Spy agencies admit custody


ISLAMABAD – The intelligence agencies of the country on Thursday conceded that 11 prisoners of Adiala Jail were safe and alive in their custody and they would be dealt with laws under Army Act.
A three-member bench of the apex court comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Ghulam Rabbani and Justice Khalil-ur-Rehman Ramday was hearing the case of Adiala Jail prisoners who went missing after their release.
The court had issued notices to the heads of secret agencies seeking their explanation with regard to 11 missing prisoners, allegedly abducted by them. In the hearing on November 24, 2010, Attorney General of Pakistan Maulvi Anwarul Haq on behalf of the agencies had informed the court that he had approached the concerned authorities but they had denied having any information about the whereabouts of these missing prisoners.
The AGP also stated that the spymasters could not be made respondents in the constitutional petitions.
The Attorney General, however, had withdrawn the reply that the secret agencies were enjoying immunity and could not be made respondents in any case, after the court had expressed severe dismay over the reply.
Muhammad Irshad, counsel for Inter Services Intelligence (ISI), and Military Intelligence (MI) on Thursday, told the Supreme Court the impression created that Army, ISI and other agencies were above the Constitution was wrong.
He made a loud and clear verbal statement on behalf of ISI and MI and promised to submit the written statement today (Friday). He stated that Pakistan Army, ISI and any other agencies were subject to the Constitution and held the Supreme Court of Pakistan in high regard. But there are certain elements, which wanted to create misperception by saying that the Army and ISI are above the Constitution, he added.
This impression is not right, as the ISI and other agencies are bound to follow orders and judgments of the Supreme Court and they respect and appreciate the apex courtÂ’s steps, which it is taking for the supremacy of law and order and good governance.
Irshad said 11 persons, who were detained in Adiala Jail, after their release voluntarily surrendered themselves to the persons disguised as agency officials, who had taken them to their operational areas and kept them in the terrorist hideouts in order to carry out further terrorist activities across the country.
The agencies on the order of the Supreme Court and the notices issued to them by the court penetrated into the terroristsÂ’ operational areas and launched a massive operation and recovered more than 20 persons including 11 prisoners of Adiala Jail. They have interrogated them and it was found that the prisoners have deep links with the terrorists, operating in the different areas, causing serious damages in the country and killing army personnel, including three serving Army Generals and also damaging the military and defence installations. Therefore, they are no longer missing persons as they were in the custody of law enforcement agencies and being dealt with the law under Army Act and would face field court marshal.
Arshad said that the officials who had sleeplessness nights for the defence of the people and the country were being humiliated, while in India no one make statements against RAW.
The Chief Justice in response to that said: “We appreciate the Army, ISI and other agencies as they were defending the country and we also have all love and affection for them.” The CJP asked the counsel for Federation, ISI, MI and IB to submit the written statement, however he promised to file it today (Friday). The court then adjourned the hearing till today (Friday).
It is relevant to mention here that the jail authorities had allegedly handed over 11 persons to agencies- who were acquitted due to lack of evidence regarding their involvement in five cases including attack on plane of Gen (Retd) Pervez Musharraf, attacks on Kamra and Hamza Camps and General Headquarters (GHQ).
The Anti-Terrorism Court (ATC) had acquitted Syed Arab, Gulraiz, Hussainullah Jan and Abdul Rashid allegedly involved in Kamra suicide attack on April 28. The same court also acquitted Dr Muhammad Niaz, Shafiqur Rehman, Abdul Majid, Mazharul Haq, Abdul Saboor, Muhammad Aamir and Abdul Basit on May 8 in Hamza Camp and GHQ attacks cases.
Besides their release from the jail, DCO Imdadullah Bosal passed an order and subsequently on the expiry of that order another order was issued by the then home secretary Nadeem Hassan Asif.
Both the orders were challenged in the Lahore High Court, Rawalpindi Bench, which had declared the orders as unlawful and beyond the jurisdiction. The LHC also issued an order for the registration of criminal cases against the Superintendent and Deputy Superintendent of Adiala Jail for not releasing the prisoners.
