ITALIAN courts may be slow. But no one could claim that they were arbitrary. Defendants get the right to a trial (sometimes after a pre-trial), and then up to two appeals: one on the merits of the case, and another on points of law. Often, the result is that a case will be timed out by a statute of limitations before it can run that long course.
On Thursday February 25th, Italy’s highest appeal court decided that that is what had happened in the politically explosive trial of David Mills, a British lawyer who once advised Italy’s prime minister, Silvio Berlusconi, on offshore finance. Pajtić expects statute to go into effect
Head of the Vojvodina government Bojan Pajtić said on Friday he expects the Vojvodina statute to go into effect fully in 2010. By the end of 2010, the Vojvodina administration will take over its full powers in all sectors, he told B92 TV.
Full implementation of statute in 2010
The residents of Vojvodina will see full implementation of the new statute of the province in the new year. However, some possibilities granted by the act, such as the opening of offices in other regions of Europe, will likely wait until 2011.
Statute motion filed with Constitutional Court
Officials of the opposition DSS-NS coalition submitted a motion today to assess the constitutionality of the Vojvodina statute. The two parties, represented by MiloÅ¡ Aligrudić and Velimir Ilić, have also asked Serbia’s Constitutional Court to look into the accompanying law determining the jurisdiction of the province.
DSS to take statute to Constitutional Court
Opposition Democratic Party of Serbia (DSS) MPs will ask the Constitutional Court to assess the constitutionality of the Vojvodina statute. DSS Vojvodina board chief Zoran LonÄar said that the statute and the law for transferring authorities to the province are not in accordance with the Serbian Constitution, and other laws.
Kacin: Statute proclamation shows maturity
European Parliament Rapporteur for Serbia, Jelko Kacin, said that the proclamation of the Vojvodina statute is a sign of maturity in Serbia. He said that it is also a sign of Serbia’s political will to turn itself into a modern and functional country.
Provincial assembly proclaims statute
The Vojvodina statute has been proclaimed in ceremonial session of the provincial assembly this Monday. Vojvodina Executive Council President Bojan Pajtić and Assembly President Šandor Egereši addressed the deputies before the statute was proclaimed.
Statute to be proclaimed on Dec. 14
The Vojvodina statute will be proclaimed at a Vojvodina assembly session on December 14, Assembly Speaker Šandor Egereši said. He said that he expects that the needed accompanying laws on property and financing will be adopted soon, which Egereši said are needed in order for the decentralization process to be strengthen.

The Serbian parliament is today continuing the debate on the amendments submitted to the draft law on Vojvodina’s jurisdictions. MPs this week started discussing both the law and the draft provincial statute, sent to parliament by the government.
Vojvodina assembly speaker on statute
The draft statute gives Vojvodina the highest level of autonomy provided by the Constitution, the provincial assembly president says. But Šandor Egereši also stated that changes to the Constitution should be made by the end of this government’s mandate.

The Serbian parliament wrapped up initial debates of the law for transferring authorities on Tuesday and began debating the Vojvodina statute. The ruling coalition parties and opposition Liberal Democratic Party (LDP) have announced that they would vote in favor of the acts, while all other opposition parties are demanding that the drafts be pulled from parliamentary procedures because they say they would lead to Vojvodina’s secession from Serbia.

The opposition Democratic Party of Serbia (DSS) will not support the draft Vojvodina statute in parliament. Speaking in a news conference in Belgrade on Monday, party leader Vojislav Koštunica also announced that they would initiate proceedings before the Constitutional Court.
SNS to vote against statute
The Serbian Progressive Party (SNS) announced that it will not be voting in support of the draft for Vojvodina’s new statute. The party also stated that it will call for a check of the proposed statute’s constitutionality.
Parliamentary debate on statute on Tuesday
Parliamentary Speaker Slavica Äukić-Dejanović has called a meeting on Tuesday for the debate of the Vojvodina statue draft and accompanying laws. Äukić-Dejanović proposed that the statute and the law on transferring authorities to Vojvodina, approved by the government, begin being debated at Tuesday’s meeting.
New Serbia to submit amendments for statute
New Serbia (NS) Vice President Dubravka Filipovski said that the party will be submitting amendments for the Vojvodina statute draft. She said that NS believes that the statue being proposed is unconstitutional.

State Administration and Local Self-Administrations Minister Milan Marković said that the Vojvodina statute is in accordance with the constitution. He said that it also confirms the territorial integrity and sovereignty of Serbia.
VuÄić urges postponement of statute
Opposition SNSdeputy leader Aleksandar VuÄić called on Friday on the ruling parties postpone the adoption of the draft Vojvodina statute. VuÄić added that the enforcement of such an act would have long-lasting harmful consequences for Serbia and its citizens.
