Welcome to Berlin’s squat scene

Derelict buildings are reopening as ‘living projects’, offering everything from cheap food and parties to classical concerts. By Molly Gunn

One of the quirks I’ve noticed since moving to Berlin is the squats dotted about the city. In London, where I’m from, you don’t see squats much. You might read about them in the paper – a bunch of rich kids who’ve squatted on Billionaires’ Row, or an old man who has squatted for 50 years undetected – but that’s about it. In Berlin, squats are visible from the street. They’re the apartment buildings with colourfully decorated exteriors and posters covering the walls of the ground floor. The plaster could be peeling, there may be flags hanging from the balconies and loud music coming from inside. They stand out from the other apartment blocks because of their unkemptness and, as such, they don’t look too inviting.

So when a German graphic designer friend told me that many of these squats offer food, film nights and gigs to paying guests, I was intrigued. Sarah explained: “I used to pop in for VoKü at a squat near my office in Kreuzberg. Unfortunately, it has now been closed down, but it did the best lunches. Everybody was friendly and the food was delicious and cheap.” VoKü is when squats open their doors to the community and offer food at affordable prices; it is short for Volksküche, meaning “people’s kitchen”. This concept is so established that there is an online list (see below) with details of when and where VoKüs take place. It’s an extensive list, too, with eight or so meals taking place in Berlin daily.

The idea sounds so welcoming that it would be rude not to experience it first-hand. So the following Sunday, at 7pm, my husband Tom and I head for VoKü at Zielona Gora, a rainbow-painted building on leafy Boxhagener Platz in Friedrichshain – a neighbourhood in former East Berlin. As we approach, we see a mass of leather-clad punks spilling from a large table on the pavement. They’re eating, chatting and laughing, and hardly notice us as we clamber over their dogs lying in the doorway.

Inside, it looks nothing like I would have imagined. Less squat, more student union cafe. The large square room has tables around the edge and a queue snaking into it, the walls are plastered with photocopied newspaper articles and there is French folky music playing. The food smells good and we join the queue. The atmosphere is buzzy and there is an eclectic crowd: intellectual-looking students, Australian backpackers, a few punks, hippyish couples, crusties playing table football, and a bloke who looks like Thierry Henry asleep in an armchair.

All my preconceptions of what a squat might be like fly out the window; it is clean, unthreatening and has a community feel – the newspaper clippings are all about anti-capitalist marches, people’s festivals and demonstrations, and there is a poster for an event the following night where a gay footballer is giving a talk on prejudice within the game.

After queuing for 10 minutes we reach a bar area, where food is being served from a vat by a bespectacled woman. I salivate as she dishes up two platefuls of steaming vegan Thai curry, rice and a large homemade spring roll. She doesn’t skimp on portions, so I’m more than surprised to discover our dinner for two, including beer, comes to just €5. The food is tasty and plentiful. No wonder the place is packed. I’ve eaten much worse dinners in restaurants for more money, and I am thrilled with the discovery of such recession-busting holiday food in such an interesting venue. I’m not the only one.

On the way out, I talk to a lip-pierced Australian called Alex. “I’m backpacking through Europe and heard about VoKü from a mate,” he says. “It was like an urban legend so I was surprised when it actually existed. I’ve tried out a few in Berlin and this is my favourite.”

Buoyed by the success of this meal, I attempt to take Tom on another dinner date a couple of nights later, this time to a squat called Supamolly, also in Friedrichshain. I’ve spotted posters advertising gigs at Supamolly and have been keen to check it out for a while (the name appeals to me for obvious reasons). Initially, I’m not sure we have the right address as the exterior – though decorated – looks very neat, with newish metal balconies featuring well-tended plants.

We head into the ground floor bar, which is dimly lit and stretches back into the building. Rage Against the Machine are playing, scaffolding poles stretch artily across the well-stocked bar area, there are murals on the walls, and 10 or so tables, with drinkers dotted about. It’s like any other grungy bar and Tom and I order drinks. There is no food though. Maia, the twentysomething barwoman, tells us Supamolly hasn’t done VoKü since its chef left a year ago, but it does host gigs and parties in the basement, along with talks and puppet shows.

