“Serbs, Albanians could reach historic compromise”

The possibility for a historic compromise to be reached between Serbs and ethnic Albanians will increase, says Serbian FM Vuk Jeremić. Jeremić specified that this would happen once the International Court of Justice (ICJ) reports back to the UN General Assembly regarding the legality under international law of the ethnic Albanian unilateral declaration of Kosovo’s independence.

MAY 2010 is looking like a good month for forests. In a couple of days, on the 27th, the Oslo Forest Climate Conference is expected to mark another step on the road to a comprehensive deal on tropical deforestation. And last week, on the 18th, an unlikely-seeming collection of forest-products companies and environmental organisations announced the Canadian Boreal Forest Agreement, which should drastically change the way in which huge areas of Canadian forest are managed.

The forests wrapped around the planet at high northern latitudes (boreal forests, also called taiga) are second only to tropical forests in total area, and account for as much as 200 billion tonnes of stored carbon. About a third of the ring is in Canada, which has some 570 million hectares (1.4 billion acres) of boreal forest: only Russia boasts more. Only about 13% of that land is subject to the new agreement—but that is still an area greater than that of Spain and Portugal. The parties to the agreement, 21 companies which make pulp, paper and other wood products, and between them hold 70% of the boreal timber rights in Canada, and nine big environmental groups, ranging from the uncontroversial Nature Conservancy to firebrands like Greenpeace, say this is the biggest conservation deal in history. …

WHALES seem to stir up strong feelings. For conservationists, the majestic mammals have been in urgent need of protection ever since factory ships began slaughtering them in the middle of the last century. But advocates of whaling present themselves as protectors of traditional culture, diets and the rights of indigenous people. It is difficult to find any common ground, even when—as has just happened—an honest attempt is made.

Nobody can deny that the present arrangement is messy and hypocritical. In theory, a global moratorium, proclaimed by the International Whaling Commission (IWC), has been in force since 1986. But the creatures are still killed in large numbers; in recent years the annual slaughter has reached almost 2,000, about a third of the pre-moratorium level. Roughly half are killed by whalers from Japan, mostly off Antarctica; the cull is permissible, Japan says, because it amounts to “scientific” rather than commercial whaling. Indigenous people in Alaska, Greenland and Russia are allowed small catches; and commercial catches are still made by Norway and Iceland, which reject the IWC line. No wonder so much red whale meat finds its way, illegally, to restaurants in places from South Korea to California. …

No compromise on nuclear programme: PM


ON BOARD THE PLANE – Prime Minister Syed Yousuf Raza Gilani on Saturday said that he had gone through a thorough consultative process for the Nuclear Security Summit before leaving Islamabad for the Washington DC.
While talking to the journalists on board, the Prime Minister said that he not only briefed President Asif Ali Zardari but also took into confidence the Parliamentary Committee on National Security and other stakeholders as well regarding PakistanÂ’s stance and his statement at the Summit.
The Prime Minister said that it was his style of democratic governance that he took all stakeholders including the Opposition into confidence regarding the national stance at the multilateral occasion.
To a question whether there would be something Pakistan specific in the first of its sort convening of 47 countries, he said, “It was a multilateral event and Pakistan would be participating in it as a key member of the international coalition against terrorism. That is why I have shared my statement that I am going to make at the Summit,” he added. “So there was nothing Pakistan specific in the Summit that aims foolproof security of the nuclear assets around the world.”
The event, he said, is also an opportunity for bilateral meeting with President Obama who knows very well that Pakistan’s nuclear assets were safe. “Both at the multilateral summit and the bilateral meeting with President Obama, we would take a clear stance of right to the acquisition of peaceful nuclear technology,” he maintained.
The Prime Minister who would fly to US on Sunday after overnight stay at London is scheduled to meet President Obama immediately after reaching Washington DC.
Answering questions regarding the benefits of the landmark constitutional reforms for the masses, he said the Government’s priority during the next three years of its current tenure would be to address the public issues and provide relief to the people. “Yes people are suffering. And they are suffering due to two problems at present and that are economy and security and we have challenged both the issues,” he said and added, “I have asked the Finance Minister to tackle the energy security and electricity shortages at the war footings.”
“Therefore our priority number one is electricity. But there is no quick fix to the shortage of electricity since we had inherited a huge gape between the supply and demand of power. And if we manage to bridge this gap, it would result in industrial growth as well as boom in agriculture,” he maintained.
To a question about the public having a negative impression of the withdrawal of the constitutional cover to the political parties act in the 18th Constitutional Amendment, he said, “It was to go as part of the 17th Amendment under the agreement in the Charter of Democracy. Otherwise the political parties are bound to hold their elections and fully adhere to the Political Parties Act which is very much in place.”
According to the Prime Minister, it was quite too difficult to achieve consensus on the Constitutional Reforms, as there were 442 members of both the National Assembly and the Senate as compared to total 128 members at the time of initial passage of the Constitution in 1973.
Agencies add: Earlier talking to newsmen at Chaklala Airbase before the departure, Prime Minister Yousuf Raza Gilani left for Washington Saturday to attend Nuclear Security Summit on Monday at the invitation of US President Barack Hussein Obama.
He assured the world and the nation that Pakistani nuclear programme and assets were in safe hands. He said there would be no compromise on the nuclear programme and Pakistan had 30 years experience of handling this programme.
The prime minister said he also took the matter before the national security committee of the parliament and it totally endorsed the safety of the nuclear programme. He said he was visiting Washington at the invitation of US President Barack Hussein Obama.
Leaders from more than 40 countries along with the UN secretary general and director general of International Atomic Energy Agency have been invited to participate in the Nuclear Security Summit.
The Nuclear Security Summit is aimed at evolving consensus on securing nuclear facilities and materials around the globe. As a nuclear state, Pakistan is cognizant of its special responsibilities and attaches highest importance to the security of nuclear materials both for civil and military use. Pakistan has developed and put in place multi-layered mechanisms for the safety and security of its nuclear assets.
Prime Minister Gilani will also hold bilateral meetings with President Barack Obama and other world leaders on the sidelines of the Nuclear Security Summit. Foreign Minister Shah Mehmood Qureshi is accompanying the prime minister.
Federal ministers, Chief of Army Staff Ishfaq Pervaiz Kayani and Chairman Joint Chiefs of Staff Committee General Tariq Majeed saw off the prime minister at the airbase.

