ISLAMABAD – Some ministers in the federal cabinet are being removed in what is being described as ‘rightsizingÂ’ of some 100-strong council of ministers, apparently to meet an important demand of the PML-N to reduce expenditure.
Federal Minister for Law and Parliamentary Affairs Babar Awan confirmed that the step was being taken to ‘rightsize’ the cabinet. PML-N chief Nawaz Sharif had given a 10-point charter of demands to the government on January 4 with a clear message that the needful should be done in 45 days. Otherwise, he had said, the PML-N would be left with no option but to call for fresh elections.
A committee comprising representatives of both PPP and PML-N is already working on modalities to implement the agenda. It is not clear how many ministers will be shown the door. However, it is expected that many ministers will lose their jobs, as only then will the government be able to show some cut in the expenditure.
It may be recalled that two federal ministers have already been sacked – although for a different reason. They are: Hamid Saeed Kazmi and Azam Khan Swati. Swati had alleged that Kazmi was involved in corruption in Haj operation. He also took the matter to the Supreme Court.
The prime minister removed both of them, saying they had violated discipline. Talking to journalists on the premises of the Supreme Court after the Judicial Commission meeting, Federal Law Minister Babar Awan disclosed that President Zardari and Prime Minister Gilani had decided rightsizing of the Federal Cabinet.
He said it had been decided to reduce the number of ministers in the new cabinet with a view to cutting down government expenditures. The decision has been taken in the light of PML-NÂ’s suggestions for economic reforms and more than one dozen institutions would be restructured.
Babar said the government was discussing the issue with all political parties with an open mind, adding that all political parties and the government wanted to strengthen the system.
Brushing aside possibility of the Federal CabinetÂ’s dissolution, PPP central leaders said no such plan was under consideration and only a few portfolios of some of the cabinet members would be changed and that too owing to the devolution of over 12 ministries to the provinces under the 18th Constitutional Amendment.
Both the Presidential and Prime MinisterÂ’s spokesmen confirmed to The Nation that no proposal of dissolution of the Federal Cabinet came under discussion in the PPP Core CommitteeÂ’s meeting held at the Presidency on Friday night. The matter did not figure in the recent meetings of the President and Prime Minister either, confirmed these spokesmen.
The sources in PPP on condition of anonymity informed that the reshuffle in the portfolios of some of the federal and state ministers came under discussion in the Core Committee meeting of the party as over 12 full-fledged federal ministries would be devolved to provinces after the abolition of Concurrent List under the 18th Constitutional Amendment.
The sources further informed that at the same time, a few federal ministries also fell vacant after the two coalition partners – JUI-F and MQM – stepped out from the Federal Cabinet.
The sources revealed that in the Core Committee meeting, President Zardari had stressed the need for bringing the estranged coalition partners back in the Federal Cabinet and it was decided that the portfolios vacated by these coalition partners would not be reallocated and the current arrangement of keeping these portfolios as additional charge with some ministers would be kept intact.
The sources further said the devolution process of over 12 full-fledged federal ministries and its allied departments to provinces would be completed by June 30 and the process of rightsizing of the Federal Cabinet would also be completed by that time.
Some senior PPP leaders informed The Nation that a few state ministers could lose their berths in the Federal Cabinet owing to their poor performance and they would be replaced with active and vibrant party leaders. However, this condition would not apply on the ministries doled out to coalition partners, these leaders further informed and added that the share of ministries given to the coalition partners would not be affected by this rightsizing.
The sources in the party further informed that the PPP leadership had also constituted a special committee to examine the possibility of merger of some of the divisions and ministries, which in the past were carved out to accommodate maximum party leaders and coalition partners.
It is pertinent to mention here that the 18th Constitutional Amendment had restricted the size of the federal government to 11 per cent of the total strength of the Parliament which would remain below 50 but this clause would be applicable to the government formed after the next general elections due in 2013.
The condition of small size cabinet under the 18th Amendment would be made applicable after 2013 general elections owing to the problem of incumbent government, which had to accommodate a number of coalition partners in the Federal Cabinet.

ISLAMABAD – PPPÂ’s senior leadership has opposed military operation in violence-hit Karachi and suggested full-fledged action by Rangers to normalise the situation in the city, it has been learnt reliably.
A meeting of the Core Committee of PPP was held Friday night at the Aiwan-e-Sadr took serious note of the situation in the city. The meeting was presided over by PPP Co-Chairman President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani.
According to sources, it was also noted in the meeting that there was a lack of liaison between Interior Minister Rehman and Sindh Home Minister Zulfiqar Mirza which is badly affecting performance of the government.
The government has decided to launch full-fledged operation against criminals in order to bring situation to normal in Karachi. In the meeting, sources said, some PPP leaders strongly criticised the 10-point agenda, which has been presented by PML-N Quaid Nawaz Sharif so as to improve countryÂ’s economic situation and said Prime Minister Gilani should not blindly accept everything presented by the Opposition.
According to sources, three federal ministers also blasted Punjab Governor Latif Khosa for visiting the grave of Mian Sharif and said the governor, instead of visiting graves, should apprise the masses of corruption and inefficiency of the Punjab government. The meeting noted that the PPP is pursuing policy of reconciliation while the PML-N was doing everything to thwart this policy of the government.
A PPP leader told the meeting that the MQM were mounting their pressure for holding local bodies polls in Sindh, and the ongoing bloodbath in Karachi would end if holding of elections was announced.
A senior PPP leader was of the view that the government should not adopt policy of confrontation and JUI-F Chief Maulana Fazlur Rehman should be contacted to rejoin the government.
According to Waqt News TV channel, the MQM would also be invited to rejoin the Federal Cabinet.
Abrar Saeed adds: Reiterating to push forward the policy of reconciliation, it was the unanimous view of the central leadership of PPP to take along all the political forces in steering the country out of the prevailing political and economic crises.
The Core Committee of the party took serious notice of the sacking of over 4,000 employees by Karachi Electricity Supply Company (KESC) and constituted a three-member committee comprising Federal Minister for Water and Power Raja Pervaiz Ashraf, Federal Minister for Religious Affairs Syed Khurshid Shah and Advisor to Prime Minister Senator Mian Raza Rabbani to take up the issue with the Government of Sindh.
The party reiterated its commitment to standby the working classes. It recalled the reinstatement of sacked employees in the recent past and said that it would not abandon the labour and the working classes.
The central leaders of the party came up with open debate on host of issues including the response to the 10-point formula given by the PML- N for sprucing up the governance and economic management, relations with the coalition partners, current spate of target killings and the ways and means to bring the port city of Karachi under the rule of law, and a number of matters of national importance.
It was also the consensus view of the party leadership that all the stakeholders should be taken into confidence while taking any crucial decision on Karachi unrest and it was further decided that all the options including deployment of Armed Forces in the port city would be placed before the All Parties Conference on Karachi peace due in Federal Capital on 26th of this month.
It was the unflinching stance of President Zardari that all the stakeholders including MQM and ANP would be taken on board while taking any policy decision regarding Karachi and he was optimistic that peace in the port city would be brought without taking any extreme administrative step.
Both the President and Prime Minister appreciated the 10-point demands put forth for steering the country out of prevailing economic mess and said that they had asked the other political parties in the Parliament to give their suggestions as well, so that a comprehensive national agenda for economic and administrative reformation could be evolved.
It was further decided in the meeting that the government should go about swiftly the revamping process of the state-owned corporations and also take other corrective measures for bringing overall improvement in the national economy.
It was further decided with voice vote that PPP would continue to stay part of the Government of Punjab in pursuance of its policy of reconciliation and would not let the Mian Shahbaz Sharif government destabilised.
The matters relating to the partyÂ’s reorganisation also came under discussion and in this connection party leaders were asked to reinvigorate the party set-up at grassroots level so that the party could show better results in the upcoming local bodies elections across the country.
At the outset of the meeting President Zardari, who is also Co-Chairman of Pakistan PeopleÂ’s Party, also briefed the members about his recent visit to UAE and America. He also shared the details of his meeting with President Obama with the participants of the meeting.

Staff Reporter from Karachi adds: Two activists of Muttahida Qaumi Movement (MQM) were gunned down in yet another incident of target killing in Joria Bazaar, Risala police said on Friday.
The incident took place near a shop situated in Joria Bazaar, when the victims, 50-year-old Haji Fareed, son of Abdul Hafeez; and Saeed, alias Gullo, were sitting there. Suddenly two armed men reached there on motorcycle and opened indiscriminate firing on them; resultantly both sustained to injuries.
Police shifted them to Civil Hospital Karachi (CHK) for medical treatment where they breathed their last. With the news of killings spread, scores of MQM workers, leaders and sympathisers gathered in CHK. Tension engulfed the surrounding areas and all shops and market were closed.
SHO Faryad Bhatti said it was the incident of target killing. Haji Fareed was the father of five children and also used to run a grocery shop in the same vicinity and was also a very prominent social worker of the area. Victim Abdul Hafeez was an employee of City District Government (CDGK) and he was unmarried. Both victims were the activists of MQM.
Later, their funeral prayers were offered in Denso Hall. No case was registered till the filing of this report. It is pertinent to mention here that two activists of MQM had been gunned down in the same area four days ago.
APC on burning Karachi on 26th
KARACHI – The Sindh government Thursday convened an ‘All Parties ConferenceÂ’ (APC) at the provincial level on January 26 at the Chief MinisterÂ’s House to ascertain and discuss the law and order situation in the province, with particular reference to volatile Karachi.
The decision was made at a meeting held between Sindh Chief Minister Syed Qaim Ali Shah, Federal Interior Minister Rehman Malik and provincial Home Minister Dr Zulfiqar Mirza at the CMÂ’s House.