Maia’s English is great, so we invite her over for a drink and learn more about squat life in Berlin, although she balks at the use of the word squat. “We used to be a squat, but now we technically own the building so it is more like a ‘living project’.”

Maia has lived at Supamolly for five years, and worked there for 10. “This was the first squat in Berlin and we’re legendary,” she says. “The building was taken over by our ‘first generation’ after the wall came down in 1989. It had been left empty by people fleeing the East, and so a group of 20 West Berliners came and squatted. The building was in disrepair, as was much of the East, so the government said we could have it in exchange for renovating.”

These days Supamolly is into its “third generation”, and is inhabited by 50 people, including OAPs and children. Everyone contributes to the day-to-day running, and they hold group meetings and vote on matters ranging from the building’s heating to the gig schedules. It is so organised that you have to fill in an application form and join a waiting list to live there.

Maia says Supamolly is like a commune, but without any nakedness. “The idea of VoKü and events at living projects/squats is to bring a sense of community, as well as helping poorer people – like gypsies or travellers. Although a lot of tourists visit too: we have people coming to our gigs from all over the world, surprised that Supamolly is still here. Lots of Italians come to see our bands.”

Forthcoming events at Supamolly include a Star Trek puppet show for children, and a night called the Poopsey Club, for which guests are encouraged to dress up as Edie Sedgwick, Andy Warhol’s muse. “Some people think that we’re selling out – by hosting events like this, or smartening up the building – but we have to evolve to survive and move with the times.”

Another squat that has evolved in this way is Tacheles in Mitte, also known as “the art squat”. It has bar, gallery, restaurant and cinema, helping it to attract more than 300,000 tourists a year.

Like Supamolly, Tacheles and many of Berlin’s other squats started life when the Wall came down and Easterners fled crumbling buildings. The city was in chaos, and during the 80s there were plenty of clashes between squatters and police. Twenty years on, there are comparatively few left, which is all the more reason to visit, not only for dinner or to catch a film, but for a truly inspiring experience.

Time for action on agriculture

With announcements on agriculture expected from the G8 today, Farm-Africa’s new chairman, Martin Evans, tells Liz Ford what Africa’s subsistence farmers really need

Asked what he would like the G8 to do for African farmers this week, the new chairman of Farm-Africa, Martin Evans, doesn’t hesitate to offer a list. Top of that list is money for research into new disease-resistant seed varieties, improved animal healthcare, particularly in those areas vulnerable to climate change, and help for farmers to access new technology and markets.

“What we’d like to see is basically the same thing as African farmers. We need to look at what they want and how the G8 can help supply these things,” says the agricultural economist.

“Money from the G8 that is put into agriculture research systems can have huge benefits. Fund additional research into improved seeds and animal disease prevention and you will offer a safeguard for years ahead. If they [G8] are really paying for agriculture, let’s see some money go into research.”

Farm-Africa is working with the African Medical and Research Foundation (Amref) on improving livelihoods in Katine, north-east Uganda, as part of the Guardian’s three-year development project in the region.

Working with 18 farmers groups in the rural sub-county, the project has seen the introduction of new disease-resistant, high-yielding cassava, which has just produced its first harvest, and plans are underway to build a storage centre for crops, which will allow farmers to sell in bulk and hopefully get a better deal. Mobile phones are increasingly being used by farmers to find the best place to sell their goods.

Crisis talks

After more than 20 years of neglect from the international community, the world food crisis has pushed agriculture if not to the top, then certainly high up on to the G8 agenda this year, which could mean real benefits for farmers. Today a new initiative to fund farming and to tackle global hunger are due to be announced by leaders meeting in Italy, which reportedly could entail an investment of $12bn over the next three years.

