PM gives political colour to fragile economy


ISLAMABAD – Chairing first meeting of the Economic Coordination Committee (ECC) of the Federal Cabinet after Shaukat Tarin’s resignation, Prime Minister Yousuf Raza Gilani on Tuesday gave political colour to the state of economy as against the ground realities.
An official statement quoted the Prime Minister as saying during the meeting that within a period of two years, important economic targets had been achieved and the economy was back on the path of stability and progress. On the other hand, the GovernmentÂ’s own estimates have shown that it had missed the targets both deficit and revenues, let not talk about the inflation. Meanwhile IFIs with the International Monetary Fund on top of them have also termed the economy as still fragile despite emergence of recovery trend.
However, the Prime Minister stated that foreign exchange reserves were at a respectable level, workers remittances had shown impressive growth and revenue collection had improved.
According to the Prime Minister, the investorÂ’s confidence is also improving and manufacturing has started picking up. This turn around is a result of prudent economic decision making by the Government. The ECC decisions reflect the true aspirations of democratically elected Government for the welfare of people and alleviation of poverty.
The Prime Minister said that he introduced the system of obtaining endorsement of the Cabinet to all decisions of the ECC with a view to providing broad-based ownership to these decisions and then decided to bring these decisions to the Cabinet for information and discussion.
He bagged the credit for the GovernmentÂ’s subsidy of Rs 3 billion through Utility Store Corporation on the occasion of Eids, the price control on sugar, intervention price mechanism on wheat and rice that according to him have resulted in impressive growth in the agriculture sector reducing poverty from the rural areas.
In pursuance of earlier decision of the Cabinet, the Prime Minister directed setting up of Price Control Committees at the district, tehsil and town level throughout the country. The Committees should ensure availability of essential food items particularly sugar at the affordable prices to the common man, he added.
He desired timely implementation of the Cabinet decision regarding import of sugar so as to ensure smooth supply of white sugar in April. The ECC was informed that sufficient stocks of sugar were available and the Government would be able to purchase sugar at the most competitive rates which would reflect a saving of US $180 million.
Approving the import of 0.4 million tons of urea through TCP and its distribution by NFC / NFML for Kharif 2010, the ECC decided to import urea up to 0.1 million tons out of 0.4 million tons for remaining Rabi and Kharif season 2009-10 by TCP through Karachi Port immediately.
The ECC also endorsed its earlier decision of restoration of Pakistan Oilseeds Development Board (PODB).
While considering incentive package for investment in petrochemical complex Naphtha Cracker (NC), Polythylene (PE) Polylene (PP), the ECC allowed extension in the financial closure for a period of 12 months with effect from date of issuance of the approval.
Regarding deepening and widening of Port Qasim Navigation Channel, the ECC decided to accord approval for Sovereign Guarantee, enabling loan financing for the project.
In the light of recommendations of the Tariff Anomalies Committee, the ECC approved imposing 5 percent regulatory duty on the import of pigment thickener (PCT 3906.9030) and acrylic thickener (PCT 3906.9040).
In order to discourage export of waste and scrap of aluminium and copper, and promote export of value-added products manufactured from locally available raw materials, the ECC approved imposing 25 percent Regulatory Duty on the export of waste and scrap of aluminium and copper along with bars, rods, ingots, slabs and billets, etc made of these materials.
During the meeting, Ministry of Industries and Production made a presentation on the National Fertilizer Strategy. The ECC set up a Ministerial Committee to make final recommendations.
While discussing post Balancing, Modernisation and Replacement (BMR) concession for feed gas for M/s Pak American Fertilizer Limited and allocation of 16 mmcfd gas from SNGPL system for expansion in fertilizer expansion by Pak Arab Fertilizers Limited, the ECC accorded approval to the following recommendations of its sub-committee on this issue; The deadline for signing of GSA as given in Fertilizer Policy 2001, under clause 2.1.4 may be extended to 30th June 2012. Ministry of Petroleum and Natural Resources and the Ministry of Industries & Production need to review the cross subsidy / fertilizer feed gas price provisions under Fertilizer Policy 2001.
On Ministry of Food and Agriculture proposals regarding mechanism for procurement of rice directly from the small farmers, the ECC decided that the State Bank may ensure in time availability of Commodity Finance by the consortium of banks to enable PASSCO to start physical operation from 1st October in Sindh and 1st November in Punjab; limit on maximum quantity to be accepted from a single farmer up to 500 Mds should be strictly enforced; verification of land record by the provincial agriculture department / revenue authorities to ascertain the authenticity of the growers by a committee constituted by the provincial government be ensured; provincial government / local administration shall monitor the rice mills operation and facilitate PASSCO in its operation of procurement of paddy; capacity building of PASSCO & provincial agriculture / food departments, to enable these organisations for timely and responsive intervention in procurement of Paddy/other crops.
The ECC reviewed the indicators of the national economy with core inflation excluding food and energy decreased from 10.7 percent in December 2009 to 10.3 percent in January 2010. House Rent index has also declined from 18.4 percent in May 2009 to 13.4 percent in January 2010. CPI-based inflation stood at 10.8 percent in July – January 2009-10 as compared to 23.9 percent in the same period last year. Food inflation stood at 10.9% as against 29.8% last year. At the same time, non-food inflation stood at 10.7% as against 19.3% in the corresponding period of last year.
The Sensitive Price Index (SPI) for the week ending March 04, 2010 increased by 0.40 percent over previous week (Feb 25, 2010) and averaged 16.99 percent over the corresponding week of last year. Inflation (Y-o-Y) on the basis of SPI has been showing decreasing trend since the first week of February 2010.
The stock of wheat as on March 01, 2010 amounted to 5.1 million tons as against 1.2 million tons in the same period last year, thereby showing a higher stock of about 3.9 million tons as compared with the last year. As far as allocation and lifting position of wheat made from PASSCO for the year 2009-10 are concerned, the provinces / agencies have so far lifted 62.0 percent (1,085,864 m/tones) of their total allocated quantity (1,762,801 m/tones).
The Quantum Index of Large-Scale manufacturing (QIM) has registered a positive growth of 1.4 percent during July-December 2009-10, against negative growth rate of 5.4 percent during comparable period last year, while it grew by 6.8 percent during December 2009 over the same month last year. Imports recorded growth of 31.3% in January 2010 over the same month of the last year. Trade deficit improved by 22.0% to $8.4 billion in July-January 2009-10 from $10.8 billion in the same period last year. Workers remittances amounted to $5,198.1 million in July-January 2009-10 as against $4,277.3 million, showing an increase of 21.5% over the same period last year. Foreign exchange reserves stood at $14.8 billion as on March 03, 2010 – up from $6.4 billion on November 25, 2008.

