal government had given such orders.”
He said, “I had signed the summary, in which Rangers had given policing powers,” adding, “I can withdraw the powers.”
Mirza, “It is not a martial law; there is a civilian government. Therefore, the Rangers has to work under the civilian control.”
Agencies add: Rehman Malik told newsmen that he and Zulfiqar Mirza were unaware of the recent operation.
He said he did not interfere into the matter since it was administrative in nature.
Responding to MirzaÂ’s claim, Malik said the Rangers and police were subservient to the provincial home minister, adding that he would ensure sharing of intelligence gathered by the federal agencies with the provincial government.
He claimed that police did not raid former state minister Nabeel GabolÂ’s residence and the CCPO had informed him that he sent the police van to bring back the police security guards.
Malik said he came to Karachi on the directives of President Zardari and Prime Minister Gilani.
The federal minister said some religious groups were dividing the nation and supporting the terrorists who had been aiming at destabilising the country. He would not allow anyone to disturb peace in Karachi, he vowed.
He informed the journalists that the security forces foiled a terrorism bid at the Sindh Assembly.
Later, Rehman called on Sindh Governor Ishratul Ebad Khan where they promised to take indiscriminate action against those involved in criminal and terror activities without surrendering before any pressure.
Meanwhile, three people including a doctor were killed in various incidents of targeted killing in Karachi on Thursday.
The doctor was gunned down near Khaliq Jinnah Hall, Mahmood Shah Road in the limits of Eidgah Police Station. 30-year-old Dr Imran, son of Fasih, was on way to his home located in Gulshan-e-Iqbal from Lyari General Hospital in his car when armed men on a motorbike intercepted him at Mahmood Shah Road and managed to flee from the scene after shooting him.
The victim sustained bullet wounds and succumbed to his injuries on way to hospital. Police shifted his body to Civil Hospital for medico-legal formalities. SHO Amjad Kayani said that victim was ENT specialist in Lyari General Hospital. He added that the deceased was not affiliated with any political or religious party and had no personal enmity with any one.
In another incident, an ex-army man was shot dead in Frontier Colony in the limits of Pirabad police station. The victim 40-year-old Akbar Shah, son of Ameer Jan was a resident of Noorani Area Frontier Colony. He was standing at his shop when two armed men opened firing on him. Resultantly, he died on the spot. Police shifted his body to Abbasi Shaheed Hospital. Police said he hailed from Swat. Police registered FIR against unidentified men on the complaint of his brother Mahmood Shah.
Similarly, an Afghan national was shot dead and another injured in MPR Colony in the jurisdiction of Orangi Town police station. The incident took place at MPR Colony where two armed men targeted 39-year-old Fakhar Uddin, son of Mohammad Khan. Resultantly, he died on the spot while Shireen Khan sustained injures and was rushed to Abbasi Shaheed Hospital for treatment. Police said the victim was father of two children and used to run a cloth shop in Paposh Nagar area. Police so far have been unable to ascertain the motive behind the incident.
Meanwhile, a Chinese engineer was injured in a robbery attempt here in the jurisdiction of Boat Bassan police limits.
Police said that the victim, namely Shoe Young, drew Rs 5 million from a local bank branch and drove away when armed men intercepted his car and tried to loot him. Culprits remained unable to rob him and shot him on offering resistance.
Culprits managed to flee while police shifted the victim to the private hospital where doctors termed his condition stable. DSP Qamer Ahmed said that bandits fled away when police party on routine patrolling reached close to the crime scene.

Govt set to ‘adjust’ MQM


KARACHI – As the PPP-led government is trying its best to woo back the renegade allies, President Asif Ali Zardari assured MQM chief Altaf Hussain late on Wednesday night that they would not let anyone to make the allied parties annoyed.
He promised to address all the reservations of the MQM and said necessary actions would be taken to accommodate them.
Zardari was talking to Altaf during a telephonic conversation, as the MQM chief pressed the president to listen their grievances. The top leaders of the two parties contacted in the presence of Sindh Governor Ishrat-ul-Ibad called on him twice at the Bilawal House in Karachi. Federal ministers Rehman Malik and Syed Khursheed Shah were also present on the occasion.
The hectic talks continued as the MQMÂ’s coordination committee held a meeting simultaneous in the metropolis and London.
Talking to media persons outside Bilawal House, Malik said Zardari had decided to stay in Karachi for next 10 days during which he would address all the reservations expressed the MQM once for all.
The two sides would list out all the differences and hold discussions in detail for finalising the matters, he said.
Rehman said those who were waiting for a clash between the two parties would remain unsuccessful as the allied parties would strengthen the mutual relations even further.
Replying to a question, he said any change in the Sindh cabinet was discretion of Chief Minister Qaim Ali Shah and he was not in a position to say any thing over the matter.
Earlier, President Zardari on Wednesday directed the Government of Sindh to continue reconciliation policy with its allies in the province.
However, after having a meeting with the president, the PPP ministers hinted at withdrawing plan regarding revival of old commissionerate system, which caused annoyance for MQM, sources said.
Zardari, during the meeting held at Bilawal House, was briefed by provincial ministers about the development works, performance of the ministers and law and order situation in the province. Sindh Chief Minister Syed Qaim Ali Shah, provincial ministers and PPP MPAs attended the meeting.
However, Advisor to CM on Information Ms. Sharmila Faruqui during her briefing to the media persons outside Bilawal House claimed that meeting did not discuss MQMÂ’s grievances and revival of Commissionerate System.
President Zardari directed the Government of Sindh that reconciliation process, which was initiated by Shaheed Benazir Bhutto, would be continued with all the coalition partners including MQM, she added.
Meanwhile, sources privy to the meeting informed The Nation that President Zardari had directed the Sindh Chief Minister and Provincial Law Minister not to table bill for revival of Commissionerate System in the province unilaterally in the next session of the Assembly.
Earlier during a meeting with Sindh Governor Dr Eshratul Ebad at Bilawal House on Tuesday night, the President had also assured him of not tabling bill to abolish existing local government system and revive Commissionerate System in the province, sources said.
Meanwhile, Advisor to CM on Information Sharmila in her media briefing said that provincial ministers briefed President Zardari on the development works continued in the province.
Home Minister Dr Zulfiqar Mirza briefed the President about the overall law and order situation in the province. He shared the data of crime rate in province and there has been a significant decline in the crime ratio during the three-year period of the PPP government, she added.
She said that Advisor to CM on Planning and Development Kaisar Bengali and Provincial Minister for Rehabilitation of Flood Affectees, Haji Muzaffar Shujrah, briefed the President about the rehabilitation work in flood-affected areas. President Zardari asked the provincial legislators to regularly visit their constituencies to keep a close contact with their voters, she said.
The sources privy to the meeting further said that a PPP MPA Naeem Ahmad Kharal from Khairpur complained that no development works were being carried out in his constituency.
Sindh Home Minister Dr Zulfiqar Mirza while talking to media persons after the meeting said that his leaders had sacrificed their lives for democracy and he was also ready to sacrifice his ministry for the sake of democracy.

Bomber kills 20 at Hangu hospital

HANGU/PESHAWAR – As many as 20 persons, including two women and three policemen, were killed and 16 others got seriously injured when a suicide bomber rammed his explosive-laden vehicle into a hospital in Pass Kalay area of district Hangu on Friday.
Sources said that the suicide bomber blew up his explosive packed tractor in front of the newly under construction Zohra Hospital in Pass Kaly village. The blast caused severe fear and panic among the masses, besides jolting the entire area and damaging around six houses.
Soon after the blast rescue teams rushed towards the site and retrieved the dead and the injured from the blast site. They were shifted to District Headquarter Hospital, Hangu, while seriously injured persons were shifted to Lady Reading Hospital Peshawar.
Police, bomb disposal squad and army personnel also rushed towards the site and cordoned off the area.
Talking to media persons, District Police Chief Abdul Rashid confirmed that it was a suicide blast.
He said that the hospital was being run by a private Shiite Muslim trust, which also operated a nearby Shiite mosque and seminary.
Just two days before a teenage suicide bomber killed 17 people at a busy market in Kohat, which neighbours Hangu.
One of the prominent social and political figures Syed Hussain Ali Shah told The Nation that there were threats that militants would target the hospital and Imambargah and they had appraised police in this regard. It appears to be a sectarian attack, he added.
District Hangu is one of the sensitive areas as it is attached with three tribal agencies including Kurram, North Waziristan and Orakzai.
Reuters adds: Officials said Shiite Muslims were praying in a room inside the hospital when the bomb exploded in the town of Hangu. Several police officials said the bomber drove the tractor into the hospital in Hangu.
They said three policemen were among the dead.
PakistanÂ’s US-backed government faces Taliban insurgents who have sustained a campaign of suicide bombings in defiance of a series of military offensives launched last year against their strongholds in the northwest.
Pakistan has been bracing for sectarian violence during Muharram, which began on Wednesday last. Sunni militant groups often attack Shiite gatherings during this period. There have been several sectarian attacks and clashes in Hangu in recent years.
PakistanÂ’s government, which Washington sees as a vital ally in its war against militancy, faces a growing threat from what officials and analysts call a growing nexus of militant groups.
ItÂ’s a murky mix that includes al Qaeda, Pakistani Taliban militants and other groups. Some are anti-Western while others are driven mostly by sectarian hatred. Wednesday, a suicide bomber blew himself up beside a minibus in the nearby town of Kohat, killing at least 16 people, officials said.

CMs asked to ensure economic revival


DADU – Prime Minister Syed Yousuf Raza Gilani on Friday said the government would not leave the flood affectees alone, vowing to take all-out measures for their rehabilitation. He also asked the chief ministers to improve economic conditions of their provinces.
Gilani has admitted that pace of Watan Cards distribution among the flood victims is slow. He was addressing a big gathering, which was organised in connection with the mass marriage ceremony of flood-affected couples.
The Prime Minister announced Rs 200 million grant for the development projects and rehabilitation of the flood-hit people of two constituencies of National Assembly in Dadu district.
The Prime Minister earlier visited the relief camp at Ustad Bukhari Degree College Dadu and exchanged Eid greetings with the flood victims and distributed Watan Cards among their family heads.
The Prime Minister said besides Rs200 million the government is planning to provide maximum incentives to flood victims so that they could restart their life and overcome the losses.
He said the unprecedented flood had caused heavy losses, however the government is taking various measures for early rehabilitation of the flood-hit people.
The government has started Watan Cards distribution to heads of the flood-affected families so that they could get Rs 100,000 each and restart their normal life, he said and added that Nadra has also been directed to speed up the distribution of the cards.
Gilani said to get Watan Card is the right of flood victims and it should be given to them as soon as possible. He said Nadra officials have been directed to remove all faults in the distribution of the cards. He said most of the flood-affected families suffered less than Rs 100,000 loss, but the government has formed a uniform policy of granting Rs 100,000 compensation to each family head through Watan Cards.
The Prime Minister, who earlier had an aerial view of the flood-affected areas of Dadu, expressed his concern over the devastation caused by the floods and directed the departments concerned to waive off the utility bills in those areas.
He directed the authorities concerned to conduct survey of those areas which were missed out earlier so that the utility bills of those areas could also be waived off.
Referring to Sindh Chief Minister Qaim Ali ShahÂ’s demand for writing off the agriculture loans in flood affected areas of the province, the Prime Minister assured to consider his proposal.
The government would provide maximum incentives to help people restart their normal lives in the flood-affected areas, he added.
The Prime Minister said the government is providing seeds and fertilizers free of cost to the flood-affected growers, so they could cultivate their agricultural land and improve their socio-economic condition.
On the request of Sindh Chief Minister, the Prime Minister assured to consider additional supply of irrigation water to Sindh province.
He said that remodelling of Dadu district will be made soon.
Prime Minister also met with 300 families who were affected by floods while eight bride and grooms also got married.

