Varsities shut against slashed funding
LAHORE/KARACHI/MULTAN – The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) Wednesday gave September 24 as a deadline to the government for the acceptance of their demands after a countrywide protest was held against the move to slash the funding to the public sector varsities.
There was no academic activity in the varsities as the staff and the students responded positively to the protest call after the government failed to yield to the justified demand of not curtailing the funds to Higher Education Commission (HEC), which is responsible for managing the affairs of the 72 state-run universities in the country.
In Lahore, the academic staff of various universities of the metropolis staged a protest demonstration in front of Lahore Press Club, which was led by FAPUASA President Dr Mehr Saeed Akhtar.
The protesters chanted slogans in favour of their demands and criticised the govt for the decision to cut the HEC budget.
The speakers condemned the attitude of Federal Finance Minister Dr Abdul Hafeez Sheikh with HEC Chairman Javed Leghari and the vice-chancellors of the public sector varsities, and demanded his immediate resignation.
They demanded of the government to increase the budget to Rs90 billion along with a hike in the annual grants to the universities, 50 per cent increase in salaries and 15 per cent medical allowance.
They also demanded of the government to release the regular grant immediately for the teachers doing their PhDs abroad. They also opposed the fee structure of the universities and asked the government to pay the amount collected from self-finance scheme to the universities. They also called upon the government to release development funds allocated for the varsities.
The FAPUASA call received partial response, as NED Engineering University remained open while there was no education-related activity in the University of Karachi, Dow University of Health Sciences (DUH) and Federal Urdu University of Arts, Science and Technology.
The Karachi University TeachersÂ’ Society (KUTS) held a general body meeting at the Arts Auditorium, which demanded of the federal government to shut down HEC and issue grants directly to the public sector universities.
A demonstration was held outside the Dow Medical College against the govt move. The protesters described the decision as ‘a murder of higher education in the country’.
In Multan, the academic staff of Bahauddin Zakariya University boycotted the classes, as they termed the biased behaviour of the federal finance minister a conspiracy against the country.
Similar protests were held in Gujrat, Sargodha, Islamabad, Hyderabad and other cities.
Online adds: The Federation of All Pakistan Universities Academic Staff Association announced to organise a demonstration in front of the Parliament House on September 25 in case of governmentÂ’s failure to release the funds.
When contacted, HEC Executive Director Sohail Naqvi said the government sector universities were in desperate need of Rs7 billion to overcome prevailing economic crunch, and if the government did not issue the required funds, the varsities could be shut down.
He also said that the government had allocated Rs15 billion for the current fiscal year out of which only Rs1.5 billion were issued so far while the HEC had demanded an amount of Rs23 billion.
In Quetta, a large number of Pashtunkhwa Students Organisation (PSO) activists staged a demonstration and took out a rally Wednesday to protest against the move to slash the funding for the public sector universities.
The protesters, who were carrying placards and banners inscribed with different demands, marched through various roads of the provincial capital and assembled outside Quetta Press Club. They chanted slogans against the government and Higher Education Commission (HEC).
Addressing on the gathering, PSO leaders Ahmad Jan Kakar, Kabeer Afghan and Umar Kakar termed the cuts in the budgets of 72 state-run varsities an anti-education step. “Only five universities out of a total 72 are in Balochistan while the province is already lagging behind in the education sector,” they observed, adding that the educational institutions lacked even the basic facilities while the cut would complicate the situation.
They warned to start a countrywide movement in case the govt failed to withdraw the decision.
On the other hand, the students and the academic staff of Balochistan University Quetta and Balochistan University of Engineering and Technology Khuzdar boycotted classes and staged demonstrations against the cuts in HEC budget.
In Quetta, the varsity academic staff organised a demonstration in front of Quetta Press Club.
They were unanimous in their views that the unfortunate development would lead the nation towards ignorance.
They demanded Prime Minister Gilani to take personal interest and save the varsities from complete destruction.

YouTube also shut down
ISLAMABAD – After Facebook, another popular media namely YouTube also came under fire on Thursday for disseminating blasphemous material, hurting the Muslim sentiments across the globe, as the Pakistan Telecom Authority (PTA) blocked its website on all cyber avenues.
According to the official sources, the PTA has directed all concerned operators to shut down website www.youtube.com in view of growing sacrilegious contents on it. PTA has also decided to completely shut down these sites from being viewed within Pakistan.
