ISLAMABAD – Agreeing on appointing a one-person judicial commission to investigate into unjustifiable sugar price hike, the PPP and PML-N committees on Wednesday decided to put two critical issues of corruption and apex courtÂ’s verdictsÂ’ implementation on second priority.
Since the two committees had already categorised the ten points of PML-N leader Nawaz Sharif by putting immediately doable on top priority and those that were not immediately doable on the second one.
Making significant headway on rest of the eight points, the two committees during their meeting on Wednesday somewhat agreed upon putting these two issues of removing corrupt cabinet members and implementation on verdicts of the Supreme Court of Pakistan with the judgement on NRO on top of them on second priority.
According to sources privy to the committeesÂ’ meeting, the PPP termed these two points as not immediately doable and therefore these were pushed to second priority. The PML-N, the sources added, did not oppose the contention of the PPP in a way silently agreeing to it.
The sources told The Nation that the PPP had argued that a unanimously agreed upon definition of corruption would be required to proceed on these points. Secondly, the PPP side had pointed out that the removal of a minister from the cabinet on corruption charges could disqualify him as member of the Parliament.
Talking to the media after the meeting, Finance Minister Abdul Hafeez Shaikh, who is also head of the governmentÂ’s parliamentary committee interacting with that of the PML-N, said that two sides had agreed upon a one-person judicial commission on sugar prices. He said that a retired judge of the Supreme Court or the High Court would be appointed in a day or two as the judicial commission to probe recent increase in the sugar prices.
“For prices in general, and petroleum products’ tariff in particular the committees were hammering out a mechanism that would be finalised soon,” he said. Regarding the Accountability Bill, he said, the Committees would meet again next week to do away with the disagreements between the two parties on certain provisions of the draft. According to the Finance Minister, the two committees also agreed to finalise the parliamentary committee to be appointed by the Speaker National Assembly for appointment of independent Election Commissioner.
Meanwhile, Ishaq Dar, head of the PML-N parliamentary committee, told reporters after the meeting that Governor State Bank of Pakistan presented two lists of written off loans. The Governor presented two lists to the committees including details of loans written off since 1971 to 2003 and 2004 to 2010, separately. The committees have asked the central bank to come up with more specific details of the respective written off loans. However, the SBP also informed the committees that it was not possible to differentiate which of the loans were written off on political grounds. Still Dar was hopeful and vowed to give good news soon to the public regarding the recovery of loans written off on political grounds.
The committees would take up in their next meeting the issue of expenditures reduction both at the Centre and the provincesÂ’ level.

ISLAMABAD – Accepting the 10-point demands a day ahead of the ‘so-called ultimatumÂ’ given by Pakistan Muslim League (Nawaz), Prime Minister Syed Yousuf Raza Gilani said that in his telephonic contact with Mian Nawaz Sharif he had assured him that government would not lose the opportunity of steering the country out of crises on implementing his agenda.
He was addressing the press conference at Prime MinisterÂ’s House soon after talking to Nawaz Sharif assuring him that government was ready to implement his agenda for bringing improvement in governance.
Before his chat with Nawaz Sharif, Prime Minister Gilani secured approval of the same from President Asif Ali Zardari and also took into confidence the parliamentary leaders including PML-Q President Ch Shujaat Hussain, MQM chief Altaf Hussain, PPP-S President Aftab Ahmad Khan Sherpao, Functional League head Pir Pagara, JUI-F chief Maulana Fazlur Rehman, ANP President Asfandyar Wali Khan and FATA MPs leader Munir Orakazi. All these national leaders have endorsed the decision of Pakistan PeopleÂ’s Party and hence it has acquired the shape of national agenda, Premier added.
To a question Prime Minister said that he did talk about the ultimatum given to his government by Nawaz Sharif but he said that he was quoted out of context and he had not given any ultimatum. Premier further said that after expressing the governmentÂ’s affirmative response on 10-point demands of Nawaz Sharif he once again put the question about the next deadline of 45 days but Main Nanas Shari said that as the government seemed sincere in implementing the 10-point demands put forth by him for sprucing up the governance so there was no more deadline.
Nawaz Sharif further said that as the government wanted to implement his agenda for putting the house in order so there is no question of showing the door to Pakistan PeopleÂ’s Party in Punjab, Prime Minister quoted Nawaz Sharif.
Prime Minister Gilani further informed that on his suggestion Nawaz Sharif had agreed to form a Parliamentary Committee under the head of Senator Ishaq Dar to take up the issues concerning PML-N with government in furthering 10-point agenda given by Mian Nawaz Sharif which he termed ‘national agenda.’
