K. Serb councilors push for agreement

Štrpce municipal assembly councilors support the signing of a collective agreement with KEK regarding electricity supply to the Sirnićka Župa region of Kosovo. Municipal assembly Speaker Bojan Savić said that it was agreed that a mobile team from the Kosovo Electric Corporation (KEK) should come to Štrpce and begin collecting the installments of EUR 26 per household.

Assembly of Dust:Some Assembly Required

In terms of classic songcraft and upper tier musicianship, it’s tough to beat Assembly of Dust. Ably lead by singer-guitarist-composer Reid Genauer, the group’s third studio effort, Some Assembly Required (released July 21 on Rock Ridge Music) stands the greatest shot yet of busting this jam-adored cult act into the mainstream spotlight. The production is modern radio thick, the contemporary notion of what “rock” sounds like filtering into the band’s more natural old school leanings, and each cut features a guest turn from a gifted fellow traveler or two.

While this latter move can feel like a stunt in lesser hands, it pretty much works from stem to stern here, where the skyward ache of Genauer’s pipes swoops and turns with the ageless, authoritative glide of Richie Havens on typically philosophizing opener “All That I Am Now,” or the irresistible shuffle of “Cold Coffee,” a cool morning twanger where Genauer sings with smoky depth and David Grisman‘s mandolin provides golden sunlight busting through the gray. While guest star packed affairs often feel random, Assembly takes a considered approach to integrating others into their thing, choosing each for their specific talents, like say the oceanic low end oomph Mike Gordon brings to the shimmering flow of “Arc of the sun” or the dobro sparks Jerry Douglas throws out on the country float of “Leadbelly.”

As said, where past releases have pitched their tent closer to the Woodstock days of The Band or the ’70s Cali country rock heyday, Assembly resonates on a wavelength closer to Cracker, Barenaked Ladies and glossy mainstays like Sheryl Crow or even Bon Jovi (“High Brow” has all the earmarks of a Jovi hit), none of which should imply that the songs have anything to do with these folks. Genauer’s pen remains a steady, shining beacon in a frothy sea but he’s managed to encase his tunes in settings that stand a fighting chance of moving beyond the jam clubhouse and onto mainstream airwaves, where they can only do the industry some solid good. It’s not hard to imagine the same millions who shell out bucks for Jack Johnson or Jason Mraz spilling coin for the Keller collaboration “Second Song” or the acoustic-tinged skip of “Light Blue Lover,” where Grace Potter and Tony Rice help AOD create the greatest James Taylor tune not by Sweet Baby James.

In more than one way, Assembly offers cred in a variety of communities, with nods to serious jazz heads with John Scofield, the folk stratosphere with Grisman, Rice, Douglas and Bela Fleck, and the jam world with Potter, Williams, moe’s Al Schnier and David Crosby/Phil Lesh foil Jeff Pevar. But it’s the booklet inscription from Black Flag guitarist and highly copacetic jamband enthusiast Greg Ginn that perhaps adds the most new critical heft: “You may as well just glue this CD into the player for the next year or soÂ…” Assembly of Dust makes music of vastly wide appeal and the lofty, giant size production and dreamy assortment of collaborators on Some Assembly Required places them in their best position yet for wider discovery. Outside of the palpable absence of former keyboardist Nate Wilson, Assembly is a pretty perfect piece of beautifully turned rock ‘n’ roll. The smarter programmers at classic rock stations, CMT, VH1 and late night talk shows would be well advised to jump on this one so they can brag when the dumber followers figure it out down the line. Well done, again, sirs.

Stray snake halts proceedings at Indian assembly

A snake on the loose has brought panic to the legislative assembly of the Indian state of Orissa.

The assembly had to be adjourned for the day and legislators rushed outside after a cleaner spotted the reptile inside the assembly building.

Forest officials, policemen, sniffer dogs and workers on a snake helpline have been scouring the assembly but the search has so far proved futile.

A member of the search team said it was possible the snake had already left.

Panic

A cleaner saw the snake, believed to be a cobra, an hour-and-a-half before assembly proceedings were to begin.

After the cleaner raised the alarm, assembly members rushed out of the building in panic.

A 40-member search team, including forest department officials, policemen with sniffer dogs and workers at a local snake helpline looked for the elusive serpent.

"I hope the snake is found soon. And the democratic work of the legislature continues normally," state Chief Minister Naveen Patnaik said.

At around 5pm [1130GMT], the assembly was adjourned for the day.

One man engaged in the search said it was possible the snake had already slithered out.

In 2006 snake charmers in the state had threatened to unleash snakes inside the assembly unless their demand for lifting a ban on snake charming was met.

Correspondents say it is unlikely that the charmers had a role in Thursday’s incident.

But the Orissa state assembly is no stranger to disrupted proceedings.

In the past the legislators have been responsible for disturbances by hurling footwear, breaking microphones and playing musical instruments. </p

Zemun government constituted

The Zemun municipal assembly was constituted today after verification of new councilors’ mandates and the appointment of an assembly speaker and secretary. The new Zemun assembly speaker is Branislav Tutus from the Democratic Party of Serbia-New Serbia-National Party (DSS-NS-NP) coalition, while Života Jočić from the Serb Progressive Party (SNS) member was appointed secretary.

