LAKKI MARWAT – At least 19 people including policemen and students were killed and 57 others got injured when a suicide bomber rammed his car into a police station here on Monday morning.
According to sources and eyewitnesses, a suicide bomber rammed his explosive-laden pickup into Lakki Police Station building at 07:00 a.m. causing massive destruction to the police station and nearby buildings. They said that policemen were inside the building while a number of people, mostly students, were passing by the police station on the old Katchery Road to reach their schools.
Intensity of the blast can be gauged from the destruction and damages it caused in the radius of one and a half furlongs, they maintained, saying that the building of police station was completely destroyed in the explosion.
A number of policemen were buried under the debris and wreckage of the building and rescue operation was immediately launched to dig out the injured and the dead. DCO Muhammad Ayyaz Mandokhel, DPO Gul Wali Khan and SSP Investigation Qayyum Jan Marwat also rushed towards the spot soon after the incident and themselves took part in the rescue work. Regional Police Officer Bannu Region also inspected the blast site.
Heavy machinery and excavators were brought to remove the rubbles of the destroyed buildings. Besides the police station building, the blast destroyed the building of Veterinary Hospital, City Hospital, offices of DSP Lakki, SSP Investigation, Assistant Director Livestock and District Collector, residence of Assistant Coordination Officer and several houses and shops in the locality. The blast also shattered shutters and windowpanes of shops in the locality.
Emergency was declared in the city hospitals. A team of doctors along with medicines also arrived Lakki from Bannu.
An official in Lakki City Hospital told reporters that 15 bodies, including seven of policemen, and 57 injured persons had been brought to the hospital so far. Four students, a primary schoolteacher and an Afghan woman are also among the dead, he added.
Due to explosion an electricity transformer and two power pylons installed outside the residence of ACO fell on a motorcar carrying schoolchildren. Many students were killed and injured in the incident.
Out of 57 wounded persons, 24 are police personnel and over eight are students. Eight wounded people were referred to Bannu while four others were taken to DI Khan in critical condition.
Sources told that 500 to 600 kg explosive material was used in the suicide attack. They said that experts collected evidence and parts of the vehicle used in the blast from the site and examined the crater caused by the explosion. Security was beefed up in the city and law enforcers were deputed on roads and streets leading to the site of the blast.
The cops who were killed in the blast included Qasim Khan, Ajab Khan, Muhammad Akram, Ghani Rehman, Hafeezullah, Muhammad Ishaq and Muhammad Hashim, while civilians who died in the explosions included Ms Batakha Bibi (Afghan national), Khalil-ur-Rehman (student), Ms Sehri Hayat (student), Asma Naheed (Student), Ismatullah (student), Faiz Rasool (schoolteacher) and two unknown persons.
The injured police personnel are Muhammad Arif, Munawar Khan, Khan Muhammad, Haroon Rashid, Javed Khan, Abdul Haq, Shehzada, Naqeebullah, Sifatullah, Terri Khan, Javed Iqbal, Faheemullah, Ikramullah, Muhammad Aslam, Muhammad Idrees, Naseer Khan, Muhammad Ayyaz, Fakhar Alam, Illauddin, Afsar Khan, Mamoor Khan, Muhammad Hayya, Muhammad Amin and Zeshaan.
Civilians who were wounded in the explosions included Hafiz Ihasan-ur-Rehman, his brother Shafiur Rehman, Muhammad Hasan, Muhammad Hanif, Fazal Rehman, Samiullah, Sifatullah, Wahid Ali, Sher Bahadar, Kamran, Israruddin, Fayazuddin, Waqaruddin, Jamal Khan, Majid, Muhammad Farooq, Israr Ali, Rustam Khan, Gul Nawaz, Faizullah, Suhail, Kalimullah, Ibrahim, Ikramullah, Ameer Jehan, Naveed Akhtar, Fatima Bibi, Javeria, Farhat, Naveed Asif, Khursheed Begum, Khizar Hayat and wife of Pir Ghulam.
Reuters adds: A Taliban suicide bomber rammed his car into a police station in northwest Pakistan on Monday killing at least 19 people, police said, in a new wave of attacks by al Qaeda-linked militants. The recent bombings end a relative lull in militant violence over the past month and turn up the heat on a government overwhelmed by devastating floods that have made millions homeless and hammered the economy.
Nearly 100 people were killed last week in suicide bombings on processions of minority Shiite Muslims in the eastern city of Lahore and southwestern city of Quetta. “It goes to show that the terrorists have no creed except bloodshed and chaos, and are desperately carrying out their agenda regardless of the precarious conditions,” Prime Minister Yousuf Raza Gilani told a meeting of provincial officials.
