New US home starts surge in June

The construction of new homes in the US rose 3.6% between May and June to the highest level in seven months, official figures have shown.

This is the second month in a row that housing starts have risen following a post-war low in April.

Compared with the same month a year ago, however, June starts were down 46%, the Commerce Department said.

The number of single family homes being built jumped 14.4% in June, the biggest jump in over four years.

The number of permits to break ground – considered an indicator of confidence in the building sector – climbed to its highest level since December last year.

Some analysts, however, urged caution in the wake of the stronger-than-expected data.

"This is another piece of data for those seeing the recession ending soon," said William O’Donnell, head treasury strategist at RBS Securities.

"But housing starts are still within the range of the past six months and the completion rate is still down," he said. </p

UN sets new North Korea sanctions

A United Nations committee has added a number of North Korean individuals and firms to a sanctions blacklist.

Five individuals, five firms and two weapons-related items are subject to the new sanctions regime.

A UN resolution in June toughened sanctions against North Korea after it conducted nuclear and missile tests.

The last time the UN imposed sanctions on Pyongyang, it responded by carrying out a nuclear test, says the BBC’s Laura Trevelyan in New York.

According to the UN Security Council sanctions committee, nations are now banned from doing business with five firms involved in North Korea’s nuclear programme, and five individuals are to have their financial assets frozen and face a travel ban.

They include:

  • three North Korean trading corporations – Namchongang, Korea Hykosin and Korea Tangun, as well as North Korea’s bureau of atomic energy
  • an Iranian-based company, Hong Kong Electronics, is also sanctioned, accused of moving millions of dollars used for North Korea’s nuclear programme
  • Yun Ho-jin, Ri Je-son, Hwang Sok-hwa, Ri Hong-sop and Han Yu-ro now face sanctions because of their involvement in the development of North Korea’s banned activities
  • countries cannot sell North Korea certain types of graphite or para-aramid fiber because they could be used to make parts for ballistic missiles

The UN resolution in June called for inspections of ships to or from North Korea believed to be carrying goods connected to weapons of mass destruction.

It also broadened the arms embargo and further cut the North’s access to the international financial system, but did not authorise the use of force.

Ties between North Korea and the outside world have grown extremely tense since it walked away from six-nation talks aimed at ending its nuclear programme.

It subsequently said it would "weaponise" its plutonium stocks and start enriching uranium, prompting fears that it is working to produce nuclear warheads small enough to put on missiles – though analysts say it could take a long time to do so.</p

The contenders for Uruguay’s presidency emerge

Primary elections were held in Uruguay on June 28th and confirmed what opinion polls have long suggested—that the presidential candidates for the October 25th election will be Jose Mujica, from the ruling centre-left Frente Amplio (FA) coalition, Luis Alberto Lacalle, from the right-wing Partido Nacional (PN, also known as the Blancos), Pedro Bordaberry from the centre-right Partido Colorado (PC) and an independent, Pablo Mieres. The only two candidates with a realistic chance of winning the presidency are Mr Mujica and Mr Lacalle, which some fear brings the possibility of a polarised campaign. However, the need to attract centrist voters is important for both candidates, who are likely to focus their presidential campaigns on the centre ground.

Both Mr Mujica and Mr Lacalle won convincing victories: Mr Mujica beat the former finance minister, Danilo Astori, by 53% to 38% with a third FA candidate, Marcos Carambula, polling 9% of the votes; within the PN, Mr Lacalle beat Jorge Larranaga by 57% to 43%. According to exit polls, the PN obtained the largest share of the vote (43.1%) against 42.2% for the FA. Honduras talks end without accord

Two days of talks in Costa Rica aimed at ending the political crisis in Honduras have ended without agreement.

Mediators from the host country said the two sides had agreed to resume talks shortly but some regional leaders said they saw little sign of progress.

Ousted President Manuel Zelaya and interim leader Roberto Micheletti had refused to meet but held separate talks with Costa Rican President Oscar Arias.

Correspondents say the former allies’ positions remain far apart.

Mr Zelaya, who was removed from Honduras at gun point in a coup last month, continues to describe Mr Micheletti as a criminal, while Mr Micheletti’s interim government has said Mr Zelaya will be arrested if he tries to return to the country.

Both men left the talks on Thursday, leaving delegations behind to continue the discussions.

Mr Zelaya flew to the Dominican Republic, where he is hoping to gather more support, and Mr Micheletti has returned to Honduras.

On arriving back in the Honduran capital, Tegucigalpa, Mr Micheletti said: "We are in agreement with his [Mr Zelaya's] return here – but to be sent directly to the courts."

