Brownstein
and Aron Magner which often feature guest musicians in the live setting, has announced
a series of “full band” performances featuring Chris Michetti and a rotating cast of first-class drummers, a
concept that is both new and refreshing for the band and fans, alike.

While Brownstein and Magner have occasionally invited other musicians to their live shows, the “new Conspirator”
promises to be a never-before-experienced, “full band” sound that will emerge not only from the group’s mentality,
but by featuring a solidified, returning, 4-piece lineup.

Live music fans have come to embrace Conspirator for their signature high energy, electronic-based sets and their
legendary album, The Key, which has been a staple of the band’s live repertoire for years. Now, with a
firmly set 4-piece band, fans can expect performances featuring increased live improv and a refreshing musical flow,
peppered with some surprises. Inspired by new collaborations and the combined musical histories of the
performers,
Conspirator is set to get the scene talking in 2011.

TOUR KICKS OFF THIS WEDNESDAY IN NORFOLK, CT

Jimmy Herring is hittting
the road with his current line-up, featuring Herring on guitar, drummer Jeff Sipe (Aquarium Rescue Unit,
Jazz is Dead, Shawn Lane), keyboardist Matt Slocum (Susan Tedeschi, Derek Trucks), and Neal
Fountain
on bass (Col Bruce Hampton, Alex Machacek). Tour dates are below.

The Jimmy Herring Band will be performing a wide range of material, including compositions from Herring’s long-
awaited and much-acclaimed 2008 solo debut Lifeboat.

“The music for the upcoming tour will be a mixed bag. Some stuff from the album and some covers I have always
wanted to play- Led Zeppelin, Beatles, Mahavishnu Orchestra, Frank Zappa among others. Hopefully there will be
enough freedom for everyone to relax and have equal creative input. One thing I learned from Bruce Hampton is,
the simpler the music, the easier it is to reinterpret it each time you play it.”

Herring, who toured this summer with drummer Lenny White (Miles Davis, Return To Forever) will be one
of the
headliners at the New Universe Music Festival in Raleigh, North Carolina on November 20-21 as well as performing
there with The Lenny White Group and paying a tribute to guitar icon John McLaughlin with
whom he co-bills the
House of Blues concert in Boston on November 16.

Following their highly successful winter tour together, Sea Wolf will rejoin The Album Leaf for an extensive second leg of touring this spring. The two bands will
continue their trek through the U.S. and Canada, starting April 20 with stops in New York, Boston, Chicago, Atlanta
and Philadelphia, among other major cities.

Sea Wolf’s new single “O Maria!,” from White Water, White Bloom, is steadily growing at radio and just this
month, Alex Brown Church stopped by MTV2 to host an episode of “Subterranean.” Meanwhile, Sea Wolf’s contribution to the now platinum-selling The Twilight Saga: New Moon soundtrack has not gone unnoticed
and the band is included in the DVD release of the mega-sensation, which released March 20 and features Sea Wolf
videos as well as exclusive interviews.

In association with the annual, eagerly anticipated Record Store Day on Saturday, April 17, Sea Wolf’s 2007 debut EP,

