EU denies Portugal is seeking bailout

Head of the European Commission Jose Manuel Barroso has dismissed reports that Portugal is joining Ireland in seeking a European bailout.

Speaking in Paris, he was pressed on claims that a majority of euro zone countries and the European Central Bank were pushing Lisbon to accept financial aid.

NATO after the summit: Harmony—for now

There were smiles and handshakes in Lisbon, but the road ahead is bumpy

BARACK OBAMA’S satisfaction on leaving NATO’s two-day summit in Lisbon on November 20th was palpable. After his “shellacking” at the hands of the voters and a tour of Asia that yielded little in the way of positive results, the embattled president found Europe’s leaders going out of their way to show solidarity. Even Russia presented a smiling face at the summit. But for all the pleasing mood music, more jarring notes are in prospect for the alliance.

Take the “reset” of NATO’s relations with its traditional foe, Russia. Much was made of the decision by the Russian president, Dmitri Medvedev, to come to Lisbon. Mr Medvedev was happy to agree that terrorism, piracy, illegal drugs and nuclear proliferation were all threats that NATO and Russia should confront together. He also offered some practical, non-military help in Afghanistan and tentatively accepted the offer to co-operate on the territorial ballistic-missile defence system that NATO members have decided will now go ahead. The alliance’s general-secretary, Anders Fogh Rasmussen, summed it up: “We have agreed together on which security challenges NATO nations and Russia actually face today. What’s most significant is what’s not on the list: each other.” …

NATO welcomes Serbia’s increasing cooperation

NATO welcomed at its summit in Lisbon Serbia’s commitment to Euro-Atlantic integration and the increasing cooperation between the Alliance and Serbia. “We welcome, and continue to support, the Government of Serbia’s stated commitment to Serbia’s Euro-Atlantic integration. We welcome the increasing cooperation between NATO and Serbia.”

Europe, Russia urge U.S. to ratify START

Europeans urged early ratification of a new nuclear defense treaty between the U.S. and Russia during a NATO summit in Lisbon.

After receiving strong support from NATO partners for the START (Strategic Arms Reduction Treaty) treaty, along with endorsement from top military figures and former administration officials, U.S. President Barack Obama told reporters in Lisbon there was no good reason why the U.S. Senate should not now ratify the treaty.

Russia, NATO to monitor nuclear programs

Russia will together with NATO monitor the nuclear programs of some countries, including Iran, Russian President Dmitry Medvedev said.

“Jointly with NATO states, we will closely watch the development of various programs by other countries. We are not indifferent to what the planet’s nuclear potential looks like,” Medvedev told journalists on Saturday after a meeting of the NATO-Russia Council in Lisbon.

Karzai, Petraeus ‘agree’ on Special Forces raids in Afghanistan

Afghan President Hamid Karzai and US commander General David Petraeus had a one-hour long meeting to discuss the former”s call for US forces to leave the country by 2011. The two reached an agreement that Special Forces raids, which the president had earlier said should end, can continue in Afghanistan, the BBC reported. Throughout their [...]

Nov. 12, 1935: You Should (Not) Have a Lobotomy

1935: The world’s first modern frontal leukotomy is performed in a Lisbon hospital by Portuguese neurologist Antonio Egas Moniz.
Moniz’s leukotomy (or leucotomy, from the Greek for “cutting white,” in this case the brain’s white matter) soon became popularly known as the lobotomy. It was not, however, the surgical procedure now generally associated with lobotomies. Rather, [...]

“Russia-NATO summit to end post-Cold War period”

Russia believes the Russia-NATO summit in Lisbon will completely put an end to the post-Cold War period, RIA Novosti reports. The summit will set guidelines toward a strategic partnership, Russian Foreign Minister Sergei Lavrov said on Friday.

Electric dreams

Nissan’s been proudly showing off its new electric vehicle in Europe this week and appropriately decided to centre the event around the Museum of Electricity in Lisbon.

A former coal-fired power station – the transition analogy was not lost – the Museum houses an extraordinary collection of old power options right next to the Portuguese capital’s iconic monument to its famous discoverers.

And power is something the Leaf most definitely doesn’t stint on. It delivers a surprising torque value according to Nissan equivalent to a 2.5L V6 petrol engine, although when switching to the ‘Eco’ mode for motorways, pulling is clearly not as great.

Noise – or obviously the lack of it – has taxed the Nissan boffins who – in consultation with various blind associations for example – have come up with an engine-mounted system that the manufacturer says produces a sound similar to that of an aircraft taxiing. After 30km/h, tyre noise is deemed sufficient.

Such lack of cabin noise necessitated attention also had to be paid to quietening the wiper motor by 3db, while the headlamps deflect wind over the Leaf’s wing mirrors.

A dashboard gizmo constantly updates the range available – 160km autonomy is sufficient for most journeys – but driving up to 140km/h certainly sees the distance left rapidly diminish. However, an indicator also tells the driver where the nearest recharging point is – just for reassurance’s sake.

The Leaf certainly created quite a stir around Lisbon’s streets this week. The ‘Zero Emissions’ badging caused a fair amount of head turning, while one driver gesticulated at the car “electric?”

My Portuguese isn’t exactly fluent and after his several sentences – delivered at extraordinary pace – I just gave him a thumbs-up, which elicited the rather odd reply in Lisbon of “au revoir.”

And the Japanese couldn’t resist adding yet a further touch of technology. Should you be at dinner having parked your Leaf at a recharging point, a signal can be directed into your restaurant to a Smart Phone that will alert the driver when the car battery is fully replenished.

Oh, and according to Nissan, several Leaf cars together will be ‘Leafs’ and not ‘Leaves.’