Earlier, Mirza in a policy statement on the floor of Sindh Assembly in the morning categorically said that neither he as Sindh home minister nor Chief Minister Syed Qaim Ali Shah, the IGP and the CCPO Karachi were taken into confidence about the operation by Rangers in city, especially in Orangi Town.
Just a few hours the harsh statement, the meeting lauded and appreciated the role of police, Rangers and Interior Ministry with respect to the efforts being made by Mirza and the Sindh Police for crushing the criminal activities of anti-social elements. They expressed satisfaction over measures adopted and results achieved so far, the official statement issued from the CMÂ’s House said.
Shah and Mirza lauded the assistance being extended by the federal govt, particularly the efforts of Malik, for combating the challenge and maintaining the law and order in all parts of the Karachi.
The also decided to ensure close coordination and liaison among them and hold regular meetings after every fortnight.
In response to the anger expressed by the Sindh government, Malik clarified that all the federal agencies and Rangers would coordinate the Sindh govt and the Home Department.
The three leaders vowed to resolve all issues to maintain at every cost and said the action against the criminal elements would continue without any discrimination.
They also appreciated the guidance of President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani for resolving the political and law and order issues.During the Sindh Assembly session, Mirza came hard against the federal government over RangersÂ’ operation in Karachi without taking the provincial government into confidence, as he threatened to withdraw the powers granted to the Rangers.
He was replying to PML-FÂ’s Marvi Rashdi who on a point of order drew MirzaÂ’s attention towards his statement in which he had showed unawareness about the operation in Karachi. The opposition member also pointed out that people were being killed in targeted shootings in Karachi, but it was strange that the minister concerned had no knowledge about the operation.
Replying to the point of order, Mirza affirmed that he stood by every word he had uttered.
“I still stand on my words. I was not taken into confidence on operation being initiated in the city through Rangers. Even, the Sindh chief minister, IG Police and CCPO were also not taken on board. I don’t know who gave the orders to Rangers to initiate operation. May be the federal government had given such orders.”
He said, “I had signed the summary, in which Rangers had given policing powers,” adding, “I can withdraw the powers.”
Mirza, “It is not a martial law; there is a civilian government. Therefore, the Rangers has to work under the civilian control.”
Agencies add: Rehman Malik told newsmen that he and Zulfiqar Mirza were unaware of the recent operation.
He said he did not interfere into the matter since it was administrative in nature.
Responding to MirzaÂ’s claim, Malik said the Rangers and police were subservient to the provincial home minister, adding that he would ensure sharing of intelligence gathered by the federal agencies with the provincial government.
He claimed that police did not raid former state minister Nabeel GabolÂ’s residence and the CCPO had informed him that he sent the police van to bring back the police security guards.
Malik said he came to Karachi on the directives of President Zardari and Prime Minister Gilani.
The federal minister said some religious groups were dividing the nation and supporting the terrorists who had been aiming at destabilising the country. He would not allow anyone to disturb peace in Karachi, he vowed.
He informed the journalists that the security forces foiled a terrorism bid at the Sindh Assembly.
Later, Rehman called on Sindh Governor Ishratul Ebad Khan where they promised to take indiscriminate action against those involved in criminal and terror activities without surrendering before any pressure.
Meanwhile, three people including a doctor were killed in various incidents of targeted killing in Karachi on Thursday.
The doctor was gunned down near Khaliq Jinnah Hall, Mahmood Shah Road in the limits of Eidgah Police Station. 30-year-old Dr Imran, son of Fasih, was on way to his home located in Gulshan-e-Iqbal from Lyari General Hospital in his car when armed men on a motorbike intercepted him at Mahmood Shah Road and managed to flee from the scene after shooting him.
The victim sustained bullet wounds and succumbed to his injuries on way to hospital. Police shifted his body to Civil Hospital for medico-legal formalities. SHO Amjad Kayani said that victim was ENT specialist in Lyari General Hospital. He added that the deceased was not affiliated with any political or religious party and had no personal enmity with any one.
In another incident, an ex-army man was shot dead in Frontier Colony in the limits of Pirabad police station. The victim 40-year-old Akbar Shah, son of Ameer Jan was a resident of Noorani Area Frontier Colony. He was standing at his shop when two armed men opened firing on him. Resultantly, he died on the spot. Police shifted his body to Abbasi Shaheed Hospital. Police said he hailed from Swat. Police registered FIR against unidentified men on the complaint of his brother Mahmood Shah.
Similarly, an Afghan national was shot dead and another injured in MPR Colony in the jurisdiction of Orangi Town police station. The incident took place at MPR Colony where two armed men targeted 39-year-old Fakhar Uddin, son of Mohammad Khan. Resultantly, he died on the spot while Shireen Khan sustained injures and was rushed to Abbasi Shaheed Hospital for treatment. Police said the victim was father of two children and used to run a cloth shop in Paposh Nagar area. Police so far have been unable to ascertain the motive behind the incident.
Meanwhile, a Chinese engineer was injured in a robbery attempt here in the jurisdiction of Boat Bassan police limits.
Police said that the victim, namely Shoe Young, drew Rs 5 million from a local bank branch and drove away when armed men intercepted his car and tried to loot him. Culprits remained unable to rob him and shot him on offering resistance.
Culprits managed to flee while police shifted the victim to the private hospital where doctors termed his condition stable. DSP Qamer Ahmed said that bandits fled away when police party on routine patrolling reached close to the crime scene.
PM says ‘yes’ to Nawaz agenda
ISLAMABAD – Accepting the 10-point demands a day ahead of the ‘so-called ultimatumÂ’ given by Pakistan Muslim League (Nawaz), Prime Minister Syed Yousuf Raza Gilani said that in his telephonic contact with Mian Nawaz Sharif he had assured him that government would not lose the opportunity of steering the country out of crises on implementing his agenda.
He was addressing the press conference at Prime MinisterÂ’s House soon after talking to Nawaz Sharif assuring him that government was ready to implement his agenda for bringing improvement in governance.
Before his chat with Nawaz Sharif, Prime Minister Gilani secured approval of the same from President Asif Ali Zardari and also took into confidence the parliamentary leaders including PML-Q President Ch Shujaat Hussain, MQM chief Altaf Hussain, PPP-S President Aftab Ahmad Khan Sherpao, Functional League head Pir Pagara, JUI-F chief Maulana Fazlur Rehman, ANP President Asfandyar Wali Khan and FATA MPs leader Munir Orakazi. All these national leaders have endorsed the decision of Pakistan PeopleÂ’s Party and hence it has acquired the shape of national agenda, Premier added.
To a question Prime Minister said that he did talk about the ultimatum given to his government by Nawaz Sharif but he said that he was quoted out of context and he had not given any ultimatum. Premier further said that after expressing the governmentÂ’s affirmative response on 10-point demands of Nawaz Sharif he once again put the question about the next deadline of 45 days but Main Nanas Shari said that as the government seemed sincere in implementing the 10-point demands put forth by him for sprucing up the governance so there was no more deadline.
Nawaz Sharif further said that as the government wanted to implement his agenda for putting the house in order so there is no question of showing the door to Pakistan PeopleÂ’s Party in Punjab, Prime Minister quoted Nawaz Sharif.
Prime Minister Gilani further informed that on his suggestion Nawaz Sharif had agreed to form a Parliamentary Committee under the head of Senator Ishaq Dar to take up the issues concerning PML-N with government in furthering 10-point agenda given by Mian Nawaz Sharif which he termed ‘national agenda.’
Prime Minister said that PPP would definitely take PML-N on board while appointing new Governor Punjab when asked whether PPP would take into confidence while appointing this important administrative slot in Punjab.
To a question Prime Minister Syed Yousuf Raze Gilani said that his government was already working on the same lines to bring improvement in governance and to control leakage of funds from various corporations and state owned enterprises.
He said that the restructuring of Pakistan Railways, PIA, Pepco and Steel Mills was already on the agenda and in next cabinet meeting they would be going to discuss the ways and means to bring improvement in these state entities running into losses.
Prime Minister Gilani said that his government was pursuing the policy of reconciliation and referred to the unanimous passage of 18th Amendment, 19th Amendment, 7th NFC Award, political status granted to Gilgit-Baltistan and reforms package for Balochistan and termed it a result of the policy of reconciliation adopted by Pakistan PeopleÂ’s Party and expressed his partyÂ’s resolve to pursue the same in future as well.
To a question Premier Gilani said that in achieving these goals would only be possible through the active support of all the stakeholders in the Parliament and it was singular honour of the incumbent Parliament that it had done most of the legislation with consensus and hoped that they would be able to steer the country out of prevailing economic mess in same spirit of politics of reconciliation.
To another question about the following of Supreme Court verdicts Prime Minister said that PPP was having the singular honour of complete adherence to the each and every verdict of the apex court.
When his attention was drawn toward the governmentÂ’s non-implementation of NRO verdict of SC he replied that it was sheer bias when people talk about only one case out of 8,034 cases withdrawn under NRO and added that still the case on NRO is subjudice in the apex court and let the court take decision on the review petition of the government.
To another question about the fresh spate of target killing in Karachi he said that PPP in support of MQM and ANP would definitely bring normalcy to the port city which is the economic hub of the country and disturbance over their would have negative impact on the whole economy.
To a question about the allegations of corruption coming on his family members including his son in Haj scam Premier Gilani termed them as mere allegations and quickly added that the case of Haj scam was in the court and if someone have substantial proof he could submit the same in the court.
To a question about some of his wrong decisions Prime Minister said that out of over 10,000 decisions he had taken if some four or five decisions were wrong and said that it could be taken as error judgment. As the matter relating to some appointments were in the court of law and whatever would be the decision of the court it would be implemented in totality.
Responding to another question Prime Minister Gilani said that actually the persons who are hurling corruption allegations on him were targeting President Asif Ali Zardari and as he was defending him so they had also turned against him.
He further said that as President was the part of Parliament so it was his duty to defend him and this thing annoyed certain quarters, which had launched dirty campaign against him.