Sindh suffered as evacuation orders ignored


KARACHI – Prime Minister Syed Yousuf Raza Gilani has maintained that all government departments, both federal and provincial, are effectively working in the areas hit by floods in Sindh. However, he said with certainty that people in some areas of the province suffered because they had refused to leave their areas as advised by the authorities concerned.
Briefing the media at Chief Minister House here on Sunday after presiding over a special meeting of Sindh Cabinet which was also attended by President Asif Zardari, Gilani said the people, unfortunately, in Sindh suffered because of their own decisions, not to leave their homes.
The PM while responding to a question said he had already spoken on the floor of the National Assembly on this subject, and he has now reiterated in the Sindh cabinet that inquiry should be held with respect to breaches which either occurred or made, resulting in huge damage to property.
He said the flood has not as yet ended in Sindh and once things were settled down after floodwater recedes, the rehabilitation work would be started.
He said he had summoned Council of Common Interests (CCI) meeting in Islamabad on Monday (today) to evolve methodology for distributing aid to the affected provinces. Chief ministers of all provinces would attend the meeting, which would decide about rehabilitation work and distribution of aid money, he added.
The Prime Minister called for concerted efforts to help mitigate problems of the flood affectees. He also laid emphasis on the maintenance of law and order situation.
Sources concerned said that the Sindh Irrigation Department officials briefed President Asif Zardari and Prime Minister Yousuf Raza Gilani about the damage and devastation caused by the floods in the province.
The irrigation officials contradicted the ground realities and informed the participants of the meeting that no levee has been breached deliberately.
Sindh Chief Minister Syed Qaim Ali Shah presented a roadmap for the rehabilitation of flood victims besides giving a detailed briefing on the post-flood situation in Sindh.
Earlier, soon after his arrival in the city, the PM held a meeting with Sindh Governor Ishratul Ebad Khan, at the Governor House. Sindh CM Syed Qaim Ali Shah, Federal Ministers Qamar Zaman Kaira, Syed Khurshid Ahmed Shah, Raja Pervaiz Ashraf and Syed Naveed Qamar were also present on the occasion. According to official sources, flood situation and relief and rehabilitation measures were discussed in the meeting.

Flood hits two historic cities


SUKKUR – Sindh Health Department Wednesday disclosed that currently over 0.251 million people from flood-affected areas are suffering from different diseases as the floodwater swept through historic city of Amrijo-Daro and also damaged suburban areas of Sehwan Sharif.
The World Health Organisation and Sindh Government have been cautioned for possible emergence of ‘epidemic diseases’ in flood affectees especially the children.
Underlining the need for coordinated efforts for providing medical services, potable water and sanitation facilities to flood affectees, the Sindh government and WHO decided to initiate joint operations to cope with possible emergence of epidemics. Keeping in view the emergence of diseases, the Sindh government had taken a decision to suspend the educational activities of medical universities and house-job doctors to send them to relief camps for treatment of flood affectees.
A senior official of Sindh government who remained part of the meetings of government to cope with epidemic diseases told TheNation that WHO and other organisations had cautioned for possible emergence of epidemics among the flood affectees.
An official privy to a meeting chaired by Sindh Chief Minister Qaim Ali Shah at Sukkur Circuit House on Wednesday, said that Sindh government had decided to summon the specialists of various diseases at Sukkur to help the doctors at medical camps. Sindh Health Minister Dr Sagheer Ahmed, NDMA officials and representatives from WHO, UNICEF and other international organisations, who are in Sukkur to assess the affects of flood devastation, also attended the meeting.
The meeting was informed that the number of flood affectees had increased to over 4 million in Sindh so far, out of which a huge number of one million people could fall victim to epidemic diseases such as gastro, diarrhoea and skin diseases due to lack of clean drinking water, toilets facilities, sanitation and other necessities.
In this regard, Advisor to CM for Information Department Jameel Ahmed Soomro told TheNation that in Sindh number of displaced people reached 4 million so far, and problems were on the rise while threat of more floods is still there.
Besides, ensuring the availability of Army doctors, all the male and female medical students and house-job doctors from medical universities are to be summoned at medical camps to assist doctors in relief camps for flood affectees, Jameel Soomro said, adding that educational activities of these medical students would be suspended for 1 to 3 months immediately.
Meanwhile, Director General Health of Sindh Ghulam Sarwar Channa has said that out of total displaced people, who are staying in relief camps, a huge number of 0.251 million people have fallen ill, while majority of patients are children.
Meanwhile, the devastation of floodwater continued in Sindh now swelling towards new cities and villages of Jacobabad, Dadu, Shikarpur, Qambar-Shahdadkot and other areas of Sindh have been inundated. The breach in Indus River at Tori embankment inundated more areas in Jacobabad district.
PPP MPA Ghulam Muhammad Shohliani, who elected from Garhi Khero alleged that Sindh Chief Minister Qaim Ali Shah and Sindh Irrigation Minister Jam Saifullah Dharejo are responsible for inundation of his electoral constituency and adjoining areas.
He demanded that President Asif Zardari should remove Sindh Chief Minister and Irrigation Minister Jam Saifullah Dharejo. He also blamed Federal Minister Mir Aijaz Jakhrani for diverting Begari Canal floodwater to his electoral constituency.
While, Advisor to CM for Information Department Jameel Ahmed Soomro rejected allegations against Sindh CM levelled by his own party MPA Ghulam Muhammad Shohliani and said that the MPA failed in performing his duty to monitor the embankments of canals and thatÂ’s why he is levelling baseless allegations against Sindh CM.
However, floodwater is posing threat to Sehwan city and raging flood inundated the historic sites of Amrijo-Daro, having 5,000-year-old archaeological history.
Meanwhile, the migration of people from Qubo Saeed Khan, Shahdadkot and other areas under fear of floodwater is going on.
Agencies add: Floodwater has swept through the ancient Indus Valley city of Amrijo-Daro located in Dadu District of Sindh and also started causing damage to Sehwan Sharif.
Amrijo-Daro is the site of a pre-Harappa fortified town which flourished from 3600 to 3300 BC. Amrijo-Daro Museum, which is believed to be more ancient than the famous city, Mohenjodaro, has been devastated by the deluge, reported a private news channel on Wednesday.
In addition, floodwater has started causing damage to another historic city of Sehwan Sharif located in the Jamshoro District of Sindh.
In Jamshoro, several villages and surrounding katcha areas have come under water as thousands of people head to Kotri for safety.
It is being feared that the torrent could also affect Manjhand Tehsil of Jamshoro. The flood continues to wreak havoc from Guddu Barrage to Sehwan Sharif. Besides, Amri, Wada Chachar, Hydear Khan Rind and Laki Shah Saddar areas of Sehwan Sharif have been submerged in water.
It has also affected the historical place of Lal Bagh and a century-old village Goth Sher Khan Solangi, demolishing hundreds of houses.

Floodwater roaring towards Jacobabad


JACOBABAD – The unending devastation continued in Sindh as floodwater was roaring towards Jacobabad, a city of 0.5 million people, which gave a deserted look on Saturday, as 95 per cent of the residents had left for safer places. Presently, the floodwater is just one km away from the city and the Shahbaz Airbase.
It may be mentioned that the Shahbaz Airbase was one of the three Pakistani airbases used by the US and the allied forces in the war against the Taliban in Afghanistan.
On the other hand, Federal Minister for Sports Aijaz Jakhrani along with officials of district administration tried to cut Jacobabad-Quetta Bypass, aiming to save Jacobabad and Shahbaz Airbase from inundating; however, former prime minister Mir Zafarullah Jamali along with his private security staff reached the spot and foiled the bid.
During his visit to the city, Jakhrani told TheNation that he along with the DCO, DPO and other officials tried to cut the Jacobabad-Quetta Bypass but Zafarullah Jamali stopped them from diverting the water to save Jacobabad.
“The artificial breach and cut in Jacobabad-Quetta Bypass was the only option to save Jacobabad from inundation,” he said, adding, “Everyone, including Jamali, has to pay some sacrifice for the purpose.”
The minister said he was trying to contact President Asif Ali Zardari to intervene to save the Jacobabad from devastation. He had also contacted Sindh Chief Minister Qaim Ali Shah, urging him to take up the issue with his Balochistan counterpart to allow the cut, from where floodwater would easily pass to Hamal Lake and flow towards the sea through Right Bank Outfall Drain (RBOD).
Warning about the enormous threat, Jakhrani said if water was not passed through artificial cut to the bypass, Jacobabad would be completely inundated.
He pointed to the fact that after the cut, the flood would have inundated a number of villages in Balochistan, which was the natural path of the floodwater, but it had been blocked after the construction of the by-pass.
Meanwhile, DCO Jacobabad Kazim Jatoi told TheNation that almost 95 per cent residents had left the city after the district administration cautioned them to relocate their families to safer places as a preventive measure.
DPO Pervez Chandio said the government was trying to find other options to save the city from flooding.
EDO Revenue Munawar Mathiani said at least 300 prisoners of Central Jail Jacobabad were shifted to Sukkur and Khairpur jails in view of the flood threat.
He confirmed that about 30,000 to 40,000 people were still stuck in katcha areas while the standing crops on all cultivated land, measuring around 50,000 acres, had been destroyed.
The flood has also destroyed many villages in the settled areas where village Ahmed Mian Soomro, which is also village of former chairman Senate Muhammad Mian Soomro, became the latest among the submerged localities.
During the visit to Jacobabad, Sukkur and Shikarpur areas, which are severely affected by the flood, it was observed that the displaced people had established camps alongside the roads where they were without food, water and other necessities. Besides, the relief camps set up by the government had no capacity for more affectees.
In this scenario, more caravans were on their way to Karachi, Hyderabad and other big cities of the province.
Meanwhile, Chief Minister Qaim Ali Shah said the floods had affected at least 3.7 million people in Sindh while the financial loss had reached around Rs40 billion in terms of damage to agriculture, collapsed houses, roads and other infrastructure.
Agencies add: According to DCO Jacobabad Kazim Jatoi, water will affect Shahbaz Air Base first of all after entering the city. He added the city is under emergency state in a way.
The floodwater inundated several places and various villages including Goth Lal Bux Bugio near Jacobabad-Humayun Road. The surging floodwater overwhelmed Jacobabad-Sukkur railway track near Sultan Kot.
The water level at catchments area of Nawabshah is fast rising. The protective embankments here are being supervised as water pressure has mounted at Mud Mangli and Makaro Bunds. Over 200 villages have sunk under floodwater in Dadu, raising the number of inundated villages to over 300.
The floodwater has made its way into in various other areas including Bhund Mari and Mondar, as hundreds of people have been left stranded owing to unavailability of boats.
Many villages in Rohilanwali have been submerged, while a huge torrent of 789,000 cusecs to 110,000 cusecs from River Indus is moving closer to Sultan, Jatoi and Alipur areas.
Meanwhile, the high torrent of flood, having wrought havoc in low-lying areas of Muzaffargarh, are now zeroing in on Jatoi and Rohila Wali however, the administration said the city is not at risk.
Meantime, the floodwater is once again fast entering Jampur and Sanawan area of Kot Addu. Rohila Wali cityÂ’s suburbs are submerged under one to two feet of water. At the same time, water is entering the city from four points of a nullah passing through the city.
The entire locality including the Rural Health Centre in Sanawan area of Kot Addu has been deluged. A flood torrent has ravaged through to Tehsil Headquarters Hospital.
Another flood tide is roaring towards Guddu at Chachran Sharif.
About 30 villages of tehsil Jatoi were inundated and over 50,000 people were affected due to fresh waves of floodwater in the area.
The fresh flood waves swept away 10 villages including Rampur, Bhandai-Korie and others. The people of the area have shifted to safer places.
Floodwater from the Indus River has entered Wasindaywali, a town comprising over 25,000 inhabitants.
Meanwhile, six persons including two women were killed while 16 others received injuries in a head-on collision between a passenger van and coach on Hala Bypass in Hyderabad early Saturday morning.
Meanwhile, the rising water pressure on the LS Bund Dadu since Friday has been released on Saturday when a canal was breached by the authorities in the Keti Jatoi inside katcha area thus saving Piyaro Goth, Phulji, Paat Sharif and other small villages and adjoining towns of Dadu district threatened of inundation.
The District Coordination Officer (DCO), Dadu, Iqbal Memon after breach maintained that all the pucca areas of Dadu district were safe and did not face threat of inundation.
He said that out of 1,05,000 population residing in katcha areas 95 per cent people have been evacuated and lodged at relief camps.
The super flood has started flowing into District Shaheed Benazirabad and score of villages situated in the bed of River Indus have submerged under floodwater.
Approximately 70 per cent of area inside protective embankments has come under water. According to officials of Irrigation Department, 7,30,000 cusecs was crossing the district limits.
On the other hand large number of people residing inside the embankments area were still reluctant to vacate their villages and shift to relief camps setup by district administration.

