Singapore contractor pleads guilty to 21 fraud charges

Ho Yen Teck, a Singapore Land Authority contractor, pleaded guilty to conspiring to cheat the agency in the city state’s biggest public sector fraud case in 15 years.

Ho, a 31-year-old businessman, pleaded guilty to 21 counts of conspiring to cheat the government. He had been charged with 195 counts. Prosecutor Ong Luan Tze said at a hearing today 174 of the 195 counts were stayed. Ho is scheduled to be sentenced Jan 7. He faces as long as 10 years in jail on each count.

SIA Cargo to plead guilty of price fixing

Singapore Airlines Cargo (SIAL.SI) has agreed to plead guilty in a US price-fixing case and pay a US$48 million ($63.4 million) criminal fine, the US Justice Department said on Tuesday.

The cargo division of Singapore Airlines agreed to plead guilty to a single felony count for its part in the cargo price-fixing conspiracy, which has now ensnared 20 airlines.

The Supreme Court favours three jailed bosses in a crop of pro-business rulings

THREE of America’s most notorious former company bosses received good news as the Supreme Court issued its final rulings before the summer recess. On June 24th Jeffrey Skilling, the former chief executive of Enron, and Conrad Black, the former boss of the Hollinger media empire, heard that the court had upheld their appeals against their convictions for failing to provide “honest services” to the shareholders of their firms. Then on June 29th, in the light of its ruling in the Skilling case, the Supreme Court ordered a lower court to review its conviction of Richard Scrushy, once the boss of HealthSouth, along with Don Siegelman, an ex-governor of Alabama who was initially judged to have been bribed by Mr Scrushy.

These rulings will confirm the Supreme Court’s reputation as being increasingly sympathetic to big business interests, by striking down what had been a successful new prosecutorial strategy for jailing bosses of firms caught up in scandals. So will two other rulings just released by the court, one striking down part of the Sarbanes-Oxley Act, which is loathed by many company bosses (see Schumpeter), and another upholding the legality of so-called business-method patents—though in each of these cases, the rulings were actually rather narrow and technical. …

Singapore Court finds former WBL CFO guilty of insider trading

Singapore’s High Court ruled today that Kevin Lew Chee Fai, the former chief financial officer of WBL Corp., contravened insider trading rules, the Monetary Authority said in an e-mailed statement. Former IBM Exec Moffat Pleads Guilty to Fraud, Conspiracy

Robert Moffat, a 31-year IBM veteran and at one time considered a possible IBM CEO candidate, pleads guilty to his role in an insider trading scheme that federal prosecutors say generated $25 million in illegal gains. Moffat faces up to six months in prison when he is sentenced in July. His lawyer says Moffat’s deal does not include cooperating with prosecutors.

Robert Moffat, at one time a senior vice president and group executive for IBMs hardware business, may plead guilty March 30 for his role in an insider trading scandal that netted more than $25 million in illegal gains. Moffat, who waived indictment, would be the 11th person to plead guilty in a case that also saw an Intel official arrested.