To another question he said that incumbent political dispensation was not going anywhere as for the first time in the history of the country the establishment was supportive of the political set-up and it was also for the first time that PPP and establishment were on one-page.
To another question he once again reiterated his governmentÂ’s stance that they would not bring any change in the blasphemy laws and added that during his chat with him Maulana Fazlur Rehman had also asked him about it and his reply was the same that government would not bring any change in the law.
POL prices hike rolled back
ISLAMABAD – With the consensus of all parliamentary parties, Prime Minister Yousuf Raza Gilani Thursday announced to withdraw the recent hike in the prices of petroleum (POL) products.
“On the demand of the people and political leadership of the country, I announce to restore the POL prices as of December 31, 2010. The decision is taken with the consensus of all the parliamentary parties. It was impossible if there was no consensus,” the premier said while speaking during the National Assembly session.
The government had raised fuel prices by as much as 9 per cent on the eve of New Year. Days later, the second-largest ruling coalition – Muttahida Qaumi Movement – cited the price hike as a reason for joining the opposition. The defection deprived the ruling Pakistan PeopleÂ’s Party of a majority in the Parliament, plunging the country into political turmoil at a time of severe economic troubles and relentless militant attacks.
The rollback was also one of the PML-NÂ’s several demands presented to Prime Minister Gilani. PML-N chief Nawaz Sharif also wanted a 30 per cent cut in the government expenditure and the implementation of a series of court verdicts against the PPP members over corruption. In his speech, the prime minister said before announcing the withdrawal, he met with the parliamentary leaders of all the parties where Finance Minister Hafeez Shaikh and his team briefed them on the recent economic situation of the country.
“During the meeting, we reached a consensus that the recent hike in POL prices should be withdrawn and the new prices should be as of December 31,” the prime minister told the Lower House.
He informed the House that during the meeting, it was decided that a parliamentary committee comprising all the political partiesÂ’ members would be constituted that would not only devise a strategy to handle the influence of fluctuating prices of petroleum products in the international market but would also draw an economic road map for the country.
Later, leader of the opposition in the National Assembly Ch Nisar Ali Khan lauded the decision of the Prime Minister to withdraw the recent increase in the POL prices. “It was a demand of the people of Pakistan and today the Prime Minister has bowed in submission of people which is a good tradition”, Nisar said while adding that the act would give a message that the Parliament was serious in resolving the problems of the people. He said that another problem being faced by the people was the gas loadshedding and the government should also take steps in that direction.
Commenting on the murder of the Punjab Governor Salmaan Taseer, Nisar said it was a gory incident but some federal ministers were terming it a political killing even when the inquiry report was still pending.
He said that the ministers should avoid giving such statements when the society had already divided on this incident.
“If some body wants to get the slot of Governor Punjab then he should use any other pitch. Stop making statements like ‘Ranjit Singh’ or ‘Maula Jatt’. Providing security to Taseer was the responsibility of Islamabad police as he was in the Capital. Inquiry committees are working on it and let them complete their investigation, he said. If someone found involved, action would be taken against him”, Nisar said.
He told that Chief Minister Mian Shahbaz Sharif was willing to attend the funeral prayer of Taseer but Senior Minister Raja Riaz urged him not to come to avert any untoward situation, as number of PPP workers were in anger after such statements. Chief of Awami National Party Asfandyar Wali Khan thanked the Prime Minister and the parliamentary leaders of all the political parties for sitting with the PM on his advice to settle the issue of price hike in POL products.
“It is a bold step and also a proof that we can collectively solve the issues of people. Deputy Parliamentary Leader of MQM Haider Abbas Rizvi while congratulating the parliamentarians and people of Pakistan tanked the Prime Minister and termed it a bold step. It is difficult to undo his own decision but we are thankful to PM Gilani who reviewed his decision,” Rizvi added. He also urged the PM to review the prices of LNG and CNG too. Talking about the briefing of the Finance Minister to the parliamentary leaders Rizvi said that Finance Minister told them that the government had a plan to give subsidy of Rs30 billion to people on electricity but “till now it has given the subsidy of Rs156 billion.”
Maulana Ataur Rehman of JUI-F also welcomed the decision and congratulated the Parliament and people of Pakistan on the decision of Supreme Court of Pakistan ordering Ministry of Religious Affairs to pay back 700 riyals to each Haji. Talking about the murder of Punjab governor, he said his party had been requesting the govt not to touch the issue of amending blasphemy law but the govt and the governor did not pay heed to it and neglected their demand.
“The inquiry is still in way; however, if we take the statement of killer accurate the fault was of the governor,” he added.
He demanded of the govt to dissolve the committee formed to introduce amendments into the law and to withdraw the bill of Sherry Rehman. “If the government touches such sensitive laws then such incidents can again happen. The govt is responsible not the young generation. However JUI-F respects the law and the religious parties never take law into their hands,” Ataur Rehman said. Riaz Hussain Pirzada also congratulated the House and people for the withdrawal of hike in POL prices. Talking about the murder of Salmaan Taseer he said that it was not on the ground of religion. Such steps are taken after proper planning. There would be a network behind it, he added.
Meanwhile, the House also offered fateha for the departed soul of Governor Salmaan Taseer. Earlier, the parliamentary leaders of political parties met with Prime Minister Syed Yousuf Raza to discuss the hike in POL prices.
Finance Minister Abdul Hafiz Sheikh briefed the Parliamentary leaders on the economic situation of the country and recent hike of the POL products. The meeting decided to withdraw the increase in POL prices and to form a parliamentary committee to draw an economic road map for the country.
Gilani govt ‘terminally ill’
LAHORE/KARACHI – The government of Prime Minister Syed Yousuf Raza Gilani lost its majority in the National Assembly on Sunday as Muttahida Qaumi Movement, which has 25 MNAs, decided to sit on Opposition benches on account of differences with the ruling PPP.
However, the prime minister told reporters in Lahore that the government would stay in power despite the MQMÂ’s decision. He said he was seeing no crisis in the country.
The government can, however, survive only if the PML-Q, having more than 50 MNAs, in the 342-member House, supports the government. However, the PML-Q leadership is in no mood to join hands with the government at this juncture.
The government can also survive if the PML-N, which has 91 MNAs, supports the government, even without joining the set-up.
After the MQMÂ’s decision, the prime minister enjoys the support of about 158 MNAs, or 14 less than the minimum number of votes required to form majority.
When the prime minister was asked if he could expect support from the PML-N, he said: “The question should be referred to Mian Nawaz Sharif”. He said the PML-N chief was supporting the democratic system and would not like to see its collapse.
Answering another question, the prime minister said if the political forces stood united, no third force would be able to think of intervening.
In Karachi, MQM finally decided to part ways with the government and sit on the Opposition benches in the Parliament. The decision was taken at the Coordination Committee meeting of MQM, which was simultaneously held at Karachi and London on Sunday evening.
Formal application to sit on the opposition benches would be submitted with the authorities concerned soon. However, the MQM has not made any decision yet about leaving the Sindh government where it is also a coalition partner of the PPP.
Two MQM ministers, Dr Farooq Sattar and Babar Khan Ghauri, resigned from the Federal Cabinet about a week ago as a protest for not taking steps to address the partyÂ’s reservations both at the Centre and Sindh.
Departure of the two federal ministers was the first strong indication that the MQM is not satisfied with the assurances given by President Asif Ali Zardari to MQM Quaid Altaf Hussain.
A couple of days back, during one of his telephonic addresses to his party cadre in Pakistan from London, the MQM Quaid hinted that the party would prefer to sit on the opposition benches in Islamabad after the PPP dragged its feet to address the issues raised by MQM with President Zardari and Prime Minister Gilani.
The PPP was confident that MQM would remain part of the coalition. However, the announcement on Sunday evening will shake the PPP coalition government at the Centre. It was an unexpected move as for as the PPP is concerned. It is believed that MQMÂ’s decision is linked with hike in the POL prices. The MQM had advised the Government not to raise POL prices.
MQM Coordination Committee also criticised the fresh increase in the prices of petroleum products and demanded of the government to stop putting burden on the poor people.
In a statement issued from MQM office, the Rabita Committee said, “At the time when the poor people are struggling to earn bread for their children and are forced to live a deplorable life, as selling of children, suicides and immolations have become a common practice, therefore, increase in prices of POL products would bring in a fresh wave of price hike and add to the misery of the common people.”
They further said that the increase in POL prices would directly affect the prices of essential commodities and would prove to be a deathblow to the poor and middle class people.
“While the poor people are being taxed to pay debts obtained for extravagant expenses of the Government and on the other hand the prices of POL, gas, electricity and other essential items are being increased on almost daily basis.” They said that the MQM being a political party representing the poor people and middle class would never support any step that is not in their interest.
They said that the time demanded solid steps for welfare of the people, the national security and integrity of the country. They advised the Government to recover money from those who usurped the national wealth and were causing huge loss to the national exchequer by not paying taxes. They demanded of President Asif Zardari to take serious notice of this fresh increase in POL prices and take back the increase immediately.
Speaking in Lahore about the raise in the prices of petroleum products, Prime Minister Gilani said a regulatory authority took decisions keeping in mind the trend in the international market. If the government told the regulatory authority not to raise the prices, it would have to give subsidy, which was not possible in the prevailing circumstances.
PML-N spokesman Ahsan Iqbal, in an interview, said MQMÂ’s decision was a natural outcome of the situation. He said if the MQM sat on Opposition benches, the government could collapse.
Answering a question, he said morally speaking the prime minister should seek a vote of confidence from the House. However, he said, a minority government could also stay on.
Asked whether the PML-N could bring its own prime minister as replacement to Gilani, Ahsan said it was premature to say anything on the subject.
MQM leader Haider Abbas Rizvi told reporters in Karachi that his party would formally request the Senate chairman and the National Assembly speaker to allot MQM parliamentarians seats on Opposition benches.
