Microsoft indicates to a Congressional subcommittee that it will ask for reforms to the Electronic Communications Privacy Act of 1986, particularly taking into account the evolution of the cloud and the increasing ability of users to store personal data both on the Web and in localized storage devices. Microsoft acknowledges the tightrope of sorts that exists between its users’ need to protect their data and requests by law enforcement to have access to that data under certain circumstances. In February, Microsoft tried to shut down Cryptome, which published an internal document delineating many of Microsoft’s policies in this particular area.

FCC Broadband Plan Advocates Mobile Medical Apps, Electronic Health Records
The FCC has presented its National Broadband Plan, which advocates bringing affordable broadband access to more Americans, and also suggests that more broadband can help boost health care IT in the United States. Specifically, the FCC is claiming that increased broadband to physicians and hospitals will help transmit increasingly larger files, such as medical imaging, and will help promote the development of tools such as smartphone applications for physicians and patients.

Google is expected to launch Google Editions, an online bookstore geared to let users access books from PCs, laptops, netbooks and smartphones. Google will host and offer 500,000 e-books through deals with publishers. Customers will be able to buy the books from Google directly or from other online stores such as Amazon.com or Barnesandnoble.com.