The Special BranchÂ’s daily situation report (DSR) presented before the court by the Punjab Chief Secretary in which stated that these prisoners were picked up by the secret agencies from Adiala Jail.
It may be mentioned here that Attorney General of Pakistan, Maulvi Anwarul Haq was not present in the court.

SC orders RPPs to return money


ISLAMABAD – Chief Justice Iftikhar Mohammad Chaudhary, while hearing a suo moto case of irregularities in the advance payment to Naudero-II and Guddu Rental Power Projects, has directed the companies’ counsel to return with mark-up the 14 per cent advance payments they had received for installing the RPPs.
A three-member bench was hearing the suo moto notice on Tuesday taken on a media report.
According to the news report, Nepra had declined to approve a fresh tariff for Naudero-II after discovering that the projectÂ’s equipment belonged to Guddu Rental Power Project, which had been dismantled illegally.
The government had paid 14 per cent advance amount of $11.28 million to Pakistan Power Resources (PPR) in April 2010 for Naudero-II, while 14 per cent advance payment of $10.15 million was paid for the same machines for Guddu rental power plant having a capacity of 110 MW.
Dr Pervaiz Hassan, counsel for the PPR, stated that the Guddu power project, which was signed on 23-02-2008, was signed off on December 4, 2010. The Chief Justice asked him, “Your client had taken money from both the projects for the same machines.”
Justice Khalil-ur-Rehman Ramday stated, “You signed off when the Supreme Court had taken suo moto notice.”
The court directed Shahid Hamid, who was representing the Walter Power International that has 35 per cent share in Pakistan Power Resources, and Dr Hassan, the counsel for shareholder of the PPR, to take instructions from their clients for submitting advance payments with mark-up and adjourned the hearing for today.
During the course of proceedings, the Chief Justice remarked, let the institutions be strengthened and there is no need to be afraid of foreign governments. He said, why you are frightening the court. Has the WikiLeak enhanced the government’s respect, he said, and added, “If you would surrender in everything, then no one would respect you.”
Justice Ramday said, “Wrongly or correctly we are the custodian of the country and it is our concern that money is brought back.” He further said, even if they had to supervise the investigation, they would not hesitate.
Agencies add: Chief Justice Iftikhar Muhammad Chaudhry said on Tuesday that criminal cases will be registered against all those responsible for making fraudulent deals.
The Chief Justice noted that fraud is apparent in the Guddu and Naudero rental power agreements, adding that the judiciary will not allow people to waste the nationÂ’s wealth.
The court has taken notice on a newspaper story saying that NEPRA detected irregularities in advance payment to Naudero-II and Guddu Projects. The story further claimed that NEPRA declined to approve tariff for Naudero-II after discovering that projects equipment belonged to Guddu Rental Power Project. The Walters Power International had entered into contract for completion of $52 million natural gas-fired 51 megawatts power plant in Naudero II, while working upon a second project in Guddu, which was expected to cost about $70 million and produce 110MW. At the outset of proceedings, Shahid Hamid, counsel for Walters Power International, prayed the court to grant him few days as he would be consulting David Walters, president of WPI in US over return of principle amount and mark up issue. The Chief Justice told him to consult his client and make statement about return of the amount along with bank interest.
Faisal Saleh Hayat, a PML-Q parliamentarian and petitioner, raised objection by saying that they had violated the contractual agreement and should be held responsible for violation. The Chief Justice told him that it was not their job, however, the main case was still pending and they would have to deliver their verdict. “We have announced our charter yesterday, the people will get tired of taking bribes but the court would not feel bogged down in taking notices of such issues,” he added. The Chief Justice expressing his displeasure over arguments of Shahid Hamid said, “What are being shown on TV about Wikileaks do not you know. We are an independent country, do not impress us by mentioning foreign influential people.” Shahid Hamid apprised the bench that David Walters, a US citizen and former Oklahoma governor, held million of shares in power sector and was not involved in any corruption case. He said the contract for Guddu power was signed on March 4 this year.
