Zardari flays India for committing atrocities in Occupied Kashmir


ISLAMABAD – President Asif Ali Zardari, Wednesday, condemned use of brutal force by India in the Occupied Kashmir while his Afghan counterpart Hamid Karzai expressed readiness to play his role for resolution of the longstanding territorial dispute.
Addressing a joint press conference at the Aiwan-e-Sadr the visiting Afghan President responded to the question of recent situation in the Indian held Kashmir by saying “I am ready to play my role if and when asked to do so.” Afghanistan has been enjoying good relations with India, which has been one of the main contributors in Afghan reconstruction, he added.
President Zardari responding to the burning question about the future of democracy in Pakistan said that he would not comment on the rumours but “We would complete our term. We did not get democracy in a begging bowl and we know how to safeguard it”.
Replying to questions regarding alleged Indian involvement in terrorism inside Pakistan through Afghanistan, Karzai assured that he would not allow Afghan territory to be used by anyone against Pakistan. He said “Afghanistan would be committing a great wrong if it allowed any other country to use its territory against Pakistan. “It is not in the interest of Afghanistan… It is rather against the interest of Afghanistan. Please trust us…if you have some evidence in this regard, give it to us”, he maintained.
Asked about dialogue with Taliban, Karzai said, “While we are continuing our campaign against terrorism and al-Qaeda, we will also seek means other than military campaign. This means we will engage those Taliban who are not part of al-Qaeda and Taliban and abide by the Afghanistan constitution”, he added.
He said Pakistan and Afghanistan are trying to seek all means to defeat the terrorists. He hoodwinked a question about allegations that Pakistani intelligence agencies were engaged in fanning insurgency in Afghanistan by saying “actually both the countries are suffering at the hands of terrorists…The people attacking in Afghanistan or targeting innocent people in Pakistan are not coming from Ivory Cost or some other part of the world”.
Karzai told media men that he discussed with his Pakistani counterpart the joint strategy against terrorism and agreed to continue engagement. To a question, he said a more stable Afghanistan was needed which was also in favour of Pakistan.
Karzai said that both the countries discussed wide-ranging issues covering economy and expansion of trade and business between the two countries. President Karzai also offered heartfelt sorrows to the brothers and sisters in Pakistan over disastrous floods.
To a question, Zardari said Pakistan stood against terrorism. “Pakistan is part of the solution… it is not part of the problem. We have talked about future, of the coming generations and betterment of the people in Pakistan and Afghanistan,” he added.
Zardari also tried to skip a question regarding baseless allegations against Pakistani intelligence agencies by saying “Pakistan believes that we (Pakistan and Afghanistan) have common cause. Both the countries are suffering from this cancer (terrorism). They (terrorists) are not friends to anyone,” he added. He said Pakistan and Afghanistan spoke to a great length on Wednesday on a number of issues but more needs to be done to help each other.
Earlier, during their delegation level meeting at the Aiwan-e-Sadr, President Zardari said that strengthening and expanding multifaceted cooperation between Pakistan and Afghanistan, on one hand, and among the regional countries, on the other, was key to the regional stability, security and economic development.
During his meeting with President of Afghanistan Hamid Karzai at Aiwan-e-Sadr Wednesday evening, President Zardari said that the bilateral relations between Pakistan and Afghanistan had reached new levels.
However, he said, there was a need to strengthen bilateral institutional arrangements for the promotion of durable and mutually beneficial cooperation in diverse fields including security, development, trade, economic and investment linkages, infrastructure and energy connectivity and people to people exchanges.
The one-on-one meeting with President Hamid Karzai was followed by a delegation-level meeting to discuss the issues of mutual concerns and explore the possibilities of further enhancing and strengthening the existing cooperation between the two countries. After the press conference President Zardari also hosted a dinner in honour of his Afghan counterpart.