The UK’s Department for International Development (DfID) has already laid out its commitment to revitalising agriculture and improving food security in its white paper, published on Monday. What it promises is not dissimilar to Evans’ wishlist. The paper, Building our Common Future, talks about helping subsistence farmers to get seeds and fertilisers, credit and access to markets, and of supporting agricultural research. It mentions “doubling agricultural production in Africa over the next 20 years” and calls on the international community to deliver the $20bn of new funding for food and agriculture promised last year (perhaps an inauspicious sign for any further cash pledges).

“We are just waking up to the fact that agriculture has been neglected and we’re seeing the impact of that. It’s absolutely true that the volume of aid and financial flows going into agriculture has been in decline over the last two decades,” says Evans, who took over as chairman this week.

The wake up call was triggered by the spike in food prices in 2007-08. Although prices for staple crops have now stabilised, DfID is still predicting long-term problems in producing and procuring food for nearly 1 billion people. The alarming rise in food prices coincided with the publication of the World Bank’s World Development Report 2008, which for the first time in more than 25 years focused on agriculture. The report said agriculture was “a vital development tool” for achieving the Millennium Development Goal to halve poverty by 2015. “The World Development Report refocused everyone’s attention,” says Evans.

Of course, helping farmers involves more than handing out seeds and discussing how new technologies can increase yields – it’s about making farming viable. “Food security is more than growing more food in your own backyard, it’s more of everything. Food security is about making farming more productive and more profitable. You need to improve access to markets. [Subsistence farmers] really don’t have good access to markets. You need investment in roads and communication technology to ensure trading conditions are right. Some money can usefully and sensibly be put into basic things like that.”

He adds: “It’s very difficult for poor people to amass any savings, so we can help them a lot by giving a bit of capital. I’m not suggesting that things are handed out on a plate. But we need to help to create the conditions that make things accessible and ensure farmers are encouraged and convinced that benefits outweigh the risks, and to take an entrepreneurial approach to things. It’s not about us turning up in our 4x4s, dumping things and leaving, it’s about working with farmers to identify problems and come up with plans. It’s very much about people helping themselves.”

He adds that farmers, the majority of whom are women, need educating on new technologies, such as how to conserve water and better irrigate land. But they also need to be convinced these new ideas are going to work. In Katine demonstration farms were set up to allow villagers to do just that.

Passing on the benefits

But with any new money promised by the international community comes the question of how it will get to farmers. Evans admits implementation is the hard bit, but that’s where NGOs like Farm-Africa step in. Donors are increasingly channelling aid through governments, but there has also been an increase in cash filtered through NGOs in recent years. “Assuming money is allocated by the G8, we hope a lot of it will come the way of good NGOs. We can do things neither governments or the commercial sector can do. But we need both.”

Looking to the future, Evans, who has more than 35 years experience working in agriculture, rural development and agribusiness, would like Farm-Africa to explore how large-scale business can benefit smallholder farmers, with whom the charity works throughout east Africa. “There are good examples where large-scale business can connect with small farmers by buying their products under contract, processing them for them and providing advice and seeds and technical support,” he says. “We can’t do these for all crops in all places, but I would like to see Farm-Africa exploring more opportunities for merging large scale agriculture and business to benefit small groups.”

“Like it or not, large-scale business is a fact. It can be a threat, but can also be a great way to look to see how Farm-Africa can open up these opportunities for the benefit of small farmers.”

Like it or not, I’m involved

Fed up with windbag actors advocating for the poor and needy? Me too. But shutting up is worse

Why do you have to hear it from an actor? I have a profound dislike of activism. I don’t enjoy hearing dispatches from the crisis zone delivered by actors and rock stars. I get no joy from fundraising events, op-eds, posters, speeches, slogans. I’m tired of it. And I’m tired of the crisis in Africa.

If your profession gives you a public voice, you have a new relationship with those who don’t. Your voice becomes a cherished commodity. Not for its merits but for its sheer volume. You may have nothing to say, but those who do – the wise, the desperate and the better informed – all clamour to make use of your media connection.