Prime Minister said that PPP would definitely take PML-N on board while appointing new Governor Punjab when asked whether PPP would take into confidence while appointing this important administrative slot in Punjab.
To a question Prime Minister Syed Yousuf Raze Gilani said that his government was already working on the same lines to bring improvement in governance and to control leakage of funds from various corporations and state owned enterprises.
He said that the restructuring of Pakistan Railways, PIA, Pepco and Steel Mills was already on the agenda and in next cabinet meeting they would be going to discuss the ways and means to bring improvement in these state entities running into losses.
Prime Minister Gilani said that his government was pursuing the policy of reconciliation and referred to the unanimous passage of 18th Amendment, 19th Amendment, 7th NFC Award, political status granted to Gilgit-Baltistan and reforms package for Balochistan and termed it a result of the policy of reconciliation adopted by Pakistan PeopleÂ’s Party and expressed his partyÂ’s resolve to pursue the same in future as well.
To a question Premier Gilani said that in achieving these goals would only be possible through the active support of all the stakeholders in the Parliament and it was singular honour of the incumbent Parliament that it had done most of the legislation with consensus and hoped that they would be able to steer the country out of prevailing economic mess in same spirit of politics of reconciliation.
To another question about the following of Supreme Court verdicts Prime Minister said that PPP was having the singular honour of complete adherence to the each and every verdict of the apex court.
When his attention was drawn toward the governmentÂ’s non-implementation of NRO verdict of SC he replied that it was sheer bias when people talk about only one case out of 8,034 cases withdrawn under NRO and added that still the case on NRO is subjudice in the apex court and let the court take decision on the review petition of the government.
To another question about the fresh spate of target killing in Karachi he said that PPP in support of MQM and ANP would definitely bring normalcy to the port city which is the economic hub of the country and disturbance over their would have negative impact on the whole economy.
To a question about the allegations of corruption coming on his family members including his son in Haj scam Premier Gilani termed them as mere allegations and quickly added that the case of Haj scam was in the court and if someone have substantial proof he could submit the same in the court.
To a question about some of his wrong decisions Prime Minister said that out of over 10,000 decisions he had taken if some four or five decisions were wrong and said that it could be taken as error judgment. As the matter relating to some appointments were in the court of law and whatever would be the decision of the court it would be implemented in totality.
Responding to another question Prime Minister Gilani said that actually the persons who are hurling corruption allegations on him were targeting President Asif Ali Zardari and as he was defending him so they had also turned against him.
He further said that as President was the part of Parliament so it was his duty to defend him and this thing annoyed certain quarters, which had launched dirty campaign against him.
To another question he said that incumbent political dispensation was not going anywhere as for the first time in the history of the country the establishment was supportive of the political set-up and it was also for the first time that PPP and establishment were on one-page.
To another question he once again reiterated his governmentÂ’s stance that they would not bring any change in the blasphemy laws and added that during his chat with him Maulana Fazlur Rehman had also asked him about it and his reply was the same that government would not bring any change in the law.
Senate one on 19th Amend
ISLAMABAD – It was a rare show of political consensus on Thursday when the 19th Amendment Bill was passed unanimously in the Upper House amid hopes of legislators of many parties that the 20th Amendment should be introduced as well to make education and health a federal subject again.
The House passed the Bill unanimously with 80 votes in favour and one in opposition. However, at the time of clause wise voting of the Bill, Senator Hafiz Rasheed Ahmed from FATA gave his vote against the clause 2. The House passed the clause 2 of the Bill with the majority of 75 votes against one in opposition. Mian Raza Rabbani, Advisor to Prime Minister and Chairman of the Parliamentary Committee on Constitutional Reforms (PCCR) had moved the Bill before the House.
The parliamentary leaders of all the parties in the House including Molana Ghafoor Haidri of JUI-F, Ishaq Dar from PML-N, Haji Adeel of ANP and Leader of the Opposition, Waseem Sajjad supported the 19th Amendment in their speeches before the passage of the bill. Only Chaudhry Shujaat Hussain, parliamentary leader of PML-Q did not speak on the issue as protest, saying the on-going mudslinging and war of words between PML-N and MQM was shameful and he did not want to deliver his speech in a protest.