India adds to flooding of Punjab


LAHORE – Another flood warning shook Punjab on Saturday in the wake of possible massive deluge as India released over 18,000 cusecs of additional water in River Ravi without prior information to the Pakistani authorities.
Around 170 villages along the river have been evacuated while the local administration is on high alert in Narowal and Sialkot districts to cope with any emergency, official sources said.
“The Pakistani Government should reconsider the decision to accept US $5 million Indian aid offer and have it clarified that whether New Delhi is offering aid for the flood victims or giving compensation for expected flood devastation after releasing water in Ravi,” Ayub Khan Mayo, President Pakistan Muttahida Kissan Mahaz (PMKM), said when contacted.
Official sources further said the flood warning was issued after the news of flood in five nullahs in the catchments areas of River Ravi. “India has released 18,000 cusecs of water in River Ravi that can cause massive floods in Narowal and Shakargarh as there was already 27,000 cusec water flowing in the river,” they added.
Earlier, the Metrological Department predicted that water level in River Ravi would remain low during the next 24 hours but after release of water a low-level flood has hit Bhutsen and Basantar drainages of the river. The Flood Warning Centre in Lahore has given prior high-flood warning in a drainage located at Shakargarh. Flooding is also possible in Basantar, Jhajri, Oojh and Khattar drainages.
A water inflow of 70,000 cusec at Shahdara could cause massive destruction, officials warned.
It is worth mentioning that during the Pak-India parleys held in March and May 2010, India had agreed to install telemetry system on the rivers in its territory to check real-time water flow. But later New Delhi refused to respond to the issues raised by Islamabad.
Pakistan again stressed the need for installing the telemetry system in a bid to get to avoid flood destruction.
When asked about the installation of telemetry system on the rivers in the Indian Occupied Kashmir, G Auranga Nathan during his recent visit to Pakistan said, “They (Pakistan) have pointed out the importance of telemetry system in this world of advanced technology. I have told them that we will discuss their views at all levels and then I will get back to them.”
But India has neither responded on such an important matter nor issued warning before releasing water in River Ravi, which is a sheer violation of the Indus Water Treaty as well.
PakistanÂ’s demand about the telemetry system gained importance due to the fact that after construction of various controversial projects on the western rivers, especially on the Chenab, Islamabad could get real-time information about the water flow.

A Pakistan-born American citizen faces terrorism charges for the bomb in Times Square

FAISAL SHAHZAD faces charges of international terrorism and attempting to use a weapon of mass destruction, among others, according to America’s attorney-general. The 30-year-old Pakistan-born American citizen attempted to set off a car bomb in New York’s Times Square on Saturday April 30th. Of the 804 people who were prosecuted for terrorism in the eight years following September 11th 2001, a plurality has been American citizens like Mr Shahzad. While many of them have belonged to recognised groups, such as Colombia’s FARC or Lashkar-e-Taiba from Pakistan and Kashmir, a majority claim no affiliation at all.