We are not in a position to choose whether or not we have a relationship with our own society or with the world’s poorest people. We can choose the nature of those relationships, but either way they’re there. We’re business partners. If we choose to ignore them we are simply choosing to make that relationship a negligent and destructive one. As voters and consumers we are directly complicit in the misery of the millions we do business with. If we let our governments and businesses think we are indifferent to their cynicism they will go on practising it on licence from us and every cup of coffee we drink and every piece of cotton we wear will continue to be an act of cruelty.

We are involved with Africa, whether we like it or not. Of course, I’m aware of famine, drought, poverty and corruption, but I also see the statesmanship of Mandela, Joaquim Chissano, Ellen Johnson-Sirleaf … the works of Achebe, Okri, Soyinka … the music of Fela Kuti, Cheikh Lo and Angelique Kidjo.

My own children will inherit all this together with the children of that continent. Within 15 years they’ll be trading or fighting with each other, exchanging diplomacy or whatever other relationship we might have set in motion. They will also share the triple crisis of a global economic slump, high food prices and climate change – all of which will be addressed (or not) by this year’s G8 in Italy.

Italy is another relationship I can’t wish away. My wife and children are Italian. I am completely in love with that country for better or worse. I was decorated by the Italian ambassador as an exhortation to promote Italy’s image abroad; an easy task when it comes to food, wine, architecture, etc … but one which will be made almost impossible if Silvio Berlusconi does not improve his lamentable record on aid. For this reason Oxfam issued me with call-up papers once again. I’ve held the giddy title of global ambassador for Oxfam for a number of years now.

So, with an all too familiar sinking feeling, the ambassador agreed to go to Italy to try to do something to persuade the G8 leaders to deliver on their aid promises and prevent the overwhelming number of preventable deaths taking place daily on their doorstep. No problem.

It’s tempting to look for ways back to a decorous silence. To try to return to a pleasing and well-argued belief that actors should shut up. But you can’t unknow what you know. NGOs have a way of inviting you to be a firsthand witness. And once you’ve seen what a well-placed or well-timed word (by anybody) can do, shutting up starts to require some painful mental contortions.

I had dinner with Bob Geldof a couple of weeks ago. I explained that I felt I had to be judicious about when and when not to speak out, that I wanted to hold fire and keep under the radar so as not to blow all credibility. He said, “Fuck that, you’ve got to just go!”

If everyone did that, we could finally do away with long-winded actors.

Fears for world poor as rich grab land

The acquisition of farmland from the world’s poor by rich countries and international corporations is accelerating at an alarming rate, with an area half the size of Europe’s farmland targeted in the last six months, reports from UN officials and agriculture experts say.

New reports from the UN and analysts in India, Washington and London estimate that at least 30m hectares is being acquired to grow food for countries such as China and the Gulf states who cannot produce enough for their populations. According to the UN, the trend is accelerating and could severely impair the ability of poor countries to feed themselves.

Today it emerged that world leaders are to discuss what is being described as “land grabbing” or “neo-colonialism” at the G8 meeting next week. A spokesman for Japan’s ministry of foreign affairs confirmed that it would raise the issue: “We feel there should be a code of conduct for investment in farmland that will be a win-win situation for both producing and consuming countries,” he said.

Olivier De Schutter, special envoy for food at the UN Office of the High Commissioner for Human Rights, said: “[The trend] is accelerating quickly. All countries observe each other and when one sees others buying land it does the same.”

The UN’s food and agricultural organisation and other analysts estimate that nearly 20m hectares (50m acres) of farmland – an area roughly half the size of all arable land in Europe – has been sold or has been negotiated for sale or lease in the last six months. Around 10m hectares was bought last year. The land grab is being blamed on wealthy countries with concerns about food security.

Some of the largest deals include South Korea’s acquisition of 700,000ha in Sudan, and Saudi Arabia’s purchase of 500,000ha in Tanzania. The Democratic Republic of the Congo expects to shortly conclude an 8m-hectare deal with a group of South African businesses to grow maize and soya beans as well as poultry and dairy farming.