He said under a mutual contract, the equipment which had to be re-exported was transferred to Naudero II though in the usual circumstances it did not happen. He said it was a kind of renovation of contract which took place in October. The Chief Justice observed that it was their liability to return the amount with bank interest instead leaving it for the JENCO. To benchÂ’s query, Shahid replied that JENCO, another power company, had not fulfilled agreement with them as they failed to submit bank guarantee and determination of tax issue, therefore, they had to walk out of the contract. He further apprised that the company had given guarantee for advance payment on March 12 and got an amount of $11,36,666 in return on April 8 this year with total rental value of $80.5 million. He said the Naudero power plant II would have to generate 51 megawatts.
To benchÂ’s query, he admitted that due to an end to contract it had been capped. The Chief Justice pointed out that a news appeared on December 1 and the contract was withdrawn on December 4. Dr Parvaiz Hussain, another counsel, told that contract was rescinded in accordance with law and had nothing to do with the date. He said that PEPCO had not fulfilled its agreement over provision of fuel, site etc. While JENCO deputy chairman Abdul Malik apprised the bench that they were not required to look into the equipment while entering into a contract.

MOHMAND AGENCY/PESHAWAR – As many as 51 persons were killed and 120 others including officials of the agency administration got injured as a result of twin suicide blasts in front of the office of Political Agent in Ghallani, headquarters of Mohmand Agency, on Monday.
Sources said that two suicide bombers came near the office of Political Agent Amjad Ali Khan on motorbikes. The first blew himself up inside the office, while the second one set off explosives when guards caught him in front of the office.
The blast badly damaged the agency administration compartments and its adjacent buildings.
It is stated that more that one hundred people including tribal elders and volunteers of peace committees were present on the occasion for holding talks with top officers of the Agency.
Soon after the blast heavy contingent of security forces and personnel of Khasadar Force rushed towards the site and cordoned off the area.
The injured were rushed towards Agency Headquarter Hospital and Lady Reading Hospital Peshawar.
The deceased included Pervez Khan Mohmand, Abdul Wahab, a journalist and uncle of President Mohmand Agency Press Club Habib-ur-Rahman, Malik Haji Kachkol, Haleem Shah, Siar Gul, Nader Khan Namos, Saleem Khan, Mujeeb Khan, Zia Wali Shah, Kabal Khan, Anwar Shah, a clerk, Mian Abdul Ghaffar, Mian Abdul Rashid, Political Muharrer Ghulam Syed Khasadar, Alam Zeb, Mian Sawab Gul, Zahid Khan, Khasadar, Shafiullah and Ismail Sagi.
The injured included journalist Mohib Ali, Sobedar Major Jan Mohammad, assistant Fazal Wahid, Habib Gul, Mohammad Amin, Noorullah, driver Yaseen, Abdul Akbar, Khan Naseeb, Abdul Ali and Ali Manshah.
Tehreek-e-Taliban Pakistan claimed the responsibility for the attack and termed it a reaction to the military operation in Teshil Safi area of Mohmand Agency.
Talking to journalists, Political Agent Amjad Ali Khan said that one of the suicide bombers blew himself up while another was caught by the security forces, who later detonated his explosive-laden jacket. He said that a meeting among the local administration, tribal elders and members of the peace committee was under way at the time of blast.
Meanwhile briefing the journalist at Lady Reading Hospital, Provincial Information Minister Mian Iftikhar Hussain condemned the suicide blasts and termed them inhuman acts of terrorism. He said that the Government was taking all possible measures to curb the menace of terrorism but peace in Pakistan was linked to peace in Afghanistan.
He said that Islamabad, Washington and Kabul would have to share intelligence information to take a result-oriented action against the terrorists. “Mistrust will certainly benefit the terrorists, thus, Pakistan, US and Afghanistan will have to share intelligence to wipe out the militants,” he added.