Prime Minister Syed Yousuf Raza Gilani, after the passage of the 19th Amendment, congratulated the nation and the Senators terming it a landmark and a historical move of the Parliament and demonstration of political maturity. He termed the passage of the two amendments from the Parliament, 18th as well as 19th Amendment, in a year, a marvellous work of the legislators. The Prime Minister also announced to confer the countryÂ’s highest civilian award, Nishan-e-Pakistan to all the members of the PCCR in January next year to in recognition to their marvellous work.
The Premier reiterated the resolve of PPP-led Government that politics of reconciliation would continue, adding that the passage of the bill unanimously was the fall out of the reconciliatory politics. “To make any amendment in the Constitution is the prerogative of the Government and superior judiciary endorsed it after sending back the 18th Amendment in the Parliament for further consideration avoiding any clash among institutions”, he maintained. He said that the Government had abolished the politics of victimisation forever hoping that this trend would continue in the future as well.
The Prime Minister said that until the time his party would remain in majority it would serve the country and if it lost majority, others would be invited to govern the affairs of the country. “But we have to end the politics of speculations”, he added. He also assured the House that the 18th Amendment would be implemented in letter and spirit. He was in fact answering to the apprehensions of many legislators who had said that if 18th Amendment was not implemented in the real sense of the word, it would have serious repercussions for the Federation of the country. He also said that after the devolution of some ministries to the provinces as a result of the 18th Amendment, his government would give due representation to the coalition partners in the federal ministries after reshuffling them. “Aghaz-e-Haqooq-e-Balochistan will be implemented in true letter and spirit”, PM said. Shahid Bugti had raised the question in his speech that Aghaz-e-Haqooq-e-Balochistan package was not implemented seriously. On the imposition of agriculture tax, he said that despite the fact it was the domain of provinces, he would consult it with the parliamentarians. He also said that the Cabinet had taken decision to bring reforms in the public sector enterprises. About the accountability bill, he informed the House that the Government wanted to introduce the bill with the consensus but accountability should not be on political grounds. He also said that the Government was doing utmost efforts for the rights of the people of FATA, for the provincial autonomy and for the distribution of money among the provinces through NFC Award.
Prior to the passage of the 19th Amendment, two amendments were proposed in the bill that were not entertained by Chairman Senate Farooq H Naek. In his ruling, the chairman said that both the proposed amendments did not come under the scope of the bill and declared those out of order. Senators Hafiz Rasheed Ahmed and Idrees Safi from FATA had proposed amendment in the bill to include some 25 villages falling in the territorial jurisdiction of Charsadda and Peshawar Districts of Khyber Pakhtunkhwa into the territorial jurisdiction of Mohmand Agency. Senator Haroon Akhtar had proposed amendment for the imposition of agriculture income tax.
Many senators from JUI-F, PML-Q while making their speeches on the 19th Amendment said that there should be a uniform education curriculum in the country. They further said that the education as well health sectors should remain within the domain of Federal Government and for this 20th Amendment should be introduced. At the same time some legislators including Abbas Khan Afridi and Mohammad Ali Durrani also proposed for the creation of more provinces. Before the House was adjourned sans die,
Senator Talha Mahmood and Azam Khan Swati supported the creation of Hazara province terming it the deep desire of the people of the area.
Agencies add: Prime Minister Syed Yousuf Raza Gilani has said that rumours don’t lead the government to exit door but they are causing only problems and are an impediment on the way to development. “We have found the key to avert any clash between the institutions through passage of this amendment,” he underlined.
“I am saying from the forum of this house that our institutions and Parliament are stronger. We will not make any issue a question of our prestige and will extend full cooperation on the matters of national interests. Those who spread rumours about our government should give one deadline when our government would fall,” he demanded.
“We want to bring accountability bill and we will take along all political leadership including Mian Nawaz Sharif with the spirit of reconciliation as we believe that national interests be given top priority,” he maintained.
To a question about reduction in the strength of ministers, he said the reservations of all the members of Fata would be removed and when cabinet would be reconstituted the allied parties would be given proper representation.
Prime Minister anticipated that the future government would also be a coalition government and underscored the need for tolerating criticism as well as one another.

PML-Q’s boycott bails out govt
ISLAMABAD – There was a rumpus in the Upper House of the Parliament on Friday when Chairman Senate, Farooq H Naek, declared the passage of the recommendations by the Senate to the National Assembly on the controversial General Sales Tax (GST) Bill.
Hullabaloo was not yet over when the Chairman announced to prorogue the House.
The Upper House passed the recommendations on the General Sales Tax (GST) Bill and Finance (Amendment) Bill (RGST) amid opposition from JUI-F and MQM, the ruling coalition partners, and PML-N and Jamaaat-e-Islami, the opposition parties.