India has lent money to 80 companies to buy 350,000ha in Africa. At least six countries are known to have bought large landholdings in Sudan, one of the least food-secure countries in the world.

Other countries that have acquired land in the last year include the Gulf states, Sweden, China and Libya. Those targeted include not only fertile countries such as Brazil, Russia and Ukraine, but also poor countries like Cameroon, Ethiopia, Madagascar, and Zambia.

De Schutter said that after the food crisis of 2008, many countries found food imports hit their balance of payments, “so now they want to insure themselves”.

“This is speculation, betting on future prices. What we see now is that countries have lost trust in the international market. We know volatility will increase in the next few years. Land prices will continue to rise. Many deals are even now being negotiated. Not all are complete yet.”

He said that about one-fifth of the land deals were expected to grow biofuel crops. “But it is impossible to know with certainty because declarations are not made as to what crops will be grown,” he said.

Some of the world’s largest food, financial and car companies have invested in land.

Alpcot Agro of Sweden bought 120,000ha in Russia, South Korea’s Hyundai has paid $6.5m (£4m) for a majority stake in Khorol Zerno, which owns 10,000ha in Eastern Siberia, while Morgan Stanley has bought 40,000ha in Ukraine. Last year South Korea’s Daewoo signed a 99-year lease for 1.3m hectares of agricultural land in Madagascar.

Devinder Sharma, analyst with the Forum for Biotechnology and Food Security in India, predicted civil unrest.

“Outsourcing food production will ensure food security for investing countries but would leave behind a trail of hunger, starvation and food scarcities for local populations,” he said. “The environmental tab of highly intensive farming – devastated soils, dry aquifer, and ruined ecology from chemical infestation – will be left for the host country to pick up.”

In Madagascar, the Daewoo agreement was seen as a factor in the subsequent uprising that led to the ousting of the president, Marc Ravalomanana. His replacement, Andry Rajoelina, immediately moved to repeal the deal.

Concern is mounting because much of the land has been targeted for its good water supplies and proximity to ports. According to a report last month by the London-based International Institute for Environment and Development, the land deals “create risks and opportunities”.

“Increased investment may bring benefits such as GDP growth and improved government revenues, and may create opportunities for economic development and livelihood improvement. But they may result in local people losing access to the resources on which they depend for their food security – particularly as some key recipient countries are themselves faced with food security challenges”, said the authors.

According to a US-based thinktank, the International Food Policy Research Institute, nearly $20bn to $30bn a year is being spent by rich countries on land in developing countries.

Climate warning over China growth

Cost of crop failure soars as weather disasters become more frequent and severe

China faces an increase in weather disasters which will threaten crops and economic growth, the country’s most senior forecaster has warned.

He Lifu, of the National Meteorological Centre, told the China Daily newspaper that events such as droughts, floods and storms had become more frequent and severe since the 1990s and the trend was likely to continue.

“Extreme weather will be more frequent in the future due to the instability of the atmosphere, and global warming might be the indirect cause,” the forecaster told the English-language paper. He said his agency responded to 16 emergencies last year, the most since its foundation in 1949.

The annual economic cost of extreme weather has soared from 176.2bn yuan (£15.6bn) on average in the 1990s to 244bn yuan (£21.5bn) between 2004 and last year, according to ministry of civil affairs figures cited by the paper.

Farmers are resorting to their own measures to avoid losses. Wheat producers in Henan, Shandong and Hebei fired chemical pellets into the clouds this month to prevent hail and heavy rain from damaging their harvest.

The State Flood Control and Drought Relief Headquarters has also warned that drought has become more frequent since the 1990s, causing more crop failures.

According to the China Daily, the headquarters figures show that annual grain loss caused by drought has averaged 37.3m tonnes since 2000 – almost twice the level in the 1980s – while the annual average proportion of damaged crops has risen to 59.3%, compared with 48% in the 1990s.