He predicted that prevailing militancy might continue for more than a decade if effective steps and timely actions were not taken against the terrorists. “We will have to show unity among our ranks,” he added.
About the operation against militants, he informed that the forces had conducted successful operation against terrorists in Mohmand Agency. He, however, said that the comprehensive result-oriented actions were a must to end the seeds of militancy sowed almost 30 years back.
“We believe that the mistrust among these three countries will benefit the terrorists. So, they must share intelligence information to wipe out militants”, he remarked. Dismantling terrorists network is the duty of the Government and the Government is doing its job efficiently, he added.
The militants are targeting mosques, schools, children, women and jirgas, which is against the Pakhtun traditions, saying at present the fight was between peace lovers and war lovers. “We will have to be with peace lovers to defeat the enemies of peace at all costs,” he concluded.
Agencies add: Suspected Taliban suicide bombers killed at least 40 people at the office compound of a top government official in northwest Pakistan on Monday, demonstrating the ability of militants to strike high-profile targets in defiance of army offensives.
“There were two bombers. They were on foot. The first blew himself up inside the office of one of my deputies while the second one set off explosives when guards caught him,” said Amjad Ali Khan, the top government official in Mohmand region, who appeared to be the target of the attack. They were dressed in paramilitary uniforms, he said.
PakistanÂ’s army has said several offensives it has launched since last year have weakened al Qaeda-linked Pakistani Taliban militants.
But they often melt away during assaults on their strongholds to set up operations elsewhere or wait patiently to return.
“Whenever you put pressure on them, they fight back and this phenomenon will not be over in days. They will strike whenever they will get a chance,” said Mehmood Shah, former chief of security in Pakistan’s tribal regions, home to some of the world’s most dangerous militant groups.
PakistanÂ’s Taliban militants have staged suicide bombings in a bid to destabilise the US-backed government, which faces an array of problems from a fragile economy to growing discontent over an energy crisis. Pakistan Taliban spokesman Omar Khalid said the group carried out the Mohmand attack, saying it was in response to what he said was the Pakistani governmentÂ’s recent decision to hand over Arab militants to the United States.
When the bombers struck, Khan was holding talks with tribesmen on the need to strengthen militias helping the government fight militancy, said Mohammad Ghaffar, one of his deputies.
“I entered the compound. I heard a blast. I fell down, got up and then another explosion happened,” said witness Ishtiaq Ahmed, from his hospital bed in the city of Peshawar.
“People were shouting and some paramilitary soldiers fired in the air. I saw charred bodies.”
Survivor Sakhi Jan, a 50-year-old member of the peace committee with injuries to his hand, said “double blasts rocked everything around”. “Tribesmen and elders had been sitting in small groups on the lawn outside the office of the political agent,” said Shuja Ahmed, another committee member. Fifty-one people were killed and 120 wounded, with 25 in a serious condition, said an official. One of the reasons the attacks were so deadly was because the bombers had filled their suicide jackets with bullets, said Amjad Ali Khan, the top political official in Mohmand. “These bullets killed everyone who was hit,” said Khan.
“The bombers were wearing tribal police uniform. One of them blew himself up at the main gate and the second in the office,” Ali said.
Local official Maqsood Amin told AFP that the building was badly damaged. “At least two rooms and a veranda were demolished,” he said. Doctor Jahangir Khan at the local hospital in Ghalalnai said 31 corpses had been brought in after the attacks and confirmed that 60 were wounded.
Mohmand official Shamsul Islam dismissed suggestions that security had been too lax to stop the suicide bombers, who travelled by motorbike.
“Routine security arrangements were in place. It is difficult to stop suicide bombers, they can go anywhere,” he told a private TV channel.
The purported chief of Tehreek-e-Taliban Pakistan (TTP) in Mohmand claimed responsibility for the attack. “Our two suicide bombers targeted people who were working against the Taliban,” Omar Khalid told AFP by telephone from an unknown location.
