NFL ends ban for quarterback Vick

Michael Vick, the quarterback who was jailed for running a dog-fighting ring, has been reinstated by the National Football League (NFL).

The 29-year-old was released from prison in May after serving a 23-month sentence, only to have his contract cancelled by the Atlanta Falcons.

Vick is available to sign for a new team but will not be allowed to play until the sixth week of the season.

He has been offered counselling and mentoring services by the NFL.

Vick had been suspended by the NFL for violating the terms of his contract.

"In deciding whether to reinstate a player, I have stressed my belief that playing in the NFL is a privilege," NFL commissioner Roger Goodell said in a letter to Vick.

"It is not an entitlement. Everyone fortunate enough to be part of the league is held to a standard of conduct higher than that generally expected in society and is correspondingly accountable when that standard of conduct is not met."

Once the highest-paid player in the NFL, Vick was the number one pick in the 2001 draft and a three-time All-Pro quarterback with Atlanta.

He was jailed in December 2007 after pleading guilty with three others to running an interstate dog-fighting operation known as Bad Newz Kennels.

In his guilty plea, the quarterback admitted knowing that dogs that did not fight well were killed and that he had been involved in the killing of at least eight dogs.

Since his release from jail, Vick has been undertaking voluntary work with the Animal Humane Society. </p

Trevor Phillips’s position as chair of Britain’s equality watchdog is under intense pressure in the wake of revelations that it unlawfully awarded a £300,000 contract to a company run by one of his close professional friends.

The six-figure sum swallowed up the entire publicity budget for the launch of the Equality and Human Rights Commission (EHRC).

The commission was also shaken last week by the resignation of Ben Summerskill, of Stonewall, a gay rights group. On Friday, he urged that Phillips should quit his post. Summerskill’s departure and remarks will intensify scrutiny of the watchdog’s finances. The Observer has learnt that a confidential investigation into the award of the contract was ordered by Nicola Brewer, the commission’s former chief executive, but has not been made public.

The investigation examined the award of a contract to Juniper TV, a company headed by Dr Samir Shah, who has known Phillips since they worked at LWT in the 1980s. In 2007, as the commission was being set up, Juniper was awarded a contract to produce My Story, a 30-minute video in which the public and celebrities talked about “difference”.

According to the tendering document, the project was the “first EHRC product reflecting and publicising the new organisational branding”, but it ran into financial trouble. Concerned about spiralling costs, the commission attempted to terminate the contract. “There was an issue about halfway through the production,” Shah said. “They sought to bring the project to a close and we said we would expect them to pay us the cost of completing it.”

Emails obtained under the Freedom of Information act reveal the commission then demanded Juniper “shave” the costs of the production. But despite this, the EHRC still ended up paying Juniper £307,802, exceeding the £300,000 publicity budget for the commission’s launch.

“An internal audit report did subsequently raise concerns over budget and procurement processes in the transition team around this project,” a commission spokesman said. “The report concluded that EU procurement rules had not been followed, concerning whether or not the tender for the project should have been advertised across Europe.”

The revelation comes at the end of a turbulent week for the watchdog after Summerskill stood down, taking the total number of commissioners who have left to six. It also emerged that Alun Davies, the head of its disability committee, is leaving, as is its director of stakeholder relations, Bradley Brady. There is speculation that Sally Greengross, another commissioner, will leave soon.

The exodus is seen as a result of growing disquiet over Phillips’s role. As chairman, he works a three-and-a-half-day week and is paid £110,000 a year. There was speculation the government would not renew his contract this summer. The decision by the equality minister, Harriet Harman, to reappoint him triggered the recent departures.

In his resignation letter, Summerskill expressed concerns over the watchdog’s finances, stating: “As chair of the commission’s audit and risk committee, I would feel entirely unable to offer future reassurance … that the commission was being led and the commission’s affairs conducted with appropriate probity.”

Beckham in Premier League U-turn

Former England captain David Beckham would consider a return to the Premier League to boost his chances of playing at the 2010 World Cup in South Africa.

The 34-year-old midfielder, who plays for Los Angeles Galaxy, said he would never turn out for another English side when he left Manchester United in 2003.

But in a U-turn, he stated: "Never say never. I would definitely consider it.

"When I left my heart was in Manchester – I couldn’t see myself playing against United. Now I wouldn’t rule it out."

Beckham has a five-year Major League Soccer contract, which began in 2007 and allows for him to spend the off-season on loan at a European club.

He has only recently returned to the United States following a five-month spell with AC Milan.

His interest in a return to England is likely to spark rumours of a move to Chelsea this winter after he impressed new Blues manager Carlo Ancelotti, who was Milan coach during the player’s time in Italy.

However, a return to Serie A seems the more likely move.

"Obviously, Milan expressed that they want me to go back, so I don’t see any reason why that would change," added Beckham, who left Old Trafford to join Real Madrid.

"We’ll have to wait and see. I hope to be going back there."

And Beckham, who is England’s most capped outfield player with 112 appearances, has reiterated his desire to see out his Major League Soccer contract.

"I intend to stay until the end of my contract and maybe further," he confirmed.

"I’ve always said that. I’ve always said, even when I went to Milan, that I’m committed to the Galaxy and to MLS, and that hasn’t changed."

Beckham is currently trying to mend relationships with players and fans in Los Angeles that soured after he opted to stay in Italy rather than return to the US for the start of the MSL season.