In a related development, MQM chief Altaf Hussain contacted PML-Q leader Chaudhry Shujaat Hussain, PML (Functional) President Pir Pagara and some other leaders.
MONITORING DESK ADDS: JUI-F Chief Maulan Fazal-ur-Rehman has said that opposition parties should sit together and fill the political vacuum. He was talking to Waqt News from Makkah. He said the real situation would arise after PML-N takes decision. He said he did not know what decision PML-N would take. PML-N decision would have impact on the future, he added.
Agencies add: MQM leader Altaf Hussain said if the political dynasties did not come to an end, PakistanÂ’s existence could come in danger. Altaf said the survival and future of Pakistan depended on the 98 per cent of Pakistanis who are poverty-stricken and working-class people, he said this during a telephonic address at a ceremony in Multan.
He said civil and military rulers of Pakistan had made this country dependent on foreign aid and loans. He said the country could not progress until the monopoly of a few families was abolished.
The MQM chief also said that a revolution was about to take place in Pakistan and the nation would end this antiquated system and take the country forward.

Successful strike across country
LAHORE\KARACHI\ISLAMABAD\PESHAWAR – Business activities ground to a halt on Friday as major markets across the country completely remained shut on the call of religious and political parties to protest against governmentÂ’s move to amend the Blasphemy Law.
Tahafuz-e-Namoos-e-Risalat (TNR), alliance of over 60 religious and religio- political parties, had given call for the countrywide shutter-down to convey strong message to the rulers regarding sentiments of the faithful about the law.
Besides closure of major business centres, component parties of TNR organised Hurmat-e-Rasool (PBUH) conferences in major cities where speakers threw light on the life and teachings of the Holy Prophet (PBUH) and highlighted the importance of the Blasphemy Law. Ulema and Khatibs highlighted Seerat-un-Nabi (PBUH) and the issue of blasphemy during Juma sermons while unanimous resolutions, supporting Blasphemy Law, were also adopted during thousands of congregations across the country. Several khatibs said any change to the law would happen “over our dead bodies”. After the Juma prayers, rallies and demonstrations were staged outside mosques all over the country including Islamabad, Lahore, Peshawar, Karachi and Quetta and Azad Kashmir.
Hundreds of thousands of peopled attending the rallies to raise their voice in support of the Blasphemy Law and against attempts by the government to change it.
The participants were carrying placards and banners inscribed with writings relating to the sanctity of the Holy Prophet (PBUH) and importance of blasphemy law. Highly charged participants chanted slogans ‘Ghulami-e-Rasool (PBUH) main maut be kabool hai’, ‘death for those who commit blasphemy’ and ‘no one will be allowed to amend blasphemy law’.
They demanded that for showing sincerity, the government should initiate an action against Punjab Governor Salmaan Taseer for campaigning against the law and it should also direct PPP MNA Sherry Rehman to withdraw the bill already tabled in the House.
The participants also chanted slogans against PPP MNA Sherry Rehman and Governor Punjab Salmaan Taseer for supporting changes in the law and Christian lady Aasia Bibi, a blasphemy accused.
In a joint statement, Maulana Fazlur Rehman, Sahbzada Abual Khair Zubair, Syed Munawar Hasan and Hafiz Muhammad Saeed maintained that the successful shutter-down strike had sent a strong message to the rulers, vowing that the nation would not allow them to undo the countryÂ’s Islamic identity under foreign pressure. They stated that the nation had demonstrated complete unity by closing all business. They urged the rulers and all political forces to get approved resolutions in support of Blasphemy Law from the National assembly and Senate.
In Lahore, Tahafuz-e-Namoos-e-Risalat Mahaz organised Hurmat-e-Rasool rally outside the Lahore Press Club. Dr Raghib Hussain Naeemi, Athar-ul-Qadri, Raza-e-Mustafa, Muhammad Ali Naqashbandi, Nawaz Kharal, Ziaul Haq Naqashbandi, Hasseb Qadri and other led the rally.
Addressing the participants, Dr Raghib Naeemi warned the rulers against introducing any amendment to the law, saying that the Muslims would not accept any punishment less than death for any blasphemer. He vowed to utilise all energies for protecting blasphemy law.
Speaking at a rally in Mansehra, JI Amir Syed Munawar Hasan said the government assurance against any amendment in the law would be acceptable only if Prime Minister Gilani personally made an announcement to this effect on the floor of the Parliament. He said for showing sincerity, the government should initiate action against the Punjab Governor for campaigning against the law.
Addressing Juma congregation at Jamia Masjid Al-Qadsia, JamaÂ’at-ud-DaÂ’wa Chief Hafiz Muhammad Saeed urged the rulers to make sincere efforts for persuading the world community to pass the law regarding death sentence for those committing blasphemy against all prophets. He suggested the UN to step in and pass blasphemy law for all countries.
In Karachi, Sahibzada Fazal Karim, Haji Hanif Tayyab and Sarwat Ijaz Qadri lead the mammoth rally. Sahibzada Khalid Sultan led a huge public gathering in Quetta, Akhlaq Jalali in Rawalpindi, Shadab Raza Naqashbandi in Faisalabad, Daud Rizvi in Gujranwala, Afzal Qadri at Gujrat, Mehfooz Mashadi at Mandi Bahauddin, Arif Saeedi at Sukkur, Safdar Gilani at Mianwali, Ajmal Gilani at Narang Mandi while Mufti Fazal-ur-Rehman led rally at Okara.
Besides these cities, massive demonstrations were also staged in Sheikhupura, Nankana Sahib, Narowal, Pasrur, Muridke, Sialkot, Jhelum, Jhang, Kasur, Raiwind, Bahawalnagar, Rahim Yar Khan, Muzaffarabad, Mirpur, Kotli, Hyderabad, Sukkur, Tank and Burewala. Business centres and shops also remained closed in these cities.
In several major cities including Islamabad, Lahore and Peshawar, small markets in residential areas were completely closed till at noon. However, some of the traders opened their shops in the afternoon.
In Karachi, complete but peaceful shutter-down strike was observed across the metropolis. There was no public transport in the city, where demonstrators blocked traffic. Daily routine life was suspended as shops and markets throughout the metropolis remained closed.
Transporters fully took party in strike to make it successful and effective.
However, private cars and motorcycles were seen plying on the roads.
The people staged huge and small rallies in various parts of the city to give vent to their anger against proposed changes to the Blasphemy Law.
Sunni Ittehad Council Chief Sahibzada Fazal Karim took out a big rally from Numaish Chowrangi to Shah Alam Bukhari Eidgah, which was attended by a large number of people.
Speaking to the participants, Sunni Ittehad Council Chairman Fazal Karim threatened to launch a civil disobedience movement if the government tried to amend the law.
In Rawalpindi, on the call of Tahafuz-e-Namoos-e-Risalat (TNR), traders observed a complete shutter-down strike in the city against rulersÂ’ shameful attempt to change the Blasphemy Law. All the markets, shopping centres and Bazaars remained closed at Saddar, Bank Road, Chick Bazaar, Ganjmandi, Liaquat Road, City Saddar Road, Sotter Mandi, and other areas of the city.
After Juma prayers, hundreds of thousands of traders and ulema belonging to different schools of thought held a protest demonstration at Committee Chowk giving a clear warning to the government that entire nation would march towards Islamabad if the rulers tried to make any amendment in law.
While addressing the protesters, the speakers demanded removal of Punjab Governor Salmaan Taseer from his office as well as of former federal minister Sherry Rehman from PPP for their alleged efforts to get passed the amendment bill from the Parliament.
They came down hard on Interior Minister Rehman Malik over his failure to recite of Surah-e-Ikhlas correctly. They said such politicians had no right to rule the country and they should step-down immediately.
In Peshawar, traders community also observed complete shutter-down against the proposed changes to the Blasphemy Law and demanded that the Christian woman should be handed for committing blasphemy. Businesses remained closed and city-wide rallies were held by the religious parties to record their protest.

19th Amend sails smoothly through NA
ISLAMABAD – The National Assembly on Wednesday passed the 19th Amendment Bill with a majority vote as 258 votes were polled in its favour while only one vote was cast against it.
Earlier, the Federal Cabinet approved the draft of 19th Amendment Bill, after which it was presented in the National Assembly. Chairman Parliamentary Committee on Constitutional Reforms, Senator Mian Raza Rabbani, introduced the bill in the Lower House of the Parliament for approval. On his request, the Speaker National Assembly after taking census of the House dispensed the rules for consideration of the Bill comprising seven clauses that mainly deal with the appointment of judges.
When the Bill was presented for consideration, 239 members of the Lower House voted in favour while Kashmala Tariq of PML-Q (Likeminded) cast her vote against it. However, she did not oppose even a single clause of the Bill. Later, she said that she favoured all the clauses of the bill but the issues like procedure of making new provinces and democracy within the parties should also be addressed in the 19th Amendment Bill as the Government had earlier assured this to her party. She also suggested formation of some more committees to appoint capable people in the institutions to ensure national progress.
Earlier, elaborating the 19th Amendment Bill, Mian Raza Rabbani, while terming it a landmark in the history of the country, said that the Parliament believed in the freedom of judiciary. He added that the apex court had sent the clause 175A of the 18th Amendment back to Parliament for review.
He said that the Committee reviewed the Supreme CourtÂ’s order in detail on a number of occasions and each reservation of the Supreme Court was reconsidered. Rabbani said that the Bill gave effect to certain amendments in the Constitution after giving consideration to the observations of the Supreme Court. The fresh Amendment seeks changes in a two-pronged mechanism for appointing judges in the superior courts in the light of proposals forwarded to the Parliament by the Supreme Court in its order.