MQM MPA shot dead in Karachi


KARACHI-MQM Provincial Assembly member Raza Haider and his guard were gunned down in an incident of target killing within the limits of Nazimabad police station here on Monday while 30 persons were killed in the violence which erupted after the gory incident.
According to reports, 50-year-old member of the Sindh Assembly Raza Haider had come to Masjid-e-Aqsa located at Nazimabad 1, to offer Fateha of soyem of his relative when three armed men got inside the mosque and shot him and his gunman Asif.
The armed assailants barged into the mosque and raised the slogan ‘Allah-o-Akbar’ before spraying the bullets and managed to escape, eyewitnesses told.
The wounded MPA and his guard were carried to Abbasi Shaheed Hospital, where doctors pronounced them dead.
It has been reported that the deceased MPA had received the threats from an extremist group.
The news spread like wild fire across the City and the commercial and private life in the area came to a standstill. Police and Rangers contingents rushed to the area to keep the situation under control.
The deceased was attached to the MQM and had held various party positions.
He was in charge of Zone-E of MQM in 1980s while currently he was member of the Standing Committee on Board of Revenue, Standing Committee on Cooperation,Standing Committee on Local Government and Standing Committee on Planning and Development.
The deceased has left two children and a widow behind. Following the incident hundreds of MQM workers and leaders rushed to the Abbasi Shaheed Hospital.
The FIR of the murder was yet to be registered till the filing of this report. Meanwhile, violence erupted in the City after the killing of MQM MPA Syed Raza Haider,which claimed 30 lives while at least 35 vehicles, dozens of shops and other valuable commercial and non-commercial property had been torched across the City.
Witnesses said that violence broke out across the City in different areas including Landhi, Malir, Orangi Town, Baldia, Qasba, Korangi, New Karachi, Nazimabad, Federal B Area, Liaquatabad, Shah Faisal Colony, Gulshan-e-Iqbal and various other areas of the City.
Intense firing in different areas created panic while people remain stuck in their houses and those outside the home faced severe problems to reach home.
It has been reported that miscreants set on fire a petrol pump in Korangi Area which was owned by the leader of Awami National Party Shahi Syed.
According to details, the people killed included a young man who was shot dead at Abul Hassan Isphani road identified as Umair Asmat. Another man was gunned down in New Karachi police limit near graveyard. Two unknown bodies were rushed to the hospital from Baldia Town while a body was brought to the hospital from Desilva Town area. Two more people including Noor Zaman was killed in New Karachi and Muhammad Shair in Nazimabad area.
At least a dozen people including one Rangers personnel were wounded in different incidents of firing. Rangers personnel was injured by unknown gunmen in Pak Colony.
A 30-year-old Inam Bux, son of Ghulam Rasool was killed in Korangi No 5 in Korangi Industrial Area police limits. Shahid, 30, son of Fida Hussain,was gunned down in Landhi No 6. A Mashallah coach driver Noor Rehman, 36, son of Arbab Khan was killed in Orangi Town Sector 11, Data Chowk in Pakistan Bazaar police precincts.
Similarly, in a firing incident at a passenger bus, one person was killed while more than one dozen wounded in Feature Colony near Sharafi Goth in Awami Colony police limits.
Culprits killed an unknown rickshaw driver and set a rickshaw on fire in Sector 8, Orangi Town. Muhammad Nadeem, a resident of Orangi Town was gunned down in Metrovil, SITE.
Separately, Nasarullah, son of Zahoor Khan was shot dead in Jamia Maliha, Gulshan-e-Qadri in Alfalah police limits. In Sohrab Goth police limits, Ajab Khan was shot dead in Superhighway. Separately, Rehman was shot dead near Civil Hospital, Karachi in Risala police limits.
According to the medico legal officer at the Civil Hospital, Karachi (CHK), Dr Lala Mubarak, Muhammad Yaqoob and two others were brought from Baldia Town. A young man Imran was brought from Gizri police limits while Nooran Shah, Asif, Suleman, Khan Bahadur and one unknown were also brought dead to the hospital from different parts of the City. Nakib Ali and Rasool Bux were killed in Gulshan bungalows, Block 19 Gulshan-e-Jauhar in Sharah-e-Faisal while one who was yet to be identified was killed in Jehangir Road in Jamshed Quarter police limits. It was reported that six more persons were killed in various incidents in the City.
Vehicular traffic had also vanished from the City within hours of the incident while thousands of people were seen walking on the roads towards their homes.
The commercial and private activities were paralysed across the City while deployment of law-enforcement agencies across the City is being intensified to avert any untoward incident.
Chief Minister Sindh Syed Qaim Ali Shah condemned the incident and directed Inspector General of Police Sindh to submit the report and arrest the culprits.
SP Waqar Mallan said that during initial course of investigation revealed that culprits used Kalashnikov and 9mm pistol while police recovered the empty shells from the crime scene.
The SP further said the culprits reached on two motorcycles and a white color Toyota Corolla car was also used as backup.
‘Two of the four motorcyclists entered the Masjid and chanted slogan ‘Allah-o-Akbar’ and started firing to kill MQM leader and his guard’, the officer said.
‘The sketches prepared with the help of eyewitnesses would be provided to the media after finalisation but our first priority is to control the law and order situation’.

Pakistan to abide by US sanctions on Iran


GARHI KHUDA BUX – Prime Minister Yousuf Raza Gilani on Monday said the Pakistan’s struggle against militancy was for its own survival and sovereignty and not the US war.
“Pakistan as a member of the international community follows the international rules but we will not act on anyone’s dictations.”
He was talking to newsmen after paying his homage at the mausoleum of Shaheed Benazir Bhutto in Garhi Khuda Bux in connection with 57th birth anniversary of the great leader.
“We are fighting the war of people for the country’s integrity,” he said.
Responding to a question whether there was any pressure on Pakistan regarding the multi-billion-dollar Iran-Pak gas pipeline project, Gilani said in case the US imposed any restriction on Iran, the matter would be reviewed in the light of international laws.
“If the US imposes sanctions, they will have international implications and Pakistan as a member of the international community will follow them,” he remarked.
He said Pakistan under the international obligations would adhere to any restrictions imposed against any country.
The prime minister said the killers of Shaheed Benazir Bhutto would not be spared and brought to justice, as the government was moving forward in investigating the matter in light of the UN report.
Replying to a question on Kalabagh Dam, Gilani said the project had remained contentious since 1985, adding that he was not personally opposed to the disputed dam but the issue should resolved with a complete consensus among the provinces.
He said during the recent debate in the National Assembly, some members of the former ruling party were playing to the gallery as they could have constructed the dam while they were in power.
Gilani said law and order was a provincial subject, which could be resolved through negotiations with allies.
The prime minister said, “We are pursuing the reconciliation policy and taking all the institutions on board under the vision of Mohtarma Benazir Bhutto, who believed in consensus and wanted to resolve all such matters through reconciliation.”
Paying homage to Shaheed BB, he said she had a vision to strengthen democracy, Constitution and media and gave a call for long march for restoration of judges, adding that she was a symbol of the federation, binding the four provinces together.
“She was not a leader of Sindh or Pakistan only but a great leader of the whole world,” he said.
Talking about govtÂ’s achievements, he said apart from ending the dictatorship, the 1973 Constitution had been restored while 18th Amendment was passed by the Parliament unanimously.
To another question, Gilani said during the talks with his Indian counterpart Manmohan Singh, they had agreed that war was not a solution to any issue. The peoples of both the countries faced a number of problems including poverty, inflation, unemployment and terrorism; therefore, they should pursue dialogue, as the only best solution for resolving all the issues, he added.
“Pakistan wants to have good neighbourly relations with India,” he stated.
On the NFC Award, he said it was a consensus award, which would go a long way in empowering the provinces.
Earlier, Gilani placed a floral wreath at Shaheed Benazir BhuttoÂ’s grave and offered fateha.
Speaker National Assembly Dr Fehmida Mirza, Sindh Chief Minister Syed Qaim Ali Shah, federal ministers Qamar Zaman Kaira, Syed Naveed Qamar and Raja Pervez Ashraf besides provincial ministers, PakistanÂ’s Ambassador to UAE Khurshid Ahmed Junejo and leaders of Pakistan PeopleÂ’s Party were also present on the occasion.
Earlier, the 57th birthday anniversary of Shaheed Benazir Bhutto was celebrated across the country while the Pakistan PeopleÂ’s Party (PPP) leaders and workers gathered at Garhi Khuda Bux to and Naudero on Monday to pay homage to the great leader.
President Asif Ali Zardari, Prime Minister Yousuf Raza Gilani, Chief Minister Sindh Syed Qaim Ali Shah and federal and provincial ministers were among those who attended the celebrations.
President Asif Ali Zardari and his two daughters Bakhtawar and Assefa offered fateha and laid floral wreath at her grave.
The President also donated blood at a camp in the Presidential Camp Office. It is pertinent to note that Pakistan PeopleÂ’s Party (PPP) had set up blood donation camps across the country in connection with the BBÂ’s birth anniversary.
A large number of party leaders visited the BhuttosÂ’ mausoleum and laid floral wreath at the graves of Shaheed Benazir Bhutto, Zulfikar Ali Bhutto, Mir Murtaza Bhutto and Shahnawaz Bhutto.
The day started with Quran Khawani while the students presented national anthem at the mausoleum.
Functions and seminars were also organised by the different wings of the PPP in various towns and cities of the country during which the speakers highlighted the salient aspects of her life and achievements, who hold the honour of being the first ever woman prime minister of the Muslim world.
The party also organised blood camps at district and tehsil levels including Larkana, Ratodero, Naudero, Garhi Khuda Bux, Qamber, Sijawal,
Shahdadkot, Mirokhan, Dokri and others. A mushaira was also held at the Presidential Camp Office Naudero.
Strict security arrangements were in place across the district as countryÂ’s top civilian leadership had arrived here to participate in various ceremonies.
Agencies add: BBÂ’s birth anniversary was also celebrated in Lahore, Karachi, Quetta, Peshawar, Gujranwala, Multan, Nowshera and other parts of the country.
Special blood camps, the main feature of the day, were the most noticeable event of the day as the PPP workers and common citizens donated their blood to commemorate BBÂ’s sacrifice for the people, democracy and country. People vowed to replicate her actions and follow her vision to make Pakistan a democratic, progressive and modern state.

