LAHORE\KARACHI\ISLAMABAD\PESHAWAR – Business activities ground to a halt on Friday as major markets across the country completely remained shut on the call of religious and political parties to protest against governmentÂ’s move to amend the Blasphemy Law.
Tahafuz-e-Namoos-e-Risalat (TNR), alliance of over 60 religious and religio- political parties, had given call for the countrywide shutter-down to convey strong message to the rulers regarding sentiments of the faithful about the law.
Besides closure of major business centres, component parties of TNR organised Hurmat-e-Rasool (PBUH) conferences in major cities where speakers threw light on the life and teachings of the Holy Prophet (PBUH) and highlighted the importance of the Blasphemy Law. Ulema and Khatibs highlighted Seerat-un-Nabi (PBUH) and the issue of blasphemy during Juma sermons while unanimous resolutions, supporting Blasphemy Law, were also adopted during thousands of congregations across the country. Several khatibs said any change to the law would happen “over our dead bodies”. After the Juma prayers, rallies and demonstrations were staged outside mosques all over the country including Islamabad, Lahore, Peshawar, Karachi and Quetta and Azad Kashmir.
Hundreds of thousands of peopled attending the rallies to raise their voice in support of the Blasphemy Law and against attempts by the government to change it.
The participants were carrying placards and banners inscribed with writings relating to the sanctity of the Holy Prophet (PBUH) and importance of blasphemy law. Highly charged participants chanted slogans ‘Ghulami-e-Rasool (PBUH) main maut be kabool hai’, ‘death for those who commit blasphemy’ and ‘no one will be allowed to amend blasphemy law’.
They demanded that for showing sincerity, the government should initiate an action against Punjab Governor Salmaan Taseer for campaigning against the law and it should also direct PPP MNA Sherry Rehman to withdraw the bill already tabled in the House.
The participants also chanted slogans against PPP MNA Sherry Rehman and Governor Punjab Salmaan Taseer for supporting changes in the law and Christian lady Aasia Bibi, a blasphemy accused.
In a joint statement, Maulana Fazlur Rehman, Sahbzada Abual Khair Zubair, Syed Munawar Hasan and Hafiz Muhammad Saeed maintained that the successful shutter-down strike had sent a strong message to the rulers, vowing that the nation would not allow them to undo the countryÂ’s Islamic identity under foreign pressure. They stated that the nation had demonstrated complete unity by closing all business. They urged the rulers and all political forces to get approved resolutions in support of Blasphemy Law from the National assembly and Senate.
In Lahore, Tahafuz-e-Namoos-e-Risalat Mahaz organised Hurmat-e-Rasool rally outside the Lahore Press Club. Dr Raghib Hussain Naeemi, Athar-ul-Qadri, Raza-e-Mustafa, Muhammad Ali Naqashbandi, Nawaz Kharal, Ziaul Haq Naqashbandi, Hasseb Qadri and other led the rally.
Addressing the participants, Dr Raghib Naeemi warned the rulers against introducing any amendment to the law, saying that the Muslims would not accept any punishment less than death for any blasphemer. He vowed to utilise all energies for protecting blasphemy law.
Speaking at a rally in Mansehra, JI Amir Syed Munawar Hasan said the government assurance against any amendment in the law would be acceptable only if Prime Minister Gilani personally made an announcement to this effect on the floor of the Parliament. He said for showing sincerity, the government should initiate action against the Punjab Governor for campaigning against the law.
Addressing Juma congregation at Jamia Masjid Al-Qadsia, JamaÂ’at-ud-DaÂ’wa Chief Hafiz Muhammad Saeed urged the rulers to make sincere efforts for persuading the world community to pass the law regarding death sentence for those committing blasphemy against all prophets. He suggested the UN to step in and pass blasphemy law for all countries.
In Karachi, Sahibzada Fazal Karim, Haji Hanif Tayyab and Sarwat Ijaz Qadri lead the mammoth rally. Sahibzada Khalid Sultan led a huge public gathering in Quetta, Akhlaq Jalali in Rawalpindi, Shadab Raza Naqashbandi in Faisalabad, Daud Rizvi in Gujranwala, Afzal Qadri at Gujrat, Mehfooz Mashadi at Mandi Bahauddin, Arif Saeedi at Sukkur, Safdar Gilani at Mianwali, Ajmal Gilani at Narang Mandi while Mufti Fazal-ur-Rehman led rally at Okara.
Besides these cities, massive demonstrations were also staged in Sheikhupura, Nankana Sahib, Narowal, Pasrur, Muridke, Sialkot, Jhelum, Jhang, Kasur, Raiwind, Bahawalnagar, Rahim Yar Khan, Muzaffarabad, Mirpur, Kotli, Hyderabad, Sukkur, Tank and Burewala. Business centres and shops also remained closed in these cities.