PakistanÂ’s Taliban claimed responsibility for MondayÂ’s attack in the town of Lakki Marwat, warning the government not to use lashkar or militias to fight the group. The bomber struck a school van before hitting the rear wall of the police station. The blast turned most of the police station into rubble. Burned-out cars were flipped on their sides.
“Nineteen people have been killed. There are nine policemen and two children among the dead,” said the Information Minister of Khyber-Pakhtunkhwa province, Mian Iftikhar Hussain. Hussain said 34 people, including 20 policemen, were wounded.
Earlier this year, a suicide bomber blew himself up in an SUV at a volleyball game, killing nearly 100 people in a village near Lakki Marwat in one of the deadliest attacks in the country. PakistanÂ’s Taliban have been fighting to topple the US-backed government for years. Their ambitions have grown, complicating the US war on militancy.

Peshawar suicide attack kills FC Commandant
PESHAWAR – Commandant Frontier Constabulary Sifwat Ghayur was killed along with his three guards when a suicide bomber attacked his vehicle at FC Chowk near Deans Trade Centre on Wednesday.
According to CCTV footage, police sources and eyewitnesses, the suicide bomber targeted the vehicle of Sifwat Ghayur at traffic signal in FC Chowk. At least 10 other persons were also injured in the attack. The intensity of the attack was so severe that it jolted the entire city. Three vehicles were badly damaged while the dead bodies of the killed persons were retrieved after extinguishing fire.
The rescue teams rushed towards the site soon after the blast and shifted the injured persons to Lady Reading Hospital. The injured persons were identified as Shakirullah, Muhammad Aslam, Raza Muhammad, Khan Muhammad, Khalid, Arif Gul, Abdul Rahman, Pervez Imtiaz and Aziz-ur-Rahman while the deceased were identified as Yasir Nadeem, Pervez Iqbal and Azhar Mahmood.
Police and other law enforcement agencies cordoned off the area and started investigations. The head of the suicide bomber was recovered from the site. According to bomb disposal squad, eight kilograms explosive material was used in the attack.
Meanwhile, Tehreek-e-Taliban Darra Adamkhel Chapter claimed the responsibility of the attack.
The Provincial Government announced one-day mourning over the death of Sifwat Gahyur.
Commandant FC Sifwat Ghayur was born in 1959 and was the son of Mohammad Qayyum. He was the grandson of Sardar Abdur Rab Nishtar, a prominent leader of the Pakistan Movement. He was brother-in-law of the Chief of Pakistan PeopleÂ’s Party (S) Aftab Ahmed Khan Sherpao and cousin of incumbent DIG Peshawar Liaqat Ali Khan.
Sifwat joined police department as ASP Peshawar in 1981and also remained on key posts in Intelligence Bureau and FIA. He also remained Commandant National Police Academy for three years.
Expressing concern over the tragic death of Sifwat, Senior Minister KP Bashir Ahmad Bilour strongly condemned the incident and said that he was a valiant officer who aggressively dealt militancy and anti-social elements.
KP Information Minister Mian Iftikhar Hussain said that they saluted Sifwat and his fellows who had been martyred in the suicide attack. He said that terrorists could not deter GovernmentÂ’s determination through such mean tactics and the war against them would be continued till logical end.
Agencies add: The suicide bomber struck his explosives-laden motorcycle with the vehicle of Commandant Sifwat Ghayur while he was coming out from FC headquarters in Cantonment area.
The officer was killed on the spot while there are reports that his four gunmen were also killed. The vehicle was completely destroyed in the attack.
The body of what appeared to be a teenage boy lay at the bombsite. His head and legs were severed, an AFP reporter said.
“We killed him, he was our target… all such officers who are active against us will suffer the same fate,” Azam Tariq, a spokesman for Tehreek-e-Taliban Pakistan, told AFP by telephone.
The precise nature of how the attack was carried out remained unclear.
“It seems the attacker was on foot. He was 13 to 14 years old and he blew himself up near Sifwat Ghayur’s car, but we are still investigating it further,” Shafqat Malik, bomb disposal chief in Peshawar, told AFP.
But one witness told a private television channel that he saw the explosion after a car approached the vehicle in which Ghayur had been present.
Two vehicles were seen engulfed in flames after the attack.
WednesdayÂ’s bombing comes with Pakistan struggling to provide relief to around 3.2 million people affected by the countryÂ’s worst floods in living memory in the northwest and central Punjab.
It was the first deadly suicide attack since July 26 when a bomber killed seven people as he targeted senior officials mourning the murdered son of KP Information Minister.
