Belgrade-Priština talks in March?

A Belgrade newspaper writes today that negotiations on Kosovo between Belgrade and PriÅ¡tina could start in March. Daily Večernje Novosti quotes unnamed sources in Brussels and says in an article published today that EU foreign policy chief Catherine Ashton’s associate Robert Cooper has been mentioned as a possible mediator.

Belgrade, Priština support investigation

After the Parliamentary Assembly of the Council of Europe adopted Dick Marty’s report on Tuesday both Belgrade and Priština eagerly expect the investigation.

Marty also expects the investigation into human organ trade in Kosovo and Albania to begin.

“We’ve been ready for talks for long time”

Assistant Foreign Minister Zdravko Ponoš says that Belgrade has been ready for months to begin talks with Priština without any prerequisites and done solutions.

“All scenarios are possible. We’ve been ready for months, we’re now waiting for Priština,” he told daily Press.

Priština: Negotiations not in sight

Priština officials and analysts do not expect the negotiations with Belgrade to begin soon, but point out that the talks will only be technical.

The public in Kosovo expects that the government will be formed first, based on the results of the December parliamentary elections which are late.

Priština media: No agreement on license plates

Media in Priština report that Belgrade and Priština have not reached an agreement on new Serbian license plates.

Kosovo Interior Minister Bajram Rexhepi has also confirmed the information.

Agreement on license plates reached

The Serbian government and the international community have reached an agreement on new Serbian license plates containing first letters of Kosovo towns. Serbia will be issuing both old and new license plates for Kosovo until the issue is solved in the negotiations between Belgrade and Priština, B92 has learned.

“Resolution not obstacle for negotiations”

Serbian Foreign Ministry Political Director Borko Stefanović says that the Council of Europe’s resolution on Serbia will not hinder Belgrade-Priština talks.

He told B92 that CoE Rapporteur Dick Marty’s report on human organ trafficking and the process that would follow the report were separate from the Belgrade-Priština negotiations.

EU, U.S., and “differences over Kosovo”

A month after Council of Europe rapporteur Dick Marty presented his Kosovo report, it is unclear if Belgrade and PriÅ¡tina will start their talks, says the BBC. The British media outlet’s Serbian service is reporting that after strong initial reactions, “especially in the western media, which described Kosovo as a criminal state”, and after Hashim Thaci’s denials and threats of lawsuits against the Swiss senator, “spirits have settled down somewhat”.

“Entire region would benefit from dialogue”

Czech FM Karel Schwarzenberg said that talks between Belgrade and PriÅ¡tina “would benefit the citizens of Serbia and Kosovo”, as well as the entire region.
The dialogue should resolve technical issues, which would benefit everyone, so that gradual progress could be achieved in “bilateral relations”, Schwarzenberg told the Thursday edition of the daily Večernje Novosti.

Belgrade against delays to Kosovo talks

The Belgrade-Priština talks are awaiting the forming of a new government in Priština, says Ministry for Kosovo official Oliver Ivanović. He explained that the Marty report did not have any direct influence on the postponement of negotiations.

Kosovo’s CEFTA presidency uncertain

Kosovo is due to take over the presidency of the Central European Free Trade Agreement (CEFTA), but it is still uncertain whether this would happen at all.

Priština-based media reported on Wednesday that Kosovo’s CEFTA presidency was uncertain taking into account constant political frictions between Belgrade and Priština.

No incidents expected in Kosovo, says DM

Defense Minister Dragan Å utanovac Belgrade’s Blic daily that no incidents are expected in Kosovo when the dialogue between Belgrade and PriÅ¡tina starts. The dialogue should start as soon as possible, he said.

Thaci: Report putting dialogue at risk

Kosovo Albanian PM Hashim Thaci told B92 that Council of Europe Rapporteur Dick Marty’s report linking him to human organ trade was not true.

He stressed that the report represented an attack on the upcoming dialogue between Belgrade and Priština.

President urges start of Kosovo talks

President Boris Tadić said late on Tuesday that the talks between Belgrade and Priština should start with technical issues. This, he told an audience in Novi Sad, regardless of the report of Special Rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) Dick Marty.

“Report no obstacle to Kosovo dialogue”

The Marty report should not be an obstacle to the start of dialogue between Belgrade and PriÅ¡tina, believes Jelko Kacin. The Slovenian politician, who is European Parliament’s rapporteur for Serbia, told B92 in Belgrade on Tuesday that the dialogue will not take place on the presidential or ministerial level, and that therefore accusations against Kosovo Albanian PM Hashim Thaci “are no obstacle”.

The EU is making an effort in order for the dialogue between Belgrade and Priština to start in the beginning of 2011.

Kosovo talks by year’s end, says minister

Kosovo Minister Goran Bogdanović says that serious Kosovo negotiations can be expected after the elections in the province. The voting will take place on December 12, and Bogdanović told Belgrade daily Večernje Novosti that talks between Belgrade and PriÅ¡tina “could take place as soon as on December 18″.

Zannier to represent UN in negotiations

UNMIK Chief Lamberto Zannier said he would represent the UN in the future dialogue between Belgrade and Priština. He said that in correspondence with EU High Representative for Foreign Affairs and Security Policy Catherine Ashton.

Minister: Negotiations by year’s end

Belgrade wants negotiations with Priština and historical reconciliation of Serbs and Albanians as soon as possible, says Minister for Kosovo Goran Bogdanović.

He has stated that the status of Kosovo will be inevitably discussed.

“Elections should be held in north as well”

U.S. Ambassador in Priština Christopher Dell says the Dec. 12 Kosovo elections should be held in the north as well. The north is predominantly populated by Serbs who reject the authority of the Kosovo Albanian government in Priština, which is organizing the ballot.