PTA did so, after all the possible avenues were used within its jurisdiction including use of regular channels available on the Facebook and YouTube, to protest and avoid appearances of derogatory material available on their websites, which increased in number as the time passed by, the officials added.
PTA has so far blocked more than 450 links on Internet, containing derogatory material.
It was not only in line with the Constitution of Pakistan, the wishes of the people of Pakistan but also an extension of the court orders passed by the Lahore High Court and directions of the Government of Pakistan.
According to the officials, the attitude of administrators at Facebook and YouTube was in contravention to the WSIS resolutions and their own policies advertised on the web for general public. PTA would welcome the concerned authorities of Facebook and YouTube to contact the PTA for resolving the issue at the earliest, which ensures religious harmony and respect.
It is also pertinent to note here that after the PTA has ordered blocking of both the Facebook and the YouTube, they are also blocked on the mobile phones. According to sources, the entire Blackberry service was halted early this morning for half an hour or so and later was restored after browsing restrictions on the sites in question.
Agencies add: Pakistan has blocked the video sharing website YouTube indefinitely in a bid to contain blasphemous material, officials said on Thursday. The blockade came after the Pakistan Telecommunication Authority (PTA) directed Internet Service Providers to stop access to social network site Facebook indefinitely on Wednesday.
Wahaj-us-Siraj, the CEO of Nayatel, an Internet Service Provider, said the PTA issued an order late on Wednesday seeking an “immediate” block of YouTube.
“It was a serious instruction as they wanted us to do it quickly and let them know after that,” he told Reuters.
YouTube was also blocked in the country in 2007 for about a year for what it called un-Islamic videos.
PTA spokesman Khurram Ali Mehran said the action to block YouTube was taken after the authority determined that content considered blasphemous was being posted on the website.
“Before shutting down (YouTube), we did try just to block particular URLs or links, and access to 450 links on the Internet were stopped, but the blasphemous content kept appearing so we ordered a total shut down,” he said.
The PTA issued a statement on Thursday saying, it would “welcome the concerned authorities of Facebook and YouTube to contact the PTA for resolving the issue at the earliest which ensures religious harmony and respect.”
The PTA decision to block all of Facebook also cut Pakistanis off from groups and pages dedicated to opposing the competition.
Along with the ban, some other websites, including Wikipedia and Flickr, have been inaccessible in Pakistan since Wednesday night.
But the authority spokesman said those sites had been blocked because of a technical reason and no orders had been issued against them.
But he said the authority was monitoring other websites.
Siraj, the CEO of Nayatel, said the blocking of the two websites would cut up to a quarter of total Internet traffic in Pakistan.
After the PTAÂ’s directives against Facebook and YouTube, Pakistani mobile companies blocked all Blackberry services on Wednesday night but restored services used by non-corporate users later on Thursday.
Several thousand activists protested against the profane drawings and denounced the West in an expression of outrage that sparked comparisons with riots across the Muslim world in 2006 over the blasphemous drawings published in European newspapers.
The caricatures appeared on Facebook after a private user asked people to submit blasphemous drawings of the Holy Prophet Mohammed (PBUH) in an online competition that sparked fury across the country.
Dozens of members of the student wing of Jamaat-e-Islami protested in Islamabad, calling for a boycott of Facebook and supporting a government ban of the website.
Chanting “Allahu Akbar” and “We love Prophet Mohammed (PBUH),” they shouted “Al-Jihad, Al-Jihad”, denounced Israel and urged people to lay down their lives for Islam and the Prophet Mohammed (PBUH).
In Lahore, several thousand people organised five separate rallies.
They chanted “down with America” and called for an end to diplomatic relations with Denmark, Sweden and Norway, trampling flags of those countries into the ground as an expression of disgust, an AFP reporter said.
“The Muslim nation should announce a Jihad against such blasphemous acts. We should stand up against these conspiracies”, said Afzal Qadri, leader of the Tanzeem Ahle Sunnat party.
In Karachi, about 200 people rallied to condemn the United States, where Facebook is based and branding the makers of “blasphemous caricatures” the “biggest terrorists of the world”, said an AFP reporter.

Karachi remains shut to mourn and condemn bomb blasts
KARACHI – Thousands of people on Saturday attended the funeral of 26 victims of FridayÂ’s twin bombings here amid tight security, as the death toll soared to 33 while police registered cases against unknown terrorists in two police stations.