ML unification stressed


LAHORE – Speakers at an Iqbal Day function organised at Aiwan-e-Karkunan Tehrik-e-Pakistan on Wednesday to mark the 72nd death anniversary of the Philosopher-Poet of the East Dr Allama Muhammad Iqbal underscored the need for grooming and bringing to the fore a leadership having the vision of Allama Iqbal and the Quaid-i-Azam in a bid to transform Pakistan into a strong Islamic, welfare and democratic state capable of steering ahead the Ummah. The speakers wished unification of Muslim League, the party which created Pakistan.
Former defence minister and Sindh chief minister Syed Ghous Ali Shah and former NWFP chief minister Syed Sabir Shah were guests of honour while Chairman NPT Majid Nizami presided over the meeting. A cross-section of personalities from political, literary and social circles addressed the meeting. The hall was packed to capacity with motivated audience including women who also occupied seats in the corridors of the Aiwan. The hall burst into excitement, raising spirited slogans in favour of Iran and President Ahmadinejad when the Iranian Ambassador came to the dais. He delivered the message of Iranian President Ahmadinejad to the audience. The Iranian Ambassador Mashallah Shakiri narrated a lengthy discourse from the IqbalÂ’s poetry during which he was visibly moved. He made a confession that Iranian Islamic revolution greatly owed to the poetry of Allama Iqbal, which inspired his Iranian readers.
Legendary kalam-e-Iqbal reciters Bashir Hussain Nazim, Hafiz Marghoob Hamdani and Jamshed Azam Chishti enthralled the audience with recitation from IqbalÂ’s poetry. Syed Sabir Shah had to face tough criticism for PML to accept Khyber Pakhtunkhwa as the new name of NWFP.
Speaking on the occasion, Majid Nizami said that there would have been no Pakistan, had there been no Allama Iqbal. The Quaid came back to Pakistan on the advice of Allama Iqbal, led the Muslim League and adopted Pakistan Resolution in 1940. Pakistan came into being seven years after the adoption of the Resolution and we are now a free nation. He, however, lamented over the fact that the creator party was divided into factions and those who did not know who the Quaid was and what his ideology was, were ruling the country. There should have been a vision of Iqbal and the Quaid to make Pakistan an Islamic, democratic and welfare state.
Pir Sabir Shah said promotion of Pakistan ideology was not the duty of Majid Nizami only, rather every citizen should become Majid Nizami. He said, “We are following aliens’ theories instead of our own. Pakistan has a strategic importance.”
He said the enemy had hurled allegations against the Quaid but even the worst enemy could not point a finger on the QuaidÂ’s character and his devotion to Islam. According to Sirojini Naedo, if Patel, Ghandhi, Nehru, Bacha Khan and others had been in Muslim League and alone Quaid in Congress, India would never have been divided. He said Haji Adeel of ANP who had hurled remarks on Quaid was another Salman Rushdie, as, he abused the Quaid while living in QuaidÂ’s Pakistan. AdeelÂ’s party and leaders never accepted Pakistan and their agenda was to break Pakistan. Ghaffar Khan even did not like his burial in Pakistan.
Sabir Shah faced tough questions on the issue of Khyber Pakhtunkhwa from the audience. He said two assemblies had passed the resolution. The MQM, Fazal-ur-Rehman, PPP and UNO also pleaded for Pakhtunkhwa.
Nawaz Sharif, however, resisted and finally the word Khyber was given lead over Pakhtunkhwa. Khyber reminds us of Hazrat AliÂ’s conquest of Khyber while Khyber Pass was the gateway for Islamic forces in the sub-continent. The ANP has numerical strength in the Assembly which he said was the ugly side of the democracy in which heads are counted and not evaluated. As far as HazaraÂ’s demand for a separate province is concerned, it will also be resolved amicably. He said the ANP had also emphasised that if names of Major Abbot, Hari Singh Nalwa and Mansingh are accepted for Abbotabad, Haripur and Mansehra respectively why Pakhtunkhwa should not be accepted. The PML changed the name with Khyber as Pakhtunkhwa was a conspiracy to lay foundation for the break-up of Pakistan which the PML defeated.
Syed Ghous Ali Shah said, “We needed a leadership which could act according to Iqbal and the Quaid’s vision.” He said Nawaz Sharif was trying to come true to our expectations and he was treading the path of the Quaid.
Nawaz Sharif revived the judiciary with a long march, did nuclear detonation despite ClintonÂ’s telephone not to do so.. He said the Kalabagh Dam should be built with consensus. He, however, said if coal can provide energy for 80,000 years why to unearth controversial issues. He called for giving support to Nawaz Sharif.
PML-N Central Leader Makhdoom Javed Hashmi said Dr Allama Iqbal had foreseen the current mega changes in the world and particularly, he had predicted that China, Pakistan, Islamic Republic of Iran and Afghanistan would be the focal territories for long-term peace in the world. Allama Iqbal wished Iran to be the Geneva of Islamic world, he said. He also predicted that the western civilization would ultimately prove to be the death warrant for its own people in near future. “This came true when in world War II, Christians world killed each other,” he said.
Makhdoom said World War-1 was a crusade, launched against Islam, which finally sliced Ottoman Caliphate into many small countries, but during the World War-II, as Iqbal had anticipated, the western countries fought against their own civilization and inhabitants for their vested interests, causing millions of causalities in a single jerk. He said it was unprecedented in the history of the world that four new countries had been created for a king and his three sons, by disintegrating the great Ottoman Caliphate.
PML-N leader further said Pakistan was fighting the war against terrorism for the US, India and Israel. “This was the bitter result of American influence. Consequently our rulers are now scared of purchasing oil from our brother state Iran,” he added. Makhdoom Javed Hashmi said Iqbal was a multilingual poet of hope who desired a new separate Islamic State for the Muslims, which should lead the world. “Now we as a nation and according to the philosophy of the great poet are fully capable of leading the Islamic world,” he added.
PML-N leader Khawaja Saad Rafiq while addressing the meeting, said the followers of Iqbal’s philosophy of ‘Khudi’ was not to bow down before America. He said that today’s Pakistan also is not representing the thoughts of Iqbal because the rulers of the country did not try to make the country according to the vision of Iqbal and the Quaid and instead they ignored their teachings. Even politicians, establishment and the judiciary of the country seemed wandering far away from their thoughts.
He said those parliamentarians, supporting the 18th Amendment were just human beings and not angels, so they could also make mistakes, and there are flaws in the 18th Amendment. He said some persons wanted to create differences between the judiciary and the parliament, and in fact, they were not friends of the country. Commenting on NWFP, he described it a crucial issue, which must be resolved with national consensus but later, all the political parties of the country backed out of their commitment in this regard and held PML-N alone responsible for the change of its name. “Although, PML-N leadership did not consult us in this regard”, he added.
He stressed upon all the political parties of the country and the provinces to build consensus on construction of Kalabagh Dam as it was being built on the issue of change of name of NWFP by forgetting all the differences. He also appealed to the leadership of Pakistan Muslim League PML-N to plead the case of Kalabagh Dam as well. He condemned the inherited politics and stressed the need for holding elections in all political parties of the country saying that first of all political parties must be reformed for the sake of reforming country. He said Political Parties Act must be strengthened for the sake of strong democratic system.
Allama Iqbal’s grandson Waleed Iqbal, an advocate, said Iqbal was the poet of Islamic renaissance who showed Muslims the path of collective ego. Waleed also stressed that, “Allama Iqbal had realized the need for framing a separate state for the Muslims of the Sub-Continent during his early days when he had returned after completing his higher education from Europe”. He also thanked Islamic Democratic Republic of Iran for promoting Iqbal in such an impressive manner across the world. Waleed recited numerous Persian and Urdu verses besides interpreting them in a versatile manner delivering message for the rulers.
Islamic Democratic Republic of Iran ambassador Masha Allah Shakari said on the occasion that the Islamic Revolution of Iran was the genuine outcome of IqbalÂ’s philosophy and the current shape of Islamic Republic of Iran was the true interpretation of the message of the legendary poet. The honorable guest also recited Persian poetry of Allama Iqbal, saying that the great poet had huge reverence for Iran and wished the state to be the concrete citadel for the unification of the Muslim World.
In his address, Nazria Pakistan vice chairman, Dr Rafiq Ahmed said that creation of Pakistan was due to the benevolence of Iqbal so we pay tribute to him by celebrating Iqbal Day every year. He said the poetry of Iqbal in fact was the name of revolutionary thoughts and IranÂ’s Revolution also got inspiration from his poetry and it changed the thoughts of people of Iran. He said Nazria Pakistan Trust was also playing its due role for creating awareness about the Pakistan Movement and thoughts of Iqbal among the youngsters. He said Iqbal was the person who had convinced the Qauid with respect to leading the nation.
Hafiz Muhammad Idrees of Jamaat-e-Islami, who represented Qazi Hussain Ahmed, paid tributes to poetry of Iqbal and his services for Islam. He said his poetry in fact reflected love for the holy Prophet and Allah. He said he was ‘Poet of jihad’ and through his poetry we could tell the world that jihad did not mean terrorism but meant a struggle to fight for the right cause.
Prof. Dr. Akram Ikram Shah said the humanity was the focal point of IqbalÂ’s poetry and he told the world through his poetry that Islam was the only religion of the world, which taught showing affection to the humanity.
Khushnood Ali Khan, President CPNE, criticized the rulers and said that they were negating the Iqbal’s theory of Pakistan by torturing the innocent people of the country and humiliating them when they go to streets in support of their rights. “This is not the country, which was dreamt by Iqbal”, he added. He said the rulers even did not take action against senator Haji Adeel who in his statement had said that Islam is an additional word in Islamic Republic of Pakistan. Criticising the role of opposition, he said nobody had raised voice against price hike in the country and even condemned the raise in electricity and gas tariffs by PEPCO and OGRA.
Talking on the occasion, Sayed Faseeh Iqbal of Balochistan said the presence of such a large number of people on this auspicious day symbolises a living Pakistan and such ceremonies should also be held in the other provinces.
He suggested that all Pakistanis should also study IqbalÂ’s Persian poetry because the Persian poetry of Iqbal was basis of Islamic revolution in Islamic Democratic Republic of Iran. He added that Persian had played its pivotal role in enlightening the hearts of the Muslims and it was IqbalÂ’s benevolence that he raised the slogan of the Muslims while presently we are hearing anti-Pakistan slogans and in this regard it is need of the hour to be united to avoid any destruction or loss to the country.
He added that construction of Kala Bagh Dam was also the need of the hour and it should be constructed forthwith to overcome the energy crisis, adding that Majid Nizami was reminding us the forgotten lessons, which were needed to make Pakistan a prosperous country.
He further said we merely claimed that Iqbal was our national hero while Iranians followed his teachings and learnt a lot from his Persian poetry, saying Iqbalyat should have been introduced and taught in the seminaries in order to overcome the problems. He said Pakistan possessed huge stocks of coal, which was sufficient to meet the needs of prevailing energy crises. Faseeh said Pakistanis had been surrounded by innumerable conspiracies, which could only be tackled by following the thoughts of Iqbal.

India agrees to review Nimo Bazgo Dam project


LAHORE – India has agreed to the proposal put forward by Pakistan to review the design of Nimo Bazgo Dam project, also declaring the Pak demand of reactivating the telemetry system on rivers as acceptable.
This was decided on the first day of three-day meeting of the Indus River Commission held in the provincial capital on Sunday. G Aranga Nathan heads the nine-member Indian delegation while Jamaat Ali Shah is leading the Pakistani side. Pakistan informed the Indian delegation about the objections to Nimo Bazgo Dam, which was the main agenda of the first day of the meeting comprising the issues of the rapid decrease of water level in River Chenab, the construction of controversial Nimo Bazgo Dam and Chutak Power Plants on the River Indus by India that would cause blockage of more than 35,000 cusec water.
The Indian delegation, however, agreed to the proposals put forward by Pakistan and assured to consider the suggestions in near future but sought more time to deliberate the issue.
The Pakistani delegation informed Indians that Pakistan had already installed telemetry system for monitoring water shares among the provinces of the country while there were apprehensions and unrest among the people, particularly the farmersÂ’ community, over the water shortage due to the Indian projects on rivers.
PakistanÂ’s representatives stressed that it was the duty of India to ensure provision of complete water share of Pakistan despite having partial facility of use of water under Indus Water Treaty.
However, Jamaat Ali Shah said as the dialogues were of non-political nature, no immediate breakthrough could be expected, adding that Pakistan recorded its protest against the construction of all the controversial dams by India. He further said that the Indus Water Treaty Commission wanted to resolve all the pending issues in order to win the trust of public.
Appreciating the suggestion of the installation of telemetry system, Aranga Nathan asked for more time to deliberate the issue with the Indian experts. He said the telemetry system would help in minimising uncertainty and confusion between the two countries.
He said in case the commission failed to resolve the water issues in present session, another meeting was likely to be called soon. The meeting between the Indus River Commissioners of both the countries would continue on Monday (today) and Tuesday as well.