Former Finance Minister Ishaq Dar of PML-N and Prof Khurshid Ahmed of JI wanted Chairman Senate Farooq H Naek to hold voting on the GST Bill, 2010, usually known as the Reformed General Sales Tax (RGST) Bill. But the Chair announced to prorogue the house while turning a deaf ear to the advice of the two senior Parliamentarians and what they called a bid to bulldoze the parliamentary norms of the Upper House. The Chairman read the prorogation order without taking into consideration that the Finance Minister had to deliver a concluding debate on the issue amid voices of Ishaq Dar that his party would walk out of the House if voting was not conducted.
Instead of holding the counting on the RGST, the Chairman only asked the members that those who were in favour of the recommendations might say ‘yes’ and those who were against the recommendations might say ‘no’ amid the slogans of “No RGST, No RGST” by the MQM and JUI-F.
PML-Q staged a token walkout of the House for not allowing them to move some fresh proposals forward on the RGST in the House before the Senate passed the recommendations on both the bills to be sent to the National Assembly for further proceedings.
The House was hit another constitutional controversy with the start of its proceedings on Friday when Wasim Sajjad, Leader of the Opposition, on the point of order requested the chair to relax the rules while using his discretionary powers for allowing him to move some fresh proposals on the RGST Bill in the House. The fresh proposals given by the Opposition Leader with consent of JUI-F and ANP, coalition partners of the Government, stated that the House recommended to the National Assembly that it would not pass the RGST.
Many legislators both from the treasury as well as opposition benches were of the view that the recommendations of the Senate Standing Committee were not final and the chair should accommodate fresh proposals while using his discretionary powers. Kalsoom Perveen accused some of the parties of adopting double standard, saying that they had supported the recommendations in the Senate Committee and now they were asking for fresh recommendations. Dr Babar Awan and Mian Raza Rabbani gave their constitutional opinions before the Chairman gave a ruling on the issue. Rabbani while quoting the prescribed rules 95, 96 and 97 said that as the recommendation that Wasim Sajjad wanted to move was negative in nature, so it could not be taken into consideration under the rules. Babar Awan said that according to Rule 119 &120, a private member who wished to move a resolution (or motion or fresh proposal) should give 7 daysÂ’ notice prior to this. Wasim Sajjad asked the Chairman to issue directives under Article-77, as the rules did not provide any regulations for this purpose in the Article 73.
The Chairman Senate assured the members that he would resolve the issue by giving his ruling before laying the report of the Senate Standing Committee on Finance containing proposals for making recommendations on the GST Bill and Finance (Amendment) Bill.
But, Senator Ahmed Ali first presented the report after many requests from the chair as he was hesitating to present it and then Farooq H Naek gave his ruling. Zafar Ali Shah also said that the Chairman was becoming partial as he was continuously using some words in favour of the treasury benches and the chair had to expunge these words on ZafarÂ’s request.
The Chairman Senate in his ruling said that the point raised by Wasim Sajjad violated the rules, as the time to give any proposals regarding the bill had lapsed. “The GST Bill was laid down on November 12, 2010 before the House for recommendations and the Chairman Senate at that time with the sense of the House decided that any proposal for making recommendations to NA may be given to the Senate Secretariat within two days”, he added. He said as the time had lapsed so no member would be allowed to submit fresh proposals at this stage.
Minister of Ports and Shipping, Babar Ghauri, wanted that the issue should be resolved in accordance with the sense of the House, as his party also wanted to submit fresh recommendations on agriculture tax. JUI-F was also in favour of submitting the fresh proposals.
Sabir Baloch while pointing towards Ghauri said that the Minister was a part of the Government and was speaking against it, he should first resign and then speak. Wasim Sajjad was of the view that the views of his party in the form of fresh proposals should be accommodated, as it had become a majority view because the ruling parties were also supporting it.
Flood tax, RGST pass first hurdle
ISLAMABAD – To the utter surprise of all, the Senate Standing Committee on Finance and Economic Affairs on Tuesday unanimously passed the drafts of Reformed General Sales Tax (RGST) Bill and Flood Surcharge Bill with all diehard opponents – both in ruling alliance and Opposition – keeping complete mum except making a few recommendations to be incorporated in the aforementioned drafts.
The Committee met under the chair of Senator Islamuddin Shaikh. The Committee Chairman Senator Ahmed Ali, an MQM MNA and a strong opponent of RGST, was not present in the two-day meeting. The Committee did not face any hurdle in the passage of the drafts of these bills, as neither opposition party nor the coalition partners opposed them.