He said that under the 19th Amendment Bill, the number of members of a Judicial Commission for appointment of judges was increased from two senior most judges to four senior judges and for the nomination of Pakistan Bar Council member in the commission no less than 15 years of experience was required. Later, the Speaker National Assembly announced the passage of the Bill.
Prime Minister Syed Yousuf Raza Gilani later congratulated the House and said that there was an impression that the institutions could never work together but today the Parliament and political leadership with their political sagacity had proved that institutions could work together.
“In the past, amendments were made in the Constitution to empower the rule of an individual but this amendment has been made to strengthen the institutions, Constitution of Pakistan and the vision of Quaid-e-Azam to form a parliamentary system. It has balanced the judiciary and the Parliament. We have proved that we respect judiciary,” Premier Gilani said. He also announced highest civil award for Mian Raza Rabbani for his services.
Responding to Kashmala Tariq, Gilani said if somebody thought that there were still some issues to be resolved then this was not the end, adding that the names for the committee were given by the party leadership and every body should have confidence in their leaders. He brushed aside the impression that 19th Amendment was brought due to the pressure of the Supreme Court.
Ahsan Iqbal of PML-N was of the view that the 19th Amendment had dispelled the mistrust between the Supreme Court and the Parliament. Judiciary respects the Parliament while the Parliament has proved that it does not want any clash with the apex court, he added. He also suggested that some more committees should be formed to appoint officials on institutions with transparency and merit.
Maulana Attaur Rehman of JUI-F and Pervaiz Khan of ANP, Sheikh Waqas Akram of PML-Q and Abdul Qadir of MQM also congratulated the House on the passage of the 19th Amendment and termed it a landmark development.
Earlier the Federal Cabinet Wednesday unanimously approved the Draft 19th Constitutional Amendment Bill for presentation in the Parliament. The Federal Cabinet meeting chaired by Prime Minister Gilani adopted a single point agenda to timely present the Bill in the National Assembly session.
During the meeting, a proposal was also made to discuss the relations of the Government with its coalition partners Muttahida Qaumi Movement and JUI-F, said a source privy to the meeting. While, the Prime Minister said that these issues would be deliberated in the upcoming Cabinet meeting, said a source quoting the PM.
Gilani termed the consensus evolved on the Bill as yet another historic achievement and congratulated the Chairman and the members of the Parliamentary Committee on Constitutional Reforms.
Earlier, Mian Raza Rabbani briefed the Cabinet about the salient features of the Draft 19th Constitutional Amendment Bill and the proceedings of the parliamentary committee. He read out the 19th Constitutional Amendment Bill clause by clause which were unanimously approved by the Cabinet.
Agencies add: Consisting of seven clauses, the Bill mainly deals with appointment of judges, addition of four-member senior judges of Judicial Commission and addition of Islamabad High Court in the list of higher judiciary.
The House passed the bill through division of votes made to determine the actual number of votes in favour and against the amendment.
The Bill proposes 26 amendments in six Articles of the Constitution. The Amendment proposes inclusion of four judges in the Judicial Commission instead of two. The legislation also proposes to withdraw the powers of the Chief Justice with regard to appointment of ad hoc judges in higher courts and handing over the same to the Judicial Commission. The Bill also suggests at least 15-year experience for the representative of provincial bar that will represent the body in the Judicial Commission.
Before the final acceptance of the bill, Rabbani addressed the House and clarified that the right of appointment of ad hoc judges was not taken away from the Chief Justice, he would still make the appointment but with the consultation of the Judicial Commission which was not a part of the previous constitution, as per the new Bill the Chief Justice will not forward the names to the Parliamentary Committee but to the Prime Minister through Judicial Commission and from there the names of the ad hoc judges will be forwarded to President for approval.
He said when the 18th Amendment was approved a lot of hue and cry was raised on Article 175 and a petition was submitted against it but all the government bodies kept on working according to the Constitution and despite of all this 18th Amendment Bill was passed in the Parliament unanimously.
As per 19th Amendment Bill, articles 213, 182, 175, 81 and 246 have been amended, and IHC after the amendment in Article 175 has been added. He said the report by the Parliamentary Committee on Constitutional Reforms has increased the number of members of a judicial commission formed for appointments under the 18th Amendment.
By amending Article 175-A, Judicial Commission has raised the number of the judges from 2 to 4 and for the nomination of the bar council member in the commission no less than 15 years of experience is required, Islamabad High Court(IHC) will also be given representation.
It was informed that as per Article 68, now the appointment of judges in the Parliamentary Committee meeting will be recorded which previously happened in closed rooms. By making amendments to the 18th Amendment Bill a balance has been created in the powers among President, Parliament and Prime Minister, and provinces have been given autonomy.
Rabbani said, “We believe in freedom of justice and give a lot of respect to the judiciary, and democracy cannot move forward without the freedom of justice.”
He said this was a unique moment in the political history of the country that two very important constitutional bills are being presented unanimously in the House in 2010.
He said the top political leadership had dispelled fears of confrontation among state institutions as the Lower House of Parliament prepared to amend the constitution for a second time in a year and this time in compliance with a Supreme Court order. “All those who were predicting confrontation among state institutions will be disappointed today,” Rabbani told lawmakers.
While complimenting the role of members of constitutionals reforms committee and all political parties, he said that no dissent note was surfaced in the 19th Amendment.
He said all the political parties also showed political sagacity and evolved consensus for national interests. He said all the constitutional organisations are functioning in their constitutional domain and political system is strengthening day by day.
Speaking in the House, Prime Minister Yousuf Raza Gilani termed the passage of 19th Amendment Bill a `very big decisionÂ’ of the Parliament that reflected that the government respected judiciary. He said the Bill would pave the way for future legislators to avert any clash of institutions. It underscored that each institution must pay respect to the other, he added.
JUI-F quits coalition
ISLAMABAD/LAHORE – The PPP-led government suffered another setback as it plunged to another crisis Tuesday when JUI-F chief Maulana Fazlur Rehman announced Tuesday that his party had decided to quit the coalition government.
The latest twist in the countryÂ’s politics came after Prime Minister Yousuf Raza Gilani earlier in the day sacked Minister for Religious Affairs Hamid Saeed Kazmi and Minister for Science and Technology Azam Swati from their offices. It is worth mentioning that Swati was one of the three JUI-FÂ’s ministers who were inducted in the cabinet.
As soon a high-level meeting of JUI-F made the decision, the remaining two ministers also sent their resignations to the prime minister.
They include Federal Minister Housing and Works Minister Rehmat Ullah Kakar and Federal Minister for Tourism Atta-ur-Rehman.
After the announcement, President Zardari and Premier Gilani telephoned Fazlur Rehman but he refused to talk. When asked about the contact by the Presidency, Fazl while talking to media said, “Please avoid such critical questions.”
He said the governmentÂ’s one-sided decision compelled them to quit the coalition government, adding that they were not taken into confidence over issue.
The JUI-F chief said he had responded positively to the reconciliation policy of the PPP Co-Chairman Asif Ali Zardari, adding that he asked the president to implement the agreement reached with the JUI-F which had joined the government on the basis of the deal.
He said the party had written many letters to Prime Minister Gilani to take action against the people involved in the Haj scandal but the government did not take any action. Instead, it dismissed their minister Azam Swati who stood firm against the huge corruption in Haj operations, he added.
When asked about the blasphemy law, he ridiculed Punjab Governor Salmaan TaseerÂ’s statements about amending the law and expressed his anger over the private bill moved by PPP MNA Sherry Rehman for this purpose.
In response to a question, he asked the PPP government to revoke the notification of SwatiÂ’s removal and issue a formal apology.
About the future plan of action and RGST Bill which would soon be tabled in the Lower House of the Parliament, Fazl said the JUI-F would oppose the bill and would not bail out the govt from the possible embarrassment during the voting.
Later, as a reconciliatory move, President ZardariÂ’s spokesman Dr Qayyum Soomro reached FazlÂ’s residence for convincing him to withdraw his decision.
Meanwhile, talking to media after a religious ceremony at Kala Shah Kaku near Lahore, Kazmi said a particular group was conspiring against him after his appointment as the federal minister for Religious Affairs. They wanted to grab the ministry, he added.
Talking about his removal, Kazmi said the decision had been taken although there was no solid proof against him but he had no complaint over the move.
“I am simple man and not involved in any corruption,” he said.
He said fabricated stories were being spread just for targeting him.
When asked why he did not resign despite constant pressure, Kazmi replied he wanted to stand up against the conspirators and there was no reason to do so in the absence of concrete evidence.
He reminded the reporters that no accused could be termed criminal till the charges were proved in the court.
On the reports of freezing his bank accounts, Kazmi he had no wealth; therefore, the decision, if taken, would not affect him.
In an exclusive telephonic conversation with Nawa-i-Waqt from Zurich, Azam Swati described his removal as an honour, saying he was the lone minister in Pakistan who had ever been sacked over pointing out corruption.
He said he was grateful to Maulana Fazlur Rehman and other party elders for deciding to quit the govt after his expulsion from the cabinet. He also thanked the people and media for, what he called naming, him as the ‘honest minister’.
“This day will always be remembered as an important milestone in the country’s history,” he remarked, adding that it had inculcated a new feeling in the nation.
It was a JUI-F minister who exposed corruption prevailing in the government, he said.
Swati said the incumbent govt never paid attention to science and technology, as the budget of Higher Education Commission (HEC) was slashed while that of BISP, which he termed as bogus, was increased from Rs30 billion to Rs90 billion. He had walked out of the cabinet meeting when it was approved, Swati added.
The JUI-F senator said he would stay in Zurich at his daughterÂ’s house and also land in Dubai for some days.

PESHAWAR/SUKKUR – Prime Minister Yousuf Raza Gilani Tuesday said that the assassins of Mohtarma Benazir Bhutto would be brought to book and all the conspiracies against Pakistan People’s Party would be foiled with the help of his party workers.