NFC Award victory of democracy: President


ISLAMABAD – Terming the finalisation of 7th National Finance Commission Award as victory of the democracy, President Asif Ali Zardari on Tuesday inked the historic document in presence of the provincial chief ministers and governors.
Addressing the ceremony, he said that it was a big step forward towards strengthening of the Federation, as the agreement was ‘a historic achievement’ of the present political Government.
“It is a victory for democracy, political parties and all provinces, and also success of the policy of reconciliation,” he said
The NFC award was agreed upon by the four provinces at a ceremony at Gwadar on Dec 30 after a gap of 19 years and would come into effect from the next financial year.
Besides Prime Minister Syed Yousuf Raza Gilani, federal ministers, Governor Punjab Salman Taseer, Governor Sindh Ishratul Ebad, Governor Balochistan Nawab Zulfiqar Magsi, Chief Minister Punjab Mian Shahbaz Sharif, Chief Minister Sindh Qaim Ali Shah, Chief Minister NWFP Amir Haider Khan Hoti and Chief Minister Balochistan Nawabzada Aslam Raeesani and the Parliamentarians attended the ceremony at the Presidency.
“I feel democracy has taken a leap. We are trying to make a new Pakistan by adhering to the spirit and vision of Mohtarma Benazir Bhutto,” he said and added that the nation would soon hear good news regarding the Constitutional reforms by the end of this month.
“Democracy that returned to the country some time back, has demonstrated its strength. Lets give it time to grow, give people of Pakistan a chance to grow and they will prove a productive part of the global society,” he said addressing what he termed as detractors.
Meanwhile, Prime Minister Gilani while addressing the ceremony said the NFC award would reduce the trust deficit between the Federation and provinces and also amongst the provinces.
He termed the NFC as real dividend of democracy, where the political leadership has shown utmost consideration and maturity in arriving at this award.
According to the Prime Minister, the Federation displayed its large-heartedness in assigning 56-57.5 percent of divisible pool to the provinces, and has given an unprecedented autonomy to the provinces for their economic development, he added.
He assured that the legislation required for implementation of the re-commendatory provisions of the Award for improving the governance capacity of both the Federal and the provincial governments.
He urged the Federal and provincial authorities to initiate necessary legal and administrative steps to ensure implementation from July 1, 2010.
The 7th NFC award adopted a multifactor criterion where in population will get 82 percent, poverty 10.3 percent, revenue collection 5 percent (2.5 percent revenue generation, 2.5 percent revenue collection) while the area will get 2.7 percent weight.
Under the award issues like; payment of Net Hydel Profit to NWFP, distribution of gas development surcharge (GDS) and imposition of GST on services, have been resolved.

LAHORE – Speakers at a special ceremony held in memory of late Hameed Nizami at Alhamra on Sunday were of the opinion that an independent, Islamic, democratic and welfare state was the cherished goal of the people of Pakistan and this objective was supreme in the eyes of the founders of Pakistan which needed to be emulated by us. Any deviation from this path and the Pakistan ideology would leave the country in chaos.
“However, to achieve these objectives, we have to break the shackles of the US domination and replace the colonial system of education with a uniform education system of our own. Also it is imperative to uphold democracy, spirit of jihad and nuclear capability to maintain political and economic freedom for the well-being of the people,” they observed.
The speakers paid glowing tributes to Hameed Nizami for championing the cause of democracy and Islam, which is being more vigorously pursued by his brother and current Editor-in-Chief The Nation and Editor Nawa-i-Waqt Majid Nizami. Col (r) Amjad Hussain, an old associate of Hameed Nizami, presided over the meeting while ex-Amir JamaÂ’at-i-Islami Qazi Hussain Ahmad was the chief guest. Lt-Gen (r) Hameed Gul, PTI Chairman Imran Khan, PML-N leader Syed Ghaus Ali Shah and former finance minister Sartaj Aziz addressed the gathering. Majid Nizami, Majida Wayne, Justice (r) Sardar Mohammad Chaudhry and Pir of Sharaqpur Sharif were also present on the occasion. Renowned columnist Dr Ajmal Niazi acted as stage secretary. Eminent NaÂ’at Khawans recited naÂ’ats during the ceremony while the hall was packed to capacity with motivated audience.
Qazi Hussain Ahmad said the worst democracy was better than the good dictatorship and this slogan was carried on the title of Nawa-i-Waqt edited by Hameed Nizami and now by Majid Nizami. This means to propound that the government should function according to the wishes of the people and that wishes were to make Quran and Sunnah supreme and ensure its enforcement in the country. A worst democracy cannot easily ignore the sentiments of the people, he added.
He said 31 eminent religious leaders of all sects formulated a 22 points recommendations based on Objective Resolution in the initial period of the country to frame the constitution but the intentions of rulers were not true. Had there been enforcement of Nizam-e-Mustafa in accordance with the wishes of the people, there could have been no break-up of Pakistan.
He said a democratic welfare state fulfils the need of the people but this never happened in Pakistan. He cited examples of some European countries where even the unemployed were even better off than our people with the government endowment. Our country is richer in resources and the people are hard working but they are deprived of the resources through unjust distribution of wealth as well as rampant corruption, Qazi said.
He said the US has occupied our land. Our forces are fighting against our own people at the behest of the US. He said setting on fire the house of JI Bajaur leader and MNA Haroon-ur-Rashid and killing his mother and son are such steps, which have hurt the feelings of tribal people, and which could not be softened.
Qazi Hussain paid tributes to Majid Nizami, saying that after death of Hameed Nizami, Majid Nizami upheld the cause of Kashmir, PakistanÂ’s defence, Islamic ideology and democracy, which are described as his great contributions.
Col (r) Amjad Hussain, in his introductory address, narrated the history of his meeting with Hameed Nizami. He said Hameed Nizami was the only youth, who had come up to the expectations of Allama Iqbal and the Quaid-i-Azam, who never compromised on the notions of self-respect, and earned name despite deprivation. He met him in 1934 for the first time when he had come to seek admission to Islamia College after securing top position in Matric examination. We both secured it. That was the period when the Quaid and Maulana Zafar Ali Khan were the only hope.” We met Allama Iqbal who advised us to meet Quaid-i-Azam and to follow him. We wanted to invite the Quaid at Islamia College to address students who advised us to take permission from the principal, who refused and we both were expelled for two weeks. Later we were invited to ML meeting at Lukhnow on the advice of the Quaid.
Col Amjad said Nizami died on Feb 25, 1962. Majid Nizami was called back from abroad. He reiterated his solemn pledge to continue policies of his illustrious brother by placing copy of the Nawa-i-Waqt on the coffin of Hameed Nizami. He did it. Almighty Allah has bestowed on him a mission and he is the only person who has upheld the banner of Ideology of Pakistan.
He said no other politician could match Allama Iqbal and the Quaid. Hameed Nizami although is not present amongst us, yet his presence at this ceremony can be felt, he added saying: Persons like him never die.
Chairman Pakistan Tehrik-i-Insaaf (PTI) Imran Khan said: Nations who forget their ideology vanish from the face of the earth. He said the successive governments since the inception of Pakistan failed to promote Pakistani nationalism through the education system, as there was three-tier education system was being practiced in the country.
Imran said he was not against getting the western education but in this process Pakistani nationalism should not be forgotten.
He said he himself got education from the western institutions but he always gave priority to PakistanÂ’s national language to promote a mode of communication at various forums but in most of our TV talks shows, speakers start their debate in English, however, 80 percent of our population could not understand the language. He said English Education System was creating complexes among the young generation, as they alienate themselves from other classes of the society.
The PTI chief said there should be only one medium of education and syllabus in the country in which ideology should be given priority in order to prepare our young and coming generations towards facing the various challenges of other nations. He also maintained that promotion of philosophy and teachings of Allama Muhammad Iqbal could play an important role in preparing our young generations to understand the ideology of Pakistan and reasons for creation of a separate Muslim homeland in the sub-continent.
Imran Khan said IqbalÂ’s philosophy and teachings should be taught at all levels of education in order to prepare our youth to face the challenges of the west and other societies on the ideological front. He further said Hameed Nizami was the best friend of his father and he often listened from him stories about the towering personalityÂ’s role in the movement of Pakistan and especially about an upright and bold journalist.
He said Majid Nizami, like his brother, firmly held aloft the flag of truthful journalism and never bowed before any pressure for continuing his mission of spreading the message of two-nation theory till to date.
According him, Majid Nizami is the commander-in-chief of the forces who were fighting for safeguarding the ideological boundaries of Pakistan and PTI is standing behind him in this fight.
Lt Gen (r) Hameed Gul, former director general ISI, said, “We should make Pakistan invincible by pursuing the path of democracy and spirit of Jihad and acquiring nuclear capability.” He said the rulers divided the masses into sectarian groups time and again to achieve their personal agendas. He said a soft Islamic revolution was imminent, as change could not be brought through elections. Hameed Gul said a revolution came in Pakistan on March 15,2009 but it was stopped at Gujaranwala.
He said the days of American might were about to end and our rulers should not run after the Americans. He said India wanted to establish its foothold in Afghanistan after the withdrawal of the Americans, and our rulers after arresting the real rulers of Afghanistan were handing them over to Americans. He said a historical change was about to come in Afghanistan and its impacts would affect our region.
Praising the role of media, he said the independent media should not forget its identity and should play a historical role to effect a big change in the country, as it had done in the campaign for restoration of independent judiciary.
He said the media should play its role in rescuing our countrymen from the influence of rulersÂ’ pro-American policies. He said the judiciary has played vital role after its independence on March 15, 2009 but its decisions are not being accepted.
Hammed Gul said: “Pakistan is a great country and Quaid-i-Azam had said that Pakistan was not our destiny, and that we should make Pakistan a laboratory for implementing the Islamic system of governance and export it to other countries of the world.”
He said Hameed Nizami would be remembered forever for the services he rendered in the Pakistan Movement as well as courageous policy of his newspaper, which never bowed before any pressure regarding publishing the truth. He said Hameed Nizami was a king and would be remembered as a king in the times to come. Hameed Gul further said Majid Nizami was continuing to adhere to the mission of his brother like a true soldier and at a time when PakistanÂ’s ideological boundaries were in danger due to the onslaught of Western propaganda, Majid Nizami was standing like a rock to face this onslaught and countering it through his publications like a commander-in-chief.
Former chief minister and president PML-N Sindh, Syed Ghaus Ali Shah said, “Quaid-i-Azam had stated that the constitution of Pakistan has been framed 1400 years ago and the same constitution would be implemented in newly created Muslim state.” He said PML-N Chief Nawaz Sharif was continuing the mission of Quaid-I-Azam and Nawaz Sharif was chairing the same seat that was once chaired by the Founder of Pakistan. He said General (r) Ayub Khan had introduced corruption in politics by launching Basic Democracies System.
He said Nawaz Sharif had not compromised on principles and PML-N government in Punjab was ousted through governor rule but Nawaz Sharif continued his struggle for the restoration of independent judiciary till March 15, 2009.
Mohtrama Fatima Jinnah had challenged the dictator in presidential elections but AyubÂ’s corrupt system defeated the great lady.
The PML-N leader said Islam was promoted in the region with the efforts of Sindhi saints, while SindhÂ’s elected assembly was the first its accession to Pakistan. He said whenever the politicians failed to come up to the aspirations of the masses the dictators took over the power.
Ghaus said one should not forget the example of former East Pakistan; “what if we had handed over power to Mujib-ur-Rehman, as there were prime ministers from East Pakistan before Mujib’s party secured the majority. He said it was need of the hour, “We should become one nation.”
He said Hameed Nizami came from a small village of Sangla Hill and played such a tremendous role, setting up an example for the Muslims of this region. Foreseeing the hidden talent in Hameed Nizami, Quaid-i-Azam had made him commander of the studentsÂ’ caravan. Hameed Nizami played an important role in acquiring a separate homeland for Muslims to implement the Islamic code of life.
He said God had gifted Hameed Nizami in the person of his brother Majid Nizami, as Majid Nizami was continuing the mission of Hameed Nizami with the same spirit and fervour. PML-N leader said Hameed Nizami confronted one dictator, while Majid Nizami countered three dictators and never succumbed to any pressure for truthful journalism and safeguarding the ideological frontiers of Pakistan.
PML-N Central leader Sartaj Aziz said Hameed Nizami had developed strong affiliation with Quaid-i-Azam, the founder of Pakistan, who had also acknowledged the talent of Hameed Nizami in his youth when the latter as MSF President met him. He said the Quaid had further directed him to reorganise Muslim students and streamline them during the unprecedented Pakistan movement.
“Hameed launched Nawa-i-Waqt in 1940 and himself distributed the newspaper to the buyers on his bicycle,” he added. The government banned Nawai-e-Waqt’s advertisements when the paper criticized the governmental policies, he said, and added that even the first premier of the state, Nawabzada Khan Liaqat Ali Khan, imposed sanctions on Nawa-i-Waqt. Sartaj Aziz further said he gained new declaration and introduced ‘Jihad’ when Nawa-i-Waqt’s publications were banned by the government owing to its vested interests. The then Governor General of Pakistan Khawaja Nazimuddin restored Nawa-i-Waqt publications when Hameed Nizami introduced himself at a high level meeting of Editors of various newspapers, saying that he was the Editor-in-Chief of ‘Nawai Pakistan’ this week and he did not know which would be the new name of his newspaper next week.
Sartaj Aziz further said the second purpose of the life of Hameed Nizami was to fight a battle for the freedom of expressions, which he won. “Majid Nizami is working in the lines of Hameed besides safeguarding the ideological boundaries of Pakistan,” he added. It was due to Hameed Nizami that the journalism is free in Pakistan, he added.
Syed Pir Kabir Ali Shah, Sajjada Nashin of Choora Sharif, said on the occasion that he has special reverence for Majid Nizami as his brother Hameed Nizami followed and protected the Two Nation Theory of Mujaddad Alaf Sani (RA). “Majid Nizami is equally opposing the corrupt rulers and the dictators on the footprints of his brother Hameed Nizami,” Pir Kabir added. He said if the rulers distribute Zakat money extracted from wealth by bringing it back to Pakistan, then no one in the country would remain poor and needy within a couple of years. “There was no sectarianism in Pakistan but the enemies of Pakistan have aired petty differences as sectarian feud,” Pir Kabir added. He also pleaded for the enforcement of religion of Islam at once in Pakistan, as this was the only safe passage to follow for humanity at large. Appreciating the role of Majid Nizami, he said he was playing a distinct role like a torchbearer for future generations.
PML-N leader Khawaja Saad Rafiq said Hameed Nizami was the real ‘Shaheen’ of Iqbal who infused enthusiasm among the youngsters and there was no precedent to the example regarding his contribution to journalism while establishing Nawa-i-Waqt, as well as that of struggle Majid Nizami had made to promote it and to make it not only an institution but also an ideology. He said Majid Nizami always guided us and whenever we were in trouble we consulted him.
Regarding Electronic Media, he said: “It is not playing its proper and positive role as compared to the print media, which always played its role responsibly and positively.” He said only those channels of electronic media, established under the banner of responsible and reliable institutions like Nawa-i-Waqt Group only, were playing positive role. He said other channels must follow the policy of print media. He said: “Nawa-i-Waqt Group is the trendsetter in responsible journalism.”
He said PMAL-N is waiting for President Asif Ali Zardari’s address in the National Assembly. “We spared him in his previous addresses in the National Assembly following our commitment under Charter of Democracy (CoD), but this time we would not allow him to address the Assembly until a package of constitutional reforms was not announced.” He warned that situation in the National Assembly could be different on the occasion of his presidential address. He demanded the government to let the Committee for Constitutional Reforms work independently.
Khawaja Saad Rafiq further said: “PML-N is following a set policy, which is in the interest of the nation. He said the government should also adopt such policies of national interest otherwise PML would intervene and give them tough time. He advised the politicians to show maturity for the sake of nation and country. He said PML-N would also craft a strategy after accomplishing their mission for the supremacy of the Parliament. Regarding midterm Elections, he said the midterm elections suit PML-N in the prevailing circumstances because PML- could form government in case of midterm or next general elections. He said that PML-N is the only political party, which could protect the national interests in the present situation in the country.
He warned President of Pakistan to refrain from creating crisis like situation in the country because people now are losing their patience, and in such a situation the political parties having patriotic approach must be united. He further said Majid Nizami wanted to see all the groups of Muslim Leagues united again.
CPNE President Khushnood Ali Khan said Majid Nizami truly followed the policies of his brother and is competently accomplishing his mission. He said mostly people are of the view that Majid Nizami is a true follower of Holy Prophet (peace be upon him). He said, “I am the true follower of dynamic principles of Majid Nizami and I learnt a lot from him.”
He maintained the politicians and Establishment who are only two and half percent of the population in the country are very powerful, and wanted to make the citizens their slaves on the pattern of Indian Brahmans. He said only those politicians have the right to contest elections who are following the principles of Quaid-i-Azam, while the others must be convicted for their misdoings because they are punishing people openly and without any restriction.
He said: Pakistan is the country of Muslims and exists in the name of Islam. He said the country was not created for the politicians – whether they are Asif Ali Zardari or Nawaz Sharif – to rule the people but for the followers of Holy Prophet. He said: “India is stealing water of Pakistan and constructing dams on the rivers of Pakistan while our politicians are silent on the situation.” He said such dams constructed by India must be destroyed through bombing. He expressed his sorrow over targeting Dr Abdul Qadeer by the politicians despite knowing well that he is a patriotic Pakistani as compared to the politicians.
Addressing the occasion, MNA Bushra Rehman said: Usually people are born to die but some are born to live forever like Quaid-i-Azam, Allama Iqbal and Hameed Nizami in the hearts of people. She considered them (Sufis) saints who lead the people in true sense, and the existence of Pakistan is due to their leadership. She paid a great tribute to the services of Hameed Nizami, saying that he was a man of strong character and quoted Hameed Nizami as saying that the pen has its own integrity and respect. She stressed that all must play their role to strengthen Pakistan as did Hameed Nizami by following our leaders. She said the economy of Pakistan must be independent, and Pakistan must be a self-sufficient country, which is possible only when we improve the tax collection system of the country.