Sun Jisong, the chief forecaster at the Beijing Meteorological Bureau, cautioned that part of the apparent increase in extreme weather might be due to more advanced observation techniques and improved recording.

He added that dealing with the rise would require reduced consumption of energy and resources to tackle the causes and improve forecasting and defences.

Last month, the annual Red Cross report said that a rise in weather-related disasters worldwide over the last decade – from around 200 a year in the 1990s to around 350 – was continuing. Its secretary general, Bekele Geleta, warned that extreme-weather events would become more frequent and more severe.

Govt doing its best to keep inflation low, assures minister

WITH groceries costing more by the day and consumers still getting used to
the four-month-old 2-per- cent hike in GST, it was inevitable that
inflation – and the Government’s handling of it – became one of the
talking points in Parliament yesterday.

Among the questions raised by several MPs: Is the Government monitoring
the increases in prices of food items such as flour and chicken? Are such
increases a cause of concern? What will be the impact of rising prices on
businesses? Should the Singapore dollar be allowed to appreciate further?

Madam Halimah Yaacob (Jurong GRC), wondered whether the Consumer Price
Index (CPI ) – which rose 2.7 per cent year-on-year in the third quarter
compared to 1 per cent in the second quarter and 0.5 per cent in the first
quarter – was an accurate reflection of inflationary trends in Singapore.
The CPI tracks the prices of a basket of goods and services, such as
housing, healthcare and transport, consumed by an average household.

Mr Inderjit Singh (Ang Mo Kio GRC) said he was concerned that higher
inflation would affect Singapore’s competitiveness in attracting foreign
investors. Non-Constituency MP Sylvia Lim of the opposition Workers’
Party, wanted to know how Singapore is diversifying its food sources in
order to stabilise prices.

In his response, Trade and Industry Minister Lim Hng Kiang said that the
Government would try its best to keep inflation low even as he noted that
the “current uptick in inflation is a global phenomenon”.

For example, Mr Lim said, the Monetary Authority of Singapore (MAS) had
managed to strengthen the value of the Singapore dollar by maintaining an
exchange rate policy since April last year that allows the currency to
“appreciate gradually and modestly” rather than pegging it to the US
dollar. The latter move would have resulted in Singaporeans experiencing
higher inflation.

In reference to Mdm Halimah’s query about whether the CPI was an accurate
reflection of the state of inflation here, Mr Lim noted that the index had
been low for the first two quarters of this year. The CPI is expected to
rise slightly above 2.7 per cent in the fourth quarter.

Mr Lim attributed the lower CPI in the first two quarters of the year to
the “low transport CPI” because of some changes to the transport policies
as well as the low oil prices back then.

However, oil prices are now on the rise and the impact of the GST hike in
July will continue “to show up in higher CPI inflation figures” for 12
months until June next year.

Mr Lim added: “Unlike food import prices, the GST increase has had only a
limited impact on basic food prices as the major supermarket chains have
been absorbing the GST increase for basic food items.”

Mr Lim expects the CPI to hover around 3 per cent in the later part of
2008, higher than the last few years. The Government expects inflation to
peak at 4 to 5 per cent in the first half of next year.

On the issue of food diversification, Mr Lim said while Singapore can
explore the possibility of importing vegetables from Thailand and China,
there is only so much that the Government can do to mitigate a price hike
in consumer goods.

For example, if there is a worldwide increase in the prices of cornfeed,
than chicken prices will go up even if Singapore were to diversify its
sources of frozen chicken from countries such as Australia, the United
States and Brazil.

Allaying Mr Singh’s concern over the impact of rising prices on
businesses, Mr Lim said that Singapore is still in a “good position” to
attract foreign investments because inflation here is still comparatively
lower than other countries.

Singapore is competitive also because while wages had increased, so too
had our productivity, said Mr Lim.

“I don’t think we should begrudge our workers having a fair share of wage
increase in the last two years if we look at the last broader 5 to 7 year
time frame,” he said, explaining that wages was slow to climb during the
longer term period.