In several major cities including Islamabad, Lahore and Peshawar, small markets in residential areas were completely closed till at noon. However, some of the traders opened their shops in the afternoon.
In Karachi, complete but peaceful shutter-down strike was observed across the metropolis. There was no public transport in the city, where demonstrators blocked traffic. Daily routine life was suspended as shops and markets throughout the metropolis remained closed.
Transporters fully took party in strike to make it successful and effective.
However, private cars and motorcycles were seen plying on the roads.
The people staged huge and small rallies in various parts of the city to give vent to their anger against proposed changes to the Blasphemy Law.
Sunni Ittehad Council Chief Sahibzada Fazal Karim took out a big rally from Numaish Chowrangi to Shah Alam Bukhari Eidgah, which was attended by a large number of people.
Speaking to the participants, Sunni Ittehad Council Chairman Fazal Karim threatened to launch a civil disobedience movement if the government tried to amend the law.
In Rawalpindi, on the call of Tahafuz-e-Namoos-e-Risalat (TNR), traders observed a complete shutter-down strike in the city against rulersÂ’ shameful attempt to change the Blasphemy Law. All the markets, shopping centres and Bazaars remained closed at Saddar, Bank Road, Chick Bazaar, Ganjmandi, Liaquat Road, City Saddar Road, Sotter Mandi, and other areas of the city.
After Juma prayers, hundreds of thousands of traders and ulema belonging to different schools of thought held a protest demonstration at Committee Chowk giving a clear warning to the government that entire nation would march towards Islamabad if the rulers tried to make any amendment in law.
While addressing the protesters, the speakers demanded removal of Punjab Governor Salmaan Taseer from his office as well as of former federal minister Sherry Rehman from PPP for their alleged efforts to get passed the amendment bill from the Parliament.
They came down hard on Interior Minister Rehman Malik over his failure to recite of Surah-e-Ikhlas correctly. They said such politicians had no right to rule the country and they should step-down immediately.
In Peshawar, traders community also observed complete shutter-down against the proposed changes to the Blasphemy Law and demanded that the Christian woman should be handed for committing blasphemy. Businesses remained closed and city-wide rallies were held by the religious parties to record their protest.

Meanwhile, in Sukkur, Prime Minister Syed Yousuf Raza Gilani has said that the Government had fulfilled the commitments with regard restoration of 1973 Constitution of Shaheed Zulfikar Ali Bhutto, and formation of the setup in Gilgit-Baltistan.
He observed this while addressing the 44th Foundation Day of Pakistan PeopleÂ’s Party near Sukkur Bypass on Tuesday. He said that the history of PPP was inscribed with sacrifices and struggle and there was no such example of sacrifices in the Asia.
He said that the flood-hit families were being extended help through payment of Rs20000 each and remaining amount of Rs80000 would be paid by the Federal Government so that flood-hit people could construct their houses. The amount is being paid without any discrimination whether they were rich or poor, residing in katcha areas or pacca. He said, “Our Government has had managed to develop consensus on NFC Award through which small provinces would be given resources to resolve people of their provinces.”
The Prime Minister Gilani announced a grant of Rs100 million each for the flood-affected seven districts of Sindh province.
Addressing a mammoth rally to celebrate the 44th Foundation Day of Pakistan PeopleÂ’s Party (PPP), he said Jamshoro, Dadu, Shahdadkot, Thatta, Hyderabad, Kashmore-Kandhkot and Shikarpur district would get the special grant.
He said in order to mitigate the sufferings of the growers in the flood-hit areas, free of cost fertiliser and seeds would be provided to them.
He promised reconstructing the damaged bridge connecting Sukkur and Rohri, besides establishing a university of Information Technology in Jacobabad.
Gilani reiterated the federal govtÂ’s commitment to pay remaining Rs80,000 to every family.
“All the families affected by floods will be given Rs100,000 each without any discrimination,” he said, adding that the funds would help the flood victims to rebuild their houses on their own.
Congratulating the people on the auspicious day, the Prime Minister said the present Government would fulfil all the promises made by Shaheed Benazir Bhutto and had already given the resources to the provinces.
“It is now the responsibility of the smaller provinces to utilise the resources with justification,” Gilani said.
He said under the devolution programme, the Federal Government would hand over responsibilities of at least five ministries to the provinces while another 10 were planned to be in the provincial domain within next two months.
Gilani said more and more powers would be delegated to women with an aim to materialise the dreams of Shaheed Benazir Bhutto while health and life insurance were also a part of the proposed plan.
About the govt-media relations, Gilani said the govt believed in freedom of press and would always welcome positive criticism from all quarters.