No let-up in Karachi killings

KARACHI – The federal government in consultation with Sindh government has authorised Rangers to conduct house-to-house search in Karachi and take action against elements involved in violence as 10 more people were killed on Saturday.
The decision to give new powers to Rangers was taken at a meeting chaired by Sindh Chief Minister Qaim Ali Shah at CM House.
Federal Interior Minister Rehman Malik participated in the meeting on special invitation of the provincial government. The others who attended the meeting were Sindh Home Minister Dr Zulfiqar Mirza, IG Police, DG Rangers, CCPO Karachi, Home Secretary and other officers of law-enforcement agencies. Sources confirmed that MQM was not invited to the meeting held to review the law and order situation in the wake of target-killing incidents.
Sources privy to the meeting unveiled that a high-level committee comprising of officials from police, Rangers and other-law enforcement agencies was also assigned the task to investigate the reasons and identify elements behind the violence.
However, the Rangers personals were deployed in Lyari and other tension-hit areas of the City.
Talking to media, Rehman Malik said that at present there was no need to call Army to control target-killings in Karachi. He said “Army is our institution and it can be called, but at present there is no need to call Army in the City. The police were doing its work, while the Rangers were also there for their support.”
It may be noted that MQM, a major coalition partner PPP in Sindh as well in federal government, on Friday had demanded of the government to call Army. But, Malik categorically rejected any need of deploying Army in Karachi.
Malik said the powers had been entrusted to Rangers for maintenance of law and order and control target-killings in Karachi.
He maintained that after having failed in Waziristan, Fata, Swat and other provinces, the terrorists had now moved to Karachi but he pays tributes to Karachiites who had shown exemplary tolerance in the wake of recent events. The terrorists will fail in their nefarious design to destabilise Karachi, he said.
He further said that there were around two million illegal immigrants in Karachi. He warned them to either get themselves registered or leave the country within 30 days, adding that a crackdown would be launched against those who would be found living illegally after 30 days.
The Interior Minister claimed that elements involved in target killings were being identified. He pointed out that Afghanis were involved in target killings in the City.
To a question, he said that all attempts to create rift between the PPP and MQM would be thwarted and such efforts would not succeed. He urged the citizens to remain patient and support the forces to weed out the criminals.
Malik condemned the killings of the PPP workers, saying their blood would not go in vain. He would go to the bereaved families of MQM workers.
Earlier, he also visited the Rangers Headquarters and got briefing about law and order situation in the City.
Meanwhile, 10 more persons were killed in the current wave of unabated violence in the bustling financial capital of Pakistan while the situation became more alarming when unknown armed men attacked law-enforcers and fired a rocket on Armoured Personnel Carrier (APC) in Pak Colony area of Lyari.
Tension prevailed in various City areas including Lyari, Pak Colony, Ranchor Line, Garden area, Kharadar and other adjacent areas.
The death toll of the recent target killings reached up to 27 in last three days while 10 more people were killed in the third consecutive day in various areas of the City.
According to details, two people were killed while four others sustained bullet injuries in a firing incident at Agra Taj Colony within the limits of Kalri police station. The victims were identified as Rizwan and Yasir while the injured were identified as Siddiq, Sohail, Naseem and Hanif.
A 25-year-old Sajid, son of Islamuddin was gunned down near Dhobi Ghat, Niazi Chowk within the limits of Kalakot police station. The deceased was said to be a resident of Mehmoodabad area and used to work as a scrap dealer.
Two bodies were found near from Quba Mosque, KMC workshop and rushed to Civil Hospital Karachi where deceased were identified Shakir 23 and Amir 25, residents of Bakra Piri, Lyari.
Another body was found near Aram Bagh police limits. The deceased was identified as Nawaz Ali 20, resident of Atth Chock Lyari. The body of deceased was shifted to the Civil Hospital Karachi and later handed over to the family.
Police said that some of the deceased were associated with Lyari Peace Committee and killed after kidnapping from different areas.
A person was killed in Chakiwara area while at least three people sustained injuries when unidentified suspects resorted to aerial firing in different areas of the Lyari.
The victims were rushed to Civil Hospital Karachi where a man identified as Jalil, 30, succumbed to injuries during treatment.
A beheaded body of a young boy aged around 20 years was found from the Shedhi Village Road within the limits of Kalakot police station while one Khalid wounded in Agra Taj incident also died on Saturday.
A similar incident of target killing had also taken place with the limits of Alfalah police limits where an activist of Punjabi Student Association was shot dead by unknown armed men.
Following the incident, riots broke out and miscreants pelted stones on passing vehicles and torched a car at Kahkshan Society, Malir while heavy contingents of police and Rangers rushed to the spot and controlled the law and order situation.
Commercial and private life remain suspended because of the tense situation.
Meanwhile, residents of Lyari, a dominating area of Pakistan People Party (PPP), took out a rally against the Sindh Government and criticised PPP leadership over the current law and order situation.
Baloch Nationalists organisations and local leaders of PPP from Lyari staged protest against Sindh Government and took out a rally from Baghdadi area and moved forward across the Lyari including Atth Chock, Mira Naka, Chakiwara, Dohbi Gath.
Interestingly, participants of the rally displaying the flags of Baloch Liberation Army (BLA), Baloch Student Organization (BSO), Baloch Republican Party (BRP), Jamhori Watan Party (JWP) and Baloch National Party (BNP).
Participants of the rally were chanting slogans against Sindh Government and PPP while they alleged that law-enforcers were targeting and arresting the innocent people of Lyari on the directives of GovernorÂ’s House.
It has been learnt that six to seven people sustained injuries in a clash with law-enforcers.