Shortly after his return, Mr Micheletti announced he had accepted the resignation of his de facto Foreign Minister, Enrique Ortez, for using racially offensive language about US President Barack Obama.

Mr Ortez was reported to have described Mr Obama as "negrito" – meaning "little black man" – which Mr Micheletti said was "a scandalous epithet".

‘Timid measures’

On Friday, Hugo Chavez, the President of Venezuela and one of Mr Zelaya’s key supporters, said the talks in Costa Rica were dead and that it was "horrible" to see the "usurper" Mr Micheletti being treated with deference by Mr Arias.

Mr Chavez also criticised what he said were "timid measures" by the US in response to the crisis and demanded to know why they had not recalled their ambassador imposed sanctions.

The BBC’s Charles Scanlon in the region says much will now depend on what Washington decides to do next.

The US has already cut some aid to Honduras but has not exerted its full economic and diplomatic muscle, says our correspondent.

The political crisis erupted after Mr Zelaya attempted to hold a non-binding public consultation to ask people whether they supported moves to change the constitution.

Opponents said that could have led to the removal of the current one-term limit on serving as president and so paved the way for Mr Zelaya’s possible re-election.

He was forced out of Honduras at gunpoint on 28 June. </p

US trade gap lowest in nine years

The US saw its deficit narrow to $26bn (£16bn) in May, its lowest level in more than nine years, according to figures from the Commerce Department.

Imports continued to fall while exports increased, pushing the deficit to its lowest level since November 1999.

The deficit, the difference between what the US exports and imports, was 9.8% lower in May compared to April.

The deficit in 2009 to date is running at a yearly rate of $350bn – around half what it was for the whole of 2008.

"I think this was a very positive report and consistent with the idea that the US recession will come to an end in the next few months," said Mark Zandi, economist for rating agency Moody’s.

But separate figures on Friday showed consumers were increasingly negative in early July.

Worries about a prolonged downturn and job security were key concerns hitting sentiment, the Reuters/University of Michigan survey suggested.

The preliminary reading for July dropped to 64.6 from June’s final reading of 70.8.

Fewer cars

The trade deficit between the US and its single biggest trading partner, Canada fell to its lowest level in 15 years at $628m.

And the US deficit with Japan dropped its lowest level in more than 20 years, at $1.9bn.

The deficit with China meanwhile added 4.4% to $17.5bn – though this is below the level seen in 2008.

Figures from China recently showed a fall in exports and imports for June – though less than predicted.

Fewer cars, auto-parts, civilian aircraft and computers were imported to the US in June. </p

Airport passenger numbers fall 5.9%

• 12.7m passengers pass through company’s seven airports
• Lowest figure for nine months
• Edinburgh bucks the trend

The number of travellers using major UK airports declined to its lowest level for nine months in June, BAA said today.

The airport operator said a total of 12.7m passengers passed through its airports last month, a reduction of 5.9% on the same period last year.

But the firm, which saw a 7.3% fall in May, said this was the best underlying figure since last September.

BAA had posted a 2.3% decline in passenger numbers in April but this rose to 6.8% when the effect of a late Easter was stripped out.

Heathrow recorded a comparatively modest fall of 3.1% because of its large number of transfer flights.

Stansted, the base for several low-cost carriers including Ryanair and easyJet, was the worst affected airport, falling 11.5%.

In the six months to June 2009, the Essex airport is down 14.4%, compared with the same period last year, as carriers have slashed capacity at the airport.

Domestic traffic was down 8.1% in June, European scheduled flight passengers were reduced by 2.8% and travellers on North Atlantic routes were 9.4% lower.

Long-haul flights were the most resilient sector, almost flat on last year at a 0.2% reduction.

Edinburgh was the only airport to register an increase in traveller numbers, at 1.4% – its third month of growth.

Gatwick had 7.6% fewer passengers in June, while Glasgow and Aberdeen dropped 10.9% and 9.8% respectively.

BAA is embroiled in a battle against the Competition Commission’s decision to make it sell three of its airports.

The commission ruled earlier this year that BAA’s ownership of seven UK airports was anti-competitive and ordered the firm to sell Gatwick and Stansted airports as well as either Glasgow or Edinburgh.

BAA had already decided to sell Gatwick in West Sussex and said last month the sale process was continuing.

comprising the summer tour. It’s easy to hear that the long respite has
inspired him. He is upbeat, enthusiastic and raring to hit the road again,
in spite of how much has changed since he began his hiatus. “Everybody is
back in training now,” he says. “We have to re-establish my music. We have
to come out and play it live, because the record industry is in such a bad
shape, we are all suffering.”

“Luckily,” he laughs, “the African man is used to suffering.”