President urges compromise over Kosovo

President Boris Tadić spoke for Tanjug news agency on Thursday in Belgrade about a wide range of topics, including Kosovo, organized crime, and EU integrations. Reacting to comments heard from some quarters that Serbia “ought to recognize the factual situation on the ground” when it comes to Kosovo and Metohija, Tadić noted that there are “several different realities on the ground”.

Slow, if any, progress is being made at the Copenhagen climate-change talks

THE Copenhagen climate conference is supposed to be making a fresh start, as ministers and heads of government prepare to arrive in the Danish capital in the coming days. Instead, it has endured a fresh stall. The meeting was to focus on two sparkling new texts that are notable at least for their concision. The draft statement for one of the two main “tracks” of discussion (on long term co-operation) has shrunk from 179 pages at the beginning of last week to six.

But on Monday December 14th progress on the substantial discussions stuttered, more or less, to a halt as poorer countries, grouped as G77 and China, walked out temporarily. By the time things had started again some of the sessions were facing their first late-night negotiations. There will be a lot more. …

Oracle Denies Report About Offering Compromise on MySQL to Quell EC

UPDATED: The company denies a New York Post story claiming that CEO Larry Ellison is now willing to create a separate entity within a combined Oracle-Sun to house Sun’s MySQL open database business in order to get the acquisition completed. Meanwhile, Oracle formally submitted a request for an oral hearing Dec. 10 with the EC concerning its objection to the purchase of Sun.

Serbia supports compromise in Bosnia

PM Mirko Cvetković says it is official Belgrade’s position that Serbia will accept anything the three sides in Bosnia agree on. He told a news conference after a cabinet meeting on Friday in Belgrade that Serbia wishes for a solution to be found that would be acceptable to all participants, and said he expected the talks to move in that direction.

ISLAMABAD – Chief Justice Iftikhar Muhammad Chaudhry Monday said that National Judicial Policy (NJP) would be vigorously implemented despite shortage of required funds.
Chairing a full court meeting at the Supreme Court building, the Chief Justice said that pending cases were being disposed of expeditiously, however, no compromise would be made on the standard of judgements. The aim of the meeting was to review progress over the implementation of the NJP.
The Chief Justice said that public confidence in judiciary had enhanced and judiciary, in return, would strive further to retain the confidence.
The full court meeting discussed and deliberated over a number of issues and it was decided that disposal rate of cases would be enhanced through discouraging adjournment and all energies would be put together to achieve the purpose. “Adjournments would only be granted in extraordinary situations with pressing reasons,” it was decided.
The meeting decided to devise policy of imposing cost to discourage the culture of frivolous and false cases and penalty would be imposed against persons lodging such cases. Categorisation of cases as per subject matter, both in the criminal as well as in the civil matters, would be carried out and certain categories would be given priority. Special benches would be constituted for hearing the cases continuously for some weeks, the meeting decided.
The formation of committees to monitor the functioning of Anti-Terrorist Courts in the light of Sh Liaquat HussainÂ’s Case was also discussed and Justice Javed Iqbal, Justice Sardar Muhammad Raza Khan, Justice Khalil-ur-Rehman Ramday and Justice Mian Shakirullah Jan, one for each province, were nominated for the purpose.
High Courts would also be requested to constitute committees for quick disposal of anti-terrorism cases by special courts and appeals in high court, it was decided. The Chief Justice of Pakistan would directly supervise the committees formed at the Supreme Court as well as at the high court level, the meeting decided.
The meeting also decided to reduce the vacations of judges of the superior judiciary and urged the judges to work hard beyond scheduled times to maximise disposal of cases.
Justice Javed Iqbal, Justice Sardar Muhammad Raza Khan, Justice Khalil-ur-Rehman Ramday, Justice Mian Shakirullah Jan, Justice Tassaduq Hussain Jillani, Justice Nasir- ul-Mulk, Justice Raja Fayyaz Ahmed, Justice Chaudhry Ijaz Ahmed, Justice Ghulam Rabbani, Justice Muhammad Sair Ali, Justice Mahmood Akhtar Shahid Siddiqui, Justice Jawwad S Khawaja and Justice Anwar Zaheer Jamali attended the meeting, while two PCO judges, Justice M Javed Buttar and Justice Faqir Khokhar, were not invited to the meeting.
It is worth mentioning here that a good number of cases have been disposed of since March 24, when the Chief Justice Iftikhar Muhammad Chaudhry resumed his office along with other deposed judges of the superior judiciary.
