‘American Rambo’ goes berserk in City


LAHORE – An American diplomat gunned down two Pakistani young motorcyclists near Mozang Crossing, shortly after they intercepted him as he was fleeing after crushing another bike rider to death at Jail Road on Thursday afternoon, eyewitnesses said.
Even after killing three people, the Americans went on the rampage as the US Consulate vehicles also hit and injured over a dozen people who came in their way or tried to stop them when they were escaping from the crime scene.
The killer, identified as Raymond Davis, an undercover US spy who is working as technical advisor at the US Consulate General in Lahore, told the police that he shot dead the boys in ‘self-defence’ as they were robbers. However, police investigators and local residents said the boys were gentlemen and they had no criminal record.
The police have registered two separate FIRs, including one of murder case under Section 302 of the PPC, against the diplomat and are investigating.
The terrible incident sparked anti-American protests in different parts of the city while the religious parties have announced protests today after Friday prayers.
Sources revealed that the police handed over the so-called diplomat to the US Consulate covertly late on Thursday night. However, the city police chief claimed that Raymond Davis was in their custody. Replying to a query, he said no doubt the diplomats enjoyed some immunity, “but I think in case of killings they don’t.”
The police are also investigating as to why the American was carrying arms when he was travelling on the city roads without prior information and armed protection.
According the police sources, two vehicles of the US Consulate (white colour Honda VIT-1.8 LEC-5545 and a land cruiser Parado LZQ-6970) were moving towards Qartaba Chowk from Shadman Crossing when the over-speeding pink colour land cruiser hit a motorcycle at about 2:20pm. Davis was sitting in white colour car and he was following the land cruiser.
As a result, the motorcyclist, later identified as Ubaid-ur-Rahman, 25, a trader in Shah Alam Market, sustained multiple wounds and died on the spot. As the US diplomats tried to escape from the scene, local shopkeepers and passers-by started chasing him.
Two young motorcyclists, who witnessed the deadly accident, also started chasing the diplomat, intercepted his car and managed to stop it near Qartba Chowk.
“The boys were chasing the Americans on humanitarian ground as they (US officials) were fleeing from the crime scene after crushing a motorcyclist instead of shifting him to the hospital,” Mahmood Khan, an eyewitness said.
Davis, from inside the car, opened indiscriminate fire with his Beretta pistol using hollow point bullets. An orphan youth Faizan Haider, 23, and his pillion riding friend, unidentified so far, sustained multiple bullet wounds and died on the spot.
Sources further revealed that another two American diplomats managed to flee and reached the consulate on the land cruiser.
“According to our knowledge, all the three Americans are undercover agents of Blackwater, a notorious American security firm, also known as Xe Services,” a source said.
The police sources said Faizan, a resident of Ravi Road, was a thorough gentleman and was carrying a licensed pistol with him.
“His elder brother Kamran Haider was shot dead by his rivals a couple of months back. The killers are on interim bail these days. Therefore, Faizan used to carry pistol with him for self-protection. He was also pursuing the murder case of his brother in a local court,” a senior police officer said, adding that the deceased and his other family members had no criminal record.
“This is true that Faizan Haider was carrying pistol with him but he did not fire even a single shot,” police investigators said and added that they also recovered the pistol and bullets from the crime scene.
As the people gathered on the spot and tried to capture the killer, the drivers accelerated the cars and managed to flee from the spot. Later, the US vehicles got stuck in the traffic in Old Anarkali area, where DSP Safdar Raza Kazmi along with a heavy police contingent managed to stop the vehicle.
Davis took out his gun and pointed at the policemen, forcing them to leave the spot but to no avail, an eyewitness said, adding, the police managed to took them to the nearby police station, from where later they were shifted to the office of Capital City Police Officer (CCPO).
Sources revealed that neither the diplomat informed the local administration prior to his ‘special assignment,’ he was leaving for, nor he got police security.
Medical experts and investigators said that Faizan Haider sustained nine bullets while his friend was shot four times. They were rushed to the Services Hospital, where doctors pronounced them dead.
The police handed over the bodies to the morgue for autopsy.