The Committee members suggested giving tax exemptions to all food items whether they were packed/ canned or open commodities. Similarly they demanded that the Government should also exempt all types of locally produced medicines and stationary items including books from taxes.
Talking about Flood Surcharge Bill, the Senators suggested that minimum level for this tax should be enhanced to Rs 0.5 million instead of Rs 0.3 million. These recommendations would be presented in the Upper House of the Parliament in the next couple of days, which would then refer them to the Lower House.
The Committee approved increase in Special Excise Duty from one to two per cent.
Earlier talking in the meeting, Finance Minister Abdul Hafeez Shaikh said, “We have no other option but to introduce RGST in the country for revenue generation.” He was of the view that prices of those items would go up which were still exempted from the taxes, while prices of some commodities would come down, as the GST percentage would be reduced to 15 percent from 17 per cent in RGST, he added.
“It will not have even a least effect if we do not get the tranche from International Monetary Fund (IMF), however by not bringing RGST, we will give negative message to the international community,” he said. He further said that military as well as political governments failed to start structural reforms in the economy in the last 20 to 30 years.
He said, “We have to generate our own resources in order to get rid of IMF. If we do not introduce RGST and power losses, how would we make our budget?” He said, “I am ready to discus the Government’s expenditures in this Committee whenever it wants. The Committee members then can tell me from where we have to cut the expenditures. However it would not be in billions which we expect to generate through reforms in our taxation system,” the Minister added.
Talking about the National Finance Commission Award and the 18th Amendment, Shaikh said, “We have transferred the resources from the Centre to the provinces, which is a great achievement. However, the Centre has suffered a lot in the first year, as our fiscal deficit surged to 5.2 per cent from the targeted four per cent.”
The Secretary Finance informed the Committee that Federal Board of Revenue (FBR) would only collect tax on service sector when provinces would authorise it by making change in their laws. He was of the view that provincial governments would also table their drafts at the end of this month. “We held more than 50 meeting with provinces for creating consultations on RGST,” he added. He further informed that three provinces were ready to authorise FBR for collecting GST on services in their laws and only Sindh wanted to collect it at its own.
Earlier Senator Safdar Abbasi of Pakistan PeopleÂ’s Party said that there were a lot of constraints in the Bill and it could be challenged in the courts, therefore the Government should withdraw it from the Parliament and new improved bill should be tabled.
Senator Ishaq Dar of Pakistan Muslim League (Nawaz) said that the Government tabled the Bill in a rush as they were facing pressure from donors to table it in the Parliament before Pakistan Development Forum. He said there was no need for the provincial assemblies to pass any resolution for RGST. He said the Government should consider its all aspects otherwise strikes could start in the country due to passage of RGST.
Later MQM presented its resolution seeking not approval of RGST from the Committee and imposition of tax on agriculture sector, besides taking measures to control corruption.
Online adds: The Committee also approved amendment of not implementing flood surcharge on those individuals earning less than Rs 500,000.
The MQM also tabled its dissention note on the opposition of this bill which stated that the govt instead of RGST could earn billions by imposing tax on agriculture sector.
All the four provinces would begin the process of legislation regarding RGST (reformed general sales tax) on November 27-28, as all the four provinces have consensus regarding the issue.
Senator Ishaq Dar said that Nawaz Sharif had addressed all the concerns and reservations in his letter addressed to the Government, whose reaction had been equally positive.
Debating the issue, Senators Safdar Abbasi and Professor Khurshid Ahmad stressed on withdrawing the proposed Bill from the Parliament.

DUBAI (AFP) – Abdul Razzaq hit a belligerent unbeaten hundred to help Pakistan pull off an incredible win in the second one-day international against South Africa here on Sunday.
The dashing 30-year-old all-rounder hit a quickfire 109 off just 72 balls studded with ten towering sixes and seven fours to help Pakistan overhaul a daunting 288-run target with just one wicket and one delivery to spare.
RazzaqÂ’s third one-day hundred – crossing the fifty mark for the first time since making 75 not out against England four years ago – helped Pakistan level the five-match series 1-1 at the Abu Dhabi Stadium.
South Africa won the first match by eight wickets here on Friday. The third match will be played in Dubai on Tuesday (tomorrow).
Razzaq, who came to the crease at 5-136, added 81 for the sixth wicket with Fawad Alam (48) to raise hopes of Pakistan win and even after Alam fell, he did not lose heart despite Pakistan needing 87 in the last ten overs.