Afghanistan security transition by 2010-end


LONDON (Agencies) – World powers welcomed Afghanistan’s plan Thursday to take responsibility for its security within five years and persuade moderate Taliban fighters to renounce violence with a promise of a new start through jobs, according to a final communique issued after a major conference in London.
“Conference participants welcomed the government of Afghanistan’s stated goal of the ANSF (Afghan National Security Forces) taking the lead and conducting the majority of operations in the insecure areas of Afghanistan within three years, and taking responsibility for physical security within five years,” it said.
The statement described the persuasion as an offer to give “an honourable place in society to those willing to renounce violence, participate in the free and open society and respect the principles that are enshrined in the Afghan constitution, cut ties with Al-Qaeda and other terrorist groups, and pursue their political goals peacefully”.
Participants of London conference also committed to establish a peace and reintegration trust fund to finance the Afghan reintegration project. British Foreign Secretary David Miliband said 140 million dollars was pledged for the first year on Thursday.
On the transfer of responsibility for security from international to Afghan forces (the ANSF), the communique said both sides were committed to making this happen “as rapidly as possible”.
“This is with a view to a number of provinces transitioning to ANSF lead, providing conditions are met, by late 2010/early 2011, with ISAF moving to a supporting role within those provinces,” it said.
The communique welcomed the Afghan government’s stated goal of conducting the majority of operations in the insecure areas of Afghanistan within three years “and taking responsibility for physical security within five years”.
International forces committed to support the Afghan security forces with the goal of boosting them to about 300,000 by October 2011.
International aid delivered through the Afghan government will be increased to 50 percent in two years, but only if Kabul acts to fight corruption and improve governance, world powers agreed Thursday.
The final communique from an international conference in London “supported” the Afghan government’s request that donors increase the proportion of aid they deliver through the government budget from about one-third currently to half.
“But this support is conditional on the government’s progress in further strengthening public financial management systems, reducing corruption, improving budget execution, developing a financial strategy and government capacity towards the goal,” it said.
Outside experts will be invited for an independent “monitoring and evaluation mission” within three months to audit the scale of corruption in Afghanistan, the statement said.
Earlier, Afghan President Hamid Karzai urged Western partners to help him woo moderate Taliban insurgents at the conference Thursday in London.
He presented a six-point framework aimed at ensuring peace and development of his war-torn country.
Addressing the 70-nation conference, Karzai said Afghanistan and its Western supporters must “reach out to all of our countrymen, especially our disenchanted brothers who are not part of Al-Qaeda”.
The moot was co-hosted by the UK, United Nations and the Afghan government. Pakistan is represented at the conference by Foreign Minister Shah Mahmood Qureshi.
He said when more powers are transferred to Afghan forces, the international community can focus more on rebuilding the countryÂ’s economy and institutions.
However, the Afghan President was critical of mounting civilian casualties through night time raids by the international forces and demanded that they be not only curtailed but conducted by the Afghan forces.
Speaking about the national sovereignty, Karzai said the Afghan government wants to take charge of all the detention centres now currently under the control of international forces.
British Prime Minister Gordon Brown said the conference marked “the beginning of the transition process” under which responsibility for security will gradually be transferred from international to Afghan control.
Brown added that a district-by-district, province-by-province handover would start later this year and warned Al-Qaeda militants in Afghanistan.
“To those insurgents who refuse to accept the conditions for reintegration we have no choice but to pursue them militarily,” Brown said and added: “We will defeat you.”
Meanwhile, US Secretary of State Hillary Clinton said on Thursday it was necessary to engage with enemies in order to bring peace to Afghanistan.
She had been asked about Afghan government plans to invite the Taliban to a council of elders to discuss reconciliation.
“You have to be willing to engage with your enemies” if you expect to end an insurgency, she told a news conference. She did not directly address the question about the council which will be for Afghans only and which the United States will not attend.
Hillary stressed that Afghans and extremists needed to understand that the handover of security responsibilities was “not an exit strategy”.
Brown announced the international fund, believed to be worth 500 million dollars, to back a reintegration plan to give jobs to Taliban fighters who are prepared to renounce Al-Qaeda.
The United States, Germany and Japan are among nations that have voiced support for the Afghan-led plan.
Karzai said he would establish a national council for peace, reconciliation and reintegration and call a “peace jirga,” or traditional gathering of Afghans. He reiterated a call for Saudi King Abdullah to play a role.
“We hope His Majesty (Saudi) King Abdullah bin Abdul-Aziz will kindly play a prominent role to guide and assist the peace process,” he said.