“The killer after shooting the boys came out of his car and made video of the incident using his mobile camera. The boy was breathing his last when the killer was making video clips,” an eyewitness said.
The police chief said that “He is an American national working as Technical advisor in US Consulate. He is in our custody and we are investigating.” The police have also impounded the vehicle of the killer.
The family members of the deceased Ubaid-ur-Rehman refused to receive his dead body at the hospital. “We will not perform his last rites until the killer is hanged,” Sajjad-ur-Rehman brother of the deceased told reporters outside the hospital.
Soon after the incident, dozens of people gathered on the crime scene, blocked the road and staged strong protest demonstration by setting the tyres on fire, disrupting the traffic flow for hours at the busy road during rush-hours.
The killer also told the police that a pedestrian was killed by a speeding car from the US consulate which came to his help.
US Consulate officials told police that the American fired his pistol in self defence. US embassy officials also confirmed that an American was involved. They also claimed that the men were pursuing the American in his car. The killer told the police that he pulled out his pistol in self-defence.
The US diplomatÂ’s car had several bullet holes in the front windscreen as the killer fired several shot from inside. Later he came out and opened more shots to ensure on-spot-death of the boys.

Political manoeuvring heats up


ISLAMABAD – The political front remained extremely hot in the Federal Capital on Wednesday as the ruling PPP manoeuvred to get support of JUI-F, PML-Q and PML-Q (Likeminded), besides MQM, to save its government from a possible collapse.
The GovernmentÂ’s efforts to bring JUI-F back in coalition bore no fruit, as Maulana Fazlur Rahman remained stuck to his stance of staying out of the Government leaving the ruling camp in disarray.
Syed Khurshid Shah, the chief whip of the ruling Pakistan PeopleÂ’s Party along with PresidentÂ’s close aide Qayyum Soomro went to meet Fazl but talks remained inconclusive as the JUI-F did not change its stance. Khursheed invited Fazl for another meeting on December 18.
“We welcome political dialogues as it is part of the democratic system but we will not change our decision,” said JUI-F chief Maulana Fazlur Rahman while talking to media person after the meeting. He said that his party was sticking to its decision to part ways with Government and would not take it back.
Sneaking away from the question whether his party had given three-time divorce to the Government, he only shared smile with the media men and said that they had clearly conveyed their decision and it could not be changed.
To another question about dismissal of Azam Swati from his office on violation of discipline, he remarked that it was also violation of discipline when the leadership of coalition partner JUI-F was not taken into confidence about the decision of dismissal.
“We were not taken into confidence before the removal of our party minister,” he said adding that PM should have consulted the party’s leadership before taking the decision. He said Azam Swati had followed instructions given by the PM, saying he did not raise the issue before media but took it up with the Supreme Court.
Fazl said that all the political forces were united for the democratic process and his party would not welcome any unconstitutional move in the country.
Later talking to media, Minister for Labour and Manpower Syed Khurshid Shah said Swati was instructed by the Prime Minister to take up the issue inside the Cabinet but he violated the directives.
When asked about PPPÂ’s contacts with other political parties including PML-Q, he said that the dialogue process was part of democracy and it would continue.
He said that they held talks with Maulana to convince him to rejoin the coalition. He said that Maulana had accepted to attend the presidential dinner to be given by President Zardari at the Presidency in honour of the Chinese Prime Minister.
“I have also met with Leader of the Opposition in the National Assembly, Chaudhry Nisar Ali Khan and discussed the recent political situation,” he said, adding that he himself had met Chaudhry Shujaat Hussain thrice.
When asked about dismissal of the two ministers, he commented that the two ministers were sacked as the media wanted to the Government do so, saying the media should also praise the GovernmentÂ’s positive steps.
Later, JUI (F) MNA Laiq Mohammad Khan said that removal of Azam Swati from his office was due to the fact that he had taken a stance to expose corruption in Haj operations.
Addressing a press conference, he said that Azam Swati had brought into the notice of Prime Minister the irregularities in the Haj operations. Azam Swati informed the President and the PM about the corruption by writing letters but no action was taken on it, he said. He said that the Government was also annoyed as Azam Swati had pledged to provide evidence of corruption in the apex court, he added.