“It would be a welcome step if the Government and media jointly take measures to flourish democracy in the country,” he remarked.
About the agriculture sector, the premier said unscrupulous elements tried to create artificial food crisis in the country. He dispelled the impression of sugar, wheat or flour shortage in the country.
“There is no sugar shortage in the country; it is just a propaganda against the govt,” he said.
The Prime Minister also rejected the notion that Pakistan was diplomatically isolated. “Had we been in isolation, there would not have been any assistance by the foreign countries during the recent flood,” he said.
About the Kashmir issue, he said the PPP-led govt had remained vocal to raise the issue in the comity of nations.
On the political front, Gilani said it was for the first time in the history of the country that there was no political prisoner today. “The PPP believes in the politics of reconciliation,” he added.

Varsities shut against slashed funding


LAHORE/KARACHI/MULTAN – The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) Wednesday gave September 24 as a deadline to the government for the acceptance of their demands after a countrywide protest was held against the move to slash the funding to the public sector varsities.
There was no academic activity in the varsities as the staff and the students responded positively to the protest call after the government failed to yield to the justified demand of not curtailing the funds to Higher Education Commission (HEC), which is responsible for managing the affairs of the 72 state-run universities in the country.
In Lahore, the academic staff of various universities of the metropolis staged a protest demonstration in front of Lahore Press Club, which was led by FAPUASA President Dr Mehr Saeed Akhtar.
The protesters chanted slogans in favour of their demands and criticised the govt for the decision to cut the HEC budget.
The speakers condemned the attitude of Federal Finance Minister Dr Abdul Hafeez Sheikh with HEC Chairman Javed Leghari and the vice-chancellors of the public sector varsities, and demanded his immediate resignation.
They demanded of the government to increase the budget to Rs90 billion along with a hike in the annual grants to the universities, 50 per cent increase in salaries and 15 per cent medical allowance.
They also demanded of the government to release the regular grant immediately for the teachers doing their PhDs abroad. They also opposed the fee structure of the universities and asked the government to pay the amount collected from self-finance scheme to the universities. They also called upon the government to release development funds allocated for the varsities.
The FAPUASA call received partial response, as NED Engineering University remained open while there was no education-related activity in the University of Karachi, Dow University of Health Sciences (DUH) and Federal Urdu University of Arts, Science and Technology.
The Karachi University TeachersÂ’ Society (KUTS) held a general body meeting at the Arts Auditorium, which demanded of the federal government to shut down HEC and issue grants directly to the public sector universities.
A demonstration was held outside the Dow Medical College against the govt move. The protesters described the decision as ‘a murder of higher education in the country’.
In Multan, the academic staff of Bahauddin Zakariya University boycotted the classes, as they termed the biased behaviour of the federal finance minister a conspiracy against the country.
Similar protests were held in Gujrat, Sargodha, Islamabad, Hyderabad and other cities.
Online adds: The Federation of All Pakistan Universities Academic Staff Association announced to organise a demonstration in front of the Parliament House on September 25 in case of governmentÂ’s failure to release the funds.
When contacted, HEC Executive Director Sohail Naqvi said the government sector universities were in desperate need of Rs7 billion to overcome prevailing economic crunch, and if the government did not issue the required funds, the varsities could be shut down.
He also said that the government had allocated Rs15 billion for the current fiscal year out of which only Rs1.5 billion were issued so far while the HEC had demanded an amount of Rs23 billion.
In Quetta, a large number of Pashtunkhwa Students Organisation (PSO) activists staged a demonstration and took out a rally Wednesday to protest against the move to slash the funding for the public sector universities.
The protesters, who were carrying placards and banners inscribed with different demands, marched through various roads of the provincial capital and assembled outside Quetta Press Club. They chanted slogans against the government and Higher Education Commission (HEC).
Addressing on the gathering, PSO leaders Ahmad Jan Kakar, Kabeer Afghan and Umar Kakar termed the cuts in the budgets of 72 state-run varsities an anti-education step. “Only five universities out of a total 72 are in Balochistan while the province is already lagging behind in the education sector,” they observed, adding that the educational institutions lacked even the basic facilities while the cut would complicate the situation.
They warned to start a countrywide movement in case the govt failed to withdraw the decision.
On the other hand, the students and the academic staff of Balochistan University Quetta and Balochistan University of Engineering and Technology Khuzdar boycotted classes and staged demonstrations against the cuts in HEC budget.
In Quetta, the varsity academic staff organised a demonstration in front of Quetta Press Club.
They were unanimous in their views that the unfortunate development would lead the nation towards ignorance.
They demanded Prime Minister Gilani to take personal interest and save the varsities from complete destruction.