He hit Charl Langeveldt for three sixes in 47th over before taking a six and a boundary off the sa-me bow-ler in the 49th.
Pakistan needed 14 off the last over as Razzaq cut loose, hitting sixes off the second and third balls from Albie Morkel to raise his third hundred in one-day cricket, which came off just 70 balls. He then cut through the point for boundary to bring PakistanÂ’s win.
Langeveldt, who completed his 100 wickets in the match, provided his team with early breakthroughs, removing opener Asad Shafiq (one) and Younis for 18.
Pakistan struggled to 70-4 before Alam and skipper Shahid Afridi (49) added 66 for the fifth wicket to lift the stuttering innings. Afridi hit two sixes and three boundaries off 40 balls before passing the buck to Razzaq.
Earlier, the 25-year-old Ingram scored exactly 100 for his second century in three weeks after scoring hundred on debut at home against Zimbabwe just two weeks ago.
The left-hander put on 84 for the second wicket with opener Amla (65) and then another 86 for the third wicket with AB de Villiers (29) as Pakistan bowlers found it hard to put brakes on the South African innings. Jean-Paul Duminy chipped in with a swift 43-ball 54.

Centre warned against bypassing provinces
LAHORE – PML-N Quaid Mian Muhammad Nawaz Sharif has demanded of the federal government to ensure a minimum amount of Rs 100,000 as financial assistance to every flood-affected family before Eidul Fitr in order to facilitate them to buy necessities of life.
He also urged the Centre to pay 50 per cent of its share of financial assistance to the provinces so that this amount could also be provided to the flood victims without any further delay since the provinces had already agreed to pay Rs20,000 to each family for which the amount of Rs 10,000 was supposed to be paid by the Centre.
He made these demands while addressing a Press conference here at the Chief MinisterÂ’s Secretariat here on Friday. Besides Punjab Chief Minister Shahbaz Sharif, central party leaders including Ch Nisar Ali and Senator Ishaq Dar were also present.
Nawaz said this was not the time for point-scoring, otherwise, his party also had the open field to criticise the PPP-led government. ‘This is the time to come forward to help the flood victims by forgetting all the political differences,’ he added.
Referring to the comments about photo sessions, he said these remarks made no difference as the PML-N was just giving priority to the relief and rehabilitation. ‘For the rest of the life, everyone will be available for politics and point-scoring, but this time the help to flood victims should be the priority,’ he added.
Nawaz said for the first time, the Opposition had offered its cooperation to the government for making joint efforts to help flood affectees. ‘I requested the Prime Minister for a meeting, but later the government refused to honour the decisions made especially about the formation of a commission,’ he alleged, while pointing out that he had asked the Premier for requesting the Army to cut its expenditure so that maximum help could be ensured to the flood victims.
‘The Opposition also asked for the government to cut its expenses, but the latter has not actualised the suggestion so far’, he said.
He was of the view that the world was not satisfied over the performance of the government since transparency was the problem and the credibility of the government was not up to the mark.
‘A large number of corruption cases are still pending with the national and international courts; so how foreign countries could trust such rulers’, he asked.
Nawaz maintained that he had come to know that the government was planning to deal with the flood-affected families while bypassing the provincial governments, especially where the PPP was not holding the fort.
‘The provinces should do their job and the Centre should not interfere in it, but bypassing the provinces will not bear good results,’ he said, urging upon the Centre to mend its ways in this regard.
Nawaz said he would like to ask Altaf Hussain that for what purpose he needed martial law. ‘Musharraf-led regime had already gifted unemployment, price hike, power crisis, judicial crisis, missing persons and even terrorism. So what else Altaf wants from martial law,’ he added.
Nawaz said there was a difference between democracy and a government’s failure. ‘One should understand that the failure of the government can never be declared as the failure of the democracy,’ he added.
He said reputation of the present rulers was really an issue as the foreign donors wanted transparency and which was why the donors were little hesitant in materialising any commitment. ‘I just wanted to give the message to the world that the Opposition and Treasury are working together to dispel such impression,’ he added.
Responding to another question, Nawaz underscored the need for forming a judicial commission to probe the matter that who played with the innocent lives to save the lands, and those found guilty should be awarded exemplary punishment so that nobody else could dare do so in future.
To yet another question about MQM, Nawaz said MQM was enjoying fruits of power by sitting in the government, but its leader was always trying to twist the facts. ‘The MQM is the part of the govt that increases fuel price, but its chief condemned the hike. Who the MQM is making a fool?’ he said.