Thousands of mourners, beating their chests and chanting anti-Taliban slogans, attended the funeral prayers of 14 victims in the morning at RCD Ground in Malir.
The roads wore a deserted look as the City was shut to mourn the dead and denounce the deadly bombings.
The mourners including women and children, carrying black flags, beat their chests and chanted “Labbaik Ya Hussein and Yazidiyat Murdabad”. Thirteen victims were laid to rest in Old Model Colony graveyard while the fourteenth victim, Asif Zadi, was buried in the Wadi-e-Hussain graveyard at the Superhighway. Heavy contingents of police and Rangers guarded the entire area from RCD Ground to Model Colony graveyard while main security of the procession appeared to be in the hands of activists of local Shia organizations, who thoroughly searched the participants before their entry into the RCD Ground while no vehicle was allowed to be parked near ground.
The funeral prayers of seven Muttahida Qaumi Movement (MQM) workers was offered at Jinnah Ground, near the Muttahida headquarter Nine Zero, Azizabad, Federal B. Area. They were killed in the second blast which had occurred in the parking area of the Jinnah Postgraduate Medical Centre (JPMC).
The blast dead were laid to rest in different graveyards of the City where law enforcing agencies had further beefed up security to avert any untoward incident.
The funeral of six Christians of the same family, who also lost their lives in the blast at the JPMC, was held at the Saint Patrick Cathedral Church, situated at Shahrah-e-Iraq, formerly known as Clarke Street.
Scores of people and leaders of various political parties and non-political organisations, including provincial Minister Rauf Siddiqui, MPA Stephen Asif and others attended the funeral of the dead.
Police, meanwhile, registered cases against unknown terrorists. The FIR of the first blast, which took place at Nursery Flyover, was registered in Ferozabad Police Station while the FIR of the second blast, which took place at the JPMC, was registered in Sadder Police Station.
It is worth mentioning here that Interior Minister Rehman Malik has constituted a team, including officials from ISI, IB and FIA, to probe the deadly blasts.
Meanwhile, the death toll in the twin bombings rose to 33 with at least 170 others were being treated at various hospitals, a minister said.
Law enforcement agencies are unable to track down the modus operandi used by terrorists and also do not have sufficient skills to detect and round up the members of terrorist outfits due to lack of equipment.
According to reports, police claimed to have solved the case of Ashura blast and arrested four Jundullah operatives, who planted bombs on 8th, 9th and 10th of Muharram.
Reliable sources disclosed that police officials are still unable to prove the modus operandi before the courts what an Egyptian Commander of Al-Qaeda, Hamza Joffi alias Misry, gave to the arrested operatives of Jundullah.
Police have reportedly suspected the involvement of the same terrorist outfit in FridayÂ’s blasts because the similar method was used in these cowardly acts.
Investigators revealed that Jundullah had been active in the City for the last two years and had been indulging in terrorist activities as well as financing terrorism, but the intelligence agencies did not take measures to check this seriously.
Source revealed that before the Ashura blast, the Jundullah group had carried out several explosions in the last two years at Shah Latif town, at a police mobile at Karachi Airport, at Shahrah-e-Faisal, at Superhighway to hit Rangers officer and various other attempts.
Sources disclosed that Joffi, the founder of Jundullah, trained his members in such a way that they could explode bombs from everywhere through remote control.
Source added that scores of highly trained operatives of the said group are present in the City but their arrest is a big task for the law enforcement agencies because of their highly organised network.
They further explained that all the members of the group are locals of Karachi who were previously attached with different terrorist outfits and went to Wana, Waziristan where Joffi recruited them.
Those arrested members do not even know actual identities of their accomplices till the day of their arrest, as they were being operated by Joffi from Wana who assigned each of them selected different cadres.
During the course of investigations, the culprits revealed that the group had recently looted two banks including a dacoity at Maripur area in which three including two cops were killed.
The experts of the Bomb Disposal Squad (BDS) claimed that human bombs have been exploded, but on the other hand some senior police officials, considerably an terrorism expert, said preliminary evidences and investigations indicate that the blasts were not suicidal but remote-controlled and planted in motorcycles.
Another police expert, who has vast experience of arresting and dealing with Lashkar-e-Jhangvi (LJ) activists, believed that LJ operatives had the capability to carry out such sort of terrorist attacks, citing the bomb planted in a push-cart in an attempt to kill Allama Hassan Turabi.