Fresh evacuations in Sindh as levee fails


KARACHI/LARKANA – Situation worsened in Thatta on Thursday as the authorities directed the residents of Sajawal, Mirpur Bathoro and Daro to leave the area for safety after a breach in Surjani Bund near Kot Aalimo widened to over 150 feet, posing serious threat of inundation.
More than 400,000 people thought to have evacuated already, but those remaining were warned to move to safer locations.
Meanwhile, an exceptionally high flood is passing through at Kotri Barrage with 9,45,536 cusecs of water inflow recorded with an outflow of 9,30,233 cusecs, which means the downstream areas would have to brace more devastation in the coming days.
According to Meteorological Department, high tides were preventing the River Indus from shedding the excess water into the Arabian Sea, which was another bad news for Thatta and the area up to the Kotri Barrage.
Gushing floodwater from the breach at Kot Aalimon embankment washed away many villages while flood torrents were roaring to wards urban areas as well, forcing the residents to rush for safety. Another breach in SM Protective Embankment had multiplied the threat to the towns of Daro and Mirpur Bathoro.
The flood torrents sustained mounting pressure at Loop Bund, as the population living near the dykes started mass exodus towards Thatta.
Meanwhile, the DCO warned that several areas were feared to be affected if the breach was not plugged.
Army rescued a large number of people stranded in floodwaters for the last three days. GOC Hyderabad Major-General Shaukat Iqbal visited the spot to monitor the situation where the Irrigation officials briefed him about the latest developments.
In Kotri, the river had expanded normal width of 200 to 300 metres to almost 3.5kms. Thousands of people have been evacuated from the threatened areas near Hyderabad, downstream of the River Indus, where more than 40 villages were swept away.
And in upper Sindh, a weeklong battle to save Shahdadkot proved futile as the gushing floodwaters from a 100-foot breach in a nullah entered the city and the surrounding villages.
Earlier, authorities gave final warning to the residents to vacate the town immediately while people also started leaving Ratodero as well. The area was inundated after the floodwaters after devastating Qubo Saeed Khan encircled the area as the flood torrents from Tori Bund changed the course. Although majority of the locals had left the area, thousands were still stranded while road link between Sindh and Balochistan remained suspended.
It is worth recalling that a 100-foot breach in Tori Bund, developed on August 7, had now expanded to one km and spread destruction not only a vast area of Sindh but also in Balochistan. The authorities had made five cuts in different dykes to save Kandhkot-Kashmore but the exercise did not meet the desired success.
In Larkana, more than 0.1 million people reached various relief camps while many others had taken shelter on the highways. About 95 per cent people, including women and children, have moved to different cities of the province.
Agencies add: The local authorities issued a new evacuation order for Shahdadkot, a town of about 300,000, for the remaining few tens of thousands of people to leave as floodwaters approached the town.
“Shahdadkot is certainly in danger,” said Sindh Relief Commissioner Riaz Ahmed Soomro. “People have been asked to evacuate, but it’s a very big town. People had built an artificial embankment but the pressure is increasing.”
Water lined the road from Hyderabad to Thatta town, as workers frantically used bulldozers to dig embankments only just higher than the flooding, and where people camped out under open skies or in makeshift tents.
“The situation in Thatta is very serious,” Soomro told Reuters. “We have dispatched army personnel, helicopters and boats to the area. The first priority is to evacuate the people.”
Many residents of the Indus delta area, about 100 km east of Karachi, had already left, he said, but “thousands” remained, said Saleh Farooqi, Director General of the National Disaster Management Agency’s Sindh office. “If a second levee breaks, more towns could be inundated.”
The Sindh irrigation minister said waters were also mounting pressure on a protective embankment in Garhi Khuda Bakhsh.
“We have strengthened the embankment because we don’t want mausoleums of our martyrs to be flooded,” the provincial minister, Saifullah Dharejo, told AFP.
On the Arabian Sea, authorities fear that coastal districts may flood in coming days, trapped by River Indus floods pushing south and rough seas.
“Most people have left Sajawal. I’m also leaving town with a heavy heart with my family,” Mohammed Bakhshal, a 40-year-old farmer, told AFP.
“Local transporters are demanding a lot of money to carry our luggage and families to Thatta and Karachi. I had Rs15,000 in savings, which I’m now spending on transport.”

Irrigation experts were of the view that water inflow would increase about 9,50,000 cusecs in the coming days. They said 74 RL is considered as safe but the water level may go up to 75.2 RL, which is very dangerous. Water inflow at Kotri has increased by 38,292 cusecs in one day.
Gushing floodwater is posing threat to vast area of Unit-10 Latifabad embankment, Kohsar and adjoining areas of downstream and hundreds of villages are at risk.