He also said that Afghanistan needed the support of its neighbours, particularly Pakistan, to secure peace.
“We ask all neighbours, particularly Pakistan, to support our peace and reconciliation endeavours,” he added. “We are looking forward to the international community supporting this.
Karzai’s spokesman Elmi said a date had not yet been set for the meeting. If the Taliban want to attend, “they are most welcome,” he said.
If they did not, the peace “jirga”-the name for a traditional Afghan assembly of elders-would still go ahead and focus on how to bring insurgents into talks and end the conflict, Elmi said.
“The elders of Afghan society will talk about how to bring in the Taliban, what is the way forward,” Elmi said.
“We are inviting all people who are accepting the Afghan constitution, those who want to cut their relations with terrorism, those who are not international terrorists,” he said.
Karzai told the conference he would establish a national council for peace, reconciliation and reintegration, and then call the jirga.
KarzaiÂ’s plan is to offer militants jobs and a guarantee that they would not be arrested by Afghan or international security forces in exchange for their agreement to stop fighting.
What the Afghan people want is “Afghan leadership, Afghan ownership,” said Karzai. “Peace and security in the world is inextricably linked to peace and security in Afghanistan,” he said.
It reiterated a demand for “invading forces” – its term for foreign troops – to withdraw as a condition for any talks.
United Nations Secretary General Ban Ki-moon who also spoke on the occasion pledged the world bodyÂ’s complete support in ensuring peace and development of Afghanistan.
Iran was the most notable absentee from the conference, with Britain accusing Tehran of missing an opportunity to play a constructive role.
Around 100 protestors targeted the opening of ThursdayÂ’s conference at Lancaster House in central London also attended by US Secretary of State Hillary Clinton and US Special Envoy for Pakistan and Afghanistan Richard Holbrooke.
About 110,000 international troops now are in Afghanistan, and their numbers are set to rise, and Karzai told BBC radio earlier Thursday that his country would need international help for years to come.
“With regard to training and equipping the Afghan security forces, five to 10 years will be enough,” Karzai said.
“With regard to sustaining them until Afghanistan is financially able to provide for our forces, the time will be extended to 10 to 15 years.”
Afghan Defence Minister Abdul Rahim Wardak told the meeting that Afghanistan was committed to taking the lead but its lack of security manpower was still a “critical obstacle”.
It would be a “strategic mistake” for international forces to leave the country too early, he said..
NATO Secretary General Anders Fogh Rasmussen urged leaders at the conference to match the “sacrifice” of foreign soldiers in the war-torn country with clear plans for its future.
Our monitoring desk adds: The Foreign Minister Shah Mahmood Qureshi told the BBC that the Afghan government would benefit from involving moderate elements of the Taliban in Afghanistan.
Qureshi said the militant group represented some of AfghanistanÂ’s large Pashtun community and had to be taken into consideration.
A “wedge” could be driven between moderates and hardliners, he said.
Qureshi argued that most Pakistanis had turned against the extremism of the countryÂ’s home-grown Taliban.
Speaking in London Qureshi said the Pashtuns were AfghanistanÂ’s largest ethnic community and could not be ignored.
“Get them into the mainstream, give them a respectable share in power, it will add to stability,” he told the BBC World Service.
He rejected the suggestion that giving the Taliban a role in Kabul might encourage the Pakistani TalibanÂ’s militant campaign.
“I think it will create a wedge between the hard core and the moderates,” he said.
“We in Pakistan have carried out our own national effort. Today in Pakistan people are convinced that this element which wants to Talibanise Pakistan is not in line with the overwhelming majority of people in Pakistan.”
While talking to The Guardian Qureshi said Pakistan is ready to mediate in reconciliation talks between the Western Alliance and Taliban, if the country is “asked to do so”.
Qureshi said Pakistan is uniquely placed to help in talks, which he said may aid in facilitating reintegration of the strife-torn nation. “Pakistan is perhaps better placed than any other country in the world to support Afghan reintegration and reconciliation. Why? We speak the same language, we have common tribes, a common religion, we have a commonality of history, culture and tradition,” Qureshi said.
“But it (Pakistani mediation) depends on whether we are asked to do so. If asked, the government of Pakistan would be happy to facilitate,” he was quoted as saying by British newspaper ‘The Guardian’.
Meanwhile, Saudi ArabiaÂ’s foreign minister said on Thursday The Taliban must deny sanctuary to Osama bin Laden before Saudi Arabia will agree to act as a mediator in any Afghan peace deal,.
Prince Saud al-Faisal was responding to Afghan President Hamid Karzai who had called on Saudi Arabia, which has hosted talks between Afghan government and Taliban representatives in the past, to help bring peace to Afghanistan.
“Unless the Taliban give up the issue of sanctuary (to bin Laden) I don’t think the negotiations with them will be possible or feasible to achieve anything,” Prince Saud told reporters on the sidelines of a London conference.
“We have two conditions for Saudi Arabia’s involvement: that the request comes officially from Afghanistan and the Taliban has to prove its intentions in coming to the negotiations by cutting their relations with the terrorists and proving it,” he said.
“By keeping their contacts with bin Laden they won’t be coming to any negotiations with a positive attitude.