CID (Operations) SSP Fayyaz Khan said it seemed that these explosions did not have connections with the Ashura because these were remote-controlled devices connected with the mobile phones and fixed in the TV boxes that were kept on the motorcycles.
“Such kind of modus operandi was earlier used by LJ in the murderous attempt on a Shia scholar, Allama Hassan Turabi, but he survived that attack,” SSP Khan said.
CID (Investigations) SP Mazhar Mashwani said that the engine and chassis numbers of motorcycles used in the explosions had been taken for chemical examination.
Declaring FridayÂ’s bomb attacks as suicide hits, Bomb Disposal Squad official Munir Sheikh said that a body, found from the first blast site, could be of the suicide bomber.
He further said that high-intensity explosives weighing around 15 to 20 kilograms were used in the first blast, and around 10kg explosive material was used in the second blast.
Agencies add: “More than 10,000 people attended the funeral of the 14 deceased,” said Javed Mehr, a local police official on duty at the ground.
Mehr told AFP that “the entire area was sealed off by police and paramilitary rangers to avoid any untoward incident.”
Provincial home affairs minister Zulfiqar Mirza told reporters in Karachi Saturday that the religious procession “was the main target of terrorists but they could not make it because of very strict security measures.”
“We are at war with these terrorists who are against our country, who are against our religion,” said Mirza.
He said some arrests had been made but declined to give further details.
Senior police investigator Raja Umer Khattab said the Jundullah group was behind the attacks.
“This is the same group that carried out the Ashura attack,” he said.
Khattab said some arrests had been made after the December attack but police were hunting for more members.
“We have arrested four members of this group but there are still 12 to 14 militants of this group left, who are planning these attacks,” he said.
KarachiÂ’s roads were mostly deserted Saturday while shops, business centres and educational institutions were closed as the port city mourned those killed in the two bombings.
Police and paramilitary Rangers patrolled streets and sensitive areas and Mehr said security had been stepped up at all hospitals.

Karachi shut: Blast toll rises to 45

KARACHI – At least 45 mourners were killed and 80 others wounded, some of them seriously when a suicide bomber blew himself up in the main Ashura procession on Monday afternoon at Light House traffic signal on MA Jinnah Road, the main traffic artery of the metropolis.
The incident sparked riots in the City in which three main markets and 60 vehicles were torched. The blast occurred when a Rangers personnel tried to stop the suspected bomber when he tried to join the procession. The CCTV of the City Government caught the moment when the bomb went off, throwing into air a large plume of dust and smoke, creating panic among the mourners who were on their way to Imama Bargah Husainan-e-Iranian, Kharadar from Imambragh Shah Khursan located near old Numaish.
The alleged bomber was said to be between 18 to 20 years of age, wearing black shirt and jeans tried to join the procession when he was intercepted by the law enforcer, who was also among those killed.
The law enforcing agencies had thrown a blanket of red plus security ring around the route of the procession and approximately 15,000 law enforcers and a number of sharp shooters had been posted on the building of the route of the procession. Sophisticated CCTV cameras were installed to monitor the route.
Police claimed that Musharf Baig, a traffic constable deployed at the link road signal saw suspect bomber first and signalled a Boy Scout namely Muzamil and Ranger personnel Abdul Razaq to intercept him. Abdul Razaq and Muzamil both were trying to intercept the bomber when it went off with a big bang, killing scores of people and injuring many others.
The bomber, the Boy Scout and the Rangers personnel all perished on the spot.
Ambulances of the various welfare organisations rushed to the spot and carried victims to different hospitals of city including Civil Hospital, Jinnah Postgraduate Medical Centre and Abbasi Shaheed Hospital.
Witnesses said that place of incident was littered with dead bodies and injured and the whole places was splattered with blood.
They said that victims were rushed to Civil Hospital where doctors and paramedical staff initially were not available. The rescuers immediately shifted a number of injured to private hospitals.
Bomb Disposal Squad official Munir Sheikh said that some 16 kg high-intensity explosives were used in the suicide attack. Police officials, however, claimed that as the suicide bomber was not wearing the explosive jacket, his upper part of the body remained intact and most of the injured received pellets in the lower parts of the bodies.
Enraged people accused that the incident took place because of the security lapse. The first reaction of the angry crowd was against the deployed security personnel and miscreants snatched rifle from the cops and beat them severely.