The floodwater has developed breach at RBOD drain in Hyderabad. Several villages have been inundated in Latifabad and Wahdat Colony of Hyderabad. Some areas of Hyderabad and Jamshoro have been flooded as water pressure has increased in Kotri.
The control room declared the barrageÂ’s 10 embankments as highly sensitive. Dozens of villages have been submerged around Thatta too. Floodwater is building pressure at RD 17 Surjani posing threats to about 50 villages. The river is eroding katcha embankment of Surjani Bund in Thatta district.
The inundation and riverine flooding of low-lying areas of Districts Hyderabad, Thatta, Badin and adjoining areas along both sides of Indus River, especially Sajawal, Mirpur Bataro, Mirpur Sakro, Jhang Shahi, Allah Rakhio, Shahdadkot, Jamshoro, Matiari, Makaro, Keti Bandar and Shahbander is expected.
Water pressure has increased on the protective embankments as a tide of 890,977 cusecs is passing through Malakatiar due to which Malakatiar City, Wasi Maluk Shah and other adjacent areas have been evacuated. So far about 200,000 acres of land has submerged under floodwater in Thatta.
A breach occurred in Lop Bund near Sehwan could be plugged which resulted in six more breaches. Water is building pressure at LS Bund.
Reports said that Qambar is out of danger. However, warning has been issued to villages near FP Bund. Floodwater is raging towards Hammal Lake.
Meanwhile, more than 30,000 Sindh flood victims have reached Jamshoro district on Tuesday. DCO Jamshoro said that at the moment the super flood is passing through his district.
He said for 15 years water has not reached the safety embankments of districts and this is why we are monitoring each and every embankment with full care.
A big majority of flood affectees from interior Sindh and Balochistan have reached District Jamshoro to take refuge.
AFP adds: Country faces a critical risk of yet more flooding in the next three days in its fertile southern plains, officials warned on Tuesday, as a major river threatened to burst its banks.
“The next two to three days are very critical and we will have to strictly monitor the situation in the towns near the mouth of Indus river, which will have exceptionally high levels,” Sindh Irrigation Minister Jam Saifullah Dharejo told AFP.
He said thousands of irrigation officials had been deployed to strengthen river barriers at high-risk spots near the teeming city of Hyderabad, but a full moon this week would fasten water flows and increase the risk of flood.
Chief meteorologist Arif Mehmood confirmed the risk remained high in Sindh, while waters had receded in hard-hit Punjab, Khyber Pakhtunkhwa and Kashmir provinces, leaving huge needs in their wake.
Dozens of volunteers could be seen on the outskirts of Hyderabad on Tuesday manning bulldozers and cranes, while others used shovels and hammers, to reinforce battered river embankments with broken bricks, stones and sandbags.

Pressure mounts on Thatta dykes


KOTRI – A breach in a private protective dyke, commonly known as jagirdari bund, in Matiari inundated several villages in katcha area on Sunday, which was followed by mass evacuation as people ran for safety. Floodwater has also been surging constantly in River Indus through District Thatta, mounting massive pressure on Manarki, Surjani and Sawanda safety embankments.
Announcements were made from the loudspeaker of mosques advising the people to leave their homes after floodwaters hit the loop dyke in Sann, the hometown of late nationalist leader GM Syed.
Emergency was also declared at Jamshoro Dyke while around 50,000 people had been affected by flooding in the district.
Meanwhile, River Indus attained exceptionally high flood level at Kotri Barrage with a flow of more than 850,000 cusecs, which is expected to rise during the next 24 hours. Parts of Hyderabad, Thatta and Badin districts are threatened by imminent inundation along both banks of the river.
In Thatta, Raju Nizamani, a settlement with a population of around 7,000 people, and 15 adjoining villages were inundated as the mighty river deluge lashed the katcha area on the right bank near Thatta-Hyderabad National Highway. Memon, Mallah, Syed, Turk, Sama and other communities mostly inhibited these abodes. A majority of people are transporting their belongings to safer places on their own.
Meanwhile, the water gushing out of a breach in Right Bank Outfall Drain (RBOD) dyke, which occurred late Saturday night, was developing pressure on KB Feeder Upper and the authorities had diverted the flow through Jherruck Tando Hafiz Shah Channel to minimise the loss.
The authorities confirmed that the water flowing out of the RBOD breach was somehow also streaming into the Keenjhar Lake; however, to tackle the rising water level in the reservoir, they were striving hard to divert it again towards German Dhoro on National Highway.
It is important to note that the private protective embankments are a major threat to the infrastructure on Indus, as these are major hurdles to the natural flow of River Indus.
According to reports, more than 100 jagirdari bunds have been constructed along the both banks of River Indus. It is said that around 40 such illegal embankments are located in District Thatta only. It may be recalled that the Army had made a cut in such a dyke in Keti Jatoi last week to save the poor.