“Those who will work against us and make lashkars (tribal army) or peace committees will be targeted. “Our war is to enforce Sharia and anyone who hinders our way or sides with America will meet the same fate,” Khalid said.
It was the second suicide attack in five months targeting Mohmand tribal elders allied to the government. On July 9, a suicide car bomb attack killed 105 people in the town of Yakaghund, also in the region.
Around 4,000 people have been killed in suicide and bomb attacks across the country since government forces raided Lal Masjid in Islamabad in 2007. The attacks have been blamed on Taliban and Al-Qaeda-linked networks.
Aside from its struggle against home-grown militants, Pakistan faces US pressure to eliminate Afghan Taliban militants who cross its border to attack Western forces in Afghanistan.
Little government control over the ethnic Pashtun northwest tribal region make it an ideal spot for militant groups to form alliances, run training grounds and plot attacks.
Their calls for holy war can appeal to young men who have yet to see the state deliver schools and jobs.
The US Ambassador to Pakistan Cameron Munter said defeating militancy requires more than security crackdowns.
“It’s a question of civil institutions, a question of economic growth, a question of making all the elements of society stronger,” he told a group of journalists in Pakistan’s commercial capital Karachi, where officials say militants enjoy safe havens and benefit from funding networks. A suicide car bombing on November 11, claimed by the Pakistan Taliban, brought the fight to the doorstep of elite counter terrorism police in Karachi. The blast demolished the headquarters of an investigation department, where militants were interrogated. At least 18 people were killed.
The challenge in the northwest was highlighted by Munter’s predecessor Anne Patterson in a February 21, 2009 diplomatic cable released by WikiLeaks. She predicted it would take 10-15 years to defeat a “witches brew” of militants there.

Zardari doesn’t have leadership acumen


WASHINGTON (Agencies) – President Asif Ali Zardari doesn’t have leadership qualities while Prime Minister Yousuf Raza Gilani seems to be playing a strong role to counter national crises, revealed the WikiLeaks quoting US Ambassador Anne W Peterson.
In a document written by Islamabad-based US Embassy in June 2009, the envoy said that even in the presence of President Zardari, PM Gilani had filled the gap of leadership whenever it was required to establish a political alliance to counter any national crisis. An example is quoted in this regard that it was PM Gilani who managed to win support of all parties against war or terror and approval for military action against extremists.
“PM Gilani, in his address to nation on May 7, won people’s backing for military operation in Swat and adjacent areas which earned a legal certificate for the military to take steps against Taliban.”
The document also stated that President Zardari realised that he was not a popular leader and he himself confessed of not having any experience of such a high post in the past.
It also said that President Zardari personally wanted to establish good ties with India but he could not go ahead without ArmyÂ’s consent.
Meanwhile, WikiLeaks has disclosed another key point regarding Pakistan-US ties, which is about putting a condition on Pakistan for securing a nuclear cooperation with superpower likewise India.
During a meeting with President Zardari in 2009, US Senator John Kerry placed a condition on Pakistan that the latter would have to ink a ‘New Security Arrangement’ accord with neighbour India, if it wanted a civil nuclear cooperation with US, according to leaked memos of US diplomatic cables, cited in a letter of the then US Ambassador Patterson.
Citing the letter, WikiLeaks claimed that Senator Kerry wanted Pakistan to make agreement with New Delhi on New Security Arrangement, if latter was looking for winning a cooperation with US on civil nuclear deal.
Kerry also urged Pakistan to strengthen democratic institutions first for the purpose, leaked diplomatic cables disclosed. The Senator said AQ Khan network was key hurdle in way of progress of Pakistan.
While, during the same sitting, President Zardari told him that India itself plotted Mumbai attacks in November 2008.
Zardari also told US Ambassador Patterson that Muttahida Qaumi Movement (MQM) hardly enjoyed support of only 20 per cent population in Karachi. Although, MQM had adopted an aggressive posture but we wanted to take them along, said Zardari to Patterson, as reported by WikiLeaks.