Speakers moot for Parliament supremacy
LAHORE – The participants of 16th Speakers’ Conference, which concluded on Wednesday, have resolved to make every possible effort to protect democracy and parliamentary institutions, maintaining that a commitment to the cause was vital for country’s survival and security.
The speakers and deputy speakers of the National Assembly, four provincial assemblies and legislative assemblies of AJK and Gilgit-Baltistan, renewed their obligation towards democracy in a joint communique, issued at the end of the two-day moot held at Punjab Assembly. They named it “Lahore Declaration”. Speaker National Assembly, Dr Fehmida Mirza, read out the 14-point declaration before representatives of various media organisations at Punjab Assembly’s cafeteria here on Wednesday. Speaker Punjab Assembly, Rana Muhammad Iqbal, Deputy Speaker Rana Mashood, Sindh Assembly Speaker, Nisar Khoro, Speaker NWFP Assembly, Karamatullah Khan, Speaker, Balochistan Assembly, Muhammad Aslam Bhutani and deputy speakers of all the provincial assemblies accompanied her.
She underscored that supremacy of parliament and respect for law and the constitution must be ensured. To accomplish this objective, she added, it was imperative that all institutions should perform their respective responsibilities while remaining within their constitutional ambit.
Expressing her satisfaction over working of the assemblies, she emphasised the need for improving the performance of standing committees of the House by sharing each otherÂ’s experience.
She said the speakers were of the considered opinion that administrative autonomy of the provinces would have to be ensured to strengthen the federation, and to ensure this to happen, they had also pledged to render any sacrifice to support the federation of Pakistan.
Fehmida stated that it was necessary to continue the journey towards achieving sustainable and real democracy in pursuance of the resolve expressed by Muslims of the sub-continent in the form of Pakistan Resolution, passed in the historic city of Lahore.
She further told media persons there was an agreement among the speakers that the tradition of evolving consensus on national issues, set by the present elected assemblies must be pursued to send a message to the world that Pakistani nation was united, highly responsible and mature.
The joint communique also asserted that peaceful resolution of Kashmir conflict was vital for lasting peace in South Asia, with a view to easing tension in the region and to liberate the oppressed Kashmiris from subjugation and tyranny. It urged the world community to play its role for maintaining peace in the region in accordance with the UN resolutions. It further declared that solution to the issue lies in accepting right to self-determination of the Kashmiri people.
With a view to addressing the issues of poverty, terrorism, ignorance and maintenance of endurable peace in the region, the speakers resolved in their joint declaration that all democratic institutions in the country would endeavour to improve contacts with respective parliaments of neighbouring countries in a bid to promote “Parliamentary Diplomacy”.
The conference also suggested some changes in educational curriculum to inculcate in the minds of new generation the importance of democracy and to make it aware of the democratic struggle for parliamentary democracy. The other change suggested in the curriculum relates to induction of new chapters to convey the teachings of Sufis and other religious scholars to the young generation.
It urged the national parliament and the provincial assemblies to make appropriate legislation to protect the rights of the children by providing protection to them as enshrined in Islam against all excesses including child labour and other injustices.
While acknowledging the role of minorities in countryÂ’s development, the declaration demanded that rights of religious minorities must be protected as mentioned in article 20, 22 and 25 of the Constitution as well as true spirit of Islam.
The speakers also vowed to extend “Women’s Parliamentary Caucus” as constituted in the parliament, to the provincial assemblies, including those of Gilgit-Baltistan and AJK, to ensure participation of women in national development.
The speakers declared suicide bombings and terrorism as un-Islamic, unethical and inhuman acts, asserting nation would have to move forward and erect “an iron wall” to eradicate this menace. The declaration also acknowledged sacrifices of Pakistanis who have been victims of terrorism, while paying tributes to all martyrs including Shaheed Benazir Bhutto.
It also recognised the sacrifices rendered by armed forces, Rangers and police in countering terrorism.
Talking about agenda of the two-day meeting, Dr Fehmida said speakers pondered over various suggestions to bring uniformity in the working of national and provincial assemblies by following the same set of rules of procedures. She said a proposal to enhance the duration of assembly “Question Hour” and working days in a parliamentary year also came under discussion. She said a sub-committee had been constituted to ensure implementation of these suggestions.
To a question about giving a time frame regarding passage of the constitutional package by the Parliament, currently being drafted by the constitutional reforms committee, she said she had talked to chairman of the said committee, Senator Raza Rabbani, who said that nation would soon be getting good news in this regard. However, she did not deem fir to give any timeframe in this regard, stressing that her role was confined only to forming of that committee.