Bomber wrecks Bajaur post


PESHAWAR – At least 16 people including two personnel of the security forces were killed and 23 others got injured when a suicide bomber blew himself up in front of a security check-post in Khar Bazaar of Bajaur Agency on Thursday.
Sources informed that the suicide bomber detonated his explosives when he approached the security check-post. The deceased included two personnel of the Bajaur Levies.
Soon after the explosion, the local people rushed towards the blast site and retrieved the dead and the injured from the site. The injured were shifted to Agency Headquarter Hospital.
A large number of Bajaur Levies and contingent of security forces also rushed towards the blast site. They cordoned off the area and collected evidence from the site. The security forces closed Khar Bazaar and launched search operation in the area.
It is worth mentioning here that it was the first major attack during the last two moths, as most of the militants have fled the area due to military operation.
Agencies add: A man wearing a vest packed with explosives walked up to the post in Khar, the main town in the restive tribal region of Bajaur, and detonated himself, senior administration official Iqbal Khattak told AFP.
“The death toll has gone up to 16 including two paramilitary soldiers,” he said. Another 23 people were wounded, with six in a critical condition, he added. The injured include one security official, Khattak said.
A senior military official, speaking on condition of anonymity, confirmed the blast and military casualties.
The bomber was making his way to nearby government buildings and military barracks when he was stopped by soldiers, the official said. Khattak later explained the soldiers were conducting a body search when the attacker blew himself up.
The checkpoint is in the townÂ’s main bazaar, which was shut after the blast. Three vehicles and four shops were destroyed in the bombing, Khattak said.
“It looks like a suicide attack,” said Fazl-e-Rabi, a police official in the region, adding at least seven of the dead were passersby. “I suspect the number of dead might go up as many of the wounded are in critical condition,” he told Reuters.
The suicide attack came a day after security forces killed 24 suspected militants in air strikes and clashes on Friday in the district plagued by Taliban insurgents.
One paramilitary soldier was also killed and three wounded in FridayÂ’s clash in the town of Chinar in the district of Bajaur.
Jets and helicopter gunships have been pounding suspected militant hideouts since Tuesday, as the military steps up operations in mountainous Bajaur, the scene of a major anti-militant operation launched in August 2008.

ISI Peshawar HQ truck-bombed


PESHAWAR – At least 10 persons including seven personnel of security forces were killed and over 60 others got injured in a deadly suicide attack near the country’s premier intelligence agency building opposite to Army Stadium here on Friday morning.
Police sources and eyewitnesses informed that a suicide bomber boarded on an explosive-laden mini-truck first tried to cross the military checkpost but upon resistance of security personnel, the bomber detonated his explosive-laden vehicle near the office of an intelligence agency. The blast jolted the entire city while black smoke spewed from heavily damaged three-storey building.
The blast occurred at an extremely sensitive location of the provincial capital, as both the Chief Minister House and the Governor House are situated just a few meters away from the site of the blast. While on the opposite side, Army Stadium is situated where a large number of people visit at nighttime for walk. The blast occurred at about 06:40am.
The front structure of the spy agencyÂ’s building was severely damaged. The blast was so powerful that dead bodies of the victims scattered in the area. Soon after the blast, rescuers rushed towards the blast site, retrieved the dead and injured from the debris and shifted them to Lady Reading Hospital and Combined Military Hospital.
Police and security forces cordoned off the area and collected the evidences form the site. NWFP inspector General of Police Malik Naveed Khan confirmed that it was suicide car blast and around 300 kilograms explosive material was used in it.