He said this while addressing a function in connection with 44rd annual founding day of the Pakistan PeopleÂ’s Party here at Governor House. Interior Minister Rahman Malik, Federal Minister for Communication Arbab Alamgir Khan, Federal Minister for Petroleum Naveed Qamar, Federal Minister Najmuddin Khan, President PPP Women Wing Asima Alamgir and provincial Senior Minister Rahim Dad Khan and other party workers were present on the occasion.
Prime Minister Yousuf Raza Gilani said that Zulfikar Ali Bhutto and his daughter Mohtarma Benazir Bhutto rendered great sacrifice for the cause of the nation and their sacrifices would be written in golden words of history. He added that today they have started their function in connection with 43rd founding day of PPP from Peshawar as the brave people of Khyber Pakhtunkhwa rendered great sacrifices in the war against terror and these people had always corner in the heart of Mohtarma Benazir Bhutto.
He said that owing to terrorism and poor law and order situation PPP led democratic government is confronted with numerous challenges in the shape of inflation and price hike and for this purpose PPP government is taking all out steps to handle the situation. He said that countryÂ’s economy was not strong, as the foreign investors fear to invest in Pakistan and this would be the foremost responsibility of the government to attract investors and bring peace and tranquillity to the country.
He mentioned that despite devastating flood across the country huge stocks of sugar and rice is available in the market but some people are involved in hoarding of sugar and daily commodities to raise its prices in the market, however these elements would not be allowed to exploit the masses and strict action would be taken against them.
He said that Pakistan PeopleÂ’s Party is a representative party of the poor people and it would take all possible measures to empower the poor masses. He said that PPP government is conducting survey under the Benazir Income Support Programme to provide health insurance and compensation for utility bills through Benazir Smart Card system.
On this occasion, he also announced the construction of flyover on University Road and issued directives to concerned ministers to provide jobs to party workers on merit basis.
Meanwhile, in Sukkur, Prime Minister Syed Yousuf Raza Gilani has said that the Government had fulfilled the commitments with regard restoration of 1973 Constitution of Shaheed Zulfikar Ali Bhutto, and formation of the setup in Gilgit-Baltistan.
He observed this while addressing the 44th Foundation Day of Pakistan PeopleÂ’s Party near Sukkur Bypass on Tuesday. He said that the history of PPP was inscribed with sacrifices and struggle and there was no such example of sacrifices in the Asia.
He said that the flood-hit families were being extended help through payment of Rs20000 each and remaining amount of Rs80000 would be paid by the Federal Government so that flood-hit people could construct their houses. The amount is being paid without any discrimination whether they were rich or poor, residing in katcha areas or pacca. He said, “Our Government has had managed to develop consensus on NFC Award through which small provinces would be given resources to resolve people of their provinces.”
The Prime Minister Gilani announced a grant of Rs100 million each for the flood-affected seven districts of Sindh province.
Addressing a mammoth rally to celebrate the 44th Foundation Day of Pakistan PeopleÂ’s Party (PPP), he said Jamshoro, Dadu, Shahdadkot, Thatta, Hyderabad, Kashmore-Kandhkot and Shikarpur district would get the special grant.
He said in order to mitigate the sufferings of the growers in the flood-hit areas, free of cost fertiliser and seeds would be provided to them.
He promised reconstructing the damaged bridge connecting Sukkur and Rohri, besides establishing a university of Information Technology in Jacobabad.
Gilani reiterated the federal govtÂ’s commitment to pay remaining Rs80,000 to every family.
“All the families affected by floods will be given Rs100,000 each without any discrimination,” he said, adding that the funds would help the flood victims to rebuild their houses on their own.
Congratulating the people on the auspicious day, the Prime Minister said the present Government would fulfil all the promises made by Shaheed Benazir Bhutto and had already given the resources to the provinces.
“It is now the responsibility of the smaller provinces to utilise the resources with justification,” Gilani said.
He said under the devolution programme, the Federal Government would hand over responsibilities of at least five ministries to the provinces while another 10 were planned to be in the provincial domain within next two months.
Gilani said more and more powers would be delegated to women with an aim to materialise the dreams of Shaheed Benazir Bhutto while health and life insurance were also a part of the proposed plan.
About the govt-media relations, Gilani said the govt believed in freedom of press and would always welcome positive criticism from all quarters.
“It would be a welcome step if the Government and media jointly take measures to flourish democracy in the country,” he remarked.
About the agriculture sector, the premier said unscrupulous elements tried to create artificial food crisis in the country. He dispelled the impression of sugar, wheat or flour shortage in the country.
“There is no sugar shortage in the country; it is just a propaganda against the govt,” he said.
The Prime Minister also rejected the notion that Pakistan was diplomatically isolated. “Had we been in isolation, there would not have been any assistance by the foreign countries during the recent flood,” he said.
About the Kashmir issue, he said the PPP-led govt had remained vocal to raise the issue in the comity of nations.
On the political front, Gilani said it was for the first time in the history of the country that there was no political prisoner today. “The PPP believes in the politics of reconciliation,” he added.
PM admits governance problems
ISLAMABAD – Conceding the governance and corruption problems with his government like most of the developing states Prime Minister Syed Yousuf Raza Gilani said that they were introducing reforms in various sectors and steps were underway to address the hiccups like mal-governance and other hurdles coming in the way of democratic government.
Speaking at Pakistan Development Forum in Islamabad on Monday, Prime Minister Gilani said that Pakistan was confronted with terrorism and on top of it devastation by unprecedented floods had inflicted loss of billions of dollars to the national exchequer.
Premier Gilani said that his government was ready to take unpopular decisions to meet the long-term challenge of reconstruction of infrastructure in flood-hit areas and to help resettle the affected people in their homes.
He said flood reconstruction would require billions in investment, while the countryÂ’s institutions also need to be reformed.
“We need your long term, consistent support in helping us support our institutions, our systems, so together we can continue on a journey which would make Pakistan, and its people, realise their full potential,” Gilani said.
He said his government believed in leading the people through painful yet fundamental reforms.
“We are prepared to take political risks for providing the necessary leadership to our people. We have demonstrated our will to take unpopular decisions. However, our resolve to lead our people to a glorious tomorrow is unflinching,” the Prime Minister told the gathering of delegates from 30 countries and 264 representatives from donor countries.
Prime Minister Syed Yousuf Raza Gilani said Pakistan deeply appreciated the support and warmth of friendly countries and its bilateral and multilateral partners.
He said the extreme difficulties that the people of Pakistan, have faced over the last three years have “tested our resolve as a nation, our courage, our determination, our resilience.”
“We as a nation have proven our resolve, our courage and determination, our resilience.”
He said the destruction of lives and property, by the floods has been met through the benevolence of fellow Pakistanis, swift government action and timely international humanitarian support.”
Gilani acknowledged the services of the soldiers, government servants and NGOs for meeting the challenge of floods with devotion and diligence.
He, however, acknowledged the measures needed to meet the losses of billions of dollars and said, “We need to collect more revenues, require policy and tax administration reforms, promote growth and create employment opportunities.”
The Prime Minister said in an environment badly damaged by floods, and by frequent attacks by terrorists, the people must not lose hope.
“We want to give our people especially our youth, a message of hope,” Gilani said, but was critical of those who were projecting a completely negative image of Pakistan and called for a distinction between criticism of a government and criticism of the country.
“We are democrats and believe in freedom of speech. However, when such criticism envelops the nation then it is a cause of concern for all of us. All Pakistanis love Pakistan! We in government are also Pakistanis and we too love Pakistan.”
He elaborated and said, “Some choose to only look at our faults, and not at our achievements.”
Gilani said Pakistan has embarked on the way to help itself and pointed to the consensus on the 7th National Finance Commission Award and the 18th Amendment.
“We have committed ourselves to a timeline to reduce ministries at the federal level as enshrined in the 18th amendment. Ten ministries will be reduced shortly. The Council of Common Interests has been constituted and made fully functional,” Gilani said.
The Prime Minister said the government was now activating the public sector reform, required under the 18th Amendment.
He said his government was firmly committed to the economic reform agenda and change to improve economic governance in the country. He said the government was facing the challenge of raising domestic revenues and mentioned the measures that included introducing the Reformed GST in the Parliament.
He said to rationalise expenditures, his government removed the general subsidies and replaced these with targeted subsidies for the poor and vulnerable.
A social safety net was created through a transparent and technology driven response via the Benazir Income Support Programme, rehabilitation of the Malakand IDPs and the CitizensÂ’ Damage Compensation Programme.
He said a reform programme was being pursued to achieve a better level of governance.
“Please consider this as work in progress. Kindly be patient with Pakistan. We are a plural society trying to come to grips with our economic and social ethos. We look towards you for understanding and support.”
He said Pakistan was a large country, of more than 180 million people and remarkable diversity.
“Therefore, change would not come because of donor support to a few programmes. Your support and commitment is required over a much longer period, during which we can channelise your assistance towards institutional and structural reforms,” the Prime Minister said.
Nationalising education was a mistake: Gilani
GUJRAT – Prime Minister Yousuf Raza Gilani on Saturday said the PPP was upholding the principle of reconciliatory politics so as to safeguard the public mandate with the help of which the government would uproot terrorism and end loadshedding as well as inflation from the country.
Gilani was addressing the death anniversary of Sir Fazal Ali, a politician and educationist of the British rule who had laid the foundation of many institutions in Gujrat, at Government Zamindar Post Graduate College.
Commenting on nationalisation of educational institutions during the PPP reign in 1970s, he said the policy could have been wrong and any wrong thing should be acknowledged for reformation. “We will not progress if we do not confess the wrong policies. I also tell the Punjab Chief Minister to review such decisions to get them right,” he said.
He said the PPP was cognizant of terror menace, which had proved hazardous for the country, but his party would steer the country out of the troubled waters.