The Felice Brothers have become one of the hardest working roots rock outfits around, touring months at a time before a few weeks break and then onto the next run of shows. After their summer tour with Old Crow Medicine Show, the Brothers got back to the small clubs in the Mid-Atlantic area, where they seem most at home.

This was their second trek to Lancaster, PA, and at the first show less than a year ago they drew maybe 75 people. Once we arrived at the glorified basement that is the Chameleon Club, it was clear that their non-stop touring has paid off in new fans as the line was out the door, making for a packed house on a Labor Day weekend Saturday night. Willy Mason opened the show, sharing his singer-songwriter thoughts on everything from pickup trucks to chasing girls. For the last couple of songs he was joined by the Felices, and once they settled in they fleshed out Mason’s songs, pushing the sound throughout the room.


The Brothers came out to lots of whoops and hollers. A few friendly fans had set them up with some beers at the front of the stage, and away we went. With dark, ominous tones oozing from James Felice‘s organ, they tore into “Greatest Show On Earth.” It was an impressive performance, full of nuance set against Christmas‘ big, booming bass. After the strong opener they dipped into “Two Hands,” a Townes Van Zandt composition that talks about filling your life with Jesus so you’re not “gonna think about trouble anymore.”

Up next was “Cooperstown,” with lead singer Ian Felice and James’ accordion taking center stage. A very literal song about baseball and Ty Cobb, everyone paid rapt attention as the accordion wheezed out a tale from 1905. James always seems to have some whiskey on his keyboards, as he did tonight, but he wanted to share, so before he took off on “Whiskey in my Whiskey,” he asked the audience to “pass it around the whole room.”


Each member got the chance to sing this evening. With Simone Felice gone from the band, it appears as if it is becoming more democratic. Greg Farley, he of the washboard and fiddle and cheerleader extraordinaire, sang his “Song for Gramps.” Bassist Christmas remained impenetrable, scowling most of the time onstage except for his turn at the mic on a new song.

With Willy Mason joining the boys for the latter half, playing anything he could find onstage, they drove through some of their most frantic material – “Take this Bread,” “Chicken Wire” and “Helen Fry.” They did debut a new song, “Marie,” which was quite beautiful, and each member sang a verse. They closed the show with “Chicken Run,” featuring Farley splashing water throughout the crowd.

It was a pretty standard performance by the group, though with some new songs being added to the mix. While standard, the interplay between the musicians is one of their selling points. Not only are they excellent players and writers, they sure are having fun and it’s contagious.

Assassination of prime minister Spencer Perceval

Stealing from a rabbit warren or impersonating a Chelsea Pensioner may not sound like crimes of the century, but in Victorian England they could land you with a hangman’s noose round your neck.

Trial records newly released by the National Archives and put online have lifted the lid on a brutal penal system and showcased some of the most infamous criminal cases.