Consensus over NFC Award
LAHORE – The longstanding issue of 7th National Finance Commission (NFC) Award was resolved amicably in the Punjab capital on Friday, as the Chief Ministers of Sindh, NWFP and Balochistan termed the Punjab as a sincere elder brother, offering special thanks to Chief Minister Punjab Shahbaz Sharif for showing grace in acceptance of their demands.
The Chief Ministers of all the four provinces congratulated the nation on this occasion, terming the decision a ‘historic move’ for promoting harmony and solidarity among the federating units.
Speaking on this occasion, the Chief Ministers of Balochistan, NWFP and Sindh unanimously said, “the credit goes to Punjab for resolving the longstanding issue and indeed Punjab is our sincere elder brother.” One NFC me-mber said Shahbaz had secured man-of-the-match award for playing key role in settling the longstanding issue.
The issue of NFC Award had been lingering on for the last 19 years, which has now been resolved with unanimity and owing to accommodating approach of the Punjab province. However, the federation has made historic sacrifices over the division of national resources among the provinces. The federation too has raised the provinces share by 8.5 per cent.
According to the new NFC formula, the provincial share of the divisible pool in the vertical distribution has been increased from the present 47.5 per cent to 56 per cent in the first year of the NFC and 57.5 per cent in the remaining years of the Award.
In another development, the federal government considering it a provincial subject has allowed the provinces to collect Sales Tax on Services at their own. Long standing demand of Sindh, NWFP and Balochistan to distribute the divisible pool according to multiple indicators has been accepted. The NFC expressed its special thanks to the government of Punjab for showing generosity in acceptance of this demand. “The federation and the provinces reciprocated to the spirit of accommodation shown by each in reaching an amicable agreement on vertical and horizontal distribution of resources for the purpose of the 7th NEC Award,” Federal Finance Minister Shaukat Tarin told reporters while addressing a news conference at Chief Minister’s Secretariat.
CM Punjab Shahbaz Sharif, CM Sindh Syed Qaim Ali Shah, CM NWFP Ameer Haider Khan Hoti, CM Balochistan Nawab Muhammad Aslam Khan Raisani, PML-N leader Senator Ishaq Dar, ANP leader Bashir Bilour, Mian Iftikhar Hussain, finance ministers of the four provinces, finance secretaries, and members NFC were also present on this occasion besides provincial ministers and MPAs. Tarin further said that the share of Punjab in the divisible pool would be increased from the present Rs 419 billion to Rs 471 billion in the first year of NFC while it would be increased to Rs 938 billion in the remaining years of the NFC Award. Similarly, he said that the share of Sindh would be enhanced from the present Rs 197 billion to Rs 223 billion in the first year of the NFC and it would be increased to Rs 445 billion in the remaining years of the Award.
The share of NWFP province in the divisible pool will be increased from the present Rs 118 billion to Rs 133 billion in the first year of NFC and it will go to Rs 265 billion in the remaining years of the Award. The share of Balochistan will be increased from the present Rs 53 billion to Rs 83 billion in the first year of the NFC while it will be increased to Rs 165 billion in the remaining years of the NFC in the divisible pool.
Tarin further said that the federal government recognised the need of the provinces for a larger share in the divisible pool since provinces are assigned the task of provision of basic services like health, education, water supply and sanitation.
Divisible pool: The size of the divisible pool has been increased in the interest of national solidarity and provincial harmony. Federal government shall make major efforts to boost tax revenue. In addition the divisible pool will be increased by reducing the collection charges from 5% to 1%.
Sales Tax on Services: NFC recognised that sales tax on services is a provincial subject under the Constitution of Pakistan, and may be collected by respective provinces, if they so desire.
War on terror: The federal government and all the four provinces recognised the role of NWFP as a frontline state against war on terror. The federal government reiterated its commitment to bear all expenditures incurred on the war on terror. However, as a gesture of support by all provinces and the Federation, 1% of the total divisible pool has been earmarked for NWFP as an additional resource for war on terror during the Award period. This would be equivalent to 1.83% of the provincial pool.
Vertical distribution: The provincial share of the divisible pool will increase from the present 47.5% to 56% in the first year of NEC and 57.5% in the remaining years of the Award.
Horizontal distribution: The discussions among provinces on horizontal distributions of the divisible pool were held in a spirit of utmost cordiality and accommodation. All the four provincial Chief Ministers actively participated in the discussions.
