Advance SCT proposes acquisition of Malaysian scrap metal recycler

Advance SCT says it has agreed to acquire the entire issued and paid-up share capital (2.5 million shares) of Soon Sing Metal Trading Sdn Bhd (SSMT) for $1.332 million; the 49.9% paid-up share capital (200,000 shares) of New Tsingyi (NTY) from SSMT for $200,000; and $2.05 million in advances made by SSMT and individuals Lim Chwee Poh, Tan Seng Kiah and Wong Wee Keong to NTY for its working capital requirements.

SSMT, a company incorporated in Malaysia, is engaged in the recycling and trading of ferrous and non-ferrous scrap metals. SSMT operates from a factory in Johor, West Malaysia and mainly carries out its business activities in Malaysia.

Dragon Group proposes renounceable and non-underwritten rights issue

Dragon Group International is proposing a renounceable and non-underwritten rights issue of up to 896,325,824 new ordinary shares at $0.02 each, with up to 896,325,824 free detachable warrants.

Each warrant carrying the right to subscribe for one new ordinary share at US$0.03 each on the basis of four rights shares with four warrants for every one existing share held by shareholders of the company.

In the minimum subscription scenario, based on 552,253,768 rights shares with warrants to be issued, the net proceeds of the rights issue, after deducting estimated expenses of $0.6 million, is expected to be $10.4 million.

Scorpio East Holdings proposes sale and leaseback of Scorpio East Building for $21.1m

Scorpio East Holdings says wholly-owned subsidiary Scorpio East Properties today entered into a put and call option agreement with RBC Dexia Trust Services Singapore in its capacity as trustee of Cambridge Industrial Trust.

Falcon Energy proposes warrants issue to raise up to $81.2m

Falcon Energy Group is proposing a renounceable non-underwritten rights issue of warrants to shareholders of up to 162,826,994 warrants at an issue price of $0.10 each, on the basis of one warrant for every five existing ordinary shares held.

Each warrant carries the right to subscribe for one new share at the exercise price of $0.40 and has an exercise period of three years.

SGX proposes copper, aluminum futures

Singapore Exchange is consulting the public about introducing non-ferrous metals futures contracts for trading on its derivatives market, it said in a statement.

The new futures are the result of the bourse’s partnership with the London Metal Exchange and are for copper, aluminum, zinc and nickel, it said.

The contracts are standard, cash-settled, non-ferrous metals futures based on LME settlement prices. Market participants and members of the public have until Sept 9 to send in their comments, it said.

SGX proposes short sales report to increase market transparency

Singapore Exchange (SGX) says it is proposing new rules and measures to provide more information on short sales activities in the marketplace to facilitate greater market transparency.

SGX is also seeking public comments on the proposed rules that require the marking of all sell orders, either as a normal sell order or a short sell order. With the collated data, SGX proposes to report the short sales volume and value by counter for each trading day.

FCC Chairman Proposes Auction for Increased Wireless Spectrum

FCC Chairman Julius Genachowski believes that auctioning off some 500 megahertz of the wireless spectrum, currently held by television broadcasters, would be the best way to increase spectrum for mobile carriers and other providers, according to prepared remarks delivered to a New America Foundation event. The FCC has an ambitious National Broadband Plan, due to be revealed to Congress on March 17, that it hopes will allow the rate of broadband penetration in the United States to increase from 65 percent to 90 percent.

Singapore Exchange, the operator of the city state’s securities and derivatives markets, said it has proposed revisions to criteria for companies seeking admission to the main board of the stock exchange.

Under the proposal, companies listing on the main board must have a minimum market capitalization of $150 million, be profitable in the latest financial year and have an operating track record of three years, Singapore Exchange said in an e-mailed statement today.