Police and spokesman of Lady Reading Hospital (LRH) Sahib Gul told that seven more injured were being treated in intensive care unit of Lady Reading Hospital and it was feared that the death toll might rise.
The injured included Abdul Rashid son of Ghulam Mohiudin, Afaq Ahmed son of Mohsin Raza, Aqeel Zaman son of Shamsur Rehman, Akhtar son of Sher Khan, Amanullah son of Ghulam Khan, Abdullah son of Khan Badshah, Asfandyar son of Qazi Latif, Azeem Khan son of Fazal Haleem, Azhar Hassan, Dost Mohammad, Farzana, Fazal Rabi, Haji Khadim, Irfan, Jamil son of Abdul latif, Naseem, M. Sahib, Nasir, Noor Khan, Rehman son of Fazal Rabi, Robi Atif, Saleem, Shazia, William son of Barkat Masih, Zafar Ali, Zahid Shah Zamrud Khan, Zeshan.
Meanwhile, President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani, NWFP Governor Owais Ahmed Ghani and Chief Minister Ameer Haider Khan Hoti strongly condemned the suicide attack. They expressed deep sorrow over the casualties and prayed Allah Almighty to shower His blessings on the departed souls. They also directed best possible medical treatment for the injured.
They termed the attack as barbaric and said the government would continue efforts to wipe out extremists and terrorists from the country. Both President Zardari and PM Gilani expressed their resolve not to be deterred by acts of violence.
Agencies add: A powerful suicide truck bomb ripped through the Peshawar headquarters of countryÂ’s top spy agency Friday, killing at least 10 people and leaving much of the fortified building in ruins.
The attack devastated the three-storey Inter Services Intelligence (ISI) provincial headquarters in Peshawar, sending huge clouds of smoke spewing into the sky and destroying more than half of the building.
The bomber, driving a mini-truck loaded with explosives, raced down the road towards the ISI building shortly before sunrise, provincial information minister Mian Iftikhar Hussain said.
Soldiers opened fire after they spotted the truck, but the bomber ploughed into a steel barrier and blew up the vehicle outside the main gate of the ISI compound, wreaking massive destruction, he added.
More than half of the U-shaped building was destroyed by the force of the blast, which devastated its outer wall, a front portion and a column, and scattered bodies among the rubble, an AFP reporter said. A wounded soldier said the bomber was in a type of vehicle that usually delivers medical supplies.
“All of a sudden it appeared on the wrong side of the road and began coming towards the office,” the soldier, Nasir, told Reuters. “The guards opened fire but it came to the entrance of the building as the firing went on and exploded.”
Peshawar has increasingly become the favoured target for major attacks by suspected Taliban militants in recent months, particularly since the army launched its massive offensive in October.
Absar Ahmed, a 25-year-old taxi driver, said he was driving near the ISI building when he heard gunshots followed by a huge blast.
“My car was hurled on to the pavement by the force of the blast and my head banged into the windscreen. When I looked back to check on my passenger there was smoke all over,” Ahmed told AFP in hospital.
The attacks coincided with a visit by US National Security Advisor James Jones who held talks with Army Chief General Ashfaq Kayani.
“Seven military officials and three civilians were martyred and 60 others were injured,” a military statement said.
“Up to 300 kilograms of high explosives and mortars were packed into the car bomb,” provincial police chief Malik Naveed told AFP.
The US embassy in Islamabad condemned the “terrorist attacks” and said it honoured “those brave Pakistani military, police and security personnel who are fully engaged in combating these extremists”.
The most devastating bomb attack in Pakistan in two years killed at least 118 people in a crowded Peshawar market on October 28 as militants put ordinary civilians in the crosshairs of their bloody campaign.
FridayÂ’s bombing was the first major attack outside an ISI installation since May, when a suicide attack on a police building in Lahore killed 24 people.
The government blames increasing attacks on Tehreek-e-Taliban Pakistan (TTP), which is the target of the ongoing offensive and which wants to avenge the killing of their leader Baitullah Mehsud by a US missile in August.