Meanwhile, the provincial government has declared 19 districts as calamity-hit areas including Ghotki, Sukkur, Khairpur, Naushehro Feroz, Shaheed Benazirabad (Nawabshah), Jacobabad, Kashmore, Shikarpur, Larkana, Qambar-Shahdad Kot, Dadu, Jamshoro, Matiari, Tando Mohammad Khan, Hyderabad, Thatta and Badin.
Reports said an extremely high flow of 10,35,000 cusecs was flowing through District Shaheed Benazirabad.
Agencies add: Floodwater has been surging constantly in River Indus through Thatta, while the repair work at safety dykes in Dadu District to fill in breaches is underway on war footing, officials said.
The water pressure has been persistently increasing on Manarki, Surjani and Sawanda safety bunds in Thatta, resulting in inundation of over 300 villages in katchi area so far, said officials, a private news channel reported.
Over 90,000 people have been evacuated to safer places and more people are being transferred to safer locations. Women and children have been evacuated to safer places during rescue operation being conducted by Navy in Kati Khoso Goth while efforts are underway to evacuate remaining stranded people.
The floodwater is fast roaring into Shahdadkot, deluging over hundred villages. The high tide sustained its pressure, causing the temporary protective embankment constructed over Motorway to seep from different points, a private news channel reported.
The floodwater entered into three pipes and two watercourses under the protective embankment meant for irrigation in a bid to spare the city from the deluge. The current is fast heading to the city now.
The water from these pipes and watercourses approached near Goth Din Muhammad Khiazai and Goth Diyar Khan, one kilometre from Shahdadkot.
Meanwhile, super flood of more than 821,000 cusecs was passing through Kotri Barrage on Sunday noon, inundating more areas in Jamshoro and Thatta districts.

KOTRI/SUKKUR – Panic has gripped Qasimabad, Hussainabad, Sehresh Naga, Latifabad, Unit- No- 4, 5, 9, 10 and 11 after the Met Office forecast that a huge tide in the Arabian Sea will block the outflow of River Indus water, which would then flow back to these populated areas.
Meanwhile, after wreaking havoc and devastation and displacing millions of people in Jacobabad, Kashmore, Shikarpur and other districts, the floodwater reached Shahdadkot City, where about 80 per cent people have already left the City in search for safe areas.
The district administration of Shahdadkot had issued warning for the people to leave the City and surrounding villages as raging floods headed towards the historical city from three sides.
Yaseen Shar, DCO Shahdadkotm said that floodwater entered the limits of the Shahdadkot, touching the City bypass.
The district government plugged an embankment with sands to protect the City from floodwater, but it reached the embankment and the road heading towards City of 0.5 million population.
The DCO said that the government was trying its best to provide transport to the people to shift them to safer places, besides more bulldozers and other heavy machinery have been brought for pitching and protecting the City from floods.
The flood pressure has been on the rise at Kotri Barrage on Friday after the river water receded at Guddu and Sukkur Barrages. Indus flow has reached 6,58,000 cusecs at Kotri. Large number of residents of different units of Latifabad and Qasimabad shifted their valuables and household items to their relatives so that in case of emergency they could be saved.
According to Meteorological Department, an unprecedented flow of 700,000 to 900,000 cusecs will pass through Kotri Barrage within next two to three days. High tidal waves in the sea could aggravate the flood situation at downstream in Thatta.
A high current passing through Thatta submerged three villages and crops. Also, the floodwater set off augmenting the pressure on sensitive places at Sorjani Manarki and Sondahalaya dykes. In Hala, hometown of Federal Minister Commerce Makhdoom Amin Fahim, local people plugged a breach near Hala and saved the town from flood.
Reports said a breach occurred at protective embankment near Mithoo Machhi village between Hala town and Hala Old and the river water was rushing towards Hala town. The devotees of Sarwari Jamaat and other local people with four-hour hectic efforts plugged the breach and saved the town.
Meanwhile, the flood high tide emanating from Garhi Khero, after affecting 500 villages of Sajawal, Junejo and Shahdadkot, is heading towards FP Protective Embankment through Katchi Bridge. The cities including Shahdadkot, Qabu Saeed Khan, Mero Khan and Sajawal have been evacuated, as the surging floodwater has been diverted to Qabu Saeed Khan by effecting gaps on at least ten places in roads of Sajawal, Junejo, Garhi Khero and Shahdadkot. This has put these cities at a lesser risk of inundation. However, people in large number, started evacuation in view of approaching deluge, which has already roared to Katchi Bridge, ruining more 300 villages and ready crops.