Meanwhile, Prime Minister Syed Yousuf Raza Gilani has invited Pakistan Muslim League (Likeminded) President Senator Saleem Saifullah Khan for meeting, ostensibly to further the agenda of reconciliatory policy of Pakistan PeopleÂ’s Party.
After getting a strong ‘no’ from Maulana Fazlur Rehman the need to look for new allies needed even more and the call was made in this backdrop, sources in the government informed The Nation.
The information was later confirmed by Saleem Saifullah Khan after the groupÂ’s informal meeting where he announced the formal meeting of the group in Lahore on Thursday to take a decision on the GovernmentÂ’s initiative to woo them into the ruling coalition.
Sources in Pakistan Muslim League (Likeminded) informed that Saleem Saifullah Khan appreciated the decision of the PM to show door to two federal ministers and assured him that his group would not become part of any move to destabilise the incumbent political dispensation.
The sources further informed that under new arrangements the Pakistan Muslim League (Quaid) and PML (Likeminded), the splinter group of the Q-League, could be taken on board in case JUI-F did not come back in the government.
Meanwhile talking to media Central Information Secretary PPP Fouzia Wahab said that they were making efforts to strengthen the democratic institutions and the country could not afford any disturbance at this critical juncture.
To a question she said that they were having good relations with PML-Q as they had supported them in getting Syed Yousuf Raza Gilani elected as unopposed Prime Minister.
She further said that countryÂ’s stability and future of democracy were interlinked and all the democracy loving elements in the Parliament should extend support to the incumbent political dispensation for the better future of democratic institutions in the country.
She once again reiterated her partyÂ’s stance to continue with its policy of reconciliation and taking all stakeholders on board while making policy decisions.
Meanwhile, the departure of JUI-F from the ruling coalition has pushed the PPP leadership to rope in the PML-Q by offering it six ministerial slots in the Federal Cabinet.
Well-placed sources privy to these developments told The Nation on Wednesday that PPP wheeler-dealers were actively busy in talks with the PML-Q leadership in order to finalise the deal. The sources, however, made it clear that the proposed deal would not have any adverse implication for the PPP-PML-N coalition in the Punjab province.
“The move is part of PPP’s national reconciliation policy to take all the major political players on board in order to steer the country out of the given situation,” the sources said, adding PPP-PML-Q might enter into a formal political alliance during the next general elections.
However, sources within the PML-Q were quite cautious about the PPPÂ’s offered deal, saying the move had to be seen into a broader context after Prime Minister GilaniÂ’s overture to the PML-Q Likeminded Group headed by Senator Salim Saifullah. They viewed the move with scepticism and said that it could be a PPPÂ’s ploy to woo one of the factions to its side by offering the PML-Q six ministerial slots in the Federal Cabinet.
The sources said that the PPPÂ’s offer could be used as a double-edged sword and one did not know which faction of the PML-Q to benefit at the end of the day.
Both the PML-Q factions, one headed by the Senator Ch Shujaat Hussain and other by Senator Salim Saifullah, held series of consultations within their respective parties to deliberate the pros and con of the PPPÂ’s offered deal.
Some sources were of the view that PPP could woo both the factions by offering them these ministerial slots as per their numerical strength in the Parliament.
Interestingly, the PML-N seems least threatened over these developments. “We are not worried over these developments as long as PPP remains committed to honour our principled position,” PML-N sources said. They were optimistic that PPP leadership would not create problem for the PML-N as main ruling coalition partner in Punjab.
Meanwhile, Fazl held separate meetings with former chief of Jamaat-e-Islami Qazi Hussain Ahmed and PML-Q President Chaudhry Shujaat Hussain. The interactions were made on the sidelines of ‘Tahafuz-e-Namoos-e-Risalat Conference.’
“We have closed our doors for the government,” Shujaat quoted Fazl as saying during a brief chat with media. The JUI-F chief and Qazi Hussain discussed the possibility of reactivating the Muttahida Majlis-e-Amal.
On the other hand, a private TV channel while quoting sources reported that Fazlur Rehman has set a two-day deadline for the government to review the decision of removing Azam Swati from the cabinet.
