The Serbian government today officially appointed Borko Stefanović to head Belgrade’s team in the Kosovo talks. Stefanović is currently political director at the Ministry of Foreign Affairs.

Royal Bank of Scotland Plc said it appointed Madan Menon as country executive of Singapore, according to an e-mailed statement today. This is in addition to his existing role as head of global banking and markets for India, as well as head of global banking for Southeast Asia.

Chemoil Energy acquires OceanConnect’s marine fuel business for $32m, appoints new CEO

Chemoil Energy says unit Chemoil International has acquired the marine fuel group business of OceanConnect Holdings Inc for US$25 million ($32 million) which will be funded by internal resources.

In a separate announcement, Chemoil says it has appointed Tom Reilly, the former chief executive officer of OceanConnect, as its new CEO and director on Monday.

Keppel Integrated Engineering appoints BG (NS) Tay Lim Heng as CEO

Keppel Integrated Engineering (KIE), the wholly-owned environmental engineering arm of Keppel Corporation, says it has appointed BG (NS) Tay Lim Heng as its Chief Executive Officer with effect from Jan 1. He will continue to spearhead Keppel Group’s sustainable development business.

Tong Chong Heong, Chairman of KIE, says, “Lim Heng has adapted very quickly to the environmental engineering business. We are confident that he will help to capture value and grow KIE.”

RBC Dexia appoints Senanayake as managing director of Singapore

RBC Dexia Investor Services appointed Diana Senanayake as managing director of Singapore, according to an e-mailed media statement. Senanayake, who has been with RBC Dexia since 2005, will be responsible for growing the funds custodian’s business in the city-state and will report to the managing director of Hong Kong, Brent Reuter, the statement said. She replaces Dominique Draux.

Reports: Belgrade appoints talks chief

Belgrade has prepared a strategy for its talks with Priština and the head the negotiating team, Belgrade media press write today.
Politika writes that the strategy for the talks with Priština, marked as confidential, was adopted at one of the previous government meetings and that only the ministers were informed about its content.

Great Eastern appoints Christopher Wei as group CEO: Update

Great Eastern Holdings, the insurance company controlled by Singapore’s largest bank, Oversea-Chinese Banking Corp., appointed Christopher Wei as group chief executive officer, according to a statement.
Wei, whose appointment is effective from Feb. 10, was most recently group chief marketing officer at American Insurance Assurance Company, Great Eastern said in a stock-exchange announcement today. Wei replaces Ng Keng Hooi, who resigned in September, according to a company statement at the time.
 
Great Eastern last month reported third-quarter profit of $168.6 million , up from $33.6 million a year earlier. The insurer is 85% held by Oversea-Chinese, currently Singapore’s biggest lender by market capitalization.

The SPC Holy Assembly of Bishops decided Thursday to appoint Bishop of Lipljan Teodosije as the new administrator of the Raška-Prizren Eparchy.

Bearing in mind that the assembly is still underway, this was the first public announcement and the press did not have an opportunity to find out what will happen to retired Bishop Artemije who threatened to establish his own church.

JLJ Holdings says the company has appointed Michigan Consulting as its financial advisor to assist in the review and develop strategic options to enhance shareholder’s value as well as to explore various fund raising options.

Meanwhile, JLJ says a steering committee comprising of Foo Say Tun (Non-Executive Chairman), Pao Kiew Tee (Independent Director), Randolph Khoo Boo Teck (Independent Director) and Tan Soon Liang (Non-Executive Director), has been formed to deal with matters that arose and may arise in relation to the Apple Inc indictment and civil complaint against one of its former employees, Paul Shin Devine, in the United States.

ECS appoints former CEO Tay Eng Hoe as Non-Executive Chairman

Mainboard-listed ECS Holdings that Tay Eng Hoe, a founding director, has been appointed Non-Executive Chairman effective today, replacing David Li Jia Lin, who is stepping down for personal reasons.

Tay, a former CEO of the Singapore-based regional Info-Comm Technology (ICT) solutions provider representing global brand names, will relinquish his current position as Executive Director and Vice-Chairman of the ECS Board to assume the new role.

Nomura appoints Rig Karkhanis as Singapore fixed income head

Nomura Holdings Inc. appointed Rig Karkhanis has head of fixed-income for Singapore, according to an e-mailed statement from the bank.

Karkhanis was previously with Millennium Partners in Singapore, and before that was head of rates, currencies sales and trading, Asia Pacific Rim, at Merrill Lynch & Co Inc., the statement said.

DBS appoints Tan Kong Khoon as group consumer banking head

DBS Group Holdings announced today that it has appointed veteran banker Tan Kong Khoon, 53, as Group Executive and Head of Consumer Banking. Tan joins DBS on Dec 1 from ANZ Bank, where he was most recently Head of Retail Banking and Wealth Management, Hong Kong and North East Asia.

DBS says Tan will be a member of the Group Management Committee, reporting to Chief Executive Officer Piyush Gupta. A banker of 29 years, Tan, a Singapore citizen, began his banking career at DBS in Singapore in 1981. Since then, he has successfully built consumer banking franchises across multiple markets in Asia, including Singapore, Hong Kong and Thailand.

SingTel appoints Hui chief executive of International operations

Singapore Telecommunications appointed Hui Weng Cheong as chief executive officer of international operations, replacing Lim Chuan Poh, who is retiring. Hui will formally take on the role on Dec. 1, SingTel said in a statement today.