Authorities have directed the residents of District Shahdadkot to move to safe areas, as floodwater hit the cityÂ’s major preventive embankment.
It is being feared that the water could swallow the entire district after bursting the dike. The water continued to seep through fissures on some points in protective embankments of Daulatpur Qazi Ahmed, Bachalpur, Mekarodhoro and Mud Mangli bunds on River Indus near Nawabshah.
As the water flow at Kotri Barrage crossed the level of 0.7 million cusecs, emergency was declared on Friday to control the situation.
According a private television channel, Army and Rangers were deployed at the barrage while the public was asked to remain at distance.
People started evacuation in view of approaching deluge, which has already roared to Katchi Bridge, ruining more than 300 villages and ready crops. Exceptionally high floods upto 9,50,000 cusecs may continue to pass through Sukkur Barrage during the next 48 Hours due to which flooding is expected in low lying areas of District Sukkur, Larkana, Nawabshah, Hyderabad and Nosheroferoze.
However, very high floods up to 7,00,000 cusecs are likely to pass through Kotri Barrage during the next 48 Hours and flooding is expected in low lying areas of District Hyderabad, Thatta and Badin.
In view of high level of filling of reservoirs, strict vigilance will be required in the remaining monsoon, the NDMA statement said adding, all concerned agencies have been requested by the Federal Flood Commission to furnish rough cost estimates for restoration of infrastructure damages caused by the current floods.
Ghulam Rasool Soomro, a citizen of Shahdadkot, told TheNation that majority of people had left the City amid fear of floods which now touches the bypass/Motorway, with Balochistan and Jacobabad. He complained that the public transport was thin, while remaining transporters are minting money from people who are already in trouble.
Despite claims, the provincial government has not provided transportation facility to the citizens to move to other cities amid flood fear, Abdul Wahid Brohi, another citizen, said.
Though, the district government issued warning of flood threat, but no such arrangement has been made to evacuate the people from Qubo Saeed Khan, which is a Tehsil of Qambar-Shahdadkot District, and hundreds of other villages.
However, a large number of people were still stranded in Garhi Khero City and Sujawal Junejo, and surrounding villages, where five to six feet flood water is standing.
Besides threat of inundation of Lakhi Ghulam Shah has not ended as breaches in canals have not been plugged.
People in Shikarpur are also in grip of fear due to uncertainty at government level regarding clearing city from flood threat.
Situation of flood affectees at relief camps was witnessed worse as majority of the affectees living in open sky without food, drinking water and medical facilities.
The waterborne diseases increased among the children living with their parents at relief camps, while Health Department of Sindh has confirmed that at least 30 people have died due to gastro and diarrhoea in Sindh.
Addressing a Press conference at Sukkur Barrage, Chief Secretary Sindh Fazul Rehman admitted the scarcity of the lady doctors in medical camps to provide medical treatment at camps set up for flood affectees. He said that doctors from medical universities of Sindh including Karachi and Hyderabad are to be sent at relief camps at Sukkur and other cities.
He said that the government will hire the services of local lady doctors
on contract basis.
He said that ORS in liquid form and 1,000 litres milk will be provided to 10,000 children at relief camps in Sukkur and surrounding area as dehydration is increasing in the children due to hunger and non-nutrition.

Floodwater roaring towards Jacobabad


JACOBABAD – The unending devastation continued in Sindh as floodwater was roaring towards Jacobabad, a city of 0.5 million people, which gave a deserted look on Saturday, as 95 per cent of the residents had left for safer places. Presently, the floodwater is just one km away from the city and the Shahbaz Airbase.
It may be mentioned that the Shahbaz Airbase was one of the three Pakistani airbases used by the US and the allied forces in the war against the Taliban in Afghanistan.
On the other hand, Federal Minister for Sports Aijaz Jakhrani along with officials of district administration tried to cut Jacobabad-Quetta Bypass, aiming to save Jacobabad and Shahbaz Airbase from inundating; however, former prime minister Mir Zafarullah Jamali along with his private security staff reached the spot and foiled the bid.
During his visit to the city, Jakhrani told TheNation that he along with the DCO, DPO and other officials tried to cut the Jacobabad-Quetta Bypass but Zafarullah Jamali stopped them from diverting the water to save Jacobabad.
“The artificial breach and cut in Jacobabad-Quetta Bypass was the only option to save Jacobabad from inundation,” he said, adding, “Everyone, including Jamali, has to pay some sacrifice for the purpose.”
The minister said he was trying to contact President Asif Ali Zardari to intervene to save the Jacobabad from devastation. He had also contacted Sindh Chief Minister Qaim Ali Shah, urging him to take up the issue with his Balochistan counterpart to allow the cut, from where floodwater would easily pass to Hamal Lake and flow towards the sea through Right Bank Outfall Drain (RBOD).