On this occasion, Shahbaz said that the Centre had promised to pay 50 per cent financial assistance to each flood-hit family and in this regard the amount of Rs 20,000 was decided with mutual understanding, while the provinces had to bear the rest of the 50 per cent.
He asked the government to play its responsible role to ensure normal life for all the flood-affected families.
When the CM was asked about his future plan if the Centre did not heed to their demands, he said: ‘PML-N will take up the issue in the Council of Common Interests and this time the Centre will have to honour its words,’ he added.
Replying to a question about the Sialkot tragedy, Shahbaz said all the persons responsible for the barbarity had been arrested and soon they would be shown on television so that the people could also see their faces.

The Allman Brothers Band have confirmed additional cities for their Fall 2010 tour, after having sold out a just-announced Philadelphia show and three Boston performances. The new dates include eight shows beginning November 11 and their first-ever performance at the DAR Constitution Hall in Washington, DC. The Philadelphia concert will mark the band’s first shows since Gregg Allman‘s successful liver transplant in June. ABB will perform lengthy “evening with” sets each night.

US policies in region being monitored: ISI
ISLAMABAD – Chairman of the Parliament’s Special Committee on National Security Senator Mian Raza Rabbani, Thursday, made it clear that Pakistan being a sovereign country would not pay heed to the US demand for military operation in North Waziristan.
“Pakistan would itself decide when and where the military operation was imperative”, he told the media persons shortly after chairing a meeting of the committee, which also had detailed input on the issues relating to the national security from DG ISI Lt Gen Ahmed Shuja Pasha at the parliament House.
Other members of the committee who participated in the meeting were Amir of Jamiat Ulema-e-Islam-Fazl (JUI-F) Maulana Fazlur Rehman, MNAs Haider Abbas Rizvi, Aftab Ahmed Khan Sherpao, Senators Ishaq Dar, Abdur Rahim Mandokhel, Leader of Opposition in the Senate Wasim Sajjad and Secretary Defence Lt Gen (R) Syed Athar Ali.
Interior Minister Rehman Malik also briefed the committee about the prevailing law and order situation in the country. “It was a detailed briefing that covered all the important national issues,” Mian Raza rabbani said, advising the political leaders to refrain from criticism in order to maintain the `national consensus’ as it was imperative to keep the national interests supreme.
“The issue of missing persons is a serious matter and the government will ensure their recovery,” he said. He said that the committee had decided to seek reports from ministries of Interior, Defence and Foreign Affairs about implementation status on the recommendations of the parliamentary body.
Rabbani said the committee would hold regular meetings after August 2 to prepare new recommendations in the light of earlier suggestions. He said the body would take briefing from ministries of Interior, Defence and Foreign Affairs on August 2, 3 and 4 respectively.
Well-placed sources privy to the meeting informed TheNation that the DG ISI Gen Ahmed Shuja Pasha told the committee that Pakistani security forces were vigilant against the threats to the national security.
They further said that DG ISI informed the committee that some foreign powers were trying to destabilize the country by sponsoring terrorist actions. However, he said that PakistanÂ’s intelligence agencies were alert to foil the nefarious attempts to destabilize Pakistan.
The DG ISI, according to the informed sources also told the committee that Pakistani security agencies were monitoring the rapidly changing US policy towards the issue of terrorism therefore, he emphasised the need for Pakistan to catch up with the changing situation by altering its policies in line with the national interest.
He was of the view that the US and its western allies were trying to resolve the conflict by pursuing the political process of reconciliation in Afghanistan; it was imperative for Pakistan to adjust its policies in view of the emerging situation. He made it clear that the countryÂ’s security forces were committed to curbing terrorism in all its forms and manifestations in the country and were vigilantly monitoring the situation to forestall any major eventually that could have destabilizing impact on the national security.

‘Tough, tight, hard budget coming’
LAHORE – Financial experts, economists, political leaders and intellectuals on Saturday warned that the forthcoming budget 2010-11 would be tight, tough, and hard for the masses as the government was all set to impose heavy taxes with major reliance on foreign borrowings.
They also predicted that inflation and fiscal deficit would swell substantially, forcing the government to slash the Public Sector Development Programme (PSDP) funding in case the rulers failed to cut down non-development expenditure.
They also argued that economic mismanagement and cut in PSDP coupled with high inflation could lead to slowing down of GDP growth which had already been recorded at very low, i.e., at about two per cent.