In the melee that ensued, the law enforcers backed off in order to avoid confrontation. Meanwhile, miscreants resorted to firing and law enforcement personnel also resorted aerial firing to disperse the violent mob.
Unknown miscreants took advantage of the situation and torched more than 60 vehicles including the police mobile vans. The infuriated crowd torched various big markets in the downtown of the city.
Protesters also set ablaze two buildings at Light House market and ransacked shops including an arms shop. Police and paramilitary troops fired in the air to disperse the angry crowd. The unknown miscreants also used firearms which resulted in two deaths.
The blast created tension in different parts of the city including Ancholi society, Malir Jaffer Tayyar, Gulistan-e-Jauhar, Rizvia, Orangi Town, Shah Faisal colony where unknown armed men resorted to aerial firing.
Meanwhile, three main markets, 60 vehicles were torched in violent fallout of Ashura procession. CountryÂ’s biggest medicine and plastic wholesale markets were burnt to ashes by miscreants, causing loss of billions of rupees.
The miscreants vandalized the whole of M.A Jinnah road from Light House to Boultan market, setting on fires thousands of shops that came in their way.
The traders claimed that they suffered loss of Rs30 billion. An arms shop was looted. The miscreants also used the looted arms on law enforcers and some of the innocent civilians fell prey to their firing.
The vehicles torched by the angry mob included police and RangersÂ’ mobiles besides cars, ambulances, KESC while six banks were also torched in the city.
The complete Light House market and adjacent market known as paper market having around 1000 shops were set on fire while Bolton Market and other adjacent markets having over 1500 shops were also been torched.
Interestingly, despite the tragedy, the mournersÂ’ procession continued to move forward despite the explosion and it concluded at Hussainain Iranian Imambargah at Kharadar. Fire tenders were unable to reach the spot because the procession was moving toward its destination after the blast.
It is pertinent to mention here that fire tenders were unable to extinguish the fire in last 24 hours.
Meanwhile, thousands of mourners attended the funeral prayers on Tuesday of five victims of the suicide blast which occurred in the main Muharram procession on Monday at Numaish.
The funeral prayers was led by Sheikh Salahuddin. The mourners chanted slogans against the US and Taliban but the crowd remained peaceful.
The huge procession went to two main graveyards from the University Road.
Two persons were buried in Wad-e-Hussain graveyard, while three bodies were taken to Mewa Shah graveyard. Seven bodies were sent to Chakwal, while two out of seven would be sent to Skardu later.
A body was buried in Korangi, while his funeral prayer was held separately. The suicide bomb blast had killed 43 innocent people so far while scores of others were injured.
Besides police and the Rangers, the volunteers of ISO and Imamia Scouts were deployed in and around the Shah Khurasan Road to handle any untoward incident. All mourners were allowed entry only after thorough physical search.
Lack of transport in the City forced large number people to arrive at Mehfil Shah Khurasan on foot. Hundreds of Ulema from across the country and politicians from different parities attended the funeral prayers.
Prominent participants of funerals included ISO Central Vice President Rehman Shah, Jafariya Alliance Chief Allama Abbas Kumeli, Allama Agha Aftab Haider Jaffery, Allama Hasan Zafar Naqvi, Allama Taqi Shah, Maulana Mirza Yousuf Hussain Mirza, Mulana Ghulam Abbas Raisi, Maulana Jawad Naqvi.
Renowned social worker Abdul Sattar Edhi also attended the funeral, while Deputy Speaker Provincial Assembly Shehla Raza, Provincial Interior Minster Dr Zulfiqar Mirza, Adviser to Chief Minster Waqar Mehdi, President PPP Karachi Najm-e-Alam, Secretary General PPP Karachi Saeed Ghani, Deputy Convener MQM Rabita Committee Dr Farouq Sattar, Provincial Minister Rashid Godial and Town Nazim Jawed Ahmed Khan also attended the funeral prayers.
Speakers at the funeral prayers termed the blast a conspiracy against Islam and the country initiated by US and the Taliban.
They demanded the government to hold judicial probe of the suicide blast and violence after the blast.
During the funerals prayers Shiite Ulema and different organisations also condoled with those newsmen whose family members were also killed in the blast.
Power shut down at GraÄanica monastery
The Kosovo Electricity Coroporation (KEK) has shut down the power at GraÄanica and Dević monasteries, Radio KiM reports. The Mother Superior from Dević, Anastasija, confirmed that KEK representatives had come to turn off the electricity there on Monday.