According to the new formula, the federation and the provinces of Punjab, Sindh and NWFP accepted the special needs of Balochistan and agreed to provide Balochistan Rs 83 billion (9.09 %) of the provincial pool in the first year of the award.
Any shortfall in this amount would be made up by the federal government from its own resources. This arrangement for Balochistan would also remain protected through the remaining four years of the Award.
Sindh would receive an additional transfer of Rs 6 billion from the federal government, which is equivalent of 0.66% of the provincial pool.
The multiple indicators and their respective weights as agreed upon were as follow: population 82.0 per cent, poverty/backwardness 10.3 per cent, revenue collection/generation 5 per cent and Inverse Population Density (IPD) 2.7 per cent. After giving effect to the special needs of Balochistan and application of the aforesaid multiple indicators, the final percentage share of the Punjab will be 51.74 per cent, Sindh 24.55 per cent, NWFP 14.62 per cent and Balochistan will be 9.09 per cent.
Killing spree as suicide squad hits mosque
RAWALPINDI – At least 40 people including officers of Pak Army and children were martyred and 83 others sustained injuries when at least six terrorists targeted Parade Lane Mosque here after Friday prayers.
However, Inter Services Public Relations (ISPR) confirmed that 36 people including 17 children, 10 civilians, 9 Army personnel embraced martyrdom. According to ISPR, four terrorists approached a mosque inside Officers Residential Colony in Parade Lane and hurled grenades followed by indiscriminate firing. Two of the terrorists blew themselves up in two different halls. Security forces personnel in the area responded immediately and two other terrorists were killed in exchange of fire.
Former vice chief of army staff General (Retd) Muhammad Yousuf was also among the injured. The deceased included Director General Armoured Corps, Major General Umar Bilal Khan, Brigadier Abdul Rauf, Lt Col Fakhar, Lt Col Manzoor Saeed, Major Saeed and Major (Retd) Shoaib.
According to details, the terrorists targeted the mosque located in a very sensitive area, as many senior army officers reside there. It has also been learnt that most of the victims of this attack are serving or retired military officials and their children.
Officials and some eyewitnesses informed TheNation that two out of six terrorists, who came there in a car, entered the mosque and blew themselves up in two different halls. The eyewitnesses informed that the attackers sprayed bullets in and around the mosque and also hurled many hand grenades. As a result of attack, a portion of the mosque also caved in.
Army soldiers rushed to take position near the site of the attack and fought back in an hour-long gunfight and killed four attackers. Police and law enforcing agencies also reached the scene and cordoned off the area soon after the firing. Snipers were deputed on the high-rise buildings in the area, while helicopters hovered overhead throughout the operation.
According to details, the incident took place when at least six to seven gunmen entered the Parade Lane Mosque located near Qasim Market. They hurled hand grenades followed by indiscriminate firing. The security forces stationed there opened retaliatory fire and killed four terrorists.
A large number of people were present inside the mosque when the terrorists targeted the mosque. Ambulances of Rescue 1122 and Army shifted the injured to Military Hospital, Combined Military Hospital and other nearby hospitals of the City.
Soon after the attack, security forces and bomb disposal squad started collecting evidence from the site while rescue teams began their operation to shift the injured and the dead to various hospitals.
Regional Police Officer (RPO) Muhammad Aslam Tareen confirmed that 40 people were killed and 83 others got injured in the attack. He further said that initial information suggested that there were two to three attackers who entered the mosque.
Entire area was sealed after the blast and all the roads leading to the spot were blocked, while traffic from Peshawar Road, Rawalpindi, was diverted to other roads.
Capt (Retd) Ameerud Din Sheikh, an eyewitness, told this scribe that soon after the attack, he rushed towards the mosque to save his son and saw dead bodies and injured persons everywhere there. He said that it seemed that the attack was very well organised and the terrorists used very sophisticated weapons.
Another eyewitness Nasir Ali Sheikh told that he saw two attackers wearing white Shalwar Qameez (traditional Pakistani dress). He added that one of the attackers hurled three hand grenades into the mosque while the other one was spraying bullet from his gun.
Search operation continued in the residential area around the mosque till night where all the buildings were combed by security forces. The security forces also seized a car at the site of the incident, which was supposed to have been used for carrying the terrorists to their target point.
The sources informed that preliminary investigations revealed that the car was bearing a fake numberplate of Islamabad and was taken on lease from a bank in 2004.

The President of Pakistan has been further pleased to approve the repatriation of following judges:
Mr Justice Sakhi Hussain Bukhari and Mr Justice Zia Pervez have been repatriated from Supreme Court of Pakistan while Mr Justice Bilwal Khan has been repatriated from Islamabad High Court.