The Prime Minister said all the provincial governments were working in close liaison with the federal government, and they would construct houses for 20 million people displaced by recent floods across the country. He also rued the fact that the devastating floods had caused colossal loss to the economy.
He lauded the services of late Sir Fazal Ali, saying he had kindled a beacon of light in the British colonial period when education for a Muslim was a distant dream. Gilani also assured to give Rs 50 million grant to University of Gujrat.
Punjab Chief Minister Shahbaz Sharif said he was deeply honoured for attending the event, adding that Sir FazalÂ’s services in the field of education would never be forgotten. He said he would follow the prime ministerÂ’s directives for the uplift of Government Zamindar College.
APP adds: Prime Minister Gilani said the people had given mandate to the PPP and it would work with others for the welfare of people despite the differences of party manifesto and ideology.
He said after completion of poverty survey under the Benazir Income Support Programme (BISP), concessions would be given to poor people in school fees, electricity and gas bills while provision of health and life insurance had also been planned.
Troika rules out any pressure for NWA op
ISAMABAD – Troika of President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani and Chief of Army Staff General Ashfaq Parvez Kayani met at Presidency on Friday to review the last round of Strategic Dialogue with US at Washington.
According to an official handout, the meeting wherein Foreign Minister Makhdoom Shah Mehmood Qureshi was also present deliberated on matters relating to the recently concluded third round of Pak-US Strategic Dialogue and overall regional situation.
Meanwhile, sources in the Presidency told TheNation that the meeting weighed latest demands of the strategic partner US with regards to the ongoing war against terrorism. The troika also underlined the internal law and order situation viz-a-viz the war on terror. The President was informed about the latest commitments the US side had made during the last round of the dialogue.
Online adds: Expressing their satisfaction over the 3rd round of Pak-US Strategic Dialogue, President Zardari and Prime Minister Gilani said Pakistan itself will decide on Army offensive in North Waziristan keeping in view the ground realities, adding that it will not accept any pressure in this regard.
The affirmation to this affect was made in a high-level meeting presided over by President Zardari in which matters related to security of the country and Army offensive in North Wazirastan were discussed.
According to presidential spokesman, during the meeting the outcome of 3rd round of Pak-US Strategic Dialogue, which was held in Washington was reviewed and regional situation was discussed at length.
Official sources told Online that Foreign Minister Shah Mahmood Qureshi and COAS Gen Kayani told President and Prime Minister that important headway was made in the Strategic Dialogue and Pakistan succeeded in getting more US aid in defence, social and economic sector.
President and Prime Minister expressed their satisfaction over the outcome of the dialogue and vowed that Pakistan would promote durable and long-lasting relations with US while keeping in view its sovereignty, honour and respect.
They said Pakistan was fighting against terrorism and extremism to the best of its capabilities and decision on operation in Waziristan would be made by itself taking into account the ground realities. It would not accept any pressure in this regard, they said.
Sources further said COAS informed the participants that in North Waziristan more than 70,000 troops were present, conducting targeted operations against the terrorists. However, due to US drone attacks hatred and anger was spreading in the tribal areas, he added.
PM rules out clash among institutions
ISLAMABAD – Ruling out the possibility of clash between the institutions, Prime Minister Syed Yousuf Raza Gilani has said that his Government would continue following the path of reconciliation with the aim to promoting the mutual respect amongst the state institutions.
Addressing the nation on Sunday evening, Prime Minister Syed Yousuf Raza Gilani said if the Government could work with Armed Forces and evolve consensus among the political forces then it could also work with judiciary to take the country forward and provide speedy justice to the masses.
Flanked by the Chief Ministers of Khyber Pakhtunkhwa and Balochistan, AJK Premier, Chief Minister Gilgit-Baltistan, and Senior Ministers from Punjab and Sindh, Prime Minister Gilani said that the elected leadership from all the four provinces, AJK and Gilgit-Baltistan was sitting with him and it was the dividend of their policy of reconciliation. He, once again, reiterated his GovernmentÂ’s resolve to take all the stakeholders on board for the collective good of the people of the country.
He stressed the need for collective endeavour on part of the Government and judiciary for the provision of legal, social and economic justice to the people, for which his Government was ready to sit with judiciary to evolve some viable mechanism. “For provision of justice to people I am ready to take any step and whatever suggestion will come up in this regard, my Government will welcome it,” he added.
Referring to the false news about withdrawal of judgesÂ’ restoration notice, he said it was immediately denied by him and President Zardari too had termed it false but even then it was not accepted and it could be the violation of the principles of mutual respect among the institutions. And it was tantamount to insulting the very Office of Prime Minister.
The Prime Minister said that he had ordered inquiry into the news report that caused all the mess so that the nation might know who had conspired to harm the relations between the judiciary and the Government.
Recalling the release of judges soon after his nomination as the Leader of the House, Premier Gilani said, “If I announce restoration of the judges, it is accepted. Similarly, if I deny a news, then keeping in view the stature of the position, it too should be accepted by all forums.”
“If a false news is given preference over the words of the Prime Minister, it would be an insult to the stature of the Prime Minister,” he remarked.
“If the Government and judiciary take steps together then we can administer justice to the poor people of the country. We can counter forces of oppression. We can bring those to justice, who usurp rights of people.”
Gilani said that as a public representative, he understood the need of justice. He called for improvement in administrative and judicial system. He vowed to take every step for provision of justice to people and said the Government would welcome any suggestions in the cause of justice.
Premier Gilani reminded when he decided to restore judges through an executive order he was told that he could not do it and it would be a violation of the Constitution and the action could come under Article 6.
“But I did not listen to those voices. I did not give any importance to any danger and announced restoration of judges,” he said, adding, “I was also told that validation of Parliament was necessary for the Executive Order. I referred to this in one of my speeches that people were saying this to me but I stood by my decision. But this speech of mine was given different meanings. I made it clear at that time that I had not given my opinion but only explained the background in which I took that decision.”
The Prime Minister reminded the nation that they were living in a parliamentary democratic system, which stood on the principle of division (of power) and mutual respect. “This (democracy) teaches us respect for every state institution including judiciary, legislature, executive and media,” he said.
The Prime Minister said that this system also provided respect for the Armed Forces and law enforcing institutions, whose men sacrificed their lives for countryÂ’s defence; for executive, which maintained the countryÂ’s administrative affairs by working day and night; and for Parliament, which did legislation.
“The Prime Minister is said to be the Leader of the House in this system and deserves respect,” he added.
“The words of the Prime Minister, be it verbal or written, are respected. If he utters verbally that the house arrest of judges should be ended, they could not be kept confined. If he (the Prime Minister) announces the restoration of honourable judges, that is accepted,” Gilani said.
Shedding some light on his GovernmentÂ’s achievements, which he also attributed to their policy of reconciliation, Prime Minister Gilani said that they had brought the provinces together and consensus NFC Award was signed.
Similarly besides restoring the original shape of the Constitution, the passage of 18th Amendment had enhanced both the monetary and administrative powers of the provinces.
They in support of the provinces had declared war against price-hike and would come down hard on profiteers and hoarding mafias. He also announced the GovernmentÂ’s plan to reorganise eight public sector institutions so that their financial burden on the national exchequer could be reduced. He also referred to their efforts, which resulted in European Union allowing access to Pakistani goods in their markets.
He also gave a brief resume to the GovernmentÂ’s efforts for the rehabilitation of the flood-affected people and also thanked the international community, which had come all-out in aid to the Government of Pakistan in handling this calamity.
He, once again, reiterated his GovernmentÂ’s unflinching support to the people of Kashmir and said that they would continue highlighting the ongoing unprecedented programme of the innocent Kashmir people at the hands of Indian forces.
About the Accountability process he said that being a politician they were subjected to accountability at various stages: first at the time of their nomination papers with the returning officer where even a default of a utility bill could result in their disqualification; the second stage was public accountability who could vote them out; and the third stage was Public Accounts Committee of the Parliament.
He further said that they were working on mechanism of transparent accountability and as soon as the Parliament would evolve consensus on it, the same would be given the shape of law.
He said that they would complete their mandated term and would go to the court of masses in 2013 to seek their justice.
He also reiterated his partyÂ’s stance that they would continue to follow the path of politics of reconciliation to evolve harmony and cohesion among the state institutions and political forces.
Withdrawal of judges restoration order to sabotage Constitution: SC
ISLAMABAD – After hearing the judges’ notification case the whole day, the Supreme Court on Friday observed that the Chief Executive’s order has lost its efficacy, therefore, it can’t be restored and if such attempt is made it will be tantamount to throttling the judiciary and subverting the Constitution.
A 17-member in its short order regarding the withdrawal of judges’ restoration notification said: “No functionaries of the government including the head of state, head of government and any other functionary can restore or take any step for withdrawing the March 16, 2009 notification.” The SC verdict cautioned if such move was made, then it would tantamount to violating the Article 6 of the Constitution.
Attorney General of Pakistan Maulvi Anwar-ul-Haq was asked to submit a written statement signed by higher authority, not other than by the Premier himself, about the government’s policy on withdrawing the notification of judges’ restoration. The AG sought more time to file the response, saying Prime Minister Yousuf Raza Gilani was busy in some official engagements and could not spare time to write down the policy. He, however, said that the message has been conveyed to the Principal Secretary of the PM.”
The government through the Prime Minister has been directed to conduct an inquiry that how the news of withdrawing the notification spread and who is responsible for it.
When no statement from the Prime Minister, terming the news wrong, could be placed before the court, the Chief Justice remarked; “The news is not wrong. You tell us otherwise we will tell you as we have the material.” He added: “We don’t want to expose anyone but are showing restraint.”
When the bench asked the AG whether he has met the Prime Minister, his response was ‘No’. Justice Sair Ali expressed displeasure and asked what sort of meeting the Premier was attending that he even can’t spare two minutes.
