Congress Shall Make No Law…

On September 19th, 2010, Zappa Records released Congress Shall Make No Law . . . It is a CD
containing Frank Zappa‘s 1985 remarks against the censorship of free expression by artists. The hearings,
influenced in no small part by the then newly-formed Parents Music Resource Center (PMRC) headed by
Susan Baker and Tipper Gore to promote a rating system for recorded music, in response to
such Bills as H.R. 2911 concerning the collection of a blank tape tax to benefit the recording industry, were recorded
on Capitol Hill and at Annapolis, MD.

Congress Shall Make No Law . . . features over 40 minutes of Frank Zappa’s uncut testimony.
Zappa’s attorney, Larry Stein, who accompanied Zappa to the Senate hearing in 1985, contributed liner
notes for the
CD; artist Bill Miller designed the stunning album cover.

According to Gail Zappa, Congress Shall Make No Law . . . is released as an educational
project, representing Zappa’s tireless commitment to the First Amendment which he felt his duty to protect by
providing (in his words) “stimulating digital audio entertainment” in the form of “material which a truly free society
would neither fear nor suppress.”

Details of events were announced today for the unveiling of a sculpture of Frank Zappa and celebration
honoring the composer for the legacy of his music and his commitment to the First Amendment.
September 19, 2010 marks the 25th anniversary of Zappa’s testimony on Capitol Hill and at Annapolis against the
censorship of free expression by artists. In commemoration of this event, Zappa Records is preparing to release
Congress Shall Make No Law, a CD containing Frank Zappa’s testimony. As part of the
celebrations, the Mayor’s office will issue a proclamation moving annual ‘Frank Zappa Day’ to September 19 in
Baltimore.

Frank Zappa’s son Dweezil Zappa will headline a special concert with his Grammy Award-winning band,
Zappa Plays Zappa. The
stretch of Eastern Avenue between Conkling and Eaton Streets in the heart of the Highlandtown Arts and
Entertainment District will be marked ‘Frank Zappa Way’ with a ceremonial street sign to be unveiled for the
dedication. The events, including the outdoor dedication and concerts, are open to the public at no charge.

Although the dedication ceremony and the concert are FREE to the public, special VIP passes for the concert are

A ghastly day on Capitol Hill for Goldman Sachs’s top brass

“ONE of the worst days of my professional life” was Lloyd Blankfein’s characterisation of April 16th, when the Securities and Exchange Commission (SEC) filed civil fraud charges against Goldman Sachs. The bank and an employee were accused of failing to disclose that a hedge fund that had influenced the composition of a complex mortgage-debt transaction was also shorting it. April 27th was surely not much better, either for the Wall Street firm’s boss or any of the six other current and former Goldman investment bankers who testified before the Senate Permanent Subcommittee on Investigations. The roasting, which lasted more than ten hours, was as dramatic as any hearing focused largely on synthetic collateralised-debt obligations (CDOs) could be.

Goldman’s persecutor-in-chief was the panel’s chairman, Carl Levin. The gruff Democrat went beyond the SEC’s complaint, accusing the firm of having concocted several deals, not just one, to profit from the collapse of the housing market, and also of being riddled with “inherent conflicts of interest.” Not content merely to skewer America’s pre-eminent investment house, the senator harrumphed that its conduct “calls into question the whole function of Wall Street”—a market that, while supposedly free, “isn’t free of self-dealing.” His attack rested, in part, on internal Goldman e-mails. In one, a senior executive described a Goldman-underwritten CDO as “one shitty deal”. In another, a colleague applauded the structured-products team for making “lemonade from some big old lemons.” …

Not-so-wonderful Copenhagen

A forthcoming climate-change summit will not produce a binding deal on emissions

EXPECTATIONS for the Copenhagen climate conference, held next month in Denmark, have been steadily dwindling. On Sunday November 15th, as Barack Obama toured Asia, he and the Danish prime minister, Lars Lokke Rasmussen, quietly agreed what many had anticipated—that no binding agreement would be reached at the conference. There is now no hope of new legal targets for emissions-reductions to replace those set out in the Kyoto Protocol and which will lapse in 2012. Instead the pair suggested that the best to be expected is a political deal on cutting emissions.

Some of the blame for this must be directed at Capitol Hill. Not only will Mr Obama now not sign a cap-and-trade bill before Copenhagen; the Senate is not even expected to pass one. The House of Representatives passed in June its version of cap-and-trade but the Senate, preoccupied by a debate over the reform of health care, has left climate talks to inch along slowly behind. John Kerry, one of the Senate’s cap-and-trade champions, now says he hopes for a vote on the bill only in the spring. …