Historic NFC Award inked


QUETTA – The historic 7th National Finance Commission Award was signed on Wednesday by the representatives of Federal Government and four provinces at a simple but dignified ceremony held in port city of Gwadar which is deemed a great step to bolster the Federation.
The historic ceremony was attended by Prime Minister Syed Yousuf Raza Gilani, Punjab Chief Minister Shahbaz Sharif, Sindh Chief Minister Qaim Ali Shah, NWFP Chief Minister Ameer Haider Khan Hoti and Balochistan Chief Minister Nawab Aslam Raisani, members of Federal and Balochistan Cabinets.
Under the NFC Award, provinces will get 56 per cent share from the federal revenues and 44 per cent share has been allocated for the Centre. Under the new formula, the Federation and the provinces of Punjab, Sindh and NWFP realised the difficulties of Balochistan and agreed to provide the province 83 billion rupees (9.09 per cent) of the provincial pool.
Addressing the gathering after the historic signing of the NFC Award, Prime Minister Gilani congratulated the nation, federal minister for finance and chief ministers of the four provinces for reaching a consensus on the Award. “The Federal Government is committed to empower all four federating units and they will also be given provincial autonomy which will further strengthen the country,” he added.
He assured the 17th Amendment and 58-2B would be abolished as a constitutional committee was working in this regard. He said they would remove restrictions on becoming prime minister for the third time. He said 1973 Constitution was an achievement of Shaheed Zulfikar Ali Bhutto which strengthened the Federation and added that incumbent government was firmly believed in politics of reconciliation. “Consensus after 19 years over NFC Award is a proof of the success of our reconciliatory policy,” the Premier maintained.
He pointed out the country would develop only if all institutions work within their limits and the government was committed to eradicate corruption from the country.
Regretting the toppling of democratic governments, Gilani said that Ayub Khan had disqualified all the politicians who had played a significant role in creation of Pakistan. He said former President General (r) Musharraf removed the government of Nawaz Sharif on charges of kidnapping.
He said Nawab Akbar Khan Bugti was a big supporter of the Federation but he was brutally murdered and stressed that those who were responsible for his murder must be tried in a court of law.
He said the objective of his visit was to consider the problems of the area, adding that all measures would be taken to resolve the issues of Balochistan on priority basis. “The government believes in taking along the smaller provinces,” he said, adding the government would continue its efforts to restore Balochistan’s economic and political rights.
He said making Gwadar Port functional would usher in an era of progress and prosperity for the province.
Gilani said 20,000 applications had been submitted including 350 applications from females under Aghaz-e-Haqooq Balochistan Package and assured that the government would accommodate 20,000 jobless graduates from Balochistan which would help alleviate poverty from the province.
He said the government would set up technical centre in Gwadar to train the locals and to ensure they would be given preference in all jobs.
The Prime Minister said the work on the completion of an international airport in Gwadar would be done on priority basis and directed the Finance Minister to expedite release of funds.
He announced construction of a girls college with a hostel in Gwadar, while the Minister for Overseas Pakistanis announced to fund construction of a school in Gwadar.
He directed the Chairperson of Benazir Income Support Programme to visit the area and ensure that the needy people should get access to this scheme. He also directed the ministers to visit the areas regularly to solve the issues of the people.
Gilani appreciated Balochistan government for hosting the historic event.
Shaukat Tarin said it was a historic day in the countryÂ’s history as after 19 years all the units and the Federation inked 7th NFC Award after evolving consensus on it.
He said there was trust deficit between the Federation and the provinces, and in order to eliminate this lack of trust all issues were put forth on the negotiating table and ultimately we reached an agreement.
Tarin said the provinces would get Rs227 billion extra in the next fiscal year under new NFC Award, saying that the award is the victory of democracy. He said that the amount would touch the figure of Rs1,250 billion in the next five years.
Praising the role of Punjab government, the minister said that the signing of Award was made possible due to the flexibility shown by Punjab.
Punjab Chief Minister Shahbaz Sharif said Balochistan Package would heal the wounds of Baloch people that were inflicted by the assassination of Nawab Akbar Bugti and stressed the political problems of the province be addressed.
He maintained justice should be delivered to Balochistan and the killer of Bugti should be brought to justice.
Shahbaz said the politicians were sent into forced exile and executed but those who dismembered the country and murdered Nawab Bugti were never questioned.
He said Gwadar would bring prosperity not only to Balochistan but also to the entire country. “This is the gateway to development of the country and it would bring investment in coming years,” he added.
He said India was creating problems in Balochistan and urged that this issue should be raised with New Delhi.
Sindh Chief Minister Syed Qaim Ali Shah said the NFC Award was a gift of democratic process which would further strengthen relations between the Centre and the provinces. “If we can develop consensus on NFC Award then why not on other political problems,” he asked.
He appreciated the role of Punjab for showing flexibility regarding the new NFC Award and said it would be based on population, backwardness, poverty and revenue generation.
He said all four provinces had worked together for the solidarity of the country. “Though we had some differences over the distribution formula of NFC Award but we all solved it with consensus,” he said.
Addressing the occasion, Balochistan Chief Minister Nawab Aslam Raisani said it was a great honour to welcome all guests in the beautiful town of Gwadar which was going to be the future hub of countryÂ’s economy.
He said the dictatorial regime failed to solve this issue and the democratic government had the honour to make NFC Award a reality.
He urged complete provincial autonomy for all federating units and said he had a firm belief that it would further strengthen the Federation. He requested the PM for restoration of magistracy system which would help solve many issues.
NWFP Chief Minister Ameer Haider Hoti said Gwadar was the future of Balochistan and the country.
He said NWFP was fighting war of defence of Pakistan and expressed the hope terrorism would be wiped out from the country.

PM flip-flops on SWA operation


LAHORE – Prime Minister Yousuf Raza Gilani said on Saturday that the Army has finished its operation against Taliban in South Waziristan, but may soon pursue militants in Orakzai Agency. However, speaking in Karachi later, the Prime Minister said the operation against the militants in South Waziristan would continue.
Talking to newsmen after the 8th annual convocation at Government College University in Lahore on Saturday, the Prime Minister said “The operation in South Waziristan is over. Now there are talks about Orakzai.” He did not give a timeframe or any other details.
Gilani said the Army had driven the Taliban out of South Waziristan. “We are indeed alive in the most testing times. The retrogressive forces are adamant to stall the process of development,” Gilani said.
“Our government is committed to block their path and preserve a culture of peace and harmony in the country,” Gilani said, referring to extremists. “We gave no deadline for Operation Rah-e-Rast in Swat, Buner and Dir but we ensured earliest return of internally-displaced people,” he said.
“We were able to ensure return of two million internally-displaced people of Malakand within 10 weeks,” he said, adding “Many people used to criticise Operation Rah-e-Rast but we have witnessed the change after that.”
Responding to a question, Gilani said he had never talked about involvement of New Delhi in all acts of terrorism in Pakistan, however, he blamed India for its interference in Balochistan only.
He further said the provincial governments were also carrying out investigation over the possible involvement of foreign agencies and final stance would be adopted after investigation was over in the terrorism-related incidents.
Talking about the Balochistan Package, he said: “The Baloch are our brothers and we are considering their case with due sympathy wherein they asked us for rapping up cases of 89 people belonging to Balochistan.”
He said the government was in constant contact with them in this regard.
Replying to another question, Gilani said Imran Khan was his friend and he would discuss with him several national and tribal issues.
To combat terrorism, he said a new force had been created and the government was also doubling the capability of its law-enforcing agencies.
To another question, he said the government would restore 1973 Constitution in its original form and in future such a strategy would be evolved wherein institutions would be strengthened and not individuals. He further said nobody would be allowed to abrogate the Constitution.
“PPP is sincere in repealing 17th Amendment and he personally had assured PML-N Quaid Nawaz Sharif on implementation of Charter of Democracy.”
About the US nationalsÂ’ activities and their free movement in Pakistan with weapons, he said nobody was above law in the country.
He refused to comment when he was asked if Chief JusticeÂ’s car accident was a conspiracy.
Earlier, the Prime Minister announced a special grant of Rs110 million for the GC University Lahore which included Rs 100 million for the development projects of the University including the restoration and renovation of the 132-year-old GCU building and 118-year-old Iqbal Hostel and Rs10 million for the GCU Endowment Fund.
The Prime Minister gave away medals and rolls of honour to 45 GCU students.
On this occasion, Punjab Governor Salman Taseer who is also the Chancellor of GCU, conferred degrees on 33 PhDs through a collective oath-taking ceremony. He also conferred degrees on 430 students of Masters and MPhil collectively through a declaration.
Earlier, in his opening speech, GCU Vice Chancellor Dr Khalid Aftab requested the Prime Minister to help the University in building a new campus by liberal development grants.
APP adds: Prime Minister Gilani said that military operation against the militants in South Waziristan would continue. “This operation has continued with great success and the strongholds of militants have been captured and a large quantity of weapons and ammunition has been recovered,” he said while responding to the questions of media at the launching of MNA Khushbakht Shujaat’s book ‘Farozan Chehry’ (Glowing Faces) at the Governor House in Karachi on Saturday night.
Sindh Governor Dr Ishratul Ebad Khan, Chief Minister Qaim Ali Shah were also present at the ceremony. He said that if somebody gathered an impression that the military operation would be concluded, it could have been in a different context.
Gilani said that the government will chase militants if they take refuge in some other places like Orakzai Agency or other areas. “We will take military action wherever we get information about the presence of militants”, he noted. “I cannot give the time frame when we will conclude military operation in South Waziristan, but I can at least provide this information that success rate is very high in this area”, he said. Replying to a question regarding the probe of UN investigation, he said that UN team (in Shaheed Benazir case) would be arriving soon to resume their investigations.
The Prime Minister said that when Shaheed Mohtarma Benazir Bhutto came to Karachi after exile, she had also hinted at calling for an investigation by the United Nations if anything happened to her.
He said that the government preferred the UN probe only to establish the authenticity of the case so that no one could raise a finger. He said that the government will lay the foundation stone for the monument of Benazir Bhutto at Liaquat Bagh on her second death anniversary so that she is remembered for laying her life for the cause of democracy and for the people. Replying to a question about reshuffle in the portfolio of ministers, he said that it was a routine matter. PM Gilani said the government has set up an anti-terrorism authority to pool all the information from different intelligence agencies. The information will be provided to provincial governments as advance information to counter terrorism. It would be a better organisation to deal with terrorism as has been done in other parts of the world, by improving the strategy against terrorism.
Responding to a question about National Finance Commission (NFC) Award, the Prime Minister said that it became possible due to a better strategy and positive approach of the provincial and federal finance ministers. “I congratulate the entire nation on this Award, only a political government with a democratic approach can do this. This is not possible during the reign of dictators,” PM Gilani said. He noted that unanimous election of speakers in Gilgit-Baltistan and announcement of the Balochistan package are also positive developments in the political government. Talking of political support in the country, PM Gilani said that PML (N) leadership was also extending full cooperation on all issues of national interest.
“The entire political leadership is united to strengthen the country, institutions, supremacy of the Constitution and Parliament’s sovereignty,” he observed. To a question about corruption cases, the Prime Minister said that the PPP has faced the courts in every regime and underwent imprisonments for the rights of the people and not for becoming the prime minister.
He said that courts are the proper forum to prove innocence against (corruption) charges and we are ready to face the courts for this purpose.
“This is the reason why all the four provinces and the federal government announced “not” to defend National Reconciliation Ordinance (NRO) and we will go to the courts,” he added.