In a world without a police force and a rapidly growing population, early Victorian England was not a place to get caught on the wrong side of the law.

By 1815 – two decades before the Peelers started patrolling the streets – there were more than 200 offences which carried the death penalty.

Hapless highwayman

The infamous system in England and Wales, which relied on its strong deterrent qualities, was dubbed the "Bloody Code" for good reason.

Executions were public spectacles, with the wealthy hiring balconies to get better views, and it did not take much to book yourself a spot at the gallows.

Being in the company of gipsies for a month, damaging Westminster Bridge, cutting down trees, stealing livestock – or anything worth more than five shillings (£30 today) for that matter – would do it.

The death sentence also applied to pick pockets, destroying turnpike roads, general poaching, stealing from a shipwreck and being out at night with a blackened face, which made people assume you were a burglar.

The documents of trials and sentences from 1791-1892 were taken from 279 papers previously held at the National Archives in Kew. They have been put online by family history website Ancestry.

Among the high-profile documents which can now be viewed online are those relating to the attempted assassination of Queen Victoria with a pistol at Windsor Castle in 1882.

Roderick McLean was charged with treason but found not guilty on grounds of insanity, although he lived his remaining days in Broadmoor Asylum.

The 1812 assassination of prime minister Spencer Perceval in the lobby of the House of Commons led to bankrupt businessman John Bellingham’s Old Bailey trial and hanging. He remains the only person to murder a British prime minister.

Queen Victoria

Elsewhere, there are details of the man considered to be the inspiration for the Charles Dickens’ character Fagin from Oliver Twist – the leader of a gang of young pickpockets.

Isaac "Ikey" Solomon escaped arrest, was recaptured and eventually tried at the Old Bailey in 1830 where he was sentenced to 14 years transportation.

And the trial of one of the main Jack the Ripper suspects, Dr Thomas Neill Cream, is included in the files. He was sentenced to death in 1892 for mass poisoning. His final words were said to be "I am Jack".

Or there is the case of inept highwayman George Lyon, who on one occasion failed to rob a coach in the rain because he allowed the gun powder for his pistol to get wet. He was tried in Lancaster and sentenced to death in 1815.

The documents from 1.4 million criminal trials include 900,000 sentences of imprisonment, 97,000 transportations and 10,300 executions, including a boy aged 14.

But aside from the big show trials, it is the way ordinary people were dealt with for relatively minor offences that reveals the most about the nature of the society.

In 1874, one John Walker was sentenced to seven years "penal servitude" and police supervision. His crime Stealing onions.

And in 1791, a 63-year-old woman called Sarah Douglas was transported to New South Wales for seven years for stealing table linen.

The crime of "carnally knowing a girl under 13" in 1892, meanwhile, landed John William Aylward 14 years in prison.

Ancestry’s managing director Olivier Van Calster said: "These registers testify to the fact that crime and punishment was and always will be a controversial subject.

"They also highlight the often colourful nature of crime, and in particular how creative criminals could be, even in less sophisticated times."

The papers show that in the 19th century, Wiltshire, Hereford and Essex executed the greatest number of people, while the courts in Yorkshire, Durham and Lancashire were the most sparing.

But although sentences were far harsher, the acquittal rate back then of 25% was fairly close to the current levels of 20%.

The Lib Dem power failure

The party controls swaths of urban Britain but lacks the leadership and vision our great cities require

With growing confidence, Nick Clegg is making his mark at Westminster. On Trident, on Afghanistan and, at yesterday’s prime minister’s questions, in condemning parliament’s inability to reform itself, the Liberal Democrat leader is asking the tough questions and hinting at a more radical and progressive political future.

