SembCorp Utilities Pte., a unit of SembCorp Industries, has entered into a tender offer to acquire a 58.4% stake or 17,868,543 shares in NYSE-listed wastewater service company Cascal N.V. held by Biwater Investments for as much as US$6.75 ($9.25) for each share or $165 million. SembCorp will also launch a tender offer to acquire all of the outstanding common shares of Cascal, according to a statement on the Singapore stock exchange.

The Finance Ministry has announced a tender for selecting an adviser for the sale of 40 percent of the state-owned shares of Telekom Srbija. According to the tender conditions, the potential adviser must be an investment bank that is well known around the world, or a consortium that is led by an investment bank.
Sim Lian Land awarded tender for Tampines residential site
Developer Sim Lian Land has won the tender for the residential site at Tampines Avenue 1 and Avenue 10. It submitted the winning bid of $302 million for the 344,445 sqft plot. The site with a 99-year lease attracted a total of eight bids. The remaining bids range between $168 million and $289 million.

Chip Eng Seng Corporation, one of the leading construction and property groups, has been awarded the tender for a land parcel at 27-39 Mackenzie Street in Melbourne, Victoria, for A$20.2 million ($25.8 million). The land tender was won by its wholly-owned subsidiary CES-Mckenzie (Victoria).

Pteris Global, the provider of airport logistics systems, has been named as the successful bidder by Hunan Airport Group to design, supply and install a complete Baggage Handling System for Changsha Huanghua International Airport, China. The project is scheduled to start in April 2010 and is expected to be completed in May 2011. The company says it is currently negotiating the terms of the contract.

Lum Chang Holdings says subsidiary Lum Chang Building Contractors, a wholly-owned subsidiary of the company, has clinched the tender for the third and final phase of the commerical development at Changi Business Park Ave. 3.
The design and build contract worth $27.5 million was awarded by HSBC Institutional Trust Services (Singapore) as trustee of Ascendas Real Estate Investment Trust or A-REIT.
Keppel to build Vietnam’s first semi-submersible drilling tender for $277m
Keppel Corp says unit Keppel FELS has received a Letter of Award from PetroVietnam Drilling and Well Services Corporation (PV Drilling) to build the country’s first semi-submersible drilling tender assist rig worth about US$200 million ($277.3 million).
The formal rig contract is expected to be finalised shortly in December 2009.
Commission: Up Belgrade Fair offer
The Privatization Agency says the tender commission decided that negotiations for the sale of the Belgrade Fair could begin if the offered price was increased. The commission wants the sole bidder, a consortium made up of Rimini Fiera and Verano Motors, to offer at least EUR 40mn.