They also asked the financial managers of the government to take the situation more seriously in order to tackle the emerging economic, security, governance and political challenges.
The speakers were addressing the annual pre-budget seminar ‘Challenges to the Economy’ held under the aegis of Nawa-i-Waqt Group in collaboration with Muslim Commercial Bank (MCB)/Privilege at a local hotel.
Chairman and Managing Director Nawa-i-Waqt Group Majid Nizami, Deputy Managing Director Nawa-i-Waqt Group Rameeza Majid Nizami and Justice (r) Mian Aftab Furrukh were also present on the occasion.
Renowned economist and former finance minister Sartaj Aziz, Senator Ishaq Dar, Dr Hafiz Pasha, Dr Aisha Pasha, Dr Ishrat Hussain, Dr Qais Aslam, Tariq Jamil, KM Azam, Dr Rafique Ahmed, Mrs Shafqat Sultana, Dr Shahid Siddiqui and Senator Waqar Ahmed addressed the seminar while Editor TheNation Dr Shireen Mazari acted as moderator.
Addressing the occasion, Senator Ishaq Dar termed the last decade a ‘lost decade’ and said during this period the former regime had failed to increase the tax to GDP ratio, which had decreased 14 per cent to nine per cent.
“We need to create a tax culture and wealth tax is a best option in this regard. We are terribly relying on indirect taxes. We have to impose taxes on those who have the capacity to pay. We have to increase direct taxes and not the indirect taxes,” Dar maintained.
He strongly criticised the imposition of Value Added Tax (VAT), saying, “It is indirect tax. It is going to create huge inflation in the country. It will also hit the people hard.” He further said that VAT would be a failure from the very first day.
According to him, 16 per cent GST would swell to about 23 per cent in case it was replaced with VAT.
Sartaj Aziz, while addressing the participants termed, the less tax to GDP ratio a chronic problem but said as far as foreign exchange reserves (above $15 billion) and Current Account Deficit (C/A) were concerned, the situation was better during the current year as compared to the previous one.
He said the C/A deficit had come down due to decrease in import of machinery.
Minister for Privatisation Senator Waqar Ahmad advocated for taking out-of-the box decisions to defeat the present economic condition. Drawing outlines of the weak economic situation, he said the time had come to focus on economy after settling down political issues; otherwise the situation would become shabby.
In the context of huge debts on three major companies OGDC, PSO and PPL, he counted the circular debts as major problem forcing the nation and the industry to face gas and power shortages, which had in turn resulted in less productivity, unemployment and economic miseries.
Dr Aisha Pasha, Director Institute of Public Policy, Beaconhouse National University, stressed the need of resources mobilisation as a means to increase GDP. She also spoke for enhancing tax to GDP ratio so as to enhance spending on public sector programmes like education and health.
Former Governor State Bank of Pakistan Dr Ishrat Hussain said the problems of Pakistan lay in the economic policymaking. He pointed to lack of implementation capacity as a serious issue at the governance level.
He also urged the need to centralise the distribution of resources.
Stressing the need of political consensus, Ishrat said continuation of economic policies could help revive national economy.
Vice-Chairman Nazria-i-Pakistan Trust, Dr Rafique Ahmed said the affluent classes of the society should be taxed properly for generating the resources.
Underlining the need for fundamental reforms in the taxation system, he proposed that real estate, agriculture and corporate sectors should be taxed properly, so as to ensure equal distribution of taxes among all the classes of the society.
Mrs Shafqat Sultana, President First Women Bank, speaking on the occasion said fair taxation system was the need of the hour while the upcoming budget should reflect the needs and demands of the people.
Import duties should be increased, while the Pakistani embassies should play proactive role for increasing the exports, proposed Shafqat.
Addressing the seminar, Tariq Jamil, a leading banker, suggested 50 per cent voluntary cut in the salaries of all the ministers at both federal and provincial levels and a voluntary freeze on payments of salaries (not expenses), for five years, to all members of the National and provincial assemblies as well as Senate. He also proposed relocation of offices of the President, Prime Minister, all federal/provincial ministers and governors of provinces to austere and inexpensive accommodation to put the house in order.
Referring to the challenges faced by the economy and its long and short term solutions, prominent economist Dr Shahid Siddiqui stressed upon revisiting the policy on war on terror, reducing unproductive expenses, increasing direct taxes at the expense of indirect taxes, deferring levy of Value Added Tax at least for one year and focusing on health and education.
KM Azam said foreigners were interested in investing in the country but it was bureaucracy that had been creating hurdles.