But in power it’s a rather different story. For after last month’s victories in the local elections, Clegg’s party is now a major player in public life. In control of Bristol, Liverpool, Hull and Sheffield; part of a Tory coalition governing Birmingham and Leeds; and in charge of numerous London boroughs. The Lib Dems are dictating the shape of great swaths of urban Britain. And just then the confidence and bravery on show in SW1 appears to dissipate. All too often an insurgency party, built on grassroots campaigns about town hall excess and mending fences, lacks the political vision to govern our greatest cities.

All politics is local – an aphorism the Lib Dems have burned into their retina. When it comes to speed-bumps, cycle-paths, planning applications and all the miserable frustrations of suburban life, the party is there, making a difference. Organised, motivated, and effective, they pick up council seat after council seat where there is any whiff of one -party hubris.

But such a parochial focus inevitably causes political contradictions. As the London Green party leader Jenny Jones has deftly chronicled, Clegg’s troops are against roadbuilding – apart from the Newbury, Batheaston, and Lancaster bypasses. They are opposed to the expansion of Heathrow in south-west London, but in favour of the growth of Birmingham, Manchester and Liverpool airports. And they are against incinerators – apart from when they are for them, in Exeter, Plymouth and Barnstaple.

One could see this as an admirable display of localism, with each regional party defining its policy agenda. Yet it might also hint at the woeful lack of a governing ideology, allowing the party to position itself as a perennial protest vote. Perhaps the Lib Dems are the party of liberty – but how does one explain their passion for CCTV cameras? Maybe it is the party of social justice, but not if it means free school meals in Hull or Islington.

In fact, amid all the campaigns and promises of action, the Lib Dem offer at local government usually boils down to the chance to throw the buggers out, maintain an inflation-linked council tax, and have the refuse collected regularly. Not one of those is an ignoble ambition for millions of residents. But when it comes to leading our cities, a grander civic sense is surely called for.

And here the Liberals have a proud history. It was Joseph Chamberlain‘s municipal socialism that transformed Birmingham in the 1870s, slicing Victoria Square and Corporation Street and Council House Square (later Victoria Square) through the fetid, medieval core of the city,by clearing 40 acres of slums and taking control of gas and water in the process. “Ward meetings assumed a new character,” recalled a contemporary. “They spoke of sweeping away streets in which it was not possible to live a healthy and decent life; of making the town cleaner, sweeter and brighter; of providing gardens and parks and music; of erecting baths and free libraries, an art gallery and a museum.” Chamberlain delivered these changes with the backing of a Liberal party unafraid to think big. Overriding local ward objections, Chamberlain “parked, paved, assized, marketed, Gas-and-Watered and improved Birmingham” – all within three years.

In the past decade, Britain’s cities have undergone similar urban renewal – in the sage words of Michael Heseltine, “the biggest investment and regeneration since the Victorian age”. Post-industrial conurbations have revitalised their city centres, begun to conserve their civic fabric, and attracted new residents and businesses (if not yet tackled the problems of schooling), all of which have necessitated taking risks with big capital projects such as trams and business parks, thinking strategically about the international brand of a city, and confronting vested interests.

Precisely such a policy has transformed Manchester under Sir Richard Leese’s leadership. Glasgow is heading in the same direction under Steven Purcell. Even Wandsworth council under Tory leader Edward Lister – philistine and reactionary as it is – has a sense of civic purpose. Yet you will look in vain for a similar spirit of urban ambition from many Lib Dem leaders, too often focused on the cracks in the pavement rather than the true measure of a metropolis. In Hull and Bristol it is too early to tell, but in Sheffield they are already undermining a global reputation for sporting excellence and, in Leeds, the council is putting that city’s creative regeneration at risk with cuts to the arts and voluntary sector.

Of course, there are many progressive Lib Dem councils: Richmond has pioneered a range of quality-of-life policies, while Liverpool has invested in a cultural strategy embracing the entire city. And, of course, the party plays an essential part in the ecology of democratic pluralism. But I know what a Tory council stands for, and I know what a Labour council does, but I have no idea what a Liberal town looks like – apart from boasting some well managed controlled parking zones.