Ground realities in Kashmir changed: FM


ISLAMABAD – Minister for Foreign Affairs Shah Mahm-ood Qureshi has said that Kashmir is a cornerstone of Pakistan’s foreign policy and Islamabad wants a peaceful solution of the dispute according to the aspiration of Kashmiri people.
“We are firm to our stance and shall continue extending moral, diplomatic and political support to Kashmiri people. It is our principle stand on Kashmir and we shall continue efforts for a durable and peaceful resolution of this issue,” the Foreign Minister said while briefing the National Assembly about the Government’s policy on Kashmir.
He said that Pakistan had always desired purposeful dialogue with India to resolve outstanding issue including the core issue of Kashmir. He added that it was also agreed in Sharm el-Sheikh between the Prime Ministers of Pakistan and India that dialogue was the only way forward.
Pakistan wants a peaceful resolution of Kashmir issue in the light of the United Nations resolutions and according to aspirations of Kashmiri people. No solution to Kashmir issue will be durable until the Kashmiri leadership is not made part of it, Qureshi added.
Shah Mahmood Qureshi said after Mumbai carnage on 26/11, the process of composite dialogue was suspended but prior to that in June, same year, he took up Kashmir issue with India in New Delhi. He added that he himself gave a roadmap to the Indian Foreign Minister for engagements during the time when the dialogue was suspended. Qureshi told that his Indian counterpart at that time agreed that the dialogue should be resumed but he pledged to be back after consultation with his leadership, but he didnÂ’t.
He told that after 26/11, Indian side viewed that they did not oppose dialogue process but prior to that Pakistan should bring to task the people involved in Mumbai tragedy.
“We told them that process has been initiated. We have shared dossiers. Seven people have been arrested and their trial has also been initiated. The executive has done what the executive is supposed to do,” said Shah Mehmood Qureshi.
However, Prior to Mumbai tragedy, fifth round of composite dialogue was initiated in which the focus was on Kashmir. Later President Asif Ali Zardari and Indian Prime Minister Manmohan Singh met in New York and exchanged views on Kashmir and water issues and agreed for continuation and deepening of peaceful dialogue for resolution of Kashmir, Foreign Minister briefed the House.
Later the Prime Minster Yousuf Raza Gilani met with Indian Premium Manmohan Singh in July 2008 and a joint declaration came forward which proved that Pakistan had presented Kashmir case successfully and Indian Premier had to face severe criticism in his country over agreeing to discuss all issues including meeting of foreign secretaries.
However, he said both India and Pakistan acted maturely and did not stop confidence building measures (CBMs) including the ceasefire on LoC, uninterrupted bus service and cross LoC trade, and sent a delegation of AJK Chamber of Commerce and Industry to Occupied Kashmir and both sides agreed to form a federation.
The Foreign Minister stated that the Government was in constant touch with the Kashmiri leadership, as it believed that the durable solution to the issue was not possible without involving the real Kashmiri leadership. “Mirwaiz visited Pakistan from 21 to 25 June, 2008, and I have recently written letters to the Kashmiri leadership in Occupied Kashmir inviting them to visit Pakistan and hold consultations,” he said and added that “we must admit the ground realities in Kashmir have changed.”
Qureshi maintained that some situations had started emerging in Occupied Kashmir, mentioning to Amarnath Land issue, economic blockade in Jammu and the Shopian incident, which were all indigenous. Quoting the reports by the US State Department and a latter of Immensity International to US President Barack Hussain Obama, he said that both of these document had criticised India on the gross human rights violation in Occupied Kashmir.
Qureshi said both the Prime Ministers of Pakistan and India, in their recent meeting in Bhutan, deliberated on all circumstances and suspended dialogue process, adding that the whole world was urging for restoration of dialogue to resolve the sensitive issues. He further told that the term ‘Composite Dialogue’ was of the Indain Government while Pakistan was trying to term these dialogues as ‘Comprehensive Dialogue’. He was of the view that Musharraf’s policies had damaged the Kashmir cause and the incumbent Government was trying to come back on the track.
He said fighting on two fronts was not in favour of Pakistan as “we were already fighting terrorism in the country. Now the world salutes our army and people and admits the sacrifices of Pakistan in war on terror.” The world was saying that Pakistan’s nuclear assets were in danger but now the US President Obama has expressed confidence about Pakistan’s nuclear system.
Talking about the water issue, the Foreign Minister said, “We will have to examine the bilateral Indus Water Treaty to help resolve all water-related issues.” He said when India started work on Wuller Barrage, Pakistan took it up and made it part of composite dialogue and four meetings had already been held to discuss the very issue under composite dialogue, forcing India to suspend work.
He said the a neutral expert was engaged on Baglihar Dam issue who recommended Indian government to reduce dams height by 1.5 meter and poundage by five million acre feet, adding that he retained the number of gates for spillways, contrary to Pakistan’s wishes. “I will raise water issue whenever I meet Indian Foreign Minister, but within the parameters of the law and Indus Water Treaty. We will make no compromise over it,” the Foreign Minister stated.
Qureshi said Pakistan was also pursuing the same stance about Kishan Ganga project and the Foreign Ministry had already moved a summary to the Prime Minister, stressing Indian government to stop all construction activity until the issue was resolved.
Earlier MNA Surriya Asghar moved the motion that this House may discuss the Kashmir policy of the Government.
Meanwhile, MQM after a calling attention notice regarding increase in the prices of petroleum products staged a walkout from the National Assembly against the recent hike. However the Advisor to Prime Minister Ghazanfar Gull while responding said that the prices were fixed according to international market.
Later the House also discussed the alarming increase in the child labour in the country. Responding to the legislators, Minister for Labour and Manpower Khursheed Shah told that 3.3 million child labour was working in the country. He stressed for the need of joint efforts from the Government, Opposition and general public to work against the child labour. The Minister added that the legislation was also under process to declare it illegal.
“I have proposed to allocate Rs 10 million from the budget of the Ministry to educate and facilitate such children with health facilities. A summery in this regard is being sent to the Prime Minister today (Tuesday),” Khursheed Shah said.
He said that the root cause of the child labour in the country was poverty for which the Government initiated BISP which allocated Rs 1,000 to reduce this root cause, however, the amount was not enough to meet the necessaries of the poor. “We will have to improve our tax collection,” the Minister said.
On the Private Member Day, Justice (Retd) Fakhar-UN-Nisa Khokhar introduced a bill to further amend the Muslim Family Law Ordinance, 1961 (The Muslim Family Laws (Amendment) Bill, 2010).