According to leaked diplomatic memos, the party always emerged victorious only on the basis of delimitation of constituencies, Zardari further told her.
According to a latest disclosure by the WikiLeaks, President Asif Ali Zardari had told US Vice-President Joe Biden in 2009 that General Ashfaq Parvez Kayani and the ISI would take him out.
Zardari was referring to an alleged plot to remove him form the office. The cable also added that Zardari had made extensive preparations in case he was killed.
When Joe Biden disclosed the conversation to former British prime minister Gordon Brown, he replied that Kayani did not want to be another Musharraf and he (Kayani) was cautious about President Zardari and the Sharif brothers.
Brown further said President Zardari’s was unclear about the war on terror, though he (Zardari) always used to say, “Every thing is Okay.”
The former UK premier said the roots of terrorism in Pakistan were very much complicated and the religious seminaries solely could not be blamed for the issue. “There are certain areas where terrorism is given air.”
Biden said it was quite difficult to convince Pakistan about enhancing capacity against terrorism, adding that Islamabad was focusing its defence with a perspective of a threat from India.

ISLAMABAD (Agencies) – Pakistan Army stressed its loyalty to civilian politics after diplomatic correspondence leaked by whistleblowers WikiLeaks said the military had considered deposing the country’s president.
Cables from the US embassy in Islamabad obtained by WikiLeaks and reported in The New York Times and The Guardian newspapers this week also said President Asif Ali Zardari had made preparations for a coup.
One cable cited by both newspapers quoted US Vice-President Joe Biden recounting to BritainÂ’s then prime minister Gordon Brown a conversation with Zardari last year, in which Zardari told Biden he feared assassination.
Zardari, the cable said, had told the US vice-president that Pakistan’s army chief, General Ashfaq Kayani, and the Inter-Services Intelligence agency “will take me out.”
In the military’s first response to the allegations, spokesman Major General Athar Abbas said Saturday “the army has a demonstrated policy of supporting the political process within the confines of constitution of Pakistan.”
Abbas also said that Kayani “holds all national leaders in esteem,” including the main opposition leader Nawaz Sharif.
According to a cable quoted by The New York Times, Kayani told the US ambassador during a March 2009 meeting that he “might, however reluctantly,” pressure Zardari to resign.
Kayani was quoted as saying that he might support Asfandyar Wali Khan, leader of the opposition Awami National League Party, as the new president – but not Nawaz Sharif.
Kayani aired the idea during a round of meetings with Patterson in March 2009 as opposition leader Nawaz Sharif rallied thousands of supporters in a street movement that threatened to topple the government.

Pakistan blasts WikiLeaks cables


ISLAMABAD – The Defence Committee of the Cabinet (DCC) affirmed the strong commitment of the Government and people of Pakistan to defend the country’s honour, dignity, sovereignty, independence and territorial integrity for which all the requisite steps would be taken including the strengthening of strategic and conventional capabilities of the country’s defence forces.
The DCC meeting held here at Prime MinisterÂ’s House on Friday afternoon under the head of PM Syed Yousuf Raza Gilani deliberated on global and regional developments that were impacting on the peace and security of the country.
The DCC also expressed full solidarity and support of government and people of Pakistan for the just struggle of the Kashmiri people for their inalienable right of self-determination, as prescribed in relevant UN resolutions.
The DCC reviewed the security challenges faced by Pakistan and expressed satisfaction on the defence preparedness. It also took stock of the challenges faced by terrorism and expressed satisfaction on the anti-terrorism and law enforcement actions undertaken by the security forces. It was decided to prosecute with full vigour the counter-terrorism campaign. The Committee renewed the GovernmentÂ’s resolve to eliminate terrorism and effectively foil the nefarious designs of the enemies of Pakistan.
The DCC reviewed the global and regional situation and, in particular, recent developments pertaining to South Asia and Afghanistan. The DCC reaffirmed PakistanÂ’s desire to promote strategic stability in South Asia; the importance of maintenance of regional balance; and just resolution of all outstanding issues.
