Police prevent smuggling of drugs

UN denounces Guinea ‘drug labs’

Evidence of drug factories capable of producing heroin, cocaine and ecstasy has been found in Guinea, the UN says.
The authorities in Conakry alerted the UN after they found large amounts of toxic chemicals in the capital.
The UN says the chemicals give the "best evidence yet" of drug factories, and the organisation is concerned such labs could be widespread in Guinea.
The UN’s office on drugs and crime (UNODC) said in a statement it was the first such discovery in West Africa.
The BBC’s Alhassan Sillah in Conakry says two businessmen, believed to be close associates of one of the sons of the late President Lansana Conte, have been detained by anti-drug agents in connection with the discoveries.

Of the six sites UN experts inspected, chemicals that could be used to make ecstasy tablets were found on two of them, and solvents commonly used in manufacturing heroin and cocaine were found at others.
"The experts’ assessments have confirmed that the quantities and nature of the chemicals found at the locations visited are far in excess of legitimate demands in Guinea," the UNODC statement said.
"The government of Guinea, the UN and Interpol are concerned by the fact that the clandestine production of controlled drugs might be widespread [in Guinea]."
Guinea along with some of its near neighbours has become regarded as a transit point for drugs en route from South America to Europe.
When the military seized power after the death of President Conte at the end of December, they made the fight against drugs a priority.

Time to draw the line on cocaine
The issue is not the damage that users may do to themselves, but the effect their drug of choice has on developing countries
If cocaine was legal, I wouldn’t mind how much of it you stuffed up your nose. It might turn you into an egocentric tosser, but that’s your problem (and your partner’s). Nor is it the drug’s illegality that bothers me. There is no automatic equation of legality and morality. Plenty of legal activities are immoral (selling derivatives, shutting down post offices, presenting Top Gear) and plenty of illegal ones (sabotaging bomber planes, throwing green custard at Peter Mandelson) are highly moral.
We could argue about whether or not it should be legalised. As the World Health Organisation has shown, the occasional use of pure cocaine causes hardly any physical or social problems. But buying it cut with Ajax from the local pusher can get you into all sorts of trouble. The illegal use of cocaine hurts people in the UK not because it is cocaine but because it is illegal. As I showed in a recent column, there is just one respectable argument against global legalisation: it would open up markets in poorer nations that are less able to cope with the consequences of addiction.
But we are where we are, and right now people’s enthusiasm for cocaine is a humanitarian and environmental disaster. The cocaine business as currently constituted is the most immoral trade on Earth. By participating in it, you directly commission murder, torture, displacement and deforestation. According to the Colombian government (not, admittedly, the most trustworthy source on such matters) every gram of cocaine you take destroys four square metres of rainforest. The trade gives that government the excuse to wage an unending war against the peasantry, which is also caught between rightwing paramilitaries and leftwing guerillas, both of which make their money from powder. You might think it’s daring and subversive to snort a line or two, but the real risk is run by people thousands of miles from here. You can choose whether or not to participate. They can’t.
So it is profoundly depressing to discover from the British Crime Survey that the use of cocaine has boomed here. Though overall drug use has fallen, the number of 16 to 59-year-olds taking cocaine in England and Wales in the past year has grown by 25% since last year (from 2.4% of the population to 3%). Since 1996 the proportion has risen five-fold. Almost all these people (97%) are snorting powder rather than taking crack.
It would be tempting to believe that most of these new users were damned anyway: bankers scorching their sorrows after stiffing the rest of us. But sadly that’s not true. The biggest jump (29%) is among the group that professes to be most concerned about deforestation, slavery, war and all the other ills it is commissioning: 16 to 24-year-olds. Almost 7% of them are now taking cocaine. I don’t know how they can afford it, but I know that the people of the Andes can’t. Do as much damage to yourself as you please, but keep your nose out of other people’s lives.
Guinea on alert for ‘attack plot’

The military government of Guinea says it has put the army on high alert at all border posts after uncovering plans for an attack on the country.
The West African state said armed men were gathering on the borders with Guinea-Bissau and Senegal to the north and Liberia to the south.
An announcement on state-run national radio said drugs cartels were believed to be behind the plans.
Guinea is a key transit point for drugs en route from the Americas to Europe.
When the junta led by Captain Moussa Camara seized power some seven months ago, it made the fight against drugs one of its key priorities.
Several leading suspects have been arrested and are awaiting trial, but the regime must have made powerful enemies in the process, correspondents say.

The BBC’s Alhassan Sillah in the capital, Conakry, says the announcement of the national alert caught most people off guard and many have reacted with trepidation.
The statement, carried on state radio said "well informed sources" had indicated that the attackers were on the payroll of drug cartels.
"The ministry of defence was informed by the security services and other credible sources of the preparation of an armed attack on Guinea from its borders with Guinea-Bissau and the region of Casamance [in Senegal]," it said.
"These sources have also indicated that there are armed men regrouping on the border with Guinea Bissau to the north and the town of Foya to the south on the border with Liberia."
Election pressure
The statement comes as the military government faces increasing pressure from both local political and civil society groups and the international community for it to hold elections.
Captain Camara has said he will stand down after free and fair elections, which he says will take place by the end of 2010.
The African Union suspended Guinea after the coup, which followed the death of long-standing President Lansana Conte. Many Guineans welcomed the coup, seeing it as bringing an end to years of misrule.
Guinea has more than a third of the world’s bauxite reserves, and also has large reserves of gold, diamonds, iron and nickel.