Mayor faces grilling over Clement expenses

Deputy mayor was forced to quit after discrepancies in claims came to light

Boris Johnson faces a grilling by the London assembly over his role in authorising the expenses of his former deputy, Ian Clement, who was forced to quit after discrepancies in his claims came to light.

The mayor of London will take questions at his monthly session with the full assembly, but has been criticised for refusing to face more detailed questioning by the panel, which scrutinises the business management and administration of the Greater London authority.

Johnson sent another deputy, Sir Simon Milton, to face the BMac committee last month to shed light on how Clement managed to pass through expenses in breach of the policy on the use of credit cards and expenses for months without a formal challenge.

It emerged during the meeting that Milton was not in a position to answer most of the questions and that Johnson had been signing off the claims since March due to a change in the expenses policy.

It also emerged that Johnson had known since last August that Clement was one of seven people in the building to have a credit card because Johnson had ticked him off for using it for expensive upgrades for flights to Beijing at the time.

When allegations that Clement had misused his credit card first surfaced, Johnson’s office insisted that the mayor had not known his deputy possessed one. The deputy mayor was disciplined for using the card for personal items – later repaid – but Johnson refused to sack him.

Clement quit soon after, when further irregularities came to light. Some of the Tory colleagues cited on his expenses came forward to say they had not been present at the time.

Clement also entertained City Hall colleagues and charged the taxpayer, in contravention of GLA rules. The matter has since been referred to the police.

Johnson said before the weekend he would take questions on his oversight of Clement’s expenses at the full London assembly, where questions are time-limited on a range of issues over a two-and-a-half hour session, or the BMac committee, “but not both”.

This prompted claims that the Tory mayor, who promised openness and transparency in his mayoralty, is seeking to limit the amount of scrutiny at the hands of the London assembly.

In what is expected to a heated round of exchanges, Johnson will be asked what he knew and when, and whether he acted swiftly enough.

Today’s meeting will also be used to take a vote on more detailed and regular publication of expenses claimed by both assembly members and the mayor’s advisors.

All but one of the 25 assembly members voluntarily published their expenses following the last BMac meeting.

Brian Coleman, the Tory member for Barnet and Camden, flatly refused, stating in the London Evening Standard that his expenses were “none of the public’s business”.

But Coleman relented the following day following pressure from Johnson’s office.

Govt. dissolves local assembly in Kosovo

The government passed a decision to dissolve the local assembly in Leposavić, and instituted a temporary body for the municipality. It was announced in the Official Gazzette that the interim body will deal with all issues within the Leposavić municipal assembly’s authority until a new assembly is constituted after early elections there.

Preparation for the Algerian NOCÂ’s next elective General Assembly

After the meeting held on 8 July 2009, at the headquarters of the Algerian Olympic Committee (COA), and the constructive and fruitful discussions held in an atmosphere of trust and mutual respect between the delegation of the International Olympic Committee (IOC), the IOC member in Algeria and representatives of the COA and the Algerian sports federations, the undersigned have agreed on the following points:
 
     1. There is a common desire to find a suitable and sustainable solution to the COA’s current situation, the aim of which will be to re-unify the Algerian Olympic family and guarantee the unity of the Algerian Olympic Movement, in everyone’s interest and that of the Algerian athletes as a priority.
     2. To do this, the COA elective General Assembly should be held in calm conditions, with no external interference and with the participation of all the legitimate members of the COA, on the basis of this agreement, the statutes of the COA in force and the Olympic Charter.
     3. The legitimate leaders of the COA, as currently recognised by the IOC, will continue to manage all the COA’s everyday activities until the elective General Assembly is held.
     4. The process and operations leading up to this elective General Assembly will be placed under the responsibility of a preparatory electoral commission set up on this occasion, whose essential functions will be to:
          a. Define the procedures, conditions and terms of the elections within the  framework of the COA statutes.
          b. Define the timetable leading up to the elections and the precise date of this elective General Assembly.
          c. Implement the whole of this process.
 
This electoral commission will be made up of five members: a chairman to be determined, the COA Secretary General, a member of the COA, and two members representing the Algerian sports federations that are members of the COA.
 
This electoral commission will regularly inform the IOC of the evolution of the situation and the various stages of this process.
 
     5. The IOC will supervise the smooth running of the process and ensure compliance with these agreements. Furthermore, the IOC will be available for the COA and the electoral commission to give it the necessary directions and facilitate the accomplishment of the process.

Sejdiu makes annual address to assembly

Kosovo President Fatmir Sejdiu says that the province has “demonstrated that it is a home for all citizens, regardless of ethnicity or religion”. In this annual address to the assembly in PriÅ¡tina, Sejdiu said that the institutions of Kosovo had “proven to the citizens and international community that they are a serious partner and that Kosovo is an important factor for peace and stability.”