According to sources, the development is a result of flexibility shown by the JUI-FÂ’s chief, as he has asked the government to restore Swati to his lost and issue an apology.

Peshawar suicide attack kills FC Commandant


PESHAWAR – Commandant Frontier Constabulary Sifwat Ghayur was killed along with his three guards when a suicide bomber attacked his vehicle at FC Chowk near Deans Trade Centre on Wednesday.
According to CCTV footage, police sources and eyewitnesses, the suicide bomber targeted the vehicle of Sifwat Ghayur at traffic signal in FC Chowk. At least 10 other persons were also injured in the attack. The intensity of the attack was so severe that it jolted the entire city. Three vehicles were badly damaged while the dead bodies of the killed persons were retrieved after extinguishing fire.
The rescue teams rushed towards the site soon after the blast and shifted the injured persons to Lady Reading Hospital. The injured persons were identified as Shakirullah, Muhammad Aslam, Raza Muhammad, Khan Muhammad, Khalid, Arif Gul, Abdul Rahman, Pervez Imtiaz and Aziz-ur-Rahman while the deceased were identified as Yasir Nadeem, Pervez Iqbal and Azhar Mahmood.
Police and other law enforcement agencies cordoned off the area and started investigations. The head of the suicide bomber was recovered from the site. According to bomb disposal squad, eight kilograms explosive material was used in the attack.
Meanwhile, Tehreek-e-Taliban Darra Adamkhel Chapter claimed the responsibility of the attack.
The Provincial Government announced one-day mourning over the death of Sifwat Gahyur.
Commandant FC Sifwat Ghayur was born in 1959 and was the son of Mohammad Qayyum. He was the grandson of Sardar Abdur Rab Nishtar, a prominent leader of the Pakistan Movement. He was brother-in-law of the Chief of Pakistan PeopleÂ’s Party (S) Aftab Ahmed Khan Sherpao and cousin of incumbent DIG Peshawar Liaqat Ali Khan.
Sifwat joined police department as ASP Peshawar in 1981and also remained on key posts in Intelligence Bureau and FIA. He also remained Commandant National Police Academy for three years.
Expressing concern over the tragic death of Sifwat, Senior Minister KP Bashir Ahmad Bilour strongly condemned the incident and said that he was a valiant officer who aggressively dealt militancy and anti-social elements.
KP Information Minister Mian Iftikhar Hussain said that they saluted Sifwat and his fellows who had been martyred in the suicide attack. He said that terrorists could not deter GovernmentÂ’s determination through such mean tactics and the war against them would be continued till logical end.
Agencies add: The suicide bomber struck his explosives-laden motorcycle with the vehicle of Commandant Sifwat Ghayur while he was coming out from FC headquarters in Cantonment area.
The officer was killed on the spot while there are reports that his four gunmen were also killed. The vehicle was completely destroyed in the attack.
The body of what appeared to be a teenage boy lay at the bombsite. His head and legs were severed, an AFP reporter said.
“We killed him, he was our target… all such officers who are active against us will suffer the same fate,” Azam Tariq, a spokesman for Tehreek-e-Taliban Pakistan, told AFP by telephone.
The precise nature of how the attack was carried out remained unclear.
“It seems the attacker was on foot. He was 13 to 14 years old and he blew himself up near Sifwat Ghayur’s car, but we are still investigating it further,” Shafqat Malik, bomb disposal chief in Peshawar, told AFP.
But one witness told a private television channel that he saw the explosion after a car approached the vehicle in which Ghayur had been present.
Two vehicles were seen engulfed in flames after the attack.
WednesdayÂ’s bombing comes with Pakistan struggling to provide relief to around 3.2 million people affected by the countryÂ’s worst floods in living memory in the northwest and central Punjab.
It was the first deadly suicide attack since July 26 when a bomber killed seven people as he targeted senior officials mourning the murdered son of KP Information Minister.

Emergency in KP as rains, floods wreak havoc


PESHAWAR – The Government of Khyber Pakhtunkhwa on Thursday declared emergency in the province due to torrential rains and floods, which have claimed over 204 lives in addition to 26 deaths in other parts of the country. The KP government has also released Rs 100 million to cope with the situation in the province.