Consensus over NFC Award


LAHORE – The longstanding issue of 7th National Finance Commission (NFC) Award was resolved amicably in the Punjab capital on Friday, as the Chief Ministers of Sindh, NWFP and Balochistan termed the Punjab as a sincere elder brother, offering special thanks to Chief Minister Punjab Shahbaz Sharif for showing grace in acceptance of their demands.
The Chief Ministers of all the four provinces congratulated the nation on this occasion, terming the decision a ‘historic move’ for promoting harmony and solidarity among the federating units.
Speaking on this occasion, the Chief Ministers of Balochistan, NWFP and Sindh unanimously said, “the credit goes to Punjab for resolving the longstanding issue and indeed Punjab is our sincere elder brother.” One NFC me-mber said Shahbaz had secured man-of-the-match award for playing key role in settling the longstanding issue.
The issue of NFC Award had been lingering on for the last 19 years, which has now been resolved with unanimity and owing to accommodating approach of the Punjab province. However, the federation has made historic sacrifices over the division of national resources among the provinces. The federation too has raised the provinces share by 8.5 per cent.
According to the new NFC formula, the provincial share of the divisible pool in the vertical distribution has been increased from the present 47.5 per cent to 56 per cent in the first year of the NFC and 57.5 per cent in the remaining years of the Award.
In another development, the federal government considering it a provincial subject has allowed the provinces to collect Sales Tax on Services at their own. Long standing demand of Sindh, NWFP and Balochistan to distribute the divisible pool according to multiple indicators has been accepted. The NFC expressed its special thanks to the government of Punjab for showing generosity in acceptance of this demand. “The federation and the provinces reciprocated to the spirit of accommodation shown by each in reaching an amicable agreement on vertical and horizontal distribution of resources for the purpose of the 7th NEC Award,” Federal Finance Minister Shaukat Tarin told reporters while addressing a news conference at Chief Minister’s Secretariat.
CM Punjab Shahbaz Sharif, CM Sindh Syed Qaim Ali Shah, CM NWFP Ameer Haider Khan Hoti, CM Balochistan Nawab Muhammad Aslam Khan Raisani, PML-N leader Senator Ishaq Dar, ANP leader Bashir Bilour, Mian Iftikhar Hussain, finance ministers of the four provinces, finance secretaries, and members NFC were also present on this occasion besides provincial ministers and MPAs. Tarin further said that the share of Punjab in the divisible pool would be increased from the present Rs 419 billion to Rs 471 billion in the first year of NFC while it would be increased to Rs 938 billion in the remaining years of the NFC Award. Similarly, he said that the share of Sindh would be enhanced from the present Rs 197 billion to Rs 223 billion in the first year of the NFC and it would be increased to Rs 445 billion in the remaining years of the Award.
The share of NWFP province in the divisible pool will be increased from the present Rs 118 billion to Rs 133 billion in the first year of NFC and it will go to Rs 265 billion in the remaining years of the Award. The share of Balochistan will be increased from the present Rs 53 billion to Rs 83 billion in the first year of the NFC while it will be increased to Rs 165 billion in the remaining years of the NFC in the divisible pool.
Tarin further said that the federal government recognised the need of the provinces for a larger share in the divisible pool since provinces are assigned the task of provision of basic services like health, education, water supply and sanitation.
Divisible pool: The size of the divisible pool has been increased in the interest of national solidarity and provincial harmony. Federal government shall make major efforts to boost tax revenue. In addition the divisible pool will be increased by reducing the collection charges from 5% to 1%.
Sales Tax on Services: NFC recognised that sales tax on services is a provincial subject under the Constitution of Pakistan, and may be collected by respective provinces, if they so desire.
War on terror: The federal government and all the four provinces recognised the role of NWFP as a frontline state against war on terror. The federal government reiterated its commitment to bear all expenditures incurred on the war on terror. However, as a gesture of support by all provinces and the Federation, 1% of the total divisible pool has been earmarked for NWFP as an additional resource for war on terror during the Award period. This would be equivalent to 1.83% of the provincial pool.
Vertical distribution: The provincial share of the divisible pool will increase from the present 47.5% to 56% in the first year of NEC and 57.5% in the remaining years of the Award.
Horizontal distribution: The discussions among provinces on horizontal distributions of the divisible pool were held in a spirit of utmost cordiality and accommodation. All the four provincial Chief Ministers actively participated in the discussions.
According to the new formula, the federation and the provinces of Punjab, Sindh and NWFP accepted the special needs of Balochistan and agreed to provide Balochistan Rs 83 billion (9.09 %) of the provincial pool in the first year of the award.
Any shortfall in this amount would be made up by the federal government from its own resources. This arrangement for Balochistan would also remain protected through the remaining four years of the Award.
Sindh would receive an additional transfer of Rs 6 billion from the federal government, which is equivalent of 0.66% of the provincial pool.
The multiple indicators and their respective weights as agreed upon were as follow: population 82.0 per cent, poverty/backwardness 10.3 per cent, revenue collection/generation 5 per cent and Inverse Population Density (IPD) 2.7 per cent. After giving effect to the special needs of Balochistan and application of the aforesaid multiple indicators, the final percentage share of the Punjab will be 51.74 per cent, Sindh 24.55 per cent, NWFP 14.62 per cent and Balochistan will be 9.09 per cent.

Drones fuelling militancy: Malik


KARACHI – Interior Minister Rehman Malik on Sunday said country was passing through a crucial time. He urged the Ulema to denounce the suicide attacks and play their due role in eliminating the menace of terrorism. “India is involved in the terror incidents in the country. The arms and ammunitions are being smuggled into the country from Afghanistan,” he added.
He was talking to the journalists at Karachi Airport after holding a meeting with Mufti Rafi Usmani, Mufti Taqi Usmani and other clerics at Darul-Uloom Korangi. He came here to take Ulema on board against the ongoing terrorism incidents across the country and urge them to issue a Fatwa against the suicide attacks in Pakistan. Sindh Governor Dr Ishratul Ibad Khan was also present on the occasion.
Malik urged the Ulema to play their due role in presenting the positive aspect of Islam. He said these terrorists were defaming Islam and Pakistan across the world.
He said the ongoing wave of terrorism and suicide attacks being carried out in the country stood in contradiction with the teachings of Islam. He would have consultations with all the Ulema in this connection and his recent visit to Karachi primarily focussed on it .
Malik said there was need of evolving consensus against terrorism. “No religion allows killing of innocent children. People need guidance of Ulema. After the terrorist activities in Rawalpindi it has been cleared that terrorists are not only the enemy of Pakistan but also of the Muslims,” he added.
He said the recent indiscriminate terror attacks on mosques and innocent people had proved that terrorists were neither Muslims nor were they serving the cause of religion and the country. Rather they had their own ulterior motives, he added.
He said few terrorist elements wanted to occupy the country through such activities. He said they were taking money to perform such acts and called these people professional killers.
Malik said the recent surge in terror attacks was a reaction to Waziristan operation and expressed the apprehension that terrorists might carry out more such attacks. “The terrorists might carry out more attacks to take revenge for the Waziristan operation,” he said.
The minister said he would hold discussion over the issue with all the leaders including Altaf Hussain and Sindh Chief Minister Qaim Ali Shah.
He said MQM Chief Altaf Hussain also asked the government and armed forces to formulate a national counterterrorism policy to eliminate terrorism from the country. To a query, he said government had opened Lal Masjid and also released its Khateeb, Maulana Abdul Aziz.
On the occasion, Mufti Rafi Usmani said Ulema had an open discussion with the interior minister on every angle and they had given their suggestions to him.
Agencies add: Rehman Malik said all ulema will be consulted in the ongoing war on terror and that the US drone attacks in Fata are fuelling militancy in the country.
In reply to a question regarding presence of Taliban or Al-Qaeda leadership in Pakistan, Malik said Osama bin Laden or Mullah Omar is not present in Pakistan and if anyone has proof in this regard then it should share it with Pakistan.

Govt exposes itself on sugar


ISLAMABAD – The federal as well as the provincial governments resolved here on Thursday to become party with the sugar millers in the latterÂ’s appeal before the Supreme Court of Pakistan against the Lahore High Court orders to sell sugar at Rs 40 per kg.
Consequent upon the apex courtÂ’s upholding the LHC order, the Prime Minister summoned the provincial Chief Ministers, concerned federal ministers, and other relevant outfits of the state to handle the sugar imbroglio.
“The meeting unanimously decided that Honourable Bench of the Supreme Court, headed by the Chief Justice of Pakistan would approached by the Federation and all the four provinces (collectively),” stated a press release issued by the Prime Minister’s staff after the meeting.
Sources privy to the meeting told TheNation that the four provinces have apprised the meeting, with the Prime Minister in the chair, that they were unable to ensure the sale of sugar at the price allowed by the LHC. Therefore, the federation and the federating units were left with no option but to approach the apex court in a bid to appeal against LHC decision upheld by the Supreme Court, the sources added.
Earlier the statement added that the federal and the provincial governments would apprise the apex court of the true state of affairs. It further stated that circumstances on the ground culminated in the decision arrived at by the government of Pakistan in conjunction with the provincial governments while fixing the sugar price, which had escalated disproportionately and was on the rise.
The meeting further resolved that the difficulties would be specifically highlighted towards the implementation of the decision of the Lahore High Court.
The meeting decided that to provide adequate and uninterrupted supply of sugar on the eve of Eid-ul-Fitr, immediate remedial steps would be required for which appropriate application is being submitted to the Supreme Court of Pakistan on September 18, 2009.

SC to review Dogar’s status


ISLAMABAD – Justice Khalil-ur-Rehman Ramday, member of the 14-member larger bench of the Supreme Court hearing judgesÂ’ appointment case, Monday observed that no one had accepted Justice (Retd) Abdul Hameed Dogar as constitutional chief justice of Pakistan and that the Supreme Court would review his legal and constitutional status.
Headed by Chief Justice Iftikhar Muhammad Chaudhry, the bench is hearing two separate petitions filed by federal government, seeking extension in jobs of two Sindh High Court judges, Justice Pir Ali Shah and Justice Bin Yameen. The two judges were reverted to the posts of additional judges as a result of a judgement passed by a five-member bench of the Sindh High Court (SHC).
The bench has also clubbed the petition filed by Sindh High Court Bar Association (SHCBA) seeking regularisation of services of two SHC judges Rashid Kalhoro and Zafar Sherwani.
During the course of proceedings, the Chief Justice asked counsel for Justice Bin Yameen, Justice (Retd) Malik Qayyum, to argue on the constitutional status of former chief justice Abdul Hameed Dogar. Malik Qayyum submitted before the court that everyone had accepted him as the chief justice of Pakistan and President Asif Ali Zardari had taken oath of his office from him.
He said if Abdul Hameed Dogar was declared as de facto chief justice, it would have widespread repercussions. He said he did not want to indulge in arguments on this point.
The Chief Justice directed Qayyum to carry on with his arguments, saying the court was afraid of nothing. “Let there be put an end to the mistakes committed in the past,” the Chief Justice said.
Justice Ramday said that no one had accepted Dogar as chief justice and that his legal and constitutional status would be reviewed. He said that the court was not interested in the issue who owned Dogar as chief justice.
Malik Qayyum requested the court to first decide SHCBAÂ’s petition and then decide the case of his client. He contended that there was no opposition over the appointment of Justice Bin Yameen, adding the Sindh Governor and the Chief Justice of Supreme Court were unanimous for his appointment as permanent judge. He said he was made additional judge due to the plea of SHCBA, which, he said, was unconstitutional.
Advocate General Sindh Yousaf Leghari said that the larger bench hearing the petitions consisted of those judges who were restored and reappointed after taking oath from Justice Abdul Hameed Dogar. At this point, the Chief Justice said that all the judges were restored and not reappointed.
President SHCBA Rashid A Rizvi in his arguments said that the appointments of all judges during November 3, 2007 and December 15, 2007 were illegal and unconstitutional. He said the sole objective behind the imposition of emergency was to remove judges of the apex judiciary.
The case was adjourned till July 29 (Wednesday).
The same bench also heard former chief justice Sajjad Ali ShahÂ’s petition for granting him pension and other benefits as the former chief justice of Pakistan. The Chief Justice remarked during the proceedings that government should demonstrate generosity in this case, as was demonstrated in Justice Saad Saood Jan case.
Deputy Attorney General Agha Tariq read out written statement of the ministry of law and justice, which stated that government would abide by any decision rendered by the Supreme Court. The Chief Justice directed DAG Agha Tariq to ask the government to show generosity in the matter.