Attempt at world's biggest kunafa

Bakers in the Palestinian West Bank city of Nablus have attempted to set a record for the world’s biggest kunafa – a local sweet pastry.

The sticky pastry was 74m (243ft) long and made from 700kg (1,540lb) of semolina flour and the same amount of cheese plus 300kg (660lb) of sugar.

Palestinian Prime Minister Salam Fayyad was among the first to receive a slice before thousands of visitors tucked in.

Kunafa originates from Nablus but is renowned throughout the Arab world.

Organisers say they will now submit the results to the Guinness World Records.

Palestinian news agency Maan said that 170 bakers from 10 Nablus pastry shops had helped make the giant kunafa, which cost around $15,000 (£9,000).

The pastry was laid out on a tray which stretched across Nablus’s main square and its measurements were certified by the Palestinian Standards Institute.

Peace message

Mohanad Rabi, a local businessman who helped to organise the attempt, said he is confident the record would be accepted. He said he did not know of any previous attempts.

Nablus leaders hope the event will help restore the image of the town, once the scene of frequent clashes between Palestinians and Israeli forces.

Occupying Israeli forces have only recently eased restrictions on the city, imposed for the past nine years.

"The message of today is that we want to live in peace," said Mr Rabi.

Although Israel has praised recent Palestinian efforts, it continues to carry out raids in Palestinian towns.</p
