Commission on missing persons formed, SC told


ISLAMABAD – Government has succeeded partially to satisfy the apex court while submitting a compliance report regarding the formulation of a judicial commission headed by a retired Supreme Court judge to solve out the issue of missing persons.
A three-member bench of the Supreme Court on Monday directed the Secretary Ministry of Foreign Affairs to submit a complete report on Pakistanis languishing in various jails in foreign countries. The bench comprising Justice Javed Iqbal, Justice Mohammad Sair Ali and Justice Anwar Zaheer Jamali hearing the missing personsÂ’ case also ordered Pakistani Ambassadors to ensure release of Pakistani prisoners, especially in Thailand. Amina Masood, Chairperson Defence of Human Rights, informed the court that a large number of Pakistanis were languishing in ThailandÂ’s prisons and three out of them had become mad. The Government should be instructed to ensure their release soon, she added.
Additional Attorney General K K Agha told the court that the Government had appointed a former SC judge, Justice (Retd) Kamal Mansur Alam, as Chairman Commission of Inquiry on Enforced Disappearance in place of Justice (Retd) Sardar Mohammad Raza Khan who had refused to head the Commission due to personal reasons. The other members of the Commission are Justice (Retd) Nasira Iqbal, ex-judge of Lahore High Court, and Justice (Retd) Fazal-ur-Rehman, a retired judge of Balochistan High Court, he added.
The meeting of the Commission would be held in the next week, the AAG said. He informed that the Commission would prepare a comprehensive list of the missing persons with all relevant information. It will collect evidence or testimony of missing persons and examine and compile a list of persons whose custody was at first denied but subsequently admitted and about their present status. The Commission will recommend appropriate procedures for tracing missing persons, and appropriate compensation to the victims of enforced disappearances. It will also fix responsibility on individuals or organisations responsible for enforced disappearance of persons, and will also suggest ways and means to prevent the recurrence of such incidence.
The Commission shall have power to summon record and persons, record evidence and recommend appropriate relief and compensation to the victims of enforced disappearances. Non-compliance of direction in this respect shall be punishable. It will also have power to order a police investigation into any matter coming before it. The AAG also submitted report of persons missing in the Lal Mosque incident. He said that the police had taken the DNA sample of 23 bodies jointly buried in a grave, but so far no one had claimed about these bodies.
Ikram Chaudhary, former vice-president of Supreme Court Bar Association, while dismissing the AAG report, argued that the figures given in it were outdated. He said that, according to his information, 400 to 500 persons were still missing in the Lal Mosque tragedy.
Justice alleviating the concerns of missing persons’ families said, “We are not disassociating ourselves from the missing persons’ case but also do not like to interfere in the Commission’s matter.” He said Justice (Retd) Fazal-ur-Rehman, former judge of BHC, would thoroughly probe into the matter, adding the Commission would determine the exact number of missing persons. The maximum missing persons are from Balochistan and it was a burning issue for the province.
Director Operation Ministry of Interior informed that FIRs in all the missing persons cases had been registered, but so far no progress had been made.
Kamran Doost, Home Secretary Sindh, informed the court that out of nine missing persons, they had traced six, while the remaining three had link with jihadi organisations.

45pc drugs are spurious, NA told


ISLAMABAD – Admitting the sale of around 40 to 45 percent spurious medicines in the country, Federal Minister for Law, Justice and Parliamentary Affairs Dr. Babar Awan and Federal Minister for Interior Rehman Malik have said that Government will come up with stringent legislation against spurious drugs and not allow anyone to play with the lives of the people.
Responding to a motion tabled by MNA Sheeren Arshad Khan in the National Assembly on Tuesday morning, Dr Babar Awan and Rehman Malik assured the House that Prime Minister Syed Yousuf Raza Gilani had given clear-cut instructions in this regard and, besides doing legislation in this connection, the people indulged in this crime of heinous nature would be dealt with an iron hand.
The motion demanded of the Government to take steps to stop sale of spurious medicines around the country. After the debate, the Lower House approved the motion unanimously.
Earlier, participating in the debate, Dr Azra Afzal, Riaz Pirzada, Tahir Orangzaib, Abdul Qadir, Yasmin Rehman, Barjis Tahir and others said that the drug inspectors and respective health departments had failed to take strict measures against quacks and sellers of fake medicines.
Spurious medicines are being sold openly, they said, adding that the license of those involved in selling of uncertified drugs should be cancelled. They also demanded of the Government to stop smuggling of illegal drugs from Bangladesh. Due to inadequate health facilities, they said, the quacks were also increasing therefore it was vital to approve legislation of Homeopathic and Tib immediately.
Speaker National Assembly Dr Fehmida Mirza in her remarks directed the concerned NA standing committee to review the bills against selling of spurious medicines around the country and table it in the Lower House for approval.
Responding to the questions of MNAs, Interior Minister Malik said he had ordered Federal Investigation Agency to take action against sellers of spurious drugs and drugs worth million of rupees were seized during the operation but those involved in such heinous crime got bail from court.
About 40 to 45 percent uncertified drugs, he admitted, were being sold in the country. He said he would table special report of FIA with regard to supply of spurious medicine by Shifa Drug Laboratory to Lady Health Workers Programme today (Wednesday) in the House.
Dr Babar Awan told the Lower House that Government was taking steps to stop sale of uncertified medicines. Actually provincial governments were responsible for implementation of drug laws but as the departments in the provinces were not working adequately, this illegal business was flourishing.
The National Assembly also approved another motion, demanding of the Government to take steps for the welfare of orphan children and needy women. Federal Minister for Population Welfare Firdous Awan commenting on motion said that Government had constituted national commission for children and national action plan had also been devised for the welfare of orphan children. A draft of national action plan has been tabled in the Federal Cabinet and bill with regard to protection of child had been sent to the Law Ministry and after approval, it would be tabled in the Lower House for final approval, she said.
Meanwhile speaking on a point of order, Babar Awan informed the Lower House that all recruitments in the government departments were made on merit and no PPP activist was given any favour in any of the department.
He asked the opposition to bring evidence of such an irregularity in recruitment instead of making false accusation.
Prime Minister Gilani has directed the concerned authorities for effective legislation to discourage business of spurious drugs and bring the culprits to justice. Interior Minister Rehman Malik informed National Assembly that the Prime Minister has directed him to look into the matter thoroughly and bring some legislation in consultation with the Health Ministry.

The follow-up, No More Stories Are Told TodayÂ… (Columbia), is a seamless transition, honing the disjointed weirdness into something slightly more palatable but no less mysterious.

“Introducing Palace Players” and “Repeaterbeater” dare you to lurch along to their somehow catchy yet un-danceable beats. “Silas The Magic Car” and “Cartoons And Macrame Wounds” suck you in with slick, sugary vocal hooks and synth drama, but the lyrics read like mistranslated poetry. The album gets a bit lost in too-conventional meandering at times; Mew is at its best when it forces you to try and figure it out. Since the strangeness ultimately wins out, depending on your tolerance, you’ll be endlessly fascinated or you’ll just give up after a while.

Congratulating Karzai over telephone on his re-election on Tuesday, Obama told the Afghan leader that his administration needs to be more serious in its efforts to eradicate corruption. Later, Obama said that Karzai assured him that he understood the importance of the time of his re-election. “But as I indicated to him, the proof is not going to be in words, it is going to be in deeds,” Obama said. Informing reporters about his call with Karzai, Obama said at his Oval Office, “I spoke with President Karzai and I congratulated him on his election for the second term as President of the Islamic Republic of Afghanistan.” Although the process was messy, the US President said he was pleased with the final outcome as it was in accordance with Afghan law.