Warning about the enormous threat, Jakhrani said if water was not passed through artificial cut to the bypass, Jacobabad would be completely inundated.
He pointed to the fact that after the cut, the flood would have inundated a number of villages in Balochistan, which was the natural path of the floodwater, but it had been blocked after the construction of the by-pass.
Meanwhile, DCO Jacobabad Kazim Jatoi told TheNation that almost 95 per cent residents had left the city after the district administration cautioned them to relocate their families to safer places as a preventive measure.
DPO Pervez Chandio said the government was trying to find other options to save the city from flooding.
EDO Revenue Munawar Mathiani said at least 300 prisoners of Central Jail Jacobabad were shifted to Sukkur and Khairpur jails in view of the flood threat.
He confirmed that about 30,000 to 40,000 people were still stuck in katcha areas while the standing crops on all cultivated land, measuring around 50,000 acres, had been destroyed.
The flood has also destroyed many villages in the settled areas where village Ahmed Mian Soomro, which is also village of former chairman Senate Muhammad Mian Soomro, became the latest among the submerged localities.
During the visit to Jacobabad, Sukkur and Shikarpur areas, which are severely affected by the flood, it was observed that the displaced people had established camps alongside the roads where they were without food, water and other necessities. Besides, the relief camps set up by the government had no capacity for more affectees.
In this scenario, more caravans were on their way to Karachi, Hyderabad and other big cities of the province.
Meanwhile, Chief Minister Qaim Ali Shah said the floods had affected at least 3.7 million people in Sindh while the financial loss had reached around Rs40 billion in terms of damage to agriculture, collapsed houses, roads and other infrastructure.
Agencies add: According to DCO Jacobabad Kazim Jatoi, water will affect Shahbaz Air Base first of all after entering the city. He added the city is under emergency state in a way.
The floodwater inundated several places and various villages including Goth Lal Bux Bugio near Jacobabad-Humayun Road. The surging floodwater overwhelmed Jacobabad-Sukkur railway track near Sultan Kot.
The water level at catchments area of Nawabshah is fast rising. The protective embankments here are being supervised as water pressure has mounted at Mud Mangli and Makaro Bunds. Over 200 villages have sunk under floodwater in Dadu, raising the number of inundated villages to over 300.
The floodwater has made its way into in various other areas including Bhund Mari and Mondar, as hundreds of people have been left stranded owing to unavailability of boats.
Many villages in Rohilanwali have been submerged, while a huge torrent of 789,000 cusecs to 110,000 cusecs from River Indus is moving closer to Sultan, Jatoi and Alipur areas.
Meanwhile, the high torrent of flood, having wrought havoc in low-lying areas of Muzaffargarh, are now zeroing in on Jatoi and Rohila Wali however, the administration said the city is not at risk.
Meantime, the floodwater is once again fast entering Jampur and Sanawan area of Kot Addu. Rohila Wali cityÂ’s suburbs are submerged under one to two feet of water. At the same time, water is entering the city from four points of a nullah passing through the city.
The entire locality including the Rural Health Centre in Sanawan area of Kot Addu has been deluged. A flood torrent has ravaged through to Tehsil Headquarters Hospital.
Another flood tide is roaring towards Guddu at Chachran Sharif.
About 30 villages of tehsil Jatoi were inundated and over 50,000 people were affected due to fresh waves of floodwater in the area.
The fresh flood waves swept away 10 villages including Rampur, Bhandai-Korie and others. The people of the area have shifted to safer places.
Floodwater from the Indus River has entered Wasindaywali, a town comprising over 25,000 inhabitants.
Meanwhile, six persons including two women were killed while 16 others received injuries in a head-on collision between a passenger van and coach on Hala Bypass in Hyderabad early Saturday morning.
Meanwhile, the rising water pressure on the LS Bund Dadu since Friday has been released on Saturday when a canal was breached by the authorities in the Keti Jatoi inside katcha area thus saving Piyaro Goth, Phulji, Paat Sharif and other small villages and adjoining towns of Dadu district threatened of inundation.
The District Coordination Officer (DCO), Dadu, Iqbal Memon after breach maintained that all the pucca areas of Dadu district were safe and did not face threat of inundation.
He said that out of 1,05,000 population residing in katcha areas 95 per cent people have been evacuated and lodged at relief camps.
The super flood has started flowing into District Shaheed Benazirabad and score of villages situated in the bed of River Indus have submerged under floodwater.
Approximately 70 per cent of area inside protective embankments has come under water. According to officials of Irrigation Department, 7,30,000 cusecs was crossing the district limits.
On the other hand large number of people residing inside the embankments area were still reluctant to vacate their villages and shift to relief camps setup by district administration.
