Despite pressure and lobbying in Priština’s favor, only three countries have recognized Kosovo after the International Court of Justice (ICJ) advisory opinion.
Four months after the opinion of the ICJ was made public – stating that the proclamation itself was not in violation of international law, since international law does not regulate such declarations – the Kosovo Albanian UDI was recognized by just three new countries.

Ukraine will not recognize Kosovo in the wake of the ICJ advisory opinion delivered last week, reports from Kiev said today.
The Foreign Ministry of Ukraine stated that the advisory opinion of the International Court of Justice (ICJ) will not change Kiev’s position on non-recognition of Kosovo’s unilateral declaration of independence, the Ukrainian edition of the Moscow-based daily Kommersant reported on Wednesday.
SNS blames govt. for negative ICJ decision
Serbian Progressive Party (SNS) official Marko Äurić said that SNS believes that the government is to blame for the ICJ’s negative opinion on Kosovo. “The government in Serbia has been acting independently in regards to Kosovo recently, there was little consultation with the opposition political parties and Serbian citizens, and the responsibility must be on those who took the responsibility on themselves to form policies without consulting all relevant political actors,†Äurić said.
RS: ICJ decision and secession
Milorad Dodik said that the ICJ opinion on Kosovo hypothetically opens the possibility for RS to secede from Bosnia-Herzegovina. Bulgarian Foreign Minister Nikolay Mladenov said that the ICJ’s decision should serve for establishing dialogue and solving concrete problems in Kosovo. Mladenov said that the issue has now begun “a new phase of relations between Serbia and Kosovo.”

Prime Minister Mirko Cvetković said that the ICJ opinion on Kosovo would not endanger relations between Belgrade and Washington. He said that the U.S. and Serbia have developed relations in a good direction thus far, and agree to disagree on the Kosovo issue.

Constitutional law professor and one-time Serbian legal advisor, Thomas Fleiner, said that the ICJ has lost its legitimacy. He said that the opinion of the International Court of Justice on the unilateral proclamation of Kosovo’s independence would have “catastrophic effects for international law.â€
Cyprus, Romania on Kosovo after ICJ ruling
The Cypriot Ministry of Foreign Affairs confirmed on Thursday the country’s position of respect to the sovereignty and territorial integrity of Serbia. “Cyprus would like to reiterate its position of principle on the issue of Kosovo and reaffirm its unwavering position of respect to the sovereignty and territorial integrity of Serbia, which includes the Kosovo and Metohija province,” the said the statement.
Expert: ICJ circumvented question
Intl. law professor Tibor Varadi says the ICJ “should have considered the issue of whether Kosovo’s independence is in accordance with international law”. “Instead of confronting the principle of territorial integrity that Serbia insisted on with the principle of right to self-determination that Kosovo Albanians insisted on, ICJ completely neglected these issues and focused solely on the text of the declaration of independence,” Varadi told Belgrade-based daily Politika on Friday.

K. Albanians hail ICJ decision as big victory