Justice Asif Khan Khosa told the AG, “Your reluctance put fuel to the fire as it is not without the reasons because there was threat to the Constitution. He said that the statement could not be made that the Constitution will be followed. Justice Jawwad said that the executive order for the restoration of judges is “scrape of paper.” Every organ of the state has to abide by the Constitution.
Justice Saqib Nisar said that after the judgement in case of Sindh High Court Bar Association the executive order of March 16, 2009 has lost the efficacy. Is someone telling the Prime Minister about the complication and the implication of Article 6 of the Constitution?
The Chief Justice of Pakistan, judges of Supreme Court and the chief justices and judges of High Courts were restored through the executive order but it was not endorsed by the Parliament. But on July 31 the Supreme Court in Sindh High Court Bar Association case had passed a judgment and declared illegal all the actions of General (Retd) Pervez Musharraf taken on November 3, 2007 and later.
Prime Minister Gilani himself had stated in the Parliament, “Judges were restored through executive order, which has not been sanctified by the Parliament.” The private TV channels aired the news and the denial was issued from the PM, saying that there was no truth in it and that the government has no intention to withdraw the notification.
The court observed that despite that the news was flashed on private TV channels that the government with the consultation of the most senior lawyer of the country and the law minister has decided to withdraw the notification.
It happened so many times when the high profile cases were heard by the court and also before and after the October 13 when the NRO case was heard by the SC the news of withdrawing the notification was discussed.
During the proceeding, the Attorney General was questioned that after judgment in SHCBA case what authority was left to the government to withdraw the notification, but he could not satisfactorily answer the queries.
Before the interval proceedings, Attorney General for Pakistan Maulvi Abwarul Haq submitted that the government does not have any intension to withdraw the notification of the restoration of the judges of the superior court and further said that mala fide is being presumed through the news report, aired on various TV channels.
Justice Saqib Nisar asked the AG to give his statement in order to finish the mala fide and the government will issue the statement then.
Justice Javed Iqbal said that the then Attorney General in MusharrafÂ’s era had also made such a statement that nothing will happen but the next date judges were sacked and confined them in their houses. He said that the court had given full chance to the government in NRO case and today too we are giving you a chance to contact the government.
“We are also patriotic like other citizens of the country and if someone has any complaint against any judge than Article 209 of the constitution could deal it,” Justice Javed said.
He further said that the apex court was taking steps as billions of rupees corruption is being made and if anyone violates the Constitution then Article 6 is there.
The AG replied that the apex court had shown grace on October 13 by giving time to the government. “We did not oblige anyone. We believe in the Constitution and we shall be run by rule of law and Constitution”, the Chief Justice remarked adding that action would be taken against those found guilty.
The Chief Justice further observed that literally the court is being abused but despite of that we are showing tolerance and we are here to strengthen and protect the institutions.
Meanwhile, the court directed Attorney General to produce before the court a written statement signed not other than by the premier himself about the governmentÂ’s policy regarding the notification of restoration of judges.
Qazi Anwar, President Supreme Court Bar Association, while appearing before the court submitted that in the first week of June the Prime Minister had made a statement saying that judges were restored by his own order and his order has not been validated by the Parliament.
Till yesterday morning, Qazi Anwar said that from Islamabad to Karachi there was a news circling of governmentÂ’s alleged standing against the judiciary.
Justice Arif Hussain Khilji remarked; “Are we sitting here under the Constitution or notification of Prime Minister?”
Qazi Anwar said that the government was bent upon testing nerves of the legal fraternity, however, he pledged that they would not allow anybody to hatch this kind of conspiracy.
“We were quite docile as Aitzaz Ahsan had filed an application on November I, 2007, fearing of happening something like this but we did not pay any heed to it and consequently we all were confined and thrown out of court”, Justice Khalil-ur Rehman Ramday observed. He said that having experience of the past, we can’t keep ourselves aloof any more.
Later, the hearing was adjourned till October 18 with the instruction that a clear-cut policy statement must be submitted on the next date of hearing.
Pak warns NATO against more incursions
ISLAMABAD – Prime Minister Syed Yousuf Raza Gilani has warned that the Pakistan will explore every available option if NATO does not apologise for violation of its territory.
Responding to a point of order in the National Assembly on Friday, Prime Minister Gilani said PakistanÂ’s cooperation with NATO and US in the war on terror does not mean that Pakistan has compromised on its sovereignty. “War on terror is our own war and we are fighting it to curb the menace of terrorism from our country,” Premier Gilani added.
He said the government has raised the issue with NATO in accordance with international principles. “We have discussed it with Senator Kerry and it will also be raised in Brussels,” Prime Minister told the House.
He said Pakistan has intelligence, defence, political and economic cooperation with the US and if the allied forces have any credible information regarding terrorist activities they should share it with Pakistani authorities.
The Prime Minister made it clear that any violation of Pakistani territory is not acceptable and the government will not allow anyone to violate its security and sovereignty.
Earlier, MNA Abdul Qadir Baloch on the point of order urged the parliamentarians to register their protest against NATO attacks, adding that the House should pass a resolution against this violation.
Responding to another point of order, Prime Minister Gilani said government believes in across-the-board transparent accountability and does not believe in political victimization.
He reiterated that the government intends to pass new accountability bill through consensus and it is working to build a consensus among all stakeholders in this regard.
He said during previous regimes NAB was working under the Chief Executive of the country and he himself became its political victim.
“As I did not want an impression of influencing NAB on my part, I better decided to give NAB under the Law Ministry for the sake of justice,” he stated.
Gilani however said as per the law, the President has to consult the leaders of the House and Opposition for the appointment of Chairman NAB. “I, on behalf of the President, have proposed two names to the Opposition Leader on which he has reservations.” He said keeping in view the situation, the government requested the Supreme Court to extend time for appointment of Chairman NAB to complete consultative process for this purpose.
He told the House that no ordinance is promulgated without the permission of the Prime Minister.
Earlier, Mahtab Abbasi on the point of order while quoting a news item expressed his concern over the promulgation of an ordinance designating the powers of Chairman NAB to Law Ministry.
Varsities shut against slashed funding
LAHORE/KARACHI/MULTAN – The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) Wednesday gave September 24 as a deadline to the government for the acceptance of their demands after a countrywide protest was held against the move to slash the funding to the public sector varsities.
There was no academic activity in the varsities as the staff and the students responded positively to the protest call after the government failed to yield to the justified demand of not curtailing the funds to Higher Education Commission (HEC), which is responsible for managing the affairs of the 72 state-run universities in the country.
In Lahore, the academic staff of various universities of the metropolis staged a protest demonstration in front of Lahore Press Club, which was led by FAPUASA President Dr Mehr Saeed Akhtar.
The protesters chanted slogans in favour of their demands and criticised the govt for the decision to cut the HEC budget.
The speakers condemned the attitude of Federal Finance Minister Dr Abdul Hafeez Sheikh with HEC Chairman Javed Leghari and the vice-chancellors of the public sector varsities, and demanded his immediate resignation.
They demanded of the government to increase the budget to Rs90 billion along with a hike in the annual grants to the universities, 50 per cent increase in salaries and 15 per cent medical allowance.
They also demanded of the government to release the regular grant immediately for the teachers doing their PhDs abroad. They also opposed the fee structure of the universities and asked the government to pay the amount collected from self-finance scheme to the universities. They also called upon the government to release development funds allocated for the varsities.
The FAPUASA call received partial response, as NED Engineering University remained open while there was no education-related activity in the University of Karachi, Dow University of Health Sciences (DUH) and Federal Urdu University of Arts, Science and Technology.
The Karachi University TeachersÂ’ Society (KUTS) held a general body meeting at the Arts Auditorium, which demanded of the federal government to shut down HEC and issue grants directly to the public sector universities.
A demonstration was held outside the Dow Medical College against the govt move. The protesters described the decision as ‘a murder of higher education in the country’.
In Multan, the academic staff of Bahauddin Zakariya University boycotted the classes, as they termed the biased behaviour of the federal finance minister a conspiracy against the country.
Similar protests were held in Gujrat, Sargodha, Islamabad, Hyderabad and other cities.
Online adds: The Federation of All Pakistan Universities Academic Staff Association announced to organise a demonstration in front of the Parliament House on September 25 in case of governmentÂ’s failure to release the funds.
When contacted, HEC Executive Director Sohail Naqvi said the government sector universities were in desperate need of Rs7 billion to overcome prevailing economic crunch, and if the government did not issue the required funds, the varsities could be shut down.
He also said that the government had allocated Rs15 billion for the current fiscal year out of which only Rs1.5 billion were issued so far while the HEC had demanded an amount of Rs23 billion.
In Quetta, a large number of Pashtunkhwa Students Organisation (PSO) activists staged a demonstration and took out a rally Wednesday to protest against the move to slash the funding for the public sector universities.
The protesters, who were carrying placards and banners inscribed with different demands, marched through various roads of the provincial capital and assembled outside Quetta Press Club. They chanted slogans against the government and Higher Education Commission (HEC).
Addressing on the gathering, PSO leaders Ahmad Jan Kakar, Kabeer Afghan and Umar Kakar termed the cuts in the budgets of 72 state-run varsities an anti-education step. “Only five universities out of a total 72 are in Balochistan while the province is already lagging behind in the education sector,” they observed, adding that the educational institutions lacked even the basic facilities while the cut would complicate the situation.
They warned to start a countrywide movement in case the govt failed to withdraw the decision.
On the other hand, the students and the academic staff of Balochistan University Quetta and Balochistan University of Engineering and Technology Khuzdar boycotted classes and staged demonstrations against the cuts in HEC budget.
In Quetta, the varsity academic staff organised a demonstration in front of Quetta Press Club.
They were unanimous in their views that the unfortunate development would lead the nation towards ignorance.
They demanded Prime Minister Gilani to take personal interest and save the varsities from complete destruction.