More than 400,000 people have been stranded due to floods in various parts of the province and most of the people have resorted to take shelter on rooftops.
The torrential rains across the province of Khyber Pakhtunkhwa caused more than 150 deaths and left a considerable number of people injured.
According to the metrological department, 274 millimetres rain was recorded in Peshawar, which broke the 34-year old record of torrential rains in the metropolitan city.
According to reports pouring into here, about 26 persons have been killed in the torrential rains and flash floods particularly in Punjab, Balochistan and Sindh.
The torrential rains flooded almost all the main bazaars, roads and residential areas of Peshawar. The floodwater entered residential areas of Nasirpur, Chugalpura, Budni, Qaziabad, Lakhar Kalay, Jugni, Takhtabad, Mithra, Patwar, Shahay, Mian Gujar, Larama, Shahi Bala and Choha Gojar and compelled the residents to leave their homes and save lives. So far 11 casualties have been reported in Peshawar district wherein seven people lost their lives in Qadirabad area due to caving in of roofs of the houses.
In district Nowshera Kalan, Azakhel, Khairabad and Pir Sabaq areas were inundated after the flood while people from Azakhel Refugee Camp rushed out of their localities to find safer places. The GT Road has been blocked for all kinds of traffic and so far 21 people are missing and four deaths have so far been confirmed in the district.
In district Charsadda, more than 100,000 people were reported to be stranded by floodwater and hundreds of houses, link roads and infrastructure was damaged amidst the torrential rains. Two rescue ships provided by Pak-Army proved insufficient to carry out the people of the area to safer places. DCO Charsadda Atta-ur-Rahman said that over hundred and thousands of people were rendered homeless.
In the districts of Swat and Shangla, the River Swat bulges out and swayed Bahrain, Madian, Matta, Kanju and Kabal areas. So far 41 persons have died in Kalam and 15 deaths were reported in Madian, besides damaging of a considerable number of houses, schools, dispensaries, mosques, shops and standing crops. Mingora Police Line was vacated, as water entered the city and damaged the bridge.
Communication through the Silk Route stopped as the bridge at Bisham-Shangla was damaged by gushing water and Gilgit-Baltistan was cut off from the rest of the country. A total of 110 people are missing in Swat and Shangla areas in various mishaps.
In district Upper Dir, 21 bridges, 13 schools and thousands of acre of cultivated land were flooded. 21 people so far have been reported to be dead in various mishaps. In Lower Dir eight people died while six bridges were damaged in the rains.
Three Chinese engineers along with Frontier Corps personnel went missing in Kohistan due to floodwaters. The 52 other Chinese engineers working on a hydroelectric project in the area were rescued.
In Kohat, so far 143 houses and several bridges have been reportedly damaged due to rains and floods. More than 40 houses were also damaged in Tehsil Bara of Khyber Agency. The road leading to Afghanistan has been closed at Jamrud due to floods.
In Dera Ismail Khan, the floodwater blocked the main Indus Highway for all kinds of traffic and cut off communication of Khyber Pakhtunkhwa with other southern parts of the country. More than 72 people were reportedly missing in southern districts of the province including Karak, Bannu and Lakki Marwat.
Meanwhile, addressing a press conference here at Officers Mess, Provincial Information Minister Mian Iftikhar asked the people of the affected areas to shift to safer places without any further delay. He said that Provincial Government was trying to cope with the situation with the help of Pak Army.
He appealed to the Federal and other Provincial Governments of the country as well as to the organisations engaged in relief activities to help extend aid to calamity-hit Khyber Pakhtunkhwa. He said that more than 400,000 people had been stranded in floodwaters across the province and taking them out with the help of helicopters was a difficult task due to uncongenial conditions.
Mian Iftikhar said that Chief Minister Hoti has issued funds for buying 50 boats on emergency basis and the Government was trying to buy the same from Karachi and fetch them to Peshawar through C-130 aeroplane.

Oscar winner composer A.R. Rahman is the “most trusted” Bollywood personality, according to a survey published in March edition of Reader’s Digest (India).