The DCC also underscored the importance of establishing good neighbourly and cooperative relations with India on the basis of equality, mutual interest and mutual respect.
The DCC considered the NATO Lisbon Summit decision relating to Afghanistan and emphasized the importance of early restoration of durable peace, security and stability. It expressed PakistanÂ’s full solidarity and support for the historic endeavours of the Afghan people and government in this regard.
The DCC underscored the importance of Prime MinisterÂ’s forthcoming visit to Afghanistan, which will contribute to further broadening and deepening of comprehensive cooperation between the two brotherly Islamic countries.
Earlier in his opening remarks Prime Minister Syed Yousuf Raza Gilani welcomed the new Chairman of the Joint Chiefs of Staff Committee Gen Wynne and also wished Gen Kayani every success in his new term. He further appreciated the role of the Armed Forces and other organisations in the recent floods and lauded the role of all the three services for quickly responding to the call of National Disaster Management Authority in carrying out rescue and relief work.
The Prime Minister also lauded the role and contributions of the Armed Forces and the law enforcing agencies for successfully confronting the threat to internal security posed by terrorism. “Our success in meeting these challenges,” he said, “once again illustrates the tremendous resolve and resilience of the people of Pakistan and the strength of Pakistan’s institutions”.
Prime Minister said that being a peace loving country Pakistan was consistently striving for regional peace and stability but at the same time the country could not stay aloof to countryÂ’s defence for which the government and people of Pakistan were ready to render any sacrifice.
The Prime Minister said that despite best efforts, their quest for a just and durable peace in South Asia has so far proved elusive. “Indian Occupied Kashmir is again on the boil with indigenous resistance of Kashmiri people to Indian occupation,” he said and added that in these circumstance Pakistan would continue to follow its policy of extending full moral, diplomatic and political support to the Kashmiri brothers and sisters.
The Prime Minister said that while there are challenges, there are also tremendous opportunities. PakistanÂ’s domestic and external policies need to be crafted skilfully with a view to ensuring the protection and promotion of PakistanÂ’s national interests and the aggregation of PakistanÂ’s national strength.
“The multiplicity and the size of challenges to our national security,” he said, “demand that we may have to make a departure from our traditional thinking and look for out of box solutions and alternate strategies”. He reaffirmed that the nation has potential and resilience to face these challenges up front and come up to the aspirations of the people in the country.
The Prime Minister while briefing the participants of DCC on his recent visit to Dushanbe to participate in the Heads of Government meeting of the Shanghai Cooperation Organization (SCO) said that the essential purpose was to associate Pakistan with this important regional cooperative endeavour that holds not only great promise for the future of the peoples of our region but is also critical to global peace, security and prosperity. The most notable outcome of the meeting he said, was the decision to enable Pakistan, among other observers, to fully participate in the SCOÂ’s economic, trade and development agenda.
He referred to his meetings in Dushanbe with the heads of delegations including the President and the Prime Minister of Tajikistan, Prime Ministers of Russia, China and Kazakhstan as very useful and encouraging. He further gave details of his discussions with these leaders.
He also sought views of the participants of DCC on his upcoming visit to Afghanistan. Earlier, Secretary Interior, Secretary Foreign Affairs and Secretary Defence briefed the participants of the meeting on Internal Security issues, Foreign Policy contours and Defence related matters. It was felt that the capacity of law enforcement agencies has to be further improved while the foreign relations should focus on developing economic linkages.
The Prime Minister directed that the committee would meet once in each quarters of the year to deliberate on all facets of the national security as these are unabatedly under a constant flux. The Prime Minister reiterated the countryÂ’s commitment to safeguard the sovereignty and integrity of the state and for which each and every Pakistan was ready to willingly render highest sacrifice.
The meeting was attended by Defence Minister, Interior Minister, Finance Minister, Minister for Information and Broadcasting, Chairman Joint Chief of Staff Committee and the three services Chiefs.
