Security and the environment: Climate wars
Does a warming world really mean that more conflict is inevitable?
AS THE planet warms, floods, storms, rising seas and drought will uproot millions of people, and with dire wider consequences. Barack Obama, collecting his Nobel peace prize, said that climate change “will fuel more conflict for decades”. He took the analysis not from environmental scaremongers but from a group of American generals.
The forecast is close to becoming received wisdom. A flurry of new books with titles such as “Global Warring” and “Climate Conflict” offer near-apocalyptic visions. Cleo Paskal, at the Royal Institute of International Affairs in London, predicts that floods, storms, the failure of the Indian monsoon and agricultural collapse will bring “enormous, and specific, geopolitical, economic, and security consequences for all of us…the world of tomorrow looks chaotic and violent”. Jeffrey Mazo of the International Institute for Strategic Studies, also in London, calls climate change an “existential threat” and fears it could usher in “state failure and internal conflict” in exposed places, notably Africa. …

Wars and laws: To the loser—a lawyer
Win or lose, you may still be able to sue
WHEN the tribes of ancient Israel defeated the Midianites, the victors got the losers’ 675,000 sheep, 72,000 oxen, 61,000 asses and 32,000 female virgins (males and non-virgin women were slaughtered), as well as the gold and jewels. The biblical account suggests that, in that era at least, this was a standard post-conflict resolution of property questions.
These days, the accepted rules on what a conqueror can grab are different. A bid to enforce one of the biggest awards of compensation to a victim of wartime looting is now under consideration by Canada’s Supreme Court. The story started when lawyers representing Kuwait Airways filed a commercial claim in an English court in 1991 against Iraq and the state-owned Iraqi Airways for seizing ten aircraft and aircraft parts during the 1990-91 Gulf war. After much wrangling, it gained a $1.2 billion judgment which it is now trying to collect in at least nine jurisdictions. The Canadian court is being asked to rule on whether a Kuwaiti airline can impound some assets in Montreal—including six aircraft and two buildings—that belong to the Iraqi state. …

Record sales are expected at Hong Kong’s art auction
IN 2008 China overtook France to become the third-biggest art market in the world, after America and Britain. France managed to reverse that setback in 2009, helped by an Yves Saint Laurent/Pierre Berge sale. But relief is likely to be temporary. The value of sales at art auctions in China reached €2.3 billion ($3.3 billion), up by 24% on the previous year. China’s share of the world auction market climbed from 10% to 18%, largely at the expense of Britain and America. Chinese art has grown in popularity. Christie’s Chinese sales in New York last month were its biggest ever. Sotheby’s sales in Hong Kong (April 5th-8th) are also expected to reach record highs. The 20th-century Chinese art sale alone is expected to raise HK$75m ($9.7m) and the ceramics and fine art auctions could fetch more than HK$200m.
